Abstract

AbstrakPenelitian ini bertujuan untuk mengetahui perilaku masyarakat dalam pengelolaan sampah rumah tangga, khususnya yang berkaitan dengan prinsip umum pengelolaan sampah yang baik dan penerapan reduce reuse dan recycle (3R), serta untuk mengetahui kendala yang dihadapai masyarakat dan pemerintah dalam pengelolaan sampah rumah tangga di kelurahan pasar sarolangun. Penelitian ini dilaksanakan pada bulan April sampai dengan Juni 2012 di Kelurahan Pasar Sarolagun, Kabupaten Sarolangun. Pengambilan sampel dilakukan dengan metode Quota Sampling dengan jumlah responden sebanyak 30 orang dari 6 RT. Hasil Penelitian menunjukan bahwa perilaku masyarakat dalam penerapan prinsip umum pengelolaan sampah sudah berjalan baik, namun penerapan prinsip 3Rnya dapat dikatakan kurang baik. Kendala yang dihadapi masyarakat antara lain; 1) Ada 33% masyarakat yang menyatakan belum terlayani penjemputan sampah kerumahnya. 2) Ada 23% masyarakat menyatakan belum tersedia TPS dilingkungan RTnya. Selain kendala diatas terungkap juga bahwa penjemputan sampah terkadang tidak dilaksanakan setiap hari dan keberadaan tong sampah didepan rumah sering hilang diambil maling dan juga sebagian masyarakat belum mengetahui cara pengolahan sampah. Kendala yang dihadapi Pemerintah adalah 1) Kurangnya fasilitas seperti TPS, Armada pengangkut sampah. 2) Belum semua wilayah di Kelurahan Pasar Sarolangun dapat dilayani oleh Distaksiman. 3) Kurangnya Tenaga Ahli 3R.AbstractThis study aims to determine the behavior of people in the household waste management, especially with regard to the general principles of good waste management and application reuse reduce and recycle (3R) and want to know the problems faced by the people and government in the management of household waste in the village market Sarolangun. The research was conducted in April to June 2012 in the Village Market Sarolagun, Sarolangun. The sampling Quota sampling method by the number of respondents as many as 30 people from 6 RT. Research Indicates that the behavior of the community in the application of general principles of waste management has been running well, but the application of the principle can be said to be less well 3R. Constraints faced by the community, among others: 1) There are 33% of people who claim unserved trash pick-up to his house. 2) There are 23% of the states are not yet available TPS environment. In addition to the above constraints also revealed that garbage pick-up are sometimes not carried out every day and in front of the house where the garbage is taken thieves often missing and also most people do not know how to waste. Constraints faced by the Government are: 1) Lack of facilities such as TPS and vehicle garbage. 2) Not all areas of the Village Market Sarolangun be served by Distaksiman. 3)Lack of Expert 3R.

Abstract

AbstractBudget mafia practices and brokerage phenomenon in ministries/agencies and the parliament in the countrys financial dredge is very alarming. Not counted how much money is successfully robbed. The modus is varying, so it is not easy to dismantle. Because expert move, the law enforcers had trouble catching them. This article tried to describe the mode of action and often they do. The method is done by tracing the various reports in newspapers. From tracking and in-depth analysis it could be concluded that in order to minimize the action of brokers and budget mafia practices there are some necessary steps. First, fixing the finances system of political parties, reducing the dominance of parliament in budget management and election of public officials, and encourage law enforcement. Second, transparency debates the state budget in the parliament to be a key budget reforms. Third, the involvement of the community is also important to increase the transparency of the state budget discussions. AbstrakPraktik mafia anggaran dan fenomena broker di kementerian/lembaga dan parlemen yang mengeruk keuangan negara sangat memprihatinkan. Tidak terhitung berapa banyak uang yang berhasil dirampok. Modusnya berbeda-beda, sehingga tidak mudah untuk membongkar. Saking ahlinya, para penegak hukum mengalami kesulitan menangkap mereka. Artikel ini mencoba untuk menjelaskan modus tindakan yang kerap mereka lakukan. Metode kajian dilakukan dengan menelusuri berbagai laporan di surat kabar. Dari pelacakan dan analisis mendalam itu dapat disimpulkan bahwa untuk meminimalkan aksi broker dan praktik mafia anggaran ada beberapa langkah yang diperlukan. Pertama, memperbaiki sistem keuangan partai politik, mengurangi dominasi parlemen dalam pengelolaan anggaran dan pemilihan pejabat publik, dan mendorong penegakan hukum. Kedua, transparansi dalam perdebatan penentuan anggaran negara di parlemen menjadi kunci bagi reformasi anggaran. Ketiga, keterlibatan masyarakat juga penting untuk meningkatkan transparansi pembahasan APBN.

