Government bureaucracy has negative face in front of society nowadays due to its slow performance and its huge corruption. Therefore the president tried to solve this problems issued the Presidential Decree No .81 of 2010. This effort was then followed up by the Minister for Administrative Reforms PAN through ministerial regulations numbered 20 in 2010 about Bureaucratic Reform Road Map. The purpose of this paper is first, to undertake judicial review of the implementation of Reforms No. Permenpan .20 In 2010. Second, to determine the factors that influence the success rate and inhibiting the implementation of No. Permenpan. 20 of 2010. Third, to determine the impact of the implementation of No. Permenpan. 20 In 2010 in the Secretariat of Gorontalo. This research used a normative legal research method through conceptual approach and legislation. The data was collected by literature review to obtain a theoretical foundation from the experts and by interview to gain information about legal provisions contained in the legislation. This data was then analyzed using descriptive methods. The results showed that first, local governments have implemented Permenpan Gorontalo and No. Bureaucratic Reform. 20 in 2010. Second, there are three inter-related factors in the implementation of the bureaucratic reform which are leadership commitment, involvement of all civil servants, and compliance in carrying out the road map. Third, the implementation of bureaucratic reform in the District. Gorontalo showed the strong desire to reform the bureaucracy, the establishment of good governance and corruption-free, improving the quality of public services and strengthening government performance akuntabulitas

The aim of this research was to know the role of Annisa cooperative in improving welfare of cooperative members and to determine the constraint members of Annisa cooperative in improving welfare in Parungi Village Sub-District of Boliyohuto Gorontalo Regency with using recording technique. The method of collecting the data is using descriptive qualitative method that is interview, observation, and documentation. To identification issues of welfare Annisa cooperative is using descriptive analytic to determine the position of a unit business strategies and also used of alternative strategies. Based on the results of research, analysis and presentation of the data about the role of Annisa Cooperative in improving welfare of its members can be summarized as follows: Annisa Cooperative has very large role in the life of members and efforts to improving welfare of its members. Cooperative face the constraint on the views of cooperative members and the cooperative development patterns, there has a social jealousy among the cooperative members, because of differences in income levels, in the case of education members often do not follow counseling, training, and education were held by cooperative, because the presence of competitors in terms of credit. Cooperatives should always consist in guiding on the principles, foundation, principles, and objectives in improving the welfare of cooperative member that become the members. And the cooperative also often hold counseling for the members of the cooperative in order can active to participate in cooperative education and changing patterns.

The Purpose of this study were : 1. To know how to dicipline employess work in improving the performance of employees at office agency unity of banda and political in Bone Bolango regency, 2. To determine the dicipline of work in improving the performance of employees at the office agency unity of Banda and Political in Bone Bolango regency. With this type is a qualitative study with a descrittive aproach. Based on the research that : 1. The division of duties for civil servants in the ofice agency unity of banda and political in Bone Bolango regency already based on local regulation nomber 10 of 2010 on the organizational structure of the office agency unity of banda and political in Bone Bolango regency, entrusted the organizational structure it self consists of head of the body, secretariat and functional groups. 2. The dicipline of employees working on the office agency unity of Banda and political in Bone Bolango regency not go according to existing rules, there are many employees, especially in service to the community, and 3. The quality of the performance of employees in the office agency unity of banda and polical in Bone Bolango regency has been running very well, while the quantity of employee performance can not be said to be good because it has not been realized as a whole. Tujuan penelitian ini adalah : 1) Untuk mengetahui bagaimana disiplin kerja pegawai dalam meningkatkan kinerja pegawai pada kantor Badan Kesatuan Bangsa dan Politik Kabupaten Bone Bolango, 2) Untuk mengetahui disiplin kerja dalam meningkatkan kinerja pegawai pada kantor Badan Kesatuan Bangsa dan Politik Kabupaten Bone Bolango. Dengan jenis penelitian adalah penelitian kualitatif dengan pendekatan deskriptif.Berdasarkan hasil penelitian bahwa : 1) Pembagian tugas bagi pegawai negeri sipil pada Badan Kesatuan bangsa dan Politik Kabupaten Bone Bolango sudah berdasarkan pada Peraturan Daerah nomor 10 tahun 2010 tentang struktur organisasi Badan Kesatuan Bangsa dan Politik Kabupaten Bone Bolango, yang struktur organisasi itu sendiri terdiri dari kepala badan, sekretariat dan kelompok jabatan fungsional, 2) Disiplin kerja pegawai pada Badan Kesatuan Bangsa dan Politik Kabupaten Bone Bolango belum berjalan sesuai aturan yang ada, masih banyak pegawai yang tidak menjalankan disiplin tersebut sehingga sangat berpengaruh terhadap kinerja pegawai khususnya pada pelayanan kepada masyarakat, dan 3) Kualitas kinerja pegawai pada Badan Kesatuan Bangsa dan Politik Kabupaten Bone Bolango sudah berjalan dengan sangat baik sedangkan kuantitas kinerja pegawai belum bisa dikatakan baik karena belum terealisasi secara keseluruhan.

