Abstract

The aim of this research was to know the role of Annisa cooperative in improving welfare of cooperative members and to determine the constraint members of Annisa cooperative in improving welfare in Parungi Village Sub-District of Boliyohuto Gorontalo Regency with using recording technique. The method of collecting the data is using descriptive qualitative method that is interview, observation, and documentation. To identification issues of welfare Annisa cooperative is using descriptive analytic to determine the position of a unit business strategies and also used of alternative strategies. Based on the results of research, analysis and presentation of the data about the role of Annisa Cooperative in improving welfare of its members can be summarized as follows: Annisa Cooperative has very large role in the life of members and efforts to improving welfare of its members. Cooperative face the constraint on the views of cooperative members and the cooperative development patterns, there has a social jealousy among the cooperative members, because of differences in income levels, in the case of education members often do not follow counseling, training, and education were held by cooperative, because the presence of competitors in terms of credit. Cooperatives should always consist in guiding on the principles, foundation, principles, and objectives in improving the welfare of cooperative member that become the members. And the cooperative also often hold counseling for the members of the cooperative in order can active to participate in cooperative education and changing patterns.

Abstract

This study discusses political parties reviewing strategies in gaining mass support, the strategy carried out by political parties is to achieve predetermined goals which in this case are referred to as the vision and mission of political parties using techniques, tricks, methods and implementation of tasks by utilizing party structure, so that the work program is in accordance with the wishes of the community. Meanwhile, to uncover the strategy of political parties in gaining mass support, a library research method or approach is used. Literature study or literature can be interpreted as a series of activities related to library data collection methods, reading and recording and processing research materials. Research results show that strategy of political parties in gaining the support of the masses is always trying to fix the party from the party's internal and external parties, so that the party can provide a better change for the community through political party programs and through power struggles in general elections.Penelitian ini membahas tentang partai politik tinjauan strategi dalam meraih dukungan massa, strategi yang dilakukan partai politik ialah untuk mencapai tujuan yang sudah ditentukan sebelumnya yang dalam hal ini disebut sebagai dengan visi dan misi partai politik dengan menggunakan teknik, trik, cara maupun pelaksanaan tugas dengan memamfaatkan struktur partai, sehingga program kerja sesuai dengan keinginan masyarakat. Sedangkan untuk mengungkap strategi partai politik dalam meraih dukungan massa digunakan metode atau pendekatan kepustakaan, Studi pustaka atau kepustakaan dapat diartikan sebagai serangkaian kegiatan yang berkenaan dengan metode pengumpulan data pustaka, membaca dan mencatat serta mengolah bahan penelitian. Hasil Penelitian menunjukkan bahwa strategi partai politik dalam meraih dukungan massa adalah selalu berusaha membenahi partai dari internal partai maupun ekternal partai, sehingga partai bisa memberikan perubahan yang lebih baik bagi masyarakat melalui program partai politik maupun melalui perebutan kekuasaan dalam pemilihan umum.

Abstract

Covid-19 is a non-natural disaster that has shocked countries in the world since the end of 2019 until now and its spread has not been controlled, various efforts have been made by the virus pandemic countries including Indonesia. Its spread occurs in almost every province in Indonesia, one of which is West Kalimantan Province. To prevent the spread of the virus, regional disaster management agencies (BPBD), with various parties, undertake mitigation of its spread and efforts to heal trauma during the pandemic. This study aims to determine the models and strategies of BPBD in mitigation, trauma healing efforts carried out during the pandemic and to find out the obstacles of BPBD in mitigation in West Kalimantan Province. The method used is descriptive qualitative, data sources obtained from interviews with informants, observation and documentation. The analysis technique uses an interactive model by reducing, presenting, drawing conclusions and verification. The results of this study produce models and strategies for mitigating non-natural disasters with a collaborative strategy and a pentahelix approach. Trauma healing efforts have been carried out to provide understanding to the community with preventive measures. The obstacles faced in mitigation include the low level of public awareness in maintaining health protocols and the lack of incomplete SWAB equipment in every district / city.

