Abstract

This study aims to provide an overview of the relationship between non-physical infrastructure and regional economic growth. For this purpose, secondary data from BPS in 2007 is required. The analysis uses quantitative secondary data analysis techniques using regression models in the form of cross-sections. The results show the relationship of non-physical infrastructure aspects to regional economic growth, such as: income per capita per year, literacy rate and population density. This study suggests that the government should improve its ability to provide the non-physical infrastructure needed by the community, especially those needed for SOM empowerment. It is also suggested that the government should gradually move the concentration of industries to areas outside Java by providing adequate infrastructure facilities and infrastructure, so that the population is not only focused on the island of Java but is spread evenly across other islands in Indonesia.

Abstract

The Research and Development Agency of the Ministry of Home Affairs as a professional and academic institution, must be able to interact and cooperate with various parties, with government and non-government agencies, both at the center and in the regions. In this regard, this study attempts to reveal the strategic role of the Research and Development Agency which must improve the performance and cooperation of the Research Team of the Ministry of Home Affairs and the Regions in regional autonomy. With a descriptive method of accessing data from several primary data sources, work experience, interviews, literature studies, handbooks, and others, this study uses the theory of Problem Solving and Decision Making (PMPK) and the theory of Integrated Work Patterns. Improving the performance and cooperation of the Central Research Team at the Ministry of Home Affairs and the Regions in strengthening regional autonomy can be successful effectively and efficiently, by understanding actual problems that are closely related to the main tasks and functions of the Research and Development Agency. The strategy must be able to identify the causes of problems. Including the main and specific problems, determining priority efforts to be carried out and programmed as an effort to solve existing problems. Allocating any costs needed to carry out competitive grant research, as well as complete details of work allocation. It must describe the network of work, who does what, who is responsible to whom, who works with whom and when to do what.

Abstract

In order to bring services closer to the community, in accordance with the conditions and character or characteristics of the local community, several district government affairs must be handed over to the village government, as mandated by Law No. 32 of 2004 concerning Regional Government. This is to reduce the gap and dependence of villages on the district, as well as to improve the implementation of village autonomy in a real and responsible manner. In its implementation as found in the case study in North Luwu Regency, it turns out that the implementation of the transfer of government affairs from the district to the village is still not as expected, because it is still surrounded by various problems, which must be overcome, for the success of village autonomy in improving community welfare.

Abstract

Democracy is an ancient Greek cultural idea, where democracy is considered to be able to channel every aspiration of the people. With this assumption, it is assumed that there has been a harmony of relationships between people. In the sense that they form a mutually reinforcing bond, society protects citizens, while citizens will dedicate themselves to society and every citizen will be protected by the state. The implementation of democracy in each country still has to go through a process of adjustment according to the situation and conditions of each country which is based on the people's values of each country. Democracy is seen as the most appropriate and ideal embodiment for all modern political and social organizational systems.

Abstract

With the regional autonomy policy as mandated by Law No. 32 of 2004 concerning Regional Government, that regions are given broad authority to manage and regulate all government affairs, where regions have the authority to make regional policies in accordance with the objectives of regional autonomy to accelerate the realization of community welfare through improving services, community empowerment and community participation, in accordance with the potential characteristics of the region. For this reason, research and development are needed to solve the problems faced so that regional autonomy can succeed steadily, effectively and efficiently, especially in Papua Province. This writing is based on observations and observations as well as experience, which are intended for the need to increase the strategic role of research and development in strengthening autonomy in Papua Province. So that the potential and characteristics of Papua Province can be utilized to truly accelerate community welfare.

Abstract

In order for the implementation of regional government to realize efficiency and effectiveness in increasing development and public welfare, as mandated by Law No. 32 of 2004 concerning Regional Government, the government is required to provide guidance and supervision of the implementation of regional government. In reality, so many institutions feel interested in implementing supervision of the implementation of regional government whose effectiveness needs to be known. For this reason, research is needed on the implementation of guidance and supervision in order to increase the synergy and efficiency of the implementation of regional government. The research method used is the survey method to be able to describe the phenomenon and reveal the relationship between variables. The results of the study indicate that a policy is needed to synergize all levels of supervision, the prosecutor's office, the police, the Corruption Eradication Committee, and others that are regulated by laws and regulations.

