JWP (Jurnal Wacana Politik) diterbitkan dua kali dalam setahun, di mana setiap artikel yang diterbitkan telah melalui proses peer review. Beberapa isu empirik dalam sub kajian yang dibahas dalam jurnal ini antara lain politik regional dan kebijakan publik, relasi agama dan demokrasi, kampanye dan pemilu, ekonomi politik, pemilu dan partai politik, serta relasi kekuasaan dan komunikasi politik. JWP (Jurnal Wacana Politik) menggunakan sistem online (Open Journal System) mulai dari publikasi hingga proses penerbitan. Jurnal Wacana Politik mengundang para penulis dari kalangan akademisi, mahasiswa, birokrat, dan LSM untuk mengunggah artikel hasil penelitian atau kajian kepustakaannya. Setiap artikel dituntut memenuhi standar penulisan karya ilmiah yang beretika. Saat ini, Jurnal Wacana Politik terbit berkala dua kali dalam satu tahun yaitu pada bulan Maret dan Oktober.

Abstract

North Bandung area (KBU) is designated as a conservation area to protect the natural environment for the activities of life and urban development in the surrounding region. KBU become a magnet of the owners of capital to invest in the region to build a residential and tourism facilities. Development in KBU has acquired resistance from interest groups as deemed to have caused environmental damage and socio-economic impact to the surrounding community. Development in KBU clearly violate local regulations No. 1 of 2008, where every building permit (IMB) issued by the district/city must have a recommendation from the governor, but the deviations of licensing as a collusion of the government of officials and the owners of capital continue. This research method using descriptive qualitative approach, which describes and analyzes the licensing irregularities in the construction of KBU. The results showed that the strategy of interest groups have not been effective in pressuring the government to stop granting licenses and prevent development in KBU. Movement of the interest groups need to be winning support through the formation of opinion in a way to build public awareness about the impact of environmental degradation as a result of development at KBU. Opinion formation is considered to be more effective when these efforts were supported by the help of the mass media in disseminating the opinion.

Abstract

One of the problems that still occur in local government bureaucracy is patronage and clientelism which is still often used by politicians to carry out a specific agenda outside the main duties and functions of the bureaucracy. This paper aims to determine the forms of patronage and clientelism that is formed in relation politicians, the bureaucrats and the community where the mayor actively "Asrun" using bureaucratic apparatus as a political machine in order to win his son “Adriatma Dwi Putra” (ADP) as mayor Kendari on the elections simultaneously in 2017. The findings show, the form of patronage and clientelism in this study can be divided into two. First, relations were awakened in the bureaucracy includes determining the scope of careers and positions in the bureaucracy in Kendari, the first form of this is done in order to consolidate the support of the bureaucracy to win ADP. Secondly, relations that built up in the community include the mobilization voice through vote buying and pork barrel. The second form as a strategy to gain support or voice with the way the bureaucratic apparatus into a figure intermediaries to mobilize voice in society.

Abstract

As a country which has attention to democracy and human rights, also has the strategic role of Indonesia in regional and international level, Indonesia has a political will to help Myanmar in continuing the survival of democracy there. Through the values which upheld ASEAN, namely the principle of non-intervention, Indonesia seeks to use constructive engagement approach, which emphasizes consensus and avoid confrontation with the inclusive spirit and persuasive attention. Indonesia’s efforts shaped positive support by promoting diplomatic role, involvement in co-operation, foreign aid presence in the investment, dialogue, and exchange of ideas related to a variety of issues. This approach is diametrically opposed to a boycott or embargo to turn Myanmar into a democratic state.

