Abstract

AbstrakUntuk mengetahui kapasitas perangkat desa dalam menyelenggarakan pemerintahan desa dapat dilakukan dengan pemetaan perangkat desa. Penelitian ini dilaksanakan dengan tujuan untuk mengetahui kapasitas perangkat desa dalam penyelenggaraan pemerintahan; kendala, dan langkah-langkah yang telah dan akan dilakukan oleh Pemerintah Daerah Kabupaten Kudus untuk meningkatkan kapasitas perangkat desa dalam menyelenggarakan pemerintahan desa. Penelitian ini bersifat deskriptif analisis dengan pendekatan kualitatif di tiga kecamatan kabupaten Kudus, yaitu Kecamatan Dawe, Jekulo dan Kecamatan Undaan, dengan sampel 26 desa. Hasil studi antara lain menunjukkan bahwa tingkat pemahaman perangkat desa dalam memahami majemen sumber daya manusia maupun kemampuan teknis perangkat desa masih kurang. Mayoritas perangkat desa belum mengikuti pendidikan dan pelatihan/bimbingan teknik kompetensi, karena memiliki masa kerja lebih dari 10 tahun perangkat desa  merasa sudah memiliki tingkat pengetahuan yang memadai.AbstractTo know capacity of the publik service in the village, engage to conduct with the mapping the village. This research was conducted in order to know the capacity the publik service of the village in governance; obstacles and the steps that have been conducted and will be carried out by local government for increasing the capacity of the district Kudus for organizing village government. Describtive analised with kuantitative approach are used in this research in the three sub-districts Kudus, the District Dawe, Jekulo and District Undaan and also takes 26 villages for sampling. The results of the research shows that knowlage of publik service staffs to understand human resources management and technical capacity of the village are still lacking. Mostly, the villages have not followed  some educations and trainings/mentorings technical competency yet, because they feel if when they have experiences over 10 years the village, educations and trainng is not nececcery to follow.

Abstract

AbstrakPenelitian apresiasi petani terhadap teknologi dan penyuluhan pertanian dalam peningkatan produksi padi telah dilaksanakan pada Bulan Januari sampai Mei 2012 di 10 kabupaten sentra produksi padi di Jawa Barat. Penelitian dilaksanakan dengan metoda survey dengan total responden 120 petani. Penelitian ini bertujuan untuk mengetahui apresiasi petani terhadap teknologi dan penyuluhan dalam meningkatkan produksi padi. Hasil penelitian menunjukkan: (1) Teknologi yang berperan penting dalam peningkatan produksi padi adalah: (a) teknologi peningkatan kesuburan lahan, (b) teknologi meminimalkan kehilangan hasil panen, dan (c) varietas unggul baru. (2) Teknologi yang diapresiasi tinggi kinerjanya oleh petani adalah; varietas unggul baru, dan peningkatan kesuburan lahan, sedangkan teknologi kehilangan hasil panen diapresiasi kurang, sehingga ketiga teknologi tersebut merupakan faktor yang sangat berperan dalam peningkatan produksi padi. (3) Prequensi kehadiran penyuluh mempunyai peranan penting dalam upaya peningkatan produksi padi, tetapi kinerjanya diapresiasi rendah. Implikasi hasil penelitian ini adalah: (a) Diperlukan kebijakan Pemerintah Daerah melaui Peraturan Daerah untuk meningkatkan kesuburan lahan melalui pemanfaatan jerami, dan kebijakan penambahan jumlah serta fasilitas penyuluh pertanian. (b) Penyediaan varietas unggul baru melalui pengembangan dan pembinaan penangkar benih serta meningkatkan peranan Balai Benih Padi Jawa Barat, dan (c) meminimalkan kehilangan hasil panen melalui penerapan kelembagaan jasa panen dan penerapan Power Tresherr.AbstractStudy of farmers  appreciation on technology and agricultural extension for increasing rice production has been carried out in January to May 2012 in ten rice producers districts in West Java. Research conducted by survey method with a total of 120 farmer respondents. The objective of the study were to identify and implement agricultural extension technology that can increase rice production. The results of this study showed: (1) The important to increase rice production in West Java includes: (a) soil fertility, technology increased, (b) minimize in lost   crops   technology, (c) new varieties. (2) The technology  was  mostly  appreciated  by  farmer  was  new  high  yield  varieties  and soil  fertility improvement  technology, while  minimizely  yield  lost  tehnology  otherwise.  It  was  thesefore,both tehnologies is on consider as importantce in increasing rice yield.(3) outreach activities that have an important role in increasing rice production is frequenti agricultural extension in the presence of farmers, which was low-appreciated by the farmers. So that the instructors presence at the farm level need to be improved. The implications of this strudy are; (a) a local regulation government policy to improve soil fertility through the use of straw, and policies as well as increasing the number of agricultural extension facilities. (b) the provision of new varieties through the development of breeder seed and coaching as well as enhancing the role of West Java Rice Seed Center, and (c) minimize the loss of crop yields through the application of institutional services and application of Power Tresher