Abstract

Coordination as one of the management functions in the implementation of regional autonomy based on Law No. 32 of 2004 concerning Regional Government, in reality has not functioned effectively and efficiently. Although coordination has also been regulated as mandated by Article 222 of Law No. 32 of 2004, it turns out that there is still a lack of coordination, especially between sectoral agencies in the regions. So that it is detrimental to the goal of regional autonomy to improve the welfare of the community. The lack of effective coordination in the implementation of regional autonomy, in addition to the failure to immediately issue various implementing regulations of the Law, is also due to the still high sectoral ego with its subjective interests, thus trivializing the function of coordination. For this reason, it is suggested that a more in-depth study is needed regarding the various problems surrounding coordination and the need for a Law that regulates coordination which also regulates sanctions for agency officials who ignore coordination.

Abstract

Blora Regency is one of the districts selected in the "Movement Towards 100 Smart Cities" program, where smart branding is one of the important elements that support the implementation of smart cities in the district. Smart branding utilizes local potential and uniqueness to promote regions' competitiveness. The application of smart branding is seen in three aspects: tourism branding, business branding, and city appearance branding. This research analyzes the condition of smart branding in Blora Regency and the government's role in supporting smart branding. It will also analyze short-, medium-, and long-term smart branding priority programs. The research used a qualitative method, where data collection was conducted through observation, in-depth interviews, and documentation. This research shows that smart branding in Blora Regency is one of the efforts to increase promotion and create a competitive area. This condition encourages tourists to visit and investors to invest their capital. Strengthening smart branding is also carried out through city planning. Meanwhile, accessibility optimization continues. Some slogans strengthen smart branding, including "Dolan Blora." The government's role is quite good in providing training and assistance for tourism managers, promoting the area to investors, and increasing accessibility. Various programs are deployed to support smart branding in the short, medium, and long term. Several programs to support the implementation of smart branding have been implemented either by the government or by involving third parties.

Abstract

Climate change is a global challenge that significantly impacts various environmental, economic, and social sectors. In the West Papua region, the effects of climate change are increasingly being felt, especially in the agriculture, fisheries, and local ecosystem sustainability sectors. Local governments play an important role in developing effective mitigation and adaptation strategies to face this challenge. This research aims to analyze the budget optimization strategies used by local governments to address the impacts of climate change in the region. This research uses a qualitative approach with a case study method to examine local government policies on climate change. Data were obtained through focus group discussions with government officials, analysis of policy documents, and analysis of budget data. The Miles and Huberman interactive model was used in the analysis, which involved data collection, reduction, presentation, and conclusion drawing. The results showed significant budget allocations for climate change mitigation and adaptation changes between 2023 and 2024. The budget for mitigation decreased by 39.70%, while the budget for adaptation increased by 62.86%. The decrease in the mitigation budget reflects efficiencies that have been achieved or changes in priorities. In contrast, the increase in the adaptation budget indicates an increased focus on community and infrastructure resilience to climate change impacts. Priority action plans identified in this study include strengthening climate-resilient infrastructure, water and waste management, renewable energy development, increasing community capacity and participation, diversifying funding sources, and technology development and application. Recommendations for local governments emphasize the importance of continuous evaluation, inclusive policy development, collaboration with the private sector, and increased public awareness and participation in dealing with climate change.

Abstract

The National Medium-Term Development Plan for 2020-2024 aims to provide 100% of residents with access to safe drinking water. However, according to Central Bureau of Statistics, the average of residents with access to safe drinking water is still at 92% in 2022. Attaining this goal is difficult without focusing on fiscal transfer policy and governance. This study explores the relationship between fiscal transfer and good governance toward access to safe drinking water in each district/city in Indonesia using 2019-2022 data from The Socioeconomics Survey, Central Bureau of Statistics, Ministry of Finance, and Ministry of State Apparatus Utilization and Bureaucratic Reform. The regression of panel data using a fixed effect model shows that specific-purpose capital grants for drinking water and good governance significantly have a positive impact on access to safe drinking water. These results indicate that specific-purpose capital grants still hold a crucial role in providing access to safe drinking water. Meanwhile, good governance is also a key factor in obtaining optimal outcomes in safe drinking water. In the western region of Indonesia, good governance and poor governance have a stronger effect on access to safe drinking water yet specific-purpose capital grant in the eastern region have a higher impact.