Abstract

Pada pemilihan kepala daerah (Pilkada) Jawa Timur 2018, terdapat dua koalisi partai yang koheren dengan budaya lokal dan dukungan massa yang besar. Di satu pihak, Khofifah dan Emil Dardak diusung oleh: Partai Demokrat, Partai Nasional Demokrasi, Partai Persatuan Pembangunan, Partai Hanura, Partai Golongan Karya, Partai Amanat Nasonal, dan Partai Gerakan Indonesia Raya. Di pihak lain, Syaifullah Yusuf dan Puti Guntur Soekarno diusung oleh Partai Kebangkitan Bangsa, Partai Demokrasi Indonesia Perjuangan, dan Partai Keadilan Sejahtera. Kontestasi tersebut menarik untuk diamati mengingat Jawa Timur merupakan provinsi yang memiliki keunikan budaya yang beragam dan sangat menghargai budaya lokal. Terlebih lagi, kedua kandidat tersebut sama-sama memiliki peluang untuk memenangkan pemilu. Artikel ini mencoba untuk menggambarkan peluang kemenangan masing-masing kandidat melalui pemetaan yang terkait dengan kekuatan, kelemahan, peluang, dan ancaman. Kajian ini dibangun dengan metode kualitatif deskriptif untuk menguraikan pemetaan politik menjelang Pilkada. Koalisi-koalisi yang dibentuk memiliki kans kemenangan yang sama. Namun, hanya mereka yang mampu membaca dan memahami kondisi masyarakat, termasuk budayanya, dan karakteristik komunitas yang memiliki keunggulan pada Pilkada.

Abstract

Makalah ini melihat regulasi pemilu terkait dengan black campaign dan efektifitasnya dalam penindakan. Penulis mengambil Pilkada Kabupaten Banggai Tahun 2015 sebagai studi kasus.             Dari hasil penelaahan masalah black campaign yang terjadi pada penyelenggaraan Pilkada di Kabupaten Banggai Tahun 2015 lalu, penulis berkesimpulan bahwa dalam hal regulasi, black campaign sesungguhnya telah dituangkan dan diatur dalam regulasi dan peraturan baik yang dikeluarkan oleh pemerintah maupun KPU sebagai lembaga penyelenggara pemilu. Disamping itu regulasi pemilu untuk masalah black campaign yang ada pada saat ini secara substansi sudah cukup baik karena dari bunyi pasal-pasal yang disangkakan kepada pelaku black campaign sudah mewakili dalam hal jenis pelanggaran maupun media yang dipakai dalam melakukan black campaign, jadi tidak perlu lagi dibuatkan aturan atau regulasi tersendiri mengenai black campaign. Namun dalam hal sanksi pidana perlu adanya kesamaan/keseragaman sanksi bagi pelaku black campaign baik dalam ancaman hukuman maupun denda yang diberikan. Dan juga perlu diberikan kewenangan yang lebih besar dan lama dari segi waktu baik bagi bawaslu, panwaslih maupun pihak kepolisian  untuk memproses pelanggaran pidana yang dilakukan Kata kunci:  Black Campaign, Regulasi Pemilu, Pilkada Kabupaten Banggai, Bawaslu , Panwaslih Kabupaten Banggai, Kepolisian Resort Kabupaten Banggai

Abstract

Despite various existence of ratified UN Conventions and other international and national policies, women’s political participation has still been considered week. They remain substantially underrepresented in the position of political decision making. In other words, political sphere is still male-dominated. Needless to say, formal political equality statements are not enough. It needs more actions to make it into reality. One potential measure, among other things, is affirmative action in the form of gender quota. The policy has the potential to strengthen women’s political participation and representation. Nevertheless, empirically, this has not always been the case. As one would expect, there are a number of factors which determine the effectiveness of the policy implementation process, i.e., political, socio-economic, and socio-cultural. For more effective implementation, affirmative action policy needs to be accompanied by parallel effort of handling those hindrances.

Abstract

Indonesia’s geographical conditions that sourrounded by ocean should be considered as an added value for maritime diplomacy for the sake of the development of Indonesia. Therefore, in terms of geoculture, Maritime Diplomacy should be taken into account as one of the main pillars to build maritime security in Indonesia including the use of maritime diplomacy in response to security threats, so that the defense capabilities will be gradually improved. This article will examine the importance of organizing Indonesia’s maritime sector regarding the vision of the Global Maritime Fulcrum (GMF) in order to see the strengths and weaknesses of Indonesian Navy’s capabilities as an instrument of Indonesia’s Maritime diplomacy to support the development of maritime security. This article also argued that the most important in Indonesia’s Maritime Diplomacy is that Indonesia is capable to guarantee maritime security for all stakeholders regionally and globally. Indonesia needs to improve management and expand promotion for all trading ports available, namely Jakarta and Surabaya as well as other ports as a hub of global maritime prospects. By enhancing maritime safety and security, various international cooperation will be maintained and pro table for Indonesia.