This research is conducted to (1) observe the role of Dulamayo government to improve the society’s participation in building their village quality (2) Factors that effect both positively and negatively in improving the participation of society (3) The government of Dulamayo efforts in facing those factors. The result shows that (1) the role of Dulamayo government are as motivator, innovator, and facilitator (2) the factors that are impeded are the occupatin of society, poverty, and bureaucracy. Meanwhile, the factors that are supported are society’s awareness in accepting the programs from the government positively and good cooperation in determining which village deserves to accept the donation Tujuan dari penelitian ini adalah 1) untuk mengetahui peranan pemerintah desa dalam meningkatkan partisipasi masyarakat dalam pembangunan di desa Dulamayo Utara Kecamatan Telaga Biru Kabupaten Gorontalo, 2) Faktor-faktor yang dihadapi pemerintah desa untuk meningkatkan partisipasi masyarakat dalam pembangunan di desa Dulamayo Utara Kecamatan Telaga Biru Kabupaten Gorontalo, 3) Upaya yang dilakukan pemerintah desa untuk meningkatkan partisipasi masyarakat dalam pembangunan di desa Dulamayo Utara Kecamatan Telaga Biru Kabupaten Gorontalo. Hasil penelitian ini menunjukkan bahwa 1) peranan pemerintah desa di desa Dulamayo Utara sudah berjalan dengan baik yang meliputi : peranan sebagai inovator, peranan sebagai motivator, dan peranan sebagai fasilitator, 2) Faktor-faktor penghambat peningkatan partisipasi masyarakat dalam pembangunan di desa Dulamayo Utara Kecamatan Telaga Biru Kabupaten Gorontalo yakni faktor ekonomi, pendidikan, kurangnya kesadaran masyarakat terhadap pembangunan desa

This study aims to determine how the effect of restaurant tax revenue on local revenue in Bone Bolango Regency. This study uses a quantitative approach, and the data sources used in the analysis use secondary data from the last five years (2016-2020). The analytical tool used to answer the established hypothesis is using simple regression analysis.The results showed that the restaurant tax had no significant effect on local revenue in Bone Bolango Regency. This effect is not significant because it is shown by the result of the determination value (Rsquare) where the value is equal to zero. This means that any increase in restaurant taxes does not have a significant effect on increasing local revenue in Bone Bolango Regency in the 2016-2020 period. The contribution of restaurant taxes to regional original income is quantitatively still relatively small compared to other sources of revenue such as regional levies, street lighting taxes and so on. Restaurant Tax is only able to provide an average contribution in 5 years (2016-2020) of only Rp. 1,039,000,000 while the average PAD revenue in the last five years is Rp. 73,032,748,896.48,- This means that the contribution of restaurant tax to local revenue is only 1.73 percent in the last five years.

