Abstract

AbstrakTujuan kajian untuk mengetahui potensi yang dapat dikembangkan untuk kegiatan ekowisata dari mulai potensi alam, potensi budaya, potensi SDM hingga ketersediaan energi di kecamatan. Menentukan alternatif strategi bagi pengembangan ekowisata di wilayah Kecamatan. Sample penelitian meliputi 7 kecamatan yang ada diwilayah Kab. Kutai Kartanegara. Metodologi yang digunakan yakni metode deskriptif, namun bersifat aplikatif, sehingga secara aktual dapat digunakan oleh para perencana dan pengambil keputusan pembangunan di daerah ini. Hasil penelitian; (1) bahwa responden memiliki persepsi negatif terhadap pengembangan ekowisata karena kurangnya pengetahuan masyarakat tentang arti, maksud dan tujuan/manfaat ekowisata. (2) Masyarakat selama ini belum berperan aktif dalam mengembangkan potensi produk wisata didaerahnya. (3). Alternatif strategi dalam meningkatkan peran serta masyarakat dilakukan dengan cara melakukan sosialisasi tentang ekowisata ke semua stakeholders.AbstractPurposes of the study are to determine the potential that can be developed for ecotourism activities ranging from natural resources, cultural potential, the potential energy to the availability of human resources in the district of Kutai regency. In order to determine strategic alternatives for development ecotourism in the District. Research sample includes 7 districts of Kutai Regency. The methodology used the descriptive method, however, is applicable, so it can actually be used by planners and decision makers in the development of this area.The results: (1) that the respondent has a negative perception towards tourism development because of the lack of public knowledge about the meaning, purpose and objectives / benefits of ecotourism. (2) The public has not played an active role in developing the potential of tourism products in their respective regions. (3). Alternative strategies to enhance community participation is done in a way to disseminate to all stakeholders of ecotourism

Abstract

AbstrakKehadiran ibu balita di Posyandu diharapkan dapat menambah pengetahuan ibu balita tentang gizi dan kesehatan. Penelitian ini bertujuan untuk mengetahui perbedaan status gizi balita berdasarkan frekuensi kunjungan ke Posyandu dan pengetahuan gizi ibu balita di Desa Bungaya Kecamatan Bebandem Kabupaten Karangasem Provinsi Bali. Sesuai dengan hasil analisis statistik dengan uji independen t-test pada taraf signifikan 5% (α = 0,05) dapat disimpulkan bahwa ada perbedaan status gizi balita berdasarkan frekuensi kunjungan sampel ke Posyandu, tidak terdapat perbedaan tingkat pengetahuan sampel berdasarkan frekuensi kunjungan sampel ke Posyandu dan didapatkan bahwa tidak terdapat perbedaan status gizi balita berdasarkan tingkat pengetahuan sampel. Alasan ibu balita tidak berkunjung ke Posyandu yaitu sebagian besar karena alasan sibuk, maka untuk meningkatkan kunjungan ibu balita ke Posyandu jadwal kegiatan Posyandu perlu disesuaikan dengan kesibukan masyarakat khususnya ibu balita. AbstractThe toddler’s mother Posyandu presence is expected to add to the knowledge about the toddler’s mother nutrition and health. This study aims to determine the differences in nutritional status of children based on the frequency of visits to health posts and toddler nutrition knowledge of mothers in the village Bungaya Bebandem Subdistrict Karangasem regency Bali province. In accordance with the results of statistical analysis with independent t-test test at 5 % significance level (α = 0.05) it can be concluded that there are differences in nutritional status of children based on the frequency of visits to the neighborhood health center sample, there were no differences in the level of knowledge of the sample based on the frequency of visits to a sample of Posyandu and found that there was no difference in nutritional status of children based on the level of knowledge of the sample. Reasons not to visit the toddler’s mother Posyandu is largely for reasons of busy, so to improve the toddler’s mother visits to Posyandu activities need to be tailored to particular communities flurry toddler’s mother.