Abstract

Lambannya peningkatan jumlah perempuan di parlemen, secara khusus sangat terkait dengan sistem pemilu yang diberlakukan. Di Indonesia, isu keterwakilan perempuan memperoleh tempat sejak diterapkannya kuota 30 persen pada pemilu 2004, namun hingga berlangsungnya Pemilu 2014 jumlah perempuan di parlemen nasional berkurang 22 kursi dibandingkan pemilu 2009. Berkaitan dengan Pemilu 2019 yang akan datang, penelitian ini bertujuan untuk mengidentifikasi serta menganalisis kontribusi UU No. 7/2017 tentang Pemilu terhadap upaya peningkatan keterwakilan perempuan di parlemen dengan fokus yang tidak hanya membahas sistem pemilu proporsional namun juga meninjau sistem kuota serta empat unsur mutlak yang membentuk sistem pemilu seperti district magnitude, nomination, balloting, dan electoral formulae. Proses identifikasi dan analisis dilakukan dengan feminist perspective melalui metode literature review dengan literatur primernya yaitu UU 7/2017 tentang Pemilu. Sebagai kesimpulannya, hasil studi ini menunjukkan bahwa UU 7/2017, baik sistem proporsional terbuka dan ke-empat unsurnya cenderung tidak signifikan terhadap upaya peningkatan keterwakilan perempuan, aksesibilitas perempuan untuk masuk parlemen tetap lemah sehingga kondisi under-represented dari kelompok perempuan tidak akan banyak berubah.

Abstract

Musyawarah Daerah (MUSDA) Partai Golkar Kabupaten Gorontalo yang dilaksanakan 28 Agustus 2016 untuk memilih ketua dan pengurus baru berbeda dengan MUSDA sebelumnya. Salah satunya kandidat yang tidak diunggulkan, Hendra Hemeto, terpilih menjadi Ketua DPD II Partai Golkar Kabupaten Gorontalo Periode 2016–2021. Terpilihnya Hendra Hemeto yang mampu mengalahkan Warsito Somawiyono sebagai kandidat terkuat, karena sebelumnya didukung oleh Pimpinan Kecamatan (PK) sebagai pemilik suara, menjadi menarik dikaji dari perpektif komunnikasi politik. Kemenangan Hendra Hemeto menarik untuk dikaji terutama berkaitan dengan bagaimana pola komunikasi politik diri dan tim kampanyenya dalam MUSDA Partai Golkar. Untuk mendapatkan jawaban dari pertanyaan tersebut, maka data penelitian dikaji secara kualitatif deskriptif, yaitu  mengkonstruksikan realitas dan makna kultural serta fokus pada proses dan peristiwa secara interaktif. Dari hasil analisis, maka dapat dikatakan bahwa keberhasilan Hendra Hemeto tidak lepas dari pengelolaan komunikasi politik yang baik terutama oleh tim kampanye dirinya.

Abstract

In the New Order era (Orde Baru), the end of the 1970s until the early 1990s, the student movement is faced with repressive measures, a policy of limiting the political activities of students applied, then the search for a new format motion is a must. The study group is an option to avoid the political power. In the expansion, the study group turns into a political party, the People’s Democratic Party (PRD). The emergence of the PRD as an opposition party to the New Order Indonesian political public attention, because of their political program is so radical. Also, the communist stigma attached by the government to the party’s young people reap the reaction of pro and cons in the community. After the collapse of the New Order, PRD became an electoral party but failed to reap the support of voters. This paper describes the process of changing the format of the student movement of the 1990s, from the study group into action committees, later became a political party, in this paper also described the political progress of PRD in the reform era.