This research was conducted at CV Anugerah Utama Gorontalo City. The aim of the research was to know the factors that causes of bad credit on consumer payments, also to find out the effort of resolving bad credit. Lending redit certainly cannot be separated from risks, one of them is bad credit which will affect consumer payments. Therefore, CV Anugerah Utama should apply credit analysis. The factors that causes of bad credit are Character, Capacity, Capital, Collateral, and Condition. The method used in this research was qualitative by structured interviews. The results of this research shows that CV Anugerah Utama has implemented credit analysis compatible to Standard Operating Procedures (SOP) and applicable requirements. The main factors that causes of bad credit on consumer payments is Character. And the efforts of resolving bad credit are Rescheduling, Reconditioning, and Guarantee Execution.Keywords: Consumer, Bad Credit

This research was carried out at the manufacturing industry located in the “Cipta Sari” motoduto village of Boliyohuto sub-district, aiming to (1) to analyze the amount of tofu production costs, (2) to analyze how much the tofu industry income, and (3) to analyze the feasibility level of the tofu industry in the village of Motoduto, Boliyohuto District. This research is qualitative research. Analysis in which this research is carried out is only descriptive which gives an overview of the problems to be examined in the form of numbers. From the results of the study, the amount of fixed costs of Cipta Sari tofu industry is Rp.27,000,000,- and the amount of variable costs is Rp.93,610,000. The amount of revenue / income of Cipta Sari tofu industry comes from the sale of tofu and tofu pulp, which is Rp.144,000,000. From the amount of fees and receipts / revenues above, it can be seen the total cost of Rp.120,610,000, and the profit amount of Cipta Sari’s tofu industry which is Rp.23,390,000,- and the teasibility value of Cipta Sari’s tofu industry is 1,19 and said to be feasible to maintain, because the value of the Revenue Cost Ratio (RCR) is > 1. The objective of research was to determine village fund management in improving communities’ economy at Karyamukti village. The method used qualitative research approach with research type is descriptive. Based on the result obtained the planning process is good because it is carried out in a participatory manner involving the community and social institutions. Likewise, the briefing has gone well. However, the organizational aspect is still not maximal because, the determination of the structure is not in accordance with the educational background and so the supervision aspect is still not running well, because the supervision that has so far been carried out by the BPD is only a formality following the habits.

This study aims to determine the effectiveness of the use of village funds in supporting village development in Sidomukti Village, Mootilango District, Gorontalo District. The research method uses a qualitative research approach, with a descriptive type of research. From the results of the research, itwas found that the understanding of the program was good because it was based on the PERMENDes and PERMENDAGRI, in terms of the right target it was still ineffective because the village did not socialize the programs that had been set by the village government, the timeliness of program implementation needed to be fixed again because it was not accompanied by a planned schedule.well-structured work, the achievement of goals for the improvement of the welfare of the village community, and has been carried out properly through self-management mechanisms, and the last, in terms of real change, has appeared in accordance with conditions in the field, the community caneasily obtain health, education and public services.Keywords: Village Fund, Effectiveness, Utilization

Komoditi jagung adalah merupakan komoditi yang memiliki prosepek baik dalam meningkatkan pendapatan petani. Dengan kehadiran perusahaan Perusahaan PT. Harim Farmsco Indonesia yang bergerak dibidang pengeringan dan penggilangan jagung lang ditengah-tengah petani jagung tentunya akan berdampak pada pendapatan petani. Penelitian ini bertujuan untuk mengetahui Pengaruh Keberadaan Perusahaan PT. Harim Farmsco Indonesia Terhadap Petani Jagung di Kecamatan Tibawa Kabupaten Gorontalo. Penelitian menggunakan pendekatan kuantitatif, dengan menggunakan kuesioner dalam mendukung data primer, dan melibatkan 30 responden petani jagung sebagai sampel.Hasil penelitian menyimpulkan bahwa Terdapat pengaruh yang kurang signifikan antara faktor X1 (Harga) ; X2 (Jumlah Pasokan) dan X3 (Kualitas Jagung) terhadap pendapatan (Y) petani jagung di Kecamatan Tibawa. Kurang signifikansinya antara faktor X1;X2; dan X3, diperlihatkan oleh hasil analisis yang memperoleh persamaan regresi linnier berganda dengan nilai R2 squre = 0,249 atau sebesar 0,249 x 100% = 24,9 persen. Artinya bahwa jika terjadi perubahan X1 ; X2 dan X3sebagai variabel indepen maka pendapatan petani jagung hanya mampu meningkat sebesar 24,9 persen. Angka ini termasuk rendah jika dibandingkan dengan faktor-faktor lain yang tidak diteliti. Kata Kunci Faktor-Faktor, Pendapatan, Petani, Padi.
