Abstract

This study aims to analyze the implementation of the Sambimadu BUMDes Policy in supporting village economic independence through the development of Tourism Villages. This research method is descriptive qualitative. The type of data used in this research is qualitative data, which is divided into primary data and secondary data. Implementing BUMDes policies in the development of Tourism Villages is the focus of this research. Sources of data obtained through Library Research are available online and offline, such as scientific journals, books, and news from trusted sources. The results showed that the implementation of the BUMDes policy in supporting the village's economic independence through the development of the Sambibulu Tourism Village had not been fully successful, this was due to the incompetent Human Resources of the Sambimadu BUMDes. The characteristics shown by BUMDes staff are that they only prioritize their interests so that they underestimate their duties and responsibilities. And they do not fully understand the BUMDes policy in developing tourist villages regarding their cognitive abilities. On the one hand, there is good communication support between the Village Government and BUMDes Sambimadu because every week, it evaluates activities to correct deficiencies in the BUMDes Policy Implementation process.

Abstract

Managing compensation is an interesting and sensitive issue in organizations, including public organizations.This study examines the effect of each aspect of compensation on satisfaction among public officers. Based on the equity theory and the expectancy theory, this research focuses on the central concept observed about compensation, with a total of 122 public officials who work in two government agencies in Medan, North Sumatra, participating as respondents. The results showed that among the four aspects of compensation observed and tested in this study, the findings show that only the incentive aspect had an essential effect on employee satisfaction with compensation. The three other aspects of compensation were found to have no significant effect on employee satisfaction with compensation. The practical implication for public officers who work in the public sector, the organizational incentive pattern is very attractive to them. This study also argues that these same challenges can also serve as drivers shaping the future of public compensation as a theory and practice. While conclusion also offers a new perspective in favor of the argument advanced here.

Abstract

This article aims to analyze the challenges and potential of the village economy towards competitive village development. This topic is important and interesting, because with a well-managed village economy, related to it will create maximum village development later, because the village economy is the main foundation in relation to village development. The research method used is a qualitative method of data analysis, where the source and data are obtained through the results of data coding using Nvivo 12 Plus software. In this method, the researcher uses a qualitative approach to data analysis, where this method utilizes qualitative data and is described according to the analysis obtained. The data collection technique uses data analysis techniques through Nvivo 12 Plus software which is carried out by researchers to collect valid, complete, and relevant data related to the topic of the problem that is the object of research. The data analysis technique used analysis techniques based on data from Nvivo 12 Plus, where this technique was carried out by researchers to obtain the required data. The author finds that the government and the community must take part in making a positive impact on the progress of the village, because the challenges in developing the village are still often found whether it is from the bureaucracy that is still convoluted, the level of community participation is still minimal, funding is lacking, and so on. and so on, then the participation of the government and the community will certainly find efforts to overcome each of these problems.

Abstract

This study examines the tour guide license in improving the professionalism of tourism human resources in Tana Toraja Regency. A tour guide has a very important license, this license proves the competence of a tour guide so that tourists do not hesitate in using his services. The research method used is descriptive qualitative research methods. Data collection techniques were carried out by means of observation, interviews and documentation. This research was conducted at tourist objects in Tana Toraja Regency and related agencies since July-October 2020. Based on the research results, it was found that currently there are still many illegal tour guides in Tana Toraja Regency who are not licensed, the lack of tour guides' attention to the importance of this license has an impact on the image of tourism in Tana Toraja Regency. The government in this case has made various efforts to improve professional tourism human resources in Tana Toraja district by conducting education and training as well as controlling unlicensed foreign guides by imposing criminal and administrative sanctions. The license also has a validity period of 2 years and has 3 levels, namely Young Tour Guide, Intermediate Tour Guide, and Tour Leader. The license function for tour guides is as legal protection for tour guides in carrying out their profession.

Abstract

This article aims to analyze and describe the millennial leadership style for public services in the era of society 5.0. The method used in this article is a qualitative descriptive method. This method refers to the identification or characteristics that distinguish groups of people, objects and events. The results of the article show that 1) The challenges of public service in the era of society 5.0 provide great opportunities for millennials to lead bureaucratic organizations. Because millennials are seen as far more competitive, creative, critical, and idealistic in leading bureaucratic organizations than their seniors, Generation Y; 2) The millennial character is very close to digitalization adaptation so that it provides opportunities for government collaboration with the industrial sector; 3) In 2030 it is estimated that 70 percent of future leaders in Indonesia will come from the millennial generation who are at a productive age. This generation is in control of the Indonesian economy in the future and is expected to be able to lead this nation towards a more advanced and dynamic development. This article provides an illustration that millennial opportunities to become leaders need to be encouraged so that they are able to become exemplary leaders, leaders who have a sense of responsibility, and leaders who are able to take risks and work in teams.

