Abstract

The Kayutangan area in Malang City holds historical, socio-cultural, and economic value, recognized as a heritage district with unique appeal. However, the excessive modernization of the area, primarily driven by the private sector, has begun to erode the existence of heritage buildings and local values, posing a significant challenge to heritage preservation. In response, the Malang City Government has implemented policies focusing on preservation and development, including slum area reduction, infrastructure revitalization, and local tourism growth. Despite these efforts, gaps remain in managing the sustainability of heritage values in the face of modernizing pressures. This study explores the implementation of the Kayutangan Heritage Area development policy through Grindle (2017) policy implementation framework, focusing on policy content and outcomes. A qualitative descriptive approach was used, including semi-structured interviews, observations, and documentation. Data was analyzed using qualitative coding, involving collection, categorization, and conclusion drawing. The study found that while the policy has led to positive impacts such as slum reduction, improved infrastructure, increased MSMEs, higher tourist visits, and historical preservation, challenges to sustainability emerged. These include modernization misaligned with the heritage theme and a lack of clear regulations on visual design, which undermine the area’s heritage branding. The absence of dedicated management authority and weak coordination among local government agencies also hinder effective intervention. The study recommends strengthening regulations by establishing a dedicated heritage area management authority and expanding the policy’s impact to ensure long-term development sustainability and a more equitable distribution of benefits.

Abstract

This study analyzes the role of Women legislators of Commission II local legislative in Pasuruan city in promoting the empowerment of micro, small, and medium enterprises (MSME). Using a qualitative case study approach and guided by the Actor Network Theory (ANT), this research highlights structural constraints and weak interconnections among policy actors. Data was collected through interviews, observations, and documentation. Findings show that women legislators often play symbolic roles due to male-dominated power structures, limited institutional support from political parties, and minimal access to strategic forums involving local technical agencies (OPD) and MSME communities. While their advocacy style tends to be empathetic and community-based, it remains disconnected from formal decision-making processes. ANT analysis demonstrates that women legislators have not yet become strategic nodes within the policy network. To shift from symbolic to substantive representation, it is essential to enhance their political capacity, improve institutional support, and strengthen inter-actor collaboration. These efforts will contribute to more inclusive and gender-responsive MSME policies.

Abstract

Indonesia has a high prevalence of smoking, which adversely affects public health, particularly children and pregnant women. Exposure to secondhand smoke is a significant risk factor for stunting among toddlers. This study evaluates the implementation of the Smoke-Free Area (SFA) policy in Malang City as a strategy to reduce smoke exposure and prevent stunting. A qualitative descriptive approach using Grindle’s policy implementation theory was employed to assess the roles of government, society, and the private sector. The findings indicate that while the SFA policy has been adopted across public and private sectors, enforcement effectiveness and household compliance remain low. Cultural factors, limited resources, and weak coordination pose significant challenges. Nevertheless, the stunting prevalence decreased from 25.7% in 2021 to 17.3% in 2023, suggesting that the policy has had a positive impact. Strengthening resources, education, and law enforcement is essential to enhance the policy’s effectiveness in preventing stunting.

Abstract

In the current era of information technology and digitalization, the transformation of structural changes in the economy seems to be running so fast that it exceeds the readiness factor of the community itself. As a result, the impact of development only results in achieving macroeconomic targets. At the same time, micro-scale economic solutions often experience setbacks, as experienced by most rural communities in East Sumba Regency, characterized as farmers and Sumba ikat weavers with relatively low family income and education levels. Therefore, it is important to strengthen the institutional role of BUM Desa, especially the human resources of administrators, as the driving force of economic development in rural areas. This study aims to analyze how the relationship between interpersonal skills affects organizational performance by applying good corporate governance principles. The research method uses quantitative descriptive analysis techniques sourced from secondary and primary data with a Likert scale approach. The results of the analysis of 144 respondents in 30 active BUM Desa based on SEM analysis showed that interpersonal skills factors have a positive and significant effect on implementing good corporate governance and performance. In addition, the relationship between implementing good corporate governance and performance has a positive and significant effect. This research recommends the need for government efforts to improve the work motivation of administrators at the beginning of their careers, such as 1. providing a reward system that is commensurate with employment regulations and 2. increasing cooperation and partnerships in the development of the micro, small, and medium business sector. On the other hand, the implications of this study state that BUM Desa institutions with good human capital are the main actors in developing smart villages as an answer to the challenges and threats of structural economic change.

Abstract

This study analyzes the success of collaborative governance implementation in handling stunting in Bekasi City, where the stunting rate has decreased significantly from 18.18% (2018) to 2.33% (2023), far exceeding the national target of 14% for 2024. By using a qualitative case study approach, this study examines how multi-stakeholder collaboration contributed to this success. Based on the Dodeca-Helix model involving 12 stakeholder dimensions, the study revealed that effective collaborative governance is achieved through strong facilitative leadership, inclusive institutional design, and high stakeholder commitment. The collaborative framework integrates government at all levels, private sector entities, academics, and community organizations in a structured approach to stunting reduction. Data collected through in-depth interviews with key stakeholders, field observations, and document analysis show that integrating local policies with the national framework, complemented by bottom-up community participation, creates a sustainable system for stunting interventions. The experience of Bekasi City offers valuable insights for other regions developing stunting reduction programs, emphasizing the importance of multi-level policy integration, cross-sector coordination, and active community involvement. This study contributes to the theoretical understanding of collaborative governance in public health interventions and practical applications for implementing successful stunting reduction programs at the local government level.