Abstract

This study focuses on participation in the implementation and influence of community participation on the application of Smart Village in Village-Owned Enterprise. In the theory of community participation in the implementation phase, there are indicators to measure community participation, namely participation with energy, participation with money, participation with goods, and also participation with ideas. This research uses a quantitative approach with data collection, namely questionnaires and literature study. The population number of studies was 28141 people. The sample calculation results in this study were 100 respondents. The survey results are then processed using SmartPLS 3.0 software. The results show that of the four indicators of community participation mentioned above, two of them influence the development of Smart Village. At the same time, the other two do not affect the development of Smart Village. Indicators that influence the development of Smart Village are participation with energy and participation with goods. In other words, residents of Panggungharjo Village participated in the implementation of the Smart Village in Village-Owned Enterprise and donated some of the items needed to develop the Sustainable Village-Owned Enterprise Panggung Lestari. Whereas participation with money and participation with ideas do not influence the development of Smart Village. The recommendation in this study is that the village government or Village-Owned Enterprise managers can increase community participation in various ways such as involving the community directly in the management of Village-Owned Enterprise and providing space for the community to contribute actively to the form of physical participation

Abstract

Every state intelligence organization is faced with the same problem in maintaining a balance between demands for accountability and openness with the confidentiality principle possessed by intelligence. The bureaucratic reform policy that forces all government agencies to apply the same standards, some of which are considered too rigid if implemented in the state intelligence agency.. Several criteria for assessing bureaucratic reform actually contradict the need for intelligence reform at the State Intelligence Agency (BIN), which is slowly tending to erode intelligence professionalism and secrecy to become more open, and have an impact on the weakening of the intelligence work system. This research will bridge the implementation of bureaucratic reform policies with the intelligence reform model so that the two can go hand in hand and strengthen each other. The method used in this research is the Systematic Literature Review (SLR) of journal articles published in the 2014-2019 period. Intelligence reform modeling is compiled based on the Research Question (RQ) related to policy objectives and intelligence typology. The results obtained from this study indicate that reform in intelligence organizations cannot be fully assessed using an evaluation worksheet of the implementation of bureaucratic reform, but rather prioritizes the ideal intelligence structure, intelligence secrecy, special surveillance, intelligence coordination, and effectiveness of intelligence operations. This research needs to be interpreted as merely a form of commitment and seriousness of researchers to participate in efforts to build a more professional intelligence community following the principles of democracy, upholding law, and human rights.

Abstract

To avoid gaps in tax leakage, the Kolaka Regency Government made a policy in the form of Regent Regulation Number 24 of 2019 concerning Online-Based Payment and Collection of Regional Taxes and Levie. A few months since the installation of this tool, the amount of tax revenue is always increasing. Then the receipts fluctuated and were added again due to the covid-19 pandemic even though there had been an increase in the number of installations of tax recording devices. The purpose of this study is to explore the Pentahelix Model in optimizing online tax revenue. This research method uses qualitative methods and phenomenological research types. The results of this study indicate that the element in Pentahelix, namely the government as a policy maker, has not yet developed a Standard Operating Procedure (SOP) related to the management of tapping boxes. There are still business people who have not committed to inputting each of their business transactions. There are still people who refuse to input transaction data into the Tapping Box and have not taken the initiative to supervise business actors who are tax collectors who tend to be less cooperative with government policies. The media has not been maximal in providing information related to online tax collection policies and the phenomena that occur. The Pentahelix model which has five elements such as academics, government, business people, the community, and the media must synergize and collaborate with each other to exchange resources in order to increase the realization of online-based tax revenue in Kolaka Regency.

