Abstract

Indonesia is an earthquake-prone region, which can lead to collapse of buildings and casualties. Thus, the building must be designed to withstand earthquakes. The use of building protection systems against earthquakes other than shear walls is base isolation, according to base isolation is a protection system that reduces the effects of earthquakes by separating structures from the ground that moves during an earthquake, so as to reduce structural shifts and floor acceleration. In this study, the author developed a study from (Nurseptiani, 2020), namely by replacing the shear wall into base isolation to get a better structural response. The method used is a design analysis that aims to determine the behavior of the structure and the effectiveness of base isolation in multi-storey buildings, as well as using three-dimensional structures in the ETABS program. With the results of the reaserch, the period of the structure produced using base isolation increased by 5.565 seconds compared to fixed base and shear walls is 4.813 and 2.953 seconds. This also occurs in simple structures from 0.22 seconds to 1.017 seconds with base isolation. The resulting variety shape has a difference between the base isolation, fixed base and shear wall structures, this also happens with simple structures. The value of the base shear force generated in the base isolation structure experienced the greatest decrease of about 58.09% compared to the shear wall by only 25.88%. The deviation value between floors produced using base isolation has decreased and the value is the smallest. Based on the sample results of normal, shear and moment force values, base isolation has the smallest value, so from some of these points, it can be stated that base isolation is more effective than shear walls.

Abstract

This PKRMS method combined with the Analytical Hierarrchy Process (AHP) method is expected to get optimal road maintenance results, get the required cost budget and prioritize road handling on strategic roads in West Sumatra province. Road maintenance is carried out to provide road services in accordance with the optimal road service life. West Sumatra Province has 58 provincial roads spread throughout the West Sumatra region, the condition of the road is lightly damaged and heavily damaged. Of the 58 provincial roads, there are 5 strategic sections in the object of research, namely: 2 sections which are transportation access, namely Teluk Bayur Nipah-Purus section (P.098) and Simpang Duku-Ketaping section (P.075) and 3 sections which are agricultural and plantation areas, namely Surantih-Kayo Aro Langgai section (P.086), Panti-Simpang Empat section (P.031) and Abai Sangir-Sungai Dareh section (P.056). The study was conducted by Survey and distributed questionnaires. The survey was conducted by recording inventory data, road condition data, road traffic data which was then processed with PKRMS. The types of handling obtained for the five sections are routine maintenance, periodic maintenance and rehabilitation, the largest budget in the following order: P.056 (Rp. 40,970.5 million), P.086 (Rp. 36,252.5 million), P.031 (Rp. 11,480.5 million), P.075 (Rp. 6,633.8 million), and P.098 (Rp. 5,853.1 million), priority road handling sections are in the following order: P.031, P.056, P.086, P.098, and P.075.

Abstract

The Regional Development Planning, Research and Development Agency (Bappeda) of Padang City developed an innovation policy for the Integrated and Dynamic Evaluation Monitoring Information System (SYMMETRIC) as a form of e-government implementation on the use of information and communication technology in government. The advantages of this system include automation of reporting data so that there is no need to make recaps, summaries and summaries manually, data reporting status and graphs that can be accessed publicly on the website, orderly monthly and quarterly report deadlines, and quickly and easily. The method used is a qualitative approach. The technique carried out by researchers is a survey of public policy scientific literature to obtain relevant concepts. Regional Apparatus is given an account to input, while for budget realization from the SIPKD Administration. The SYMMETRICAL application is intended to assist Regional Apparatus in monitoring and evaluating development performance achievements, as well as to find out the performance of Regional Apparatus quickly, and precisely, in order to make decisions faster for regional policy makers. In addition, there is a special menu for the Mayor so that he can monitor the development of the performance and work of the Regional Apparatus.

Abstract

The era of rapid technological development has resulted in many changes as well as new problems in social life. For example, the problem of legal protection of personal data that occurred in Indonesia. This problem becomes a serious matter because it involves human rights as well as citizens' rights which must be upheld by the government. Because of this, the author raises the topic of personal law protection in this article to see what are the problems of personal data legal protection that occur and try to find out the answers to each problem with writing techniques that use normative-empirical legal research methods as well as empirical and comparative approaches. The results of this study show that there are four legal protection problems for personal data, namely cases of personal data leakage caused by low levels of cyber security; government transparency regarding cases of personal data leakage; the urgency of regulation regarding the protection of personal data in Artificial Intelligence; and there has not been an integrated personal data protection organizer. Which of the four problems can be answered by looking at privacy protection in anticipation of data leaks in Singapore; disclosure of public information on the implementation of personal data protection; regulation model of personal data protection on the use of Artificial Intelligence; and through a personal data legal protection model through an integrated administering agency.

