Abstract

One of the innovations developed by the Ogan Ilir Regency Government is the Information System for Monitoring Development Achievement (SICARAM), aimed at facilitating the monitoring and evaluation of planned development outcomes. This study aims to analyze the influence of SICARAM implementation on the performance of local government agencies. The research employed a descriptive quantitative approach, with SICARAM implementation as the independent variable (X) and organizational performance as the dependent variable (Y). The sample consisted of 60 respondents selected using the total sampling method. Data were collected through a Likert-scale questionnaire (1–4) comprising 16 items, which were tested for validity and reliability. The data were analyzed using multiple linear regression with SPSS 25. The results showed that SICARAM implementation has a positive and significant effect on the performance of local government agencies in Ogan Ilir Regency. Although the implementation of SICARAM has been relatively effective, improvements in communication and bureaucratic structure are still needed. The performance of local agencies is generally adequate; however, aspects such as work quantity and timeliness require enhancement. This study recommends strengthening training efforts and simplifying bureaucratic procedures, and suggests further research to explore individual factors such as digital literacy and work motivation in the use of local information systems.

Abstract

This research discusses Environmental Governance Practices in the Joint Transformation Center Innovation in supporting a balance between development and environmental management as a strategy for the construction of the Manyar Smelter by PT Freeport Indonesia. The method used in this research is descriptive qualitative using phenomenological theory through interviews, observation and documentation. The theory used in this research is the Good Environmental Governance theory according to Belbase. The research results show that the government acts as a supervisor and regulator regarding environmental management and has a limited role in the implementation of the Joint Transformation Center.

Abstract

The capacity for innovation in village governance reflects efforts to bridge community welfare and social transformation. This study examines innovation from both institutional and community perspectives, emphasizing the role of social and grassroots innovation in empowering village apparatus and local communities. Employing a qualitative case study approach, the research focuses on two villages in Lamongan Regency: Warukulon and Wanar. Data were collected through interviews with village officials, community-based organizations (LKD), and local service units such as posyandu. The findings indicate that institutional innovation capacity remains limited, as training and development for village officials are irregular and highly dependent on external directives. Conversely, innovation at the grassroots level, particularly through Karang Taruna, PKK, and posyandu, has shown promise in community mobilization and empowerment. Warukulon demonstrates relatively higher community innovation due to active participation since the COVID-19 pandemic, while Wanar is in the early stages of revitalizing youth engagement. This research highlights the need for sustainable training programs, institutional support, and leadership regeneration to strengthen local innovation ecosystems. These findings underline the importance of integrating both top-down and bottom-up approaches in enhancing village innovation capacity.

Abstract

Tourism villages are a vital element in the sustainable development of Indonesia's tourism industry. The success of tourism village development is strongly influenced by the presence of unique attractions based on local culture, natural beauty, and the social values upheld by the local community. This study aims to explore the role of unique attractions, such as the Betemoe Package in Bilebante Tourism Village, in promoting local economic growth, cultural preservation, and the strengthening of community social cohesion. A descriptive-qualitative approach was employed through observation, in-depth interviews, and documentation techniques. The primary focus of the study lies in the active involvement of local communities, the reinforcement of traditional cultural roles, and the use of local wisdom-based marketing strategies to create authentic and meaningful tourism experiences. The findings reveal that the Betemoe Package not only offers entertainment through traditional dance performances and ancient lontar manuscript readings, but also educates visitors on values of tolerance and interfaith harmony, particularly between Muslim and Hindu residents living peacefully side by side. This attraction effectively strengthens cultural identity and raises collective awareness of preserving ancestral heritage. Moreover, synergy among village governments, tourism awareness groups (Pokdarwis), local SMEs, and private stakeholders is a key factor in enhancing infrastructure, expanding promotion, and increasing tourism village competitiveness. In conclusion, developing culturally rooted attractions with active community participation can create an inclusive and sustainable tourism ecosystem that significantly benefits the social and economic welfare of rural communities.

Abstract

Digital transformation in local government financial management has become a strategic agenda to realize transparent, accountable, and efficient governance. Local Government Transaction Electronification (ETPD) as part of the Acceleration and Expansion of Regional Digitalization (P2DD) is a crucial instrument for strengthening the digital economy at the regional level. This research aims to analyze the ETPD management innovation model in strengthening the digital economic ecosystem, identify factors influencing the effectiveness of ETPD implementation, and formulate policy recommendations for optimizing ETPD implementation. Employing a qualitative approach with policy analysis and case study methods, this research collected data through documentation studies, secondary data analysis, in-depth interviews, and observations. The analysis results indicate that an effective ETPD management innovation model consists of four pillars: strengthening regulation and inter-institutional coordination, reinforcing the government digital ecosystem, developing digital infrastructure, and enhancing public digital literacy. ETPD implementation has shown a positive trend with 87.9% of local governments at the Digital level in Semester I of 2024. However, regional disparities persist with Java-Bali recording the highest achievement (66.5%) and Nusampua the lowest (27.1%). The effectiveness of ETPD implementation is influenced by eight factors: leadership and political commitment, regulatory framework, technological infrastructure readiness, human resource capacity, banking partnerships, public digital literacy, inter-institutional coordination, and fiscal incentives. Based on these findings, it is recommended to strengthen inter-institutional partnerships, develop a comprehensive ETPD Roadmap, prioritize digital infrastructure development in frontier regions, enhance digital literacy, establish technical implementation guidelines, develop an integrated digital payment system, and implement an effective monitoring and evaluation system. implications are for Indonesia to immediately implement Law No. 27 of 2022 on Personal Data Protection, establish a centralized data protection authority, and encourage Public-Private Partnerships to improve accountability in personal data protection. Based on these recommendations, it can be concluded that ETPD innovation plays a strategic role in strengthening the digital economic ecosystem of regional governments.

Abstract

This study explores the economic dimension of regional innovation through developing an integrated model of commercialization and monetization to strengthen regional fiscal autonomy (RFA). Regional innovations have been predominantly viewed from a public service perspective without considering their economic potential to reduce fiscal dependence on central government. Using a qualitative approach with a case study in Kotamobagu City, which has organized the Innovative Government Award (IGA) for five consecutive years (2020-2024), this research identifies four main model components: commercialization, valuation, calculation, and monetization of regional innovations. Findings reveal that among 165 innovations produced, the majority originated from regional agencies (74 innovations or 44.85%) and the general public (50 innovations or 30.30%), yet their economic potential remains underexploited. The economic dimension of regional innovation becomes crucial in the context of fiscal decentralization as it offers sustainable alternative revenue sources based on local strengths. The integrated model developed provides a holistic framework that addresses the fragmentation of commercialization approaches while creating systematic mechanisms to transform innovations from public service instruments into strategic revenue-generating assets. The advantage of integration lies in its ability to optimize the economic value of innovations while maintaining their social and public service functions. The theoretical contribution integrates Fiscal Autonomy Theory, Economic Innovation Theory, and Innovation Commercialization Theory within the Indonesian regional government context. Practically, this model can enhance Regional Original Revenue (PAD) through diversification of innovation-based local revenue sources. Model implementation requires strengthening human resource capacity, developing supportive regulations, and establishing a dodeca-helix-based regional innovation ecosystem.