Abstract

Maturity model based on e-Government portal has been developed by a number of researchers both individually and institutionally, but still scattered in various journals and conference articles and can be said to have a different focus with each other, both in terms of stages and features. The aim of this research is conducting a study to integrate a number of maturity models existing today in order to build generic maturity model based on e-Government portal. The method used in this study is Systematic Review with meta-ethnography qualitative approach. Meta-ethnography, which is part of Systematic Review method, is a technique to perform data integration to obtain theories and concepts with a new level of understanding that is deeper and thorough. The result obtained is a maturity model based on e-Government portal that consists of 7 (seven) stages, namely web presence, interaction, transaction, vertical integration, horizontal integration, full integration, and open participation. These seven stages are synthesized from the 111 key concepts related to 25 studies of maturity model based e-Government portal. The maturity model resulted is more comprehensive and generic because it is an integration of models (best practices) that exists today.

Abstract

AbstrakPenelitian ini bertujuan untuk mengetahui urgensi penetapan Bea Keluar (BK) Mineral dalam Peraturan Menteri Keuangan Nomor 6/PMK.011/2014 (PMK 6/2014) guna mendukung kebijakan pengelolaan sumber daya mineral dalam Undang Undang Nomor 4 Tahun  2009 (UU 4/2009),  dan  dampak PMK 6/2014 terhadap masyarakat, investor pertambangan dan pemerintah. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa penetapan BK mineral dalam PMK 6/2014 diperlukan  guna  memperkuat  tujuan kebijakan  pengelolaan  mineral dalam UU 4/2009, khususnya dalam rangka menjamin manfaat pertambangan mineral secara berkelanjutan dan berwawasan lingkungan hidup, serta menjamin ketersediaan mineral untuk mendorong investasi baru dalam industri pengolahan  mineral di dalam negeri.  PMK  6/2014  telah berdampak pada penurunan volume ekspor mineral dan pelemahan aktivitas ekonomi di wilayah sekitar pertambangan sehingga, dalam jangka pendek, merugikan masyarakat sekitar tambang, investor, dan pemerintah. Namun, dalam jangka panjang, pengenaan BK  dalam PMK  6/2014 dapat berdampak positif terhadap perekonomian nasional sepanjang tersedia industri pengolahan dan pemurnian mineral di dalam negeri.AbstractThe aims of this research was observing mineral-export tax in The Regulation of the Minister of Finance Number 6 Year 2014 (PMK 6/2014) to promote mineral management policy in the Law Number 4 Year 2009 (4/2009), and the impact of PMK 6/2014 on society, government and mining investors. This study used a qualitative descriptive approach. The results showed that PMK 6/2014 necessary to strengthen the policy objectives of management of minerals in Law 4/2009, in particular in order to ensure the benefits of mineral mining in a sustainable and environmentally, as well as guarantee the availability of minerals as raw materials for domestic needs. In the short-run, the impact of mineral-export tax detrimental to surrounding communities, investors, and government. In the medium and long-run, the mineral-export tax can have a positive impact on the national economy if there are mineral processing and refining plants.

Abstract

AbstrakPenelitian ini bertujuan untuk mengetahui Daya Dukung Lingkungan (DDL) dan strategi  dalam Pengembangan PI-UMKM Peternakan Domba dan Kambing Kelurahan Juhut, Kabupaten Pandeglang. Penelitian menggunakan metode deskriptif kuantitatif dengan instrumen kuesioner yang diberikan kepada  stakeholder serta pemerintah yang berkaitan dengan peternakan domba dan kambing di Kelurahan Juhut Pandeglang. Data yang terkumpul diolah denga penskoran dan Analitical Hierarchy Process (AHP) menggunakan software expert choice 11. Hasil penelitian menunjukkan bahwa tingkat DDL PI-UMKM berada pada katagori cukup, dengan variabel yang berproporsi paling tinggi adalah aspek fasilitasi dan yang terrendah pada aspek akses informasi. Strategi pengembangan PI-UMKM adalah melalui upaya peningkataan variabel-variabel yang mempengaruhi DDL dalam pengembangan PI-UMKM yang masih kurang atau belum memenuhi standar melalui usaha sinergi Kemenristek dan Dikti, Pemrov. Banten, Pemkab/Pemkot, BPTP, dan Perguruan Tinggi. AbstractThe study aims to determine environmental carrying capacity strategies for developing MSMEs Innovation Center. The study research using quantitative descriptive method and  instruments questionnaire given to stakeholders and government related to sheep and goats in the Juhut village, Pandeglang. Data collected was processed premises scoring and Analitical Hierarchy Process (AHP) method used software of expert choice 11. The results showed that the Caryng Capacity levels of MSME was in the quite category, while aspect of facilitation as the highest proportions and  the lowest was access to information. Innovation Center of MSME strategies are through the efforts increased Environment Carrying Capacity’s  variables of Innovation Center of MSME are still lacking or not meet the standards through synergy efforts by Ministry of Research of Technology and Higher Education, Provincial Government. Of Banten, district/municipal government, Institute for Agricultural Technology of Banten, and universities.