Abstract

This study aims to find out the role of the Social Departement through the disability welfare component of the Family Hope Program (PKH) in alleviating poverty in Bengkulu based on the role theory of Jim Ife and Frank Tesoriero which includes four main roles. facilitative role, educational role, representative role, and technical role. The research method used in this research is qualitative, with a descriptive approach. Data collection techniques were carried out by means of interviews, literature studies, and documentation. The technique of determining informants with purposive sampling technique. The findings of this study demonstrate that the Bengkulu City Social Department, in its capacity as an organization tasked with addressing poverty in Bengkulu, has effectively fulfilled its responsibilities in executing the program through facilitation, education, representation, and technical expertise. The Social Department has a significant role in providing welfare for beneficiaries of the Family Hope Program (PKH) in Bengkulu, particularly in the context of disability support. The PKH program demonstrates efficacy in its objective of poverty reduction and enhancement of human well-being in Bengkulu City. This study aims to explore the availability of services specifically designed to support those facing extreme poverty, with a particular focus on those who are beneficiaries of the disability component. The efficacy of this program is contingent upon not only its provision of financial aid, but also the multifarious involvement of the Social Department in fostering comprehensive well-being for these households.

Abstract

Penelitian ini bertujuan untuk menginvestigasi hubungan antara penerapan Customer Relationship Management (CRM) dan tingkat kepuasan serta loyalitas pelanggan di Vizta Gym Medan. Data diperoleh dari anggota Vizta Gym dan dianalisis menggunakan aplikasi SmartPLS. Hasil penelitian menunjukkan bahwa sumber daya manusia, proses, dan teknologi dalam CRM memiliki pengaruh yang signifikan terhadap kepuasan pelanggan, dengan semua hipotesis yang diajukan (H1, H2, dan H3) diterima. Selain itu, sumber daya manusia dan proses dalam CRM juga memiliki pengaruh yang signifikan terhadap loyalitas pelanggan (H4 dan H5 diterima). Namun, dalam hal teknologi (H6), pengaruhnya terhadap loyalitas pelanggan tidak signifikan. Terakhir, penelitian ini mengkonfirmasi bahwa kepuasan pelanggan memiliki pengaruh yang signifikan terhadap loyalitas pelanggan (H7 diterima). Penelitian ini memberikan pemahaman yang lebih dalam mengenai peran penting CRM dalam meningkatkan kepuasan dan loyalitas pelanggan di Vizta Gym Medan. Implikasi praktis dari penelitian ini adalah bahwa peningkatan sumber daya manusia, proses, dan fokus pada kepuasan pelanggan dapat menjadi strategi yang efektif dalam memperkuat hubungan dengan pelanggan dan mempertahankan loyalitas mereka di lingkungan bisnis seperti pusat kebugaran.

Abstract

The problem that occurs is a legal vacuum regarding the regulation of sanctions that can be imposed on perpetrators of infidelity through national law. In the Dayak indigenous communities of Central Kalimantan, Dayak customary law is strictly enforced, but it is still not widely known. This research uses empirical qualitative research type, conducted by visiting the Kedamangan Institute in Central Kalimantan and the Dayak Customary Council (DAD) in Central Kalimantan. This can complement national legal efforts before the implementation of the national law of the Criminal Code Bill for the Ngaju Dayak community in Central Kalimantan. Legal efforts made to ensnare perpetrators of infidelity are broken promises which are the most serious legal remedies that can be done by the indigenous people of the Ngaju Dayak tribe. They believe that the oath taken on Basarah Adat will be serious for those who dare to lie. They may be short-lived, unlucky and suffer from continuous illness for themselves and their offspring and siblings. The customary Dayak Ngaju sanctions imposed on perpetrators of infidelity are to pay twice the value of the customary marriage (dowry) of the confiscated spouse, pay shame compensation for the legal family of the female partner, pay compensation for marriage expenses for the legal couple, and pay the peace of the party.