Abstract

Internalization of akkarungeng values in the election of regional heads in the community in Bone Regency. Research method with qualitative approach. This article describes and analyzes the internalization of akkarungeng values in Bone Regency in the regional head election. The method used is a research method with the type of qualitative research. The approach used is a political science and juridical approach. The location of this research is Bone Regency, South Sulawesi, Indonesia with data collection techniques including observation, interviews and documentation. The data analysis technique includes three stages, namely data reduction, presentation and conclusion drawing. Validity testing is done by using data triangulation. The results of this study indicate the values of akkarungeng such as getteng, lempu, ada tongeng, sipakatau and temmapasilaingeng owned by a nobleman so that they are still chosen by the community to become a leader. The tendency of the nobility to then carry out a strategy to continue their leadership line by internalizing the values of akkarungeng in the children of noble descent so that they are able to take the sympathy of the community to become leaders in the community. In addition, support for access to education is also one of the supporters to get the intelligence and advice of their ancestors that makes them have the character of courage.

Abstract

Culinary tourism is a new thing in the repertoire of interesting and distinctive dishes and tourism. The food is in the form of food that is usually eaten and processed by local residents, and is not consumed outside the area. The purpose of this Reseach to know the tourism governance with culinary cognitive images based in the City of Pare-Pare. The population in this study is tourists Parepare City Destination.  The sample was taken as many as 100 respondents from tourist Parepare City Destination.  The analytical tool in this research is Descriptive Analysis, Instrument Test, Multiple Regression  Analysis,  Significance  Test  (t  test),  and Model Accuracy Test.  The results showed that cognitive  Culinary   image  has  a  significant  positive effect on the interest of tourists visit Parepare City Destination,  and affective Culinary image have  a  significant  positive  effect  on  the  interest  of  tourist visit Parepare City Destination. Both variables are also influential together on the interest of tourists visit Parepare City Destination. Based on the result of this research,  the  management  of  Parepare City Destination can  increase  the  interest  of  tourist  visit  by  increasing  the cognitive Culinary  image variable and the affective Culinary  image variable, because the increasing of both variables is increasing the tourist visit.

Abstract

This study aims to analyze the policy of collecting restaurant taxes to increase local revenue (PAD) in Gorontalo Regency. This study uses a qualitative descriptive method with primary and secondary data types. The focus of this research is optimizing government policies for collecting restaurant taxes in Gorontalo District. The results of the study show that government policies for collecting restaurant taxes are generally good but not yet effective in increasing local revenue (PAD). This can be seen from the indicators: achieving goals, integration, and adaptation used in capturing data in instruments to achieve maximum goals have not optimally contributed to local tax revenues, especially in the last two years. At the integration stage, in this case, the methods and approaches used during the socialization process have not yielded optimal results, which is evident in the lack of awareness among taxpayers about paying restaurant taxes. Meanwhile, for adaptation, especially the infrastructure or electronic transaction tools used to control and monitor the amount of tax revenue, not all of them can operate the equipment. The low level of public awareness of paying restaurant taxes can be seen from the fact that there are still some people who do not understand the benefits of restaurant taxes as a source of local revenue for Gorontalo Regency.

Abstract

This research attempts to ascertain how service rules for the purchase and sale of land ownership rights are implemented and to explain the difficulties encountered while enforcing legislation. The implementation model theoretical reference from van Metter & van Horn is utilized to tackle this issue. Data collecting methods included observation, document analysis, and interviewing. Using interactive model analysis procedures that include data reduction, data display, and conclusions, the data was examined. Interviews, observation, and document analysis are all employed in the data collecting process. This analysis demonstrates that while the adoption of the rule has followed the proper procedures, the timeliness of service is still far behind expectations. This is because there are many application files, which means that the workload is more than the capacity of the available human resources, the application files are incomplete, the applicant's ID has not been verified, and there are no supervising or executor officials in place.

Abstract

This paper aims to show how the performance of the Koperasi Daya Karya in the Sintang District Office of Education and Culture has so far been. Using a qualitative descriptive method, this study describes several problems that refer to the first aspect of responsiveness, namely the ability to identify the needs of members, prioritize services, develop agendas, and develop service programs for members who have not been running optimally and not yet optimal. unfulfilled needs and aspirations of members; secondly, the responsibility for implementing activities at “Daya Karya” has not been carried out with administrative principles that are in line with cooperative policies, the level of conformity between the formulation of the vision and mission of the Koperasi and the dynamics of change, the level of anticipation in dealing with change; accountability of "Daya Karya" which has not been able to account for its actions and work optimally, as well as several factors that influence the results of the work of dedication to "Daya Karya" of the Sintang District Education and Culture Office. Thus, this research is expected to make service performance at the "Daya Karya" Office of Education and Culture of Sintang Regency run optimally.