Abstract

The current massive industrial development in urban areas that is not balanced with reforestation practices will have an impact on the environment such as air pollution, hot environmental conditions, flooding, and the lack of adequate Green Open Space. Therefore, good urban spatial planning is needed through the development of green open space in urban areas to maintain or facilitate urban settlements and reforestation practices for the future urban sustainability agenda so that there is a balance in terms of the economic, social, and natural environment as a form of a sustainable city. In analyzing the problem of this research using the literature study method by analyzing the results and information from previous studies. The result of the research is that the development of green open space in Malang City has not been fully managed properly, this is in accordance with the percentage of public green open space in Malang City which is only 1.362.32 Ha or 12.38% which the results of this percentage are still far from the minimum proportion of public green open space, which is 20% of the area of Malang City. As less than the maximum development of green open space, it will also have an impact on a sustainable city that runs less than optimally.

Abstract

This study aimed to analyze the poverty factors of migrant and non-migrant households through socio-economic variables resulting from the West Papua Province government policy program. The research method used in this study was a quantitative research method using descriptive analysis depicted through diagrams. The data collection method used was secondary data collection derived from the results of the March 2020 National Socio-Economic Survey (SUSENAS) conducted by the Central Statistics Agency (BPS). The results of the study showed that the implementation of West Papua Province government policies had not succeeded in changing the poverty level of the population even though it has the authority as the organizer of special autonomy. Special treatment for non-migrant residents had not been able to eliminate the disparity in the level of welfare between the migrant population. The majority of poor households in West Papua were affected by the age of the head of the household above 60 years, the number of household members more than four people, no health complaints, the education of the head of the household who is mostly below high school, working in the informal sector, living in rural areas and are non-migrant households.

Abstract

The innovation raised by Bakesbangpol in providing services to the public, especially the management of mass organizations is by launching the A_ormasapplication, where this application contains a database of mass organizations, registration, and reporting of mass organizations. Therefore, this study aims to analyze the implementation of public service innovations in the implementation of this application, the supporting and inhibiting factors, as well as strategies to face obstacles in the implementation of the A_ormasapplication. This study uses a qualitative approach with a descriptive type of research. Collecting data using interviews, surveys, observation, and document techniques. While the data analysis used interactive model analysis. The results of the study indicate that public service innovation in the mini web-based A_ormas Application has been running effectively, the supporting factors in this innovation are the support from the leadership, competent service personnel, adequate service facilities and infrastructure as well as central and local government assistance. While the inhibiting factors include limited personnel who master information technology, still using open-source networks, no public dialogue menu, and no reward and punishment system. Improvement efforts have also been made, including: Urging the local government to immediately realize the use of fiber optic networks so that they can improve services, submitting IT personnel to the Probolinggo City Government through the section that handles staffing and optimizing the function of the public dialogue menu.

Abstract

In response to the crisis caused by Covid- 2019 outbreak, the government issued the Minister of Finance Regulation Number 23/PMK.03/2020 regarding tax incentives for taxpayers affected by the coronavirus outbreak as part of the national economic recovery program, which along with the pandemic situation has been amended or replaced several times. One of the incentives provided is the Income Tax Article 21 incentive. Thisresearchexaminesto gives a comprehensive review and analysis of the implementation of the Income Tax Article 21 incentive for taxpayers affected by the Covid-19 Pandemic and the problems encountered throughout the policy's implementation. This study uses a descriptive qualitative approach to explain objectively, in detail, and in-depth the results obtained. Observation, in-depth interviews, and documentation techniques were used in collecting the data. This study indicates that although the Income Tax Article 21 incentive is beneficial for the recipients in spending during the pandemic, its implementation faces various challenges. In terms of the realization of this incentive, it is relatively low compared to the initial budget allocation, so it is doubtful that it will provide the expected multiplier effect on economic growth, as the objective of this policy. Thus, the improvement in economic and public consumption growth cannot be linked directly to the contribution of the Income Tax Article 21 incentives policy alone because many other things and policies can affect the economy.