Abstract

The purpose of this study was to find out the mechanisms, constraints in absorbing the budget and efforts to maximize the absorption of the regional budget at the General Bureau of the Regional Secretariat of North Sulawesi Province. This type of research is qualitative research with a case study method. To obtain the necessary data, the authors carried out data collection activities by means of participatory observation, in-depth interviews, and documentation analysis. The results of the study show that the General Bureau has implemented a regional financial management mechanism based on regulations, although there are still some obstacles in its implementation. In addition, as the central unit, it has the function of managing the salaries of benefits for all civil servants who are included in the personnel expenditure category within the Regional Secretariat and has the functional duties of managing Regional Secretariat assets which are included in the capital expenditure category so that it has a fairly large portion of the total budget. However, the realization of the absorption of the budget for the General Bureau in the last 3 years has a sizeable difference between Semesters I and II. Although, the absorption rate is included in the category of moderate budget absorption realization above 90% up to 94.99%. Obstacles faced in absorbing the budget at the General Bureau, namely the urgency of activities and constraints from third parties, availability of budgets and leadership policies, organizational applications/systems and administrative files, human resources and organizational culture (slowback expenditure phenomenon). The efforts made in the absorption of the regional expenditure budget by the General Bureau, namely increasing HR competencies and core values, improving facilities/infrastructure, communication and coordination, supervision and leadership innovation.

Abstract

Coral reefs owned by the State of Indonesia are approximately 7000 km2 with 480 species of coral that have been successfully described and have a diversity of fish around 1,650 species of fish. Foreign fishermen who often enter Indonesian territorial waters, among others, come from Thailand, Vietnam, the Philippines, and Malaysia. Natuna waters, North Sulawesi waters are the most vulnerable area to illegal fishing activities. The vulnerability of Indonesian waters from illegal fishing activities, in addition to the fact that the water area contains the potential for large fishery resources, also because the geographical position of the Indonesian territorial waters is in international waters so that it is very open to the possibility of foreign fishermen entering Indonesian waters and fishing illegally. Illegal fishing activities still occur in Indonesian waters, despite various efforts to overcome them by the Indonesian government. This cross-border illegal activity is not only a problem for Indonesia, but also an interstate problem considering that the perpetrators and activities are transnational, and therefore, the handling must also be carried out cross-country, especially through bilateral cooperation with neighboring countries in the region where fishermen often enter Indonesian territorial waters illegally. Illegal fishing has become a global concern because this illegal activity has taken place in various regions and is considered to threaten the existence and sustainability of global marine fisheries resources if not handled seriously by the international community. In the study of international relations, illegal fishing can be categorized as a form of transnational crime, because in these illegal activities contained several aspects as included in the definition of transnational crime.

Abstract

A more crucial problem which is also the main topic of discussion in this research is the provisions of other articles whose impact may be to close the opportunity for medical rehabilitation for narcotics addicts and abusers, namely the provisions in Article 112 paragraph (1) of Law no. 35 of 2009. Example of the case of Central Jakarta District Court Decision Number 51/Pid.Sus/2022/PN Jkt.Pst, related to Article 112 paragraph (1). The research method used is the normative juridical method, namely research that prioritizes library data, namely research on secondary data. This secondary data can be in the form of primary, secondary or tertiary legal materials. This research includes research regarding the positive legal provisions in force in Indonesia relating to criminal liability for perpetrators of criminal acts which are threatened with Article 112 paragraph (1) of Law Number 35 of 2009 concerning Narcotics. Based on the research results, the author concludes that the rationale for the establishment of Article 112 paragraph (1) of Law Number 35 of 2009 concerning Narcotics, is not a denial of the principle of legality) in principle it is to realize justice for the defendant and the community. And if there is a conflict between justice and law enforcement, then the sense of justice must take priority. Meanwhile, the problems that arise from Article 112 paragraph (1) of Law Number 35 of 2009 include: a) It can criminalize drug addicts and abusers who should be given the right to rehabilitation. What is meant here is the vulnerability of this article being used to criminalize people who are not actually involved in criminal acts but whose cases are fabricated as if they were carrying or controlling narcotics.