Abstract

Post-election conflicts in Lamaksenulu Village, Indonesia, reflect public dissatisfaction with election results and underlying socio-political tensions. This study examines conflict management strategies in the context of Thomas and Kilmann’s conflict management theory within a rural Indonesian setting. Adopting a descriptive qualitative approach, the study examines how collaboration, compromise, and accommodation—mediated by traditional leadership and hybrid governance—were used to address disputes. Although reconciliation was pursued through deliberation and dialogue, structural dissatisfaction remains, posing risks of recurring tensions. This research contributes to the literature by localizing a widely used Western conflict management model, offering a culturally grounded perspective on post-election conflict resolution. It demonstrates how combining formal institutions with indigenous practices enhances understanding of conflict dynamics in rural democracies. Key recommendations include improving electoral transparency, strengthening traditional leadership in dispute mediation, and developing inclusive reconciliation programs to foster lasting socio-political stability.

Abstract

The contribution of local taxes to the subnational government budget was minimal. The average local tax ratio in Indonesia is only 1,21%. Consequently, subnational governments remain highly dependent on transfers from the central government. Therefore, understanding the factors that influence tax compliance is essential for easing the central government's budget constraints and strengthening local government self-reliance. This study examines the relationship between tax morale, tax awareness, and tax service quality in shaping tax compliance in Jakarta Province. In addition, this study explores how digital transformation affects the relationship between these factors and tax compliance. The research methodology is quantitative, where the Partially Least Square-Structured Equation Model (PLS-SEM) is employed. The data was collected through questionnaires on land and building tax at UPPD Kelapa Gading, a local tax office in Jakarta. Using convenience sampling, we obtained 188 valid respondents for analysis. The finding concluded that tax morale and tax service quality positively affect the taxpayer. On the other hand, tax awareness has no significant effect on tax compliance. Meanwhile, the implementation of information technology to streamline the business process was effective in improving the relationship between tax awareness and tax service quality to tax compliance but has minimal effect on tax morale. This finding implies that enhancing tax compliance requires both internal and external perspectives. Meanwhile, solely improving taxpayers' knowledge has a minimal impact. Furthermore, digital transformation effectively enhances external factors, such as tax awareness and tax service quality, by providing taxpayers with easy access to reporting, notification, and paying taxes.

Abstract

Tourism development in small island regions such as Larea-rea Island holds great potential to contribute to local economic growth. However, limited infrastructure, inconsistent governance, and low community participation have hampered realizing this potential. This study aims to analyze the role of local government in developing tourism on Larea-rea Island, Sinjai Regency. This study used a qualitative descriptive approach and was conducted from January to March 2024 on Larea-rea Island, located in the Sembilan Island sub-district. Data was collected through field observations, in-depth interviews with stakeholders, including the Tourism and Culture Office of Sinjai Regency, village government officials, and local visitors and supplemented by document analysis. The findings indicate that tourism development on Larea-rea Island remains constrained by inadequate supporting facilities, fluctuating visitor numbers, limited environmental management, and low levels of promotion continuity. The local government has attempted to address these issues through infrastructure development, tourism promotion via social media, environmental conservation efforts, and community empowerment through tourism awareness groups (Pokdarwis). The analysis shows that while these initiatives have had a positive impact, they require stronger coordination, integrated planning, and sustainable policy support. This study concludes that the role of local government must evolve beyond infrastructure provision toward strategic governance that fosters inclusive community participation and long-term destination sustainability.

Abstract

Equal access to education is part of fulfilling the rights of citizens, both within the country and abroad. The government, through the Ministry of Education, repatriates the children of migrant workers to obtain the right to study in Indonesia through partner schools of the Ministry of Education and Culture. This study analyzes repatriation as an educational alternative for the children of Indonesian migrant workers. Lack of documentation is a problem for them regarding administrative requirements, especially in education. Data was collected through observation and interviews with repatriates. Data collection was considered easy because the researcher was directly involved in the daily activities of the repatriates. Field findings indicate that their current course of study helps with their education and living expenses. Despite language difficulties, they feel comfortable because a representative educational environment supports them. Their adaptation is also fast because there are several similarities between Blitar and their origins while abroad. The purpose of repatriation in the field of education is none other than educational equality. Collaborative support from the government (Ministry of Education) and the person responsible for repatriation in Blitar makes repatriates feel at ease pursuing education in Indonesia. The learning environment influences the latent pattern of nationalist character formation for repatriates. Many factors shape the social resilience of repatriates.

Abstract

Government analytical tools encompass various methodologies and strategies for evaluating, planning, and implementing public policies. This study investigates the various analytical tools local governments utilize and how these tools can be optimized to support local economic development. The literature review method was applied to identify related sources of information about the government’s analytical tools. The literature search was conducted across several indexed journal databases, including SCOPUS, WoS (Web of Science), EconPapers, and SINTA 2, to exclude journals with a negative reputation (predatory journals). This study identified 14 relevant articles using a predetermined method. The findings of this study indicate that there are obstacles, including limited human resources and bureaucratic pathology, which hinder the application of analysis tools by local governments. Comprehensive and diverse strategies are crucial for understanding the success of utilizing analytical tools in local economic development. This study is expected to attract the interest of government officials because the application of technological tools (such as applications) allows data to be extracted quickly and accurately, thereby expanding the scope of analysis. Additionally, utilizing government analytical tools can enhance transparency and accountability, providing deeper insight into the importance of high-quality data. Furthermore, future researchers can consider other analysis tools useful for local governments to visualize data as a guide for local economic development, such as the application of artificial intelligence (AI) and machine learning for predictive analytics development.
