Politeia: Jurnal Ilmu Politik is a peer-reviewed journal published by Indonesian Political Science Association (AIPI) and collaboration with the Laboratory Department of Political Science based in Universitas Sumatera Utara (USU). This journal published two times a year in january and july and all papers written in English or Bahasa .The aims of this journal is to provide a venue for academicians, researchers and practitioners for publishing the original research articles or review articles. Politeia is available in print and online version. ISSN number of this journal is ISSN 0216-9290 (Printed) and ISSN 2549-175X (Online). The scope of the articles published in this journal deal with a broad range of topics in the fields of power, politics, election, conflict, policy, thought, democracy, and another section related contemporary issues in political science.

Abstract

The political practice of identity in a political reality is indeed a matter of discretion, given that identity itself is inherent to man. Practices of identity politics potentially have two significant impacts: positive and negative. This study seeks to look at the political impact of identity on some of Indonesia's political contestation experiences and provide constructive advice to mitigate something similar in the forthcoming 2024 elections. This research is qualitative and is accompanied by descriptive techniques of analysis by studying reference sources relevant to the research. The results of this study show that in the context of political controversy in Indonesia, identity politics has been shaped throughout the electoral momentum: Pilpres 2014, Pilkada DKI Jakarta 2019, and Pilpres 2019 were used as political strategies by hitting the identities of other candidates. The emergence of mainstream groups using religious symbols and provocative narratives as an attempt to catch the hearts of voters means that the course of electoral momentum tends to advance sentiment rather than argument. If identity politics continues to flourish, it will potentially give rise to fascism, separatism, and so on. To prevent the same from happening in the forthcoming 2024 elections, it would require mitigation efforts such as strengthening religious moderation, promoting political ethics and ideas of candidates, and increasing digital literacy for voters, so that the niche will create quality electoral processes and outcomes.

Abstract

Social Order Policy is designed by Batam City Government in Batam City Local Regulation No. 6 Year 2002. Through the implementation of this policy, which regulates that Batam City is a city that prohibits begging or vagrancy, which can disturb social order in green lanes and public places such as roads, restaurants, tourist attractions, and others. This research aims to find out and describe the Implementation of Social Order Policy (Free Area for Beggars and Vagrants) in Batam City. The type of research used by researchers is descriptive using a qualitative approach. Data collection techniques in this research were conducted by interview, observation, and documentation techniques. The data obtained was analysed using indicators of Policy Implementation theory according to Edward III which includes disposition, bureaucratic structure, resources, and communication. And analysed using political perspectives and human rights. This research found that the Implementation of Social Order Policy (Free Area for Homeless and Beggars) in Batam City has been running, but the implementation has not been done optimally. Various efforts have been made by the Social and Empowerment Agency of Batam City in handling the problem of beggars and vagrants, namely by conducting outreach efforts, then providing guidance and training for beggars and vagrants. Then also to support the process of implementing this policy, an outreach team / Quick Reaction Team (TRC) was formed, then a rehabilitation building was built UPTD P2PMKS Nilam Suri. However, there are also inhibiting factors, namely the commitment and consistency of the outreach officers are still considered lacking, then the training and guidance conducted at UPTD Nilam Suri has not been able to fully benefit the beggars and vagrants. In addition, the government, which is fully responsible for the rights of beggars and homeless people, is not fully able to fulfil and overcome the existing problems.

Abstract

The decision by the United States to exchange Viktor Bout, a notorious arms smuggler and former international fugitive, for Brittney Griner, a prominent female basketball player, has generated considerable controversy and debate. A key point of contention centers on the stark divergence of this policy from the transactional approach adopted during the previous Donald Trump administration. Concurrently, some factions contend that the exchange of Brittney Griner for Viktor Bout reflects a political agenda championed by the Democratic Party, thereby fostering the perception that liberal interests receive preferential treatment within the Joe Biden administration's cabinet. This research aims to examine the change in foreign policy paradigm in the United States and the impact of political parties in the context of the prisoner exchange between Brittney Griner and Viktor Bout. The exchange has garnered public attention as it raises questions about the shift in the United States' foreign policy approach and the influence of political parties in the decision-making process. This study adopts a qualitative approach by analyzing relevant sources such as academic literature, news reports, and official government statements. The findings reveal a paradigm shift in the United States' foreign policy during the Joe Biden administration. The transactional approach adopted by former President Donald Trump has been replaced by a values-based orientation and the nation's obligation to protect its citizens wherever they may be. The prisoner exchange between Griner, an American athlete, and Bout, a Russian detainee, serves as evidence of this change.