Abstract

The implementation of democracy intensified since the fall of the new order era has some failures. One of the factors is violence phenomena still continue in the region. This study aims to discuss the violence in the region by presenting cosmopolitan democracy as a new design of more humane democracy. In addition, this research method uses library research, because library research can understand the problem in-depth to find the pattern and recommendation from the violence problems which happens in Indonesia. This study uses Hannah Arendt observations on the phenomenon of violence. In addition, the concept of cosmopolitan democracy is referred from Daniele Archibugi, David Held, and Ulrich Beck is presented as a draft of new democracy direction which is more inclusive and humane. The result of this study discloses that the occurrence of incidence is triggered by failed implementation of the democratic system in Indonesia

Abstract

AbstrakDiterapkannya sistem desentralisasi memberikan kewenangan yang besar pada daerah untuk mengembangkan kapasitas pemerintah daerah dalam penyelenggaraan urusan pemerintahan melalui pengembangan kapasitas sumber daya manusia aparatur. Namun demikian, selama kurang lebih satu dasawarsa terakhir, upaya ini masih belum optimal guna mencapai hasil yang diharapkan. Kajian ini dilakukan untuk memotret pengembangan kapasitas sumber daya manusia aparatur di Kabupaten Serang, dilaksanakan pada tahun 2012. Metode pendekatan yang digunakan adalah deskriptif kualitatif, dengan penggunaan data primer dan sekunder. Hasil kajian menunjukkan kualitas sumberdaya manusia masih rendah, banyak jabatan struktural yang belum terisi, rekrutmen belum didasarkan pada analisis jabatan, evaluasi jabatan belum dilakukan, penilaian kinerja individu berdasarkan kompetensi belum dilakukan, serta sebagian besar pegawai belum mendapatkan diklat sesuai dengan jabatannya. Disarankan untuk melakukan penataan sistem rekrutmen; analisis jabatan; evaluasi jabatan; penyusunan standar kompetensi jabatan; penilaian individu berdasarkan kompetensi; pengembangan database pegawai; dan perbaikan kurikulum pendidikan dan pelatihan. AbstractImplementation of a decentralized system gives great authority to the regions to develop the capacity of local governments in the implementation of government affairs through the development of human resource capacity of the apparatus. However, for more than a decade, these efforts are still not optimal to achieve the expected results. This study was conducted to capture the human resource capacity development of Serang regency officials, implemented in 2012. The method used in this study is descriptive qualitative method, using the primary and secondary data. The results of the study demonstrates that the quality of human resources is still low, there are many positions in the organization structure are unfilled, the employee recruitment system is not based on job analysis, job position evaluation system have not been implemented, individual performance evaluation is not done according to competency based assessment, and employees have not received training according to their job position. It is recommended to perform system setup on recruitment; job analysis; Job evaluation; setting on job competency standard; competency based individual assessment; employee database development, and improvement on education and training curricula.