Abstract

The appointment of a village head often causes turmoil in some regions. Ranging from internal problem to the resolution through legal channels. This study aims to assess the extent of the Pilkades disputes in Tapos, Talagasari, and Dukuh Villages in Tangerang Regency. By using qualitative analytical descriptive method, the results of this study are (1) the absence of Pilkades dispute resolution medium at the regency, district and village levels, (2) by regulation, PP No 72 of 2005 does not explain the categorization of violations and sanctions against offenders, (3) There is an implied term campaign ends, as amended, Regulation 7 of 2006 article 54, paragraph 8, (4) lack of traction on the role of Head in controlling and supervising corresponding PP No 72 of 2005 and Regulation 7 of 2006, (5) the lack of an audit role, (6) the absence of a competent team of investigators administration. Suggestions that we can recommend is (1) to make the legislation or local regulations that elevate one article about the elections and dispute resolution, (2) Effectiveness muspika role in the elections and, (3) promoting Pilkades order.

AbstrakKajian Urgensi Pengawasan Organisasi Kemasyarakatan bertujuan untuk mendeskripsikan gambaran realitas permasalahan Ormas di daerah; mendeskripsikan implementasi peran pemerintah (termasuk pemerintah daerah) dalam melakukan pengawasan terhadap Ormas; dan memberikan rekomendasi mengenai hal-hal yang perlu diatur dalam rancangan peraturan pemerintah tentang pengawasan ormas. Kajian ini menggunakan pendekatan kualitatif, dengan tujuan agar dapat diperoleh informasi yang mendalam dan lengkap tentang berbagai hal terkait dengan keberadaan ormas dan dinamikanya di daerah. Hasil studi dapat dikemukakan: bahwa di satu sisi keberadaan ormas memberikan kontribusi yang tidak kecil dalam pembangunan, namun di sisi lain masih banyaknya organisasi masyarakat yang bertindak anarkis dan menganggu dalam lingkungan masyarakat; untuk itu seluruh ketentuan operasional dalam rangka implementasi UU Ormas harus sudah tersedia; hal-hal substansial yang perlu diatur dalam pengawasan ormas oleh Pemerintah. AbstractUrgency Surveillance Study of Social Organizationaims to describe the reality of the problems in the a real of Social Organization; describe the implementation of the role of government (including local government) in controlling the Social Organization; and provider ecommendations on matters that need to beregulated in the draft regulations on the supervision of organizations. This studyused a qualitative approach, withthe aim that can be obtained in-depth and complete information about matters relating to the existence and dynamic sinregiona lorganizations. The study results presented can be:  that on the one hand the existence of organizations that do not contribute little in development, buton the other hand there are many community organizations that act an archic and disturbing in society; for the entire operational provisions for the implementation of Social Organization must be available; things that need to be arranged substantially in the massur veillance by the government.

Abstract

This study explored power relation of Jokowi as mayor of Solo City and his efforts to create inclusive populist policies in the case of street vendors’ arrangement and resettlement of people on the banks of Solo River. Specifically, this study explores how Jokowi build his relations with many actors, namely, how the relations can be established, who were they, how were the relationships between Jokowi and CSO (Civil Society Organization) and CSA (Civil Society Activist) as the agencies with serious interest in pursuing reform, and how these relations contribute to achieving local reform agenda. By using qualitative approach with case study strategy as the methodology, this study was conducted from December 2010 to early 2012 and obtained some results as follows: there are some strong enough relations between Jokowi with state and non-state actors, which exist as the attempt to overcome the structural constraints (limited human resources) and because of the similar agendas between Jokowi and those actors (especially with CSO and CSA), and that the relations (with CSO and CSA) are proven effective in helping to achieve local reform agenda progressively. The study also refines Tilly’s theory (1978) on several aspects, namely: the variant of member and challenger, the radical challenger, and neutral, and that the positions of challenger or member are not permanent (depend on the issues).