Abstract

In semiconductor-dependent times, Taiwan through its companies was able to lead global semiconductor production. This is due to the Taiwanese government that strongly supports the expansion of its semiconductor industry, especially in the global economic market. This article discusses the factors of the Taiwanese government to advance the semiconductor industry despite Taiwan's economic conditions that previously depended on the agricultural sector through polyheuristic analysis. This research uses a qualitative method with a case study type and data collection using the document study method with grounded theory analysis technique. This research discusses the implications of Taiwan's policies to develop its semiconductor industry in several aspects, such as economic, political, and environmental. The results that the author gets from this polyheuristic analysis are that Taiwan does need to develop its semiconductor industry in the global market because it can help the economy and national security. On the other hand, this policy also provides challenges, especially in the environmental sector. Waste from the semiconductor industry has a major impact on the environment, hence the need for increased semiconductor waste treatment by the Taiwanese government

Abstract

This article discusses the issue of the MNC group as oligarchic media and the news it displays only appears to be based on political interests. The media oligarchy influences political contestation, the latest political reality shows that the Perindo Party supports presidential candidate Ganjar Pranowo in the 2024 presidential election and also utilizes television media as a political capital and political campaign infrastructure in the 2024 presidential election. This research aims to explore the phenomenon of the MNC Group media conglomeration which siding with the coalition of presidential candidate Ganjar Pranowo to form an oligarchy that can influence the governance system. This research adopted a qualitative research design and data collection was carried out through literature reviews from various journals and online publications of articles related to this issue. Research findings show that the MNC Group as the media broadcaster broadcasts broadcasts on television only for political purposes, this has resulted in a democratic crisis because the media no longer has independence, and this phenomenon states that there is a media oligarchy in Indonesia which makes Indonesia bad governance. The research results contribute to a better understanding of democracy, media oligarchy, and cultural hegemony in political media.

Abstract

This study seeks to identify two principles in Jurgen Habermas's discourse, namely Indonesian universal political ethics and Indonesian discourse political ethics. Done by implementing a qualitative description approach with the type of literature study. Data consists of documents that include books, journals, and relevant research results. The collected data will then be understood, recorded, and phrased and then analyzed by actualizing Habermas's discourse theory which contains (Universal Ethics) and (Discourse Ethics). So that conclusions can be drawn. This study states that in universal ethics, the formulation and implementation of the principles of universal political ethics Indonesia uses the philosophy of Pancasila because it is identified as the basis of the state and ideology of the Indonesian nation. Thus, all legal doctrines and legal political mechanisms in Indonesia need to contain the values contained in Pancasila. Meanwhile, discourse ethics states that the ethical principles of Indonesian discourse are carried out with the mechanism of the concept of democracy which focuses on a discourse in a public space. Therefore, the moral principles of ethics only need to be applied in the realm of legal systems and politics (Universal Ethics) not in the realm of democracy (Discourse Ethics). Because discourse upholds the principle of freedom, there is no intervention and does not require moral verification by all participants like universal ethics.

Abstract

International environmental law is one of the important pieces in the present international system. The aforementioned matter plays an important role in uniting or at least attempting to unite the many states in the world to address the environmental threat the world is being exposed to. One of them is present in the form of the Paris Agreement, a product of the United Nations Framework Convention on Climate Change (UNFCCC) concerned with the issue of climate change. Among the states in the world, the US, one of the world’s global powers, is one of its party members. The US has had a rather rocky record regarding its commitment to the Paris Agreement. A case can be made out of the Trump administration’s move to exit the Paris Agreement. However, it would soon reenter the agreement under the subsequent Biden administration. With that development in mind, the writer sets out to describe and explain why the drastic change of attitude towards the international environmental law of the Paris Agreement occurred. To that end, the writer posits how the different stances to the agreement was a result of the different interest or perspective towards the regime and climate change, as well as other matters touched upon in the paper.