Abstract

AbstrakTujuan penelitian ini adalah untuk mengidentifikasi produk kebijakan teknis kerjasama untuk implementasi antara Pemerintah Provinsi Jawa Timur, Kabupaten Pasuruan, Kabupaten Sidoarjo, Kabupaten Gresik dan Kota Surabay, serta mengidentifikasi implementasi kerjasama dan kendala yang dihadapi. Pendekatan yang digunakan adalah deskriptif kualitatif. Hasil penelitian menunjukkan bahwa kerjasama pengelolaan mata air Umbulan belum berjalan dengan baik, yang disebabkan oleh belum terbentuknya lembaga kerjasama yang melibatkan kalangan independen dan professional untuk bekerja secara aktif dan intensif; belum adanya payung politik yang memadai; dan kurang pelibatan stakeholders. AbstractThe purpose of this study was to identify the products of technical cooperation for the implementation of the policy of the Government of East Java, Pasuruan, Sidoarjo, Gresik and Surabaya,and to identify the implementation of cooperation and constraints. The approach used is descriptive qualitative. The results showed that the joint management of the springs Umbulan not run well, which is caused by the institutions have been formed involving cooperation among independent and professional to work actively and intensively; absence of adequate political umbrella, and lack of involvement of stakeholders.

Abstract

AbstrakPenelitian ini bertujuan untuk: mengetahui capaian perekaman e-KTP di Kota Jayapura; menganalisa hubungan jumlah penduduk wajib e-KTP dengan penyelesaian perekaman; menginventarisir hambatan dalam perekaman e-KTP; menginventarisir upaya yang telah dilakukan oleh Pemerintah Kota Jayapura mengatasi kendala perekaman e-KTP; mengetahui rasio alat perekaman dengan jumlah penduduk wajib e-KTP. Metodologi yang digunakan untuk menganalisa hubungan variabel menggunakan korelasi dengan bantuan sofware SPSS 19, serta prosentase. Hasil penelitian menunjukan: pelaksanaan kebijakan e-KTP di Kota Jayapura telah dilaksanakan dan mencapai kemajuan yang signifikan. Perkembangan perekaman e-KTP pada akhir tahun 2012, menunjukan hingga 89 %. Dalam jangka waktu 5 bulan (dari bulan Agustus – Desember 2012) mengalami perkembangan sebesar 5 %.Terdapat hubungan yang siginfikan antara jumlah penduduk dengan wajib e-KTP dalam arti semakin besar jumlah penduduk di Kota Jayapura akan semakin besar pula penduduk wajib e-KTP. Sebaliknya terdapat hubungan antara jumlah wajib e-KTP dengan penyelesian perekaman e-KTP. Dalam pelaksanaan perekaman e-KTP ditemukan sejumlah hambatan. Hambatan yang muncul telah diatasi dengan berbagai upaya yang telah dilaksanakan oleh Pemerintah Kota Jayapura. AbstractThis study aim to know target taping e-KTP at Municipality Jayapura, analyse corelation total population compulsory e-KTP with complition taping, inventory effort by Goverment Municipality Jayapura overcome constraints taping e_KTP, know ratio too taping with total population compulsory e-KTP.The study shows that implemention policy e-KTP at municipality Jayapura has been implemented and achieve progress significant. Development tapiong e-KTP at year end 2012, have shown until 89 %. In the period 5 mounth (from August – December 2012) development 5 %. There is a relationship significant betwenn total population and compulsary e-KTP, in the sense greather total population at Municipality Jayapura will greather total population compulsory e-KTP. Otherwise relation between total compulsary e-KTP with completion taping e-KTP. In implementaion taping e-KTP finds obstacle appear has been overcome by kinds effort has been implemented by local Goverment Municipality Jayapura.

Abstract

The purpose of the study is to analyze the condition of economic potential and economic structure of the region,local investment conditions, as well as to propose a policy in order to strengthen regional economic attraction of investment. The study utilizes qualitative method with descriptive explanation. The result of this study is the attraction of foreign investors and domestic investors to invest in Banten Province is still low, despite the adequately supportive (good enough) economic potential and economic structure in the region. Therefore, it is still necessary to strengthen more appropriate regional economic policies to increase the attraction of investment in Banten province, especially the policy of increasing people’s purchasing power (not in the consumptive context).