Abstract

AbstrakSemenjak satu tahun setelah diberlakukannya Undang-Undang  Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik pada April 2010, seluruh Badan Publik di Indonesia wajib membentuk Pejabat Pengelola Informasi dan Dokumentasi (PPID) beserta seluruh instrumen pendukungnya. Menindaklanjuti hal tesebut, Kota Cimahi sudah membuat Peraturan Walikota Cimahi Nomor 4 Tahun 2011 tentang Tata Kerja Pejabat Pengelola Informasi dan Dokumentasi di Kota Cimahi sebagai respon terhadap kebijakan utamanya. Namun walaupun sudah diimplementasikan selama 3 tahun, pelaksanan kebijakan ini masih belum sesuai dengan yang diatur dalam UU KIP. Penelitian ini berusaha mengkaji dan menganalisis faktor yang menjadi penyebab hambatan tersebut dengan menggunakan teori dari Charles O. Jones yang memfokuskan pada aspek organisasi, aspek interpretasi dan aspek aplikasi dengan menggunakan metode penelitian kualitatif. AbstractSince one year after the enactment of Public Information Disclosure Rights Number 14 of 2008 in April 2010, all government in Indonesia shall establish Information and Documentation Officer (PPID) and all supporting instruments. Cimahi itself had made Cimahi Mayor Regulation No. 4 of 2011 on the Working Procedures and Documentation Information Management Officer at Cimahi in response to the main policy. However, despite being implemented for 3 years, implementation of this policy is not in accordance with UU KIPy sought to assess and analyze the factors that cause these obstacles by using the theory of Charles O. Jones who focuses on organizational aspects, aspects of the interpretation and application of aspects of using qualitative research methods.

Abstract

Penelitian ini bertujuan untuk menganalisis penyelenggaraan pemerintahan desa dalam perspektif desentralisasi administratif dan politik. Penelitian ini memiliki tipe deskriptif kualitatif. Pembatasan ruang lingkup penelitian meliputi: pembatasan periode waktu, lokasi, dan fokus analisis. Jenis data yang diperlukan ialah data primer dan data sekunder. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Teknik analisis data dengan cara teknik analisis isi dan teknik analisis fenomenologi. Uji keabsahan data meliputi: uji validitas internal, validitas eksternal, reliabilitas, obyektivitas. Berdasarkan hasil dan pembahasan penelitian dapat dirumuskan beberapa kesimpulan, mencakup: penyelenggaraan pemerintahan desa; perubahan struktur dan fungsi kelembagaan dalam penyelenggaraan pemerintahan desa; dan kemandirian desa. This research aims to analyze the implementation of the village government organization in political and administrative decentralization perspective. This study is a descriptive qualitative research. The limitation of research scope includes: time period, location, and analysis focus limitation. The types of data needed were primary and secondary data. The data collection was done using interview, observation, and documentation. Technique of analyzing data used was content analysis and phenomenological analysis. The data validity test includes: internal and external validity test, reliability and objectivity test. Based on the result and discussion of research, it can be concluded that, include: the implementation of the village government organization; the structural and functional change of institution; and the village self-sufficiency.

Abstract

AbstrakAkses terhadap sumber pembiayaan tunai yang liquid sangat penting guna kesinambungan kegiatan produksi petani, sehingga adanya kendala dalam mengakses pembiayaan pada akhirnya akan menghambat produksi, produktifitas dan pengelolaan pemasaran produk pertanian. Sistem Resi Gudang (SRG) dapat dijadikan alternatif pemecahan masalah, dimana SRG dapat dijadikan sebagai agunan bank, untuk memperpanjang masa penjualan hasil produksi petani, mewujudkan pasar fisik dan pasar berjangka yang lebih kompetitif, mengurangi peran pemerintah dalam stabilisasi harga komoditi, dan memberi kepastian nilai minimum dari komoditi yang diagunkan.Tujuan utama dari penelitian ini adalah untuk melihat hubungan faktor-faktor yang mempengaruhi pelaksanaan pilot project SRG di daerah yang menerapkan SRG; dan merumuskan usulan kebijakan dan petunjuk teknis untuk meningkatkan efektivitas pelaksanaan SRG. Prinsip metode analisis yang digunakan adalah dengan menggunakan standard error sebesar 5 % dengan menggunakan software SPSS, untuk melihat korelasi faktor. Berdasarkan analisis terdapat hubungan antar faktor-faktor yang mempengaruhi pelaksanaan pilot project SRG yaitu factor Koordinasi antar Bank, dimana Gudang dan Koperasi sejauh ini tidak berjalan dengan baik, hal ini disebabkan tidak adanya unsur kepercayaan dari pihak Bank sebagai institusi pembiayaan  Faktor berikutnya adalah Hubungan antara Pemerintah Daerah dengan Koperasi, dimana saat ini sudah berjalan dengan baik, akan tetapi hubungan dengan perbankan dan para pengelola gudang belum berjalan dengan baik. Faktor lainnya yang mempengaruhi penerapan pilot project SRG adalah, faktor Produksi dan faktor Kredit Likuiditas. AbstractAccess to financing sources is very important for the sustainability of the production activities of farmers, the constraints in accessing financing will ultimately impede the production, productivity and management of the marketing of agricultural products. Warehouse Receipt System (SRG) could be an alternative way to overcome the problem, which can be used as collateral, to extend the sale of production of farmers, realizing the physical market and futures markets more competitive, reducing the governments role in the stabilization of commodity prices, and give certainty minimum of commodity collateral. The main objective of this study was to examine therelationship of the factors that affects the implementation of the pilot project, and formulate policy proposals and technical guidance to enhance the effectiveness of SRG implementation. The principle of the analysis method which used is use the standard error of 5% with SPSS software, and to see the correlation factor. Based on the analysis of relationship exists between the factors that affect the implementation of the pilot project are Bank Coordination, where storage and cooperative is not running well, this is due to the absence of the element of trust from the bank as a financial institution. The next factor is the relationship between the Local GovernmentCooperative, where its been going well, but the relationship with the banks and the managers of the warehouse is in the contrary. Another factor affecting the implementation of the SRG pilot project are production factors and factors Credit Liquidity.