Abstract

The role run by a coalition of NGOs in advocating the National Security Bill aimed at encouraging the birth of national security policy to appropriate to the purpose of reform. However, until now the role of NGOs in advocating National Security Bill has not been able to encourage the authorities to reconstruct the draft of national security policy that is consistent with the objectives of security sector reform. This study is conducted to analyze the role of NGOs in the security sector reform in Indonesia, particularly through the advocacy of the National Security Bill. The method used in this study is a qualitative method. The result shows that NGOs, which are members of the KMSRK, have been running the multiple roles, such as: popularly involved in policy making, providing political education to the community, promoting or encouraging reform, and promoting the interests of the community. The study also suggests the existence of new findings of the role of NGOs, which is forming a coherent unity of interests.

Abstract

AbstrakMasalah pelayanan pemerintah yang dilakukan oleh aparatur pemerintah saat ini belum memenuhi harapan masyarakat. Hal ini dapat diketahui dari berbagai keluhan masyarakat yang disampaikan melalui media masa  dan jaringan sosial, sehingga dapat memberikan dampak buruk terhadap kewibawaan pemerintah, yang menimbulkan ketidakpercayaan masyarakat. Tujuan tulisan ini adalah membahas konsep dan pemikiran yang berkaitan dengan kepuasan masyarakat, pelayanan publik, dan cara pengukurannya yang komprehensif. Hal yang paling penting dilakukan adalah survei kepuasan masyarakat terhadap penyelenggaraan pelayanan publik secara berkelanjutan sebagai dasar kemungkinan replikasi inovasi pelayanan publik. Perbaikan pelayanan publik yang paling mendasar adalah perbaikan sistem rekrutmen aparatur pelayan publik. AbstractProblems government service conducted by government officials at this time have not met the expectations of society. It can be seen from the public complaints submitted through the mass media and social networks, so as to adversely affect government authority, which give rise to public mistrust. The purpose of this paper is to discuss the concepts and ideas related to the satisfaction of the public, public service, and a comprehensive measurement method. The most important thing to do is to survey peoples satisfaction with the implementation of public services in a sustainable manner as a basis for public service innovation possible replication. Improvement of public services is the most basic repairs apparatus public servant recruitment system.

Abstract

Tulisan ini bertujuan untuk memberikan gagasan baru mengenai sosok kepemimpinan tahun 2014. Wacana yang muncul saat ini hanya terkesan bagi-bagi kekuasaan antara satu partai dan partai lainya dalam satu koalisi, sementara perdebatan tentang cita-cita nasional masih menempati ruang-ruang sempit. Pertarungan gagasan-gagasan besar seharusnya yang harus dijadikan budaya politik dalam setiap kegiatan politik seperti pemilu. Sehingga kesan pemilu hanya kepentingan segelintir orang yang mengakibatkan merebaknya apatisme politik dalam bentuk golongan putih dapat dihindari dan berubah menjadi partisipasi politik. This paper aims to provide new ideas about leadership figure in 2014. The discourse that emerged today only seem to divide power between the parties and other parties in a coalition, while the debate about national ideals still occupy cramped spaces. The fight should have great ideas that should be a political culture in any political events such as elections. So the impression only the interests of the few elections that resulted in widespread political apathy in the form of white group can be avoided and turned into political participation.

Abstract

AbstrakKerjasama merupakan suatu kegiatan bekerja bersama antara satu orang atau lebih secara kooperatif dan menjadi bagian dalam kelompok. Bukan bekerja secara terpisah atau saling berkompetisi.Kerjasama merupakan interaksi dan kompromi dari beberapa elemen yang terkait baik individu, lembaga, dan atau pihak-pihak yang terlibat secara langsung dan tidak langsung yang menerima akibat dan manfaat dari kegiatan kerjasama tersebut. Kompetensi kerjasama menekankan pada peran masing-masing anggota kelompok yang saling bersinergi, dalam menyelesaikan suatu tugas atau proses suatu kegiatan. Tujuan tulisan ini adalah mengkaji pola kerjasama yang dibentuk oleh Ballitas dalam meningkatkan mutu produk yang berdaya saing, faktor-faktor penghambat, dan bagaimana upaya-upaya yang dilakukan ballitas dalam meningkatkan kerjasama. Abstract

The rise of innovations in the public sector creates something new in delivering public services. This study aims to analyze value-added in the practices of service innovation in the public sector. Drawing on desk research method, this study uses secondary data from literature sources. Innovation becomes a way to create value-added in public service sphere. This study concludes that some innovations created in the integrated service units in Pontiana Municipality and Tanah Bumbu District are included in innovation process which delivers efficiency and easiness values for the users of SITU, SIUP and TDP services. The innovation in the two service agencies has succeeded to reduce service delivery duration and minimized the occurrence of opportunity lost among citizens so that the innovation creates public value.Furthermore, those innovation practices demonstrate that there is an adjustment of network community governance in the process of public service administration.