Abstract

AbstrakTujuan penelitian ini adalah memberi gambaran tentang perkembangan hutan rakyat di Kalimantan Selatan dan informasi tentang sifat dan manfaat kayu hutan rakyat, dengan harapan kayu dari hutan rakyat ini dapat berkembang menjadi salah satu sumber bahan baku pengganti kayu hutan alam sehingga dapat mendukung perkembangan industri pengolahan kayu di Kalimantan Selatan. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukan bahwa hutan rakyat terbukti sangat bermanfaat baik bagi pemiliknya, masyarakat dan lingkungannya serta bagi pemerintah daerah khususnya dalam rangka memenuhi pasokan kayu bulat untuk lokal. Sampai tahun 2011 luasan hutan rakyat yang dikembangkan oleh pemerintah di Kalimantan Selatan telah mencapai 2.895 ha, dan yang paling luas berada di kabupaten Tanah Laut yakni seluas 935 ha. Jenis kayu yang dikembangkan adalah kayu sengon, jati, mahoni, karet, petai, akasia, galam, kemiri. Sifat-sifat kayu tersebut perlu dipahami dan diketahui sebelum kayu bersangkutan dimanfaatkan baik sebagai bahan bangunan maupun sebagai bahan baku industri, karena sifat-sifat tersebut pada dasarnya sangat menentukan kualitas produk kayu yang akan dihasilkan. Secara tehnis kayu hutan rakyat dapat dimanfaatkan untuk bahan bangunan, komponen perahu/perkapalan dan bahan baku industri. AbstractThe purpose of this study is to provide an overview of the development of community forests in South Kalimantan and information about the properties and benefits of community forest timber, the hopes community forests timber can be develop into a source of raw materials of natural forest wood substitute that can support the development of the wood processing industry in South Kalimantan. The result showed that Community forest proved to be very useful both for the owner, the community and the environment as well as for the government especially in order to meet the timber supply for local. Until the year 2011 the community forest area that was developed by the government in South Kalimantan has reached 2,895 ha, and the most widely are the Tanah Laut district covering 935 ha.The wood species that developed is sengon, jati, mahoni, karet, petai, akasia, galam, kemiri. The properties of the wood needs to be understood and known before the relevant timber used both as a building material or as raw material for the industry, because these properties are basically determine the quality of wood products that will be produced. Technically private community forest wood can be used for building materials, components boat/ship and industrial raw materials.

Abstract

AbstrakStudi ini bertujuan untuk lebih memahami eksistensi ekonomi biru sebagai solusi pembangunan daerah berciri kepulauan.Kondisi geografis dan fenomena alam di wilayah kepulauan mengakibatkan pembangunan di wilayah tersebut seringkali terkendala. Ekonomi biru merupakan aktivitas perekonomian yang mengandalkan pengelolaan sumberdaya lokal oleh masyarakat setempat (inklusif)yang menuntut kreativitas, inovasi, efisiensi, dan efektivitas, tanpa menyisakan limbah. Pendekatan pengembangan yang digunakan adalahkualitatif dengan metode analisis deskriptif. Locus studi di Kabupaten Kepulauan Anambas. Hasil analisis membuktikan bahwa pembangunan daerah berbasis ekonomi biru yang diintegrasikan dengan program/kegiatan pembangunan darat menjadi sinergi baru yang mampu memberi nilai tambah ekonomi, berdaya saing, dan bermanfaat untuk percepatan pembangunan daerah kepulauan. Dalam operasionalisasinya, direkomendasikan kepadaPemerintah maupun pemerintahan daerah agar memiliki komitmen dan keberpihakan dalam penataan regulasi/kebijakan termasuk alokasi anggarannya demi kemajuan sosial dan kesejahteraan masyarakat kepulauan. AbstractThis study aims to make a better understanding about blue economic existence as a solution for regional development of island characteristic. The islands geographical condition and natural. Phenomena has hinder the islands development. Blue Economy is an economic activities relies on local resources managed by local inhabitants, which demands creativity, innovation, efficiency, and effectiveness without leaving any waste. This study use qualitative development approach with descriptive analysis method. The analysis results proved that blue economic-base regional development which integrated with land development program/action, become a new synergies able to add economic value, competitiveness, and useful to accelerate regional development of island characteristic. In its implementation, it’s highly recommended that Central and Local Government must have commitment, and support on regulation/policy structuring including budget allocation, for social well-being and the welfare of the islands population.