Abstract

AbstrakTujuan penelitian ini adalah untuk mengetahui dan menganalisis: realitas penetapan dan penegasan batas wilayah desa menurut UU No 32 tahun 2014, masalah dan solusi yang diambil untuk mengatasi masalah, peran camat dalam hal penetapan dan penegasan batas desa sesuai dengan UU No 23 Tahun 2014 tentang Pemerintahan Daerah. Pendekatan yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif. Penelitian ini penting mengingat UU No 32 Tahun 2014 tentang Pemerintah Daerah, beberapa pasal telah dicabut dan dinyatakan tidak berlaku lagi, tetapi pasal yang mengamanatkan tentang batas desa tetap berlaku. Sementara itu telah terbit 2 (dua) UU yang baru sebagai penganti dan merupakan turunan dari UU no. 32 tahun 2004 yaitu, UU No. 6 tahun 2014 tentang Desa dan UU 23 tahun 2014 tentang pemerintahan daerah. Meskipun pengaturan tentang penetapan dan penegasan batas wilayah desa diatur secara rinci dalam peraturan Menteri Dalam Negeri (Permendagri) No. 27 tahun 2006 tentang Penetapan dan Penegasan Batas Desa sebagai turunan dari UU no. 32 tahun 2004 tentang dan peraturan pemerintah No. 72 tentang Desa namun dalam realitanya terjadi hal yang kotroversial, karena penetapan dan penegasan batas desa diatur secara teknis melalui Permendagri No. 27 tahun 2006 tersebut, tidak satupun para stakeholder yaitu para Bupati paling tidak di 4 (empat) provinsi daerah sampel penelitian yang mengimplementasikan Permendagri dimaksud dalam penetapan dan penegasan desa di daerahnya masing-masing.AbstractThe purpose of this study is to determine and analyze: the reality of the establishment and affirmation of village boundaries according to Law No. 32 of 2014; problems and solutions are taken to address the problem; and; the role of the district head in terms of determination and demarcation of village boundaries according to Law No. 23 Year 2014 on Regional Government. The approach used in this study is a qualitative-descriptive method. This study is important due to in the Law No. 32 of 2014 on Local Government, several articles have been removed and no longer valid, but the article that mandates village boundaries are still applied. Meanwhile, has been published two (2) new law as a substitute, and as a derivative of the Law No. 32 2004, that is, Law No. 6 of 2014 on The Village and the Law No. 23 of 2014 on Local Government. Although the arrangement of the establishment and affirmation of village boundaries is provided in detail in the regulation of the Minister of Home Affairs (Permendagri) No. 27 in 2006, but in reality occur controversial thing. This is because the determination and village demarcation technically regulated by the Permendagri No. 27 In 2006 that none Regent/Bupati of four selected samples implementing the Permendagri referred to in the establishment and affirmation of the village in their own regions.