Abstract

This research discusses the political linkages built by Islamic student movement organizations, particularly in the case of Pergerakan Mahasiswa Islam Indonesia (PMII) Al-Ghozali Semarang. The research focuses on how such political linkages are built and operated by PMII Al-Ghozali Semarang with various institutional units in three domains: political society, civil society, and economic society. The findings in this study are that the political linkages built by PMII Al-Ghozali Semarang with political society tend to be stronger when approaching the election period, both in 2019 and 2024 due to pragmatic interests. Political linkages with civil society (especially those engaged in the religious field of Nahldatul Ulama) are very strong because of the similarity of values and ideology. Meanwhile, political linkages with the economic society are the weakest due to the small number of alumni engaged in the economic sector.

Abstract

Diawali serangan Israel ke Suriah yang menewaskan pejabat militer Iran, kedua negara terlibat dalam pertempuran udara yang cukup besar. Iran mengerahkan kurang lebih 300 drone untuk menyerang wilayah Israel, lalu dibalas Tel-Aviv dengan menembakkan misil ke wilayah Iran, tepatnya kota Isfahan. Konflik Israel-Iran ini bukan yang pertama. Sekalipun awalnya bersahabat di era Mohammad Reza Pahlavi, sejak Revolusi Islam Iran tahun 1979 kedekatan itu berakhir. Revolusi tersebut menjadi momentum historis terjadinya perubahan drastis hubungan diplomatik Iran-Israel. Konflik Israel-Iran ini menarik untuk dianalisis lebih dalam, khususnya terkait potensi pecahnya Perang Dunia III karena konflik dua negara pemilik senjata nuklir ini. Jika Perang Dunia III terjadi, tentu salah satu alat yang digunakan adalah senjata nuklir. Selain itu, tanpa perang pun ketegangan antara Teheran dengan Tel-Aviv sudah menciptakan dampak negatif bagi dunia, di mana salah satunya adalah kenaikan harga minyak yang pasti juga berdampak untuk Indonesia. Untuk itu, penelitian ini akan mencoba menganalisis apakah konflik Israel-Iran dapat menjadi pembuka bagi pecahnya Perang Dunia III, kemudian apa dampaknya bagi Indonesia

Abstract

Dewasa kini perkembangan era teknologi yang semakin disruptif berdampak secara signifikan dalam kehidupan politik. Begitu halnya dalam strategi pemasaran pada kampanye politik yang mana setiap kandidat maupun partai politik dipaparkan oleh ragam dinamika yang semakin kompleks. Namun, dalam pemasaran politik kehadiran teknologi merupakan sebuah terobosan yang menjanjikan bagi para aktor-aktor politik dalam melakukan perluasan produk politiknya. Dalam dunia digital, media sosial utamanya berperan sebagai arena platform dalam implementasi pemasaran politik yang komprehensif khususnya sebagai pilar penting dalam mendukung penyelenggaraan pemilihan umum. Sehingga, hal ini membuat partai politik berlomba-lomba dalam melakukan branding dan kampanye menggunakan media sosial sebagai platform media digital. Oleh karena itu, penulis melakukan penelitian tentang analisis model kampanye digital partai politik jelang pemilu 2024 serta melakukan studi komparatif konten Instagram antara partai PDI Perjuangan dan Partai PSI. Dalam penelitian ini metode penulisan yang digunakan penulis adalah metode kualitatif dengan pendekatan analisis konten. Berdasarkan hasil yang diperoleh dari analisis konten, penulis dapat menyimpulkan bahwa Partai PDI Perjuangan merupakan partai yang tergolong aktif dalam mengunggah konten di media sosial Instagram, sedangkan Partai PSI juga tergolong intens namun tidak semasif partai PDI Perjuangan.
