Abstract

This paper examines the patterns of campaign funding in the Indonesian 2019 Concurrent Election by focusing on the dimensions of revenue and expenditure both in the presidential and legislative elections. This article also discusses the nature of the political regime as a consequence of the patterns. In doing so, the analysis is based on campaign finance theory supported by the concept of clientelism and programmatic politics. By relying on secondary data, this paper argues that the way the candidates manage their campaign funding shows the strengthening of political clientelism on one side and the waning of programmatic politics on the others side. Consequently, patronage democracy will also strengthen in Indonesia after the 2019 Election. Keywords: Campaign Funding, Presidential Election, Legislative Election, Clientelism, Patronage

Abstract

Funders take a role in resolving the problem of large regional election cost gaps and insufficient wealth of candidates for regional head elections. However, the hope of the funder will reciprocate the contribution that has been given to cause a problem of conflict of interest by the elected regional head. The KPK conducted a study to identify potential conflicts of interest in regional election funding. The study was conducted on the losing head/deputy regional head candidates in 2015, 2017 and 2018 regional elections through the telescopic method, secondary data processing (KPU and LHKPN), and special in-depth interviews in 2018. Studies show that the hopes of funders will return in the future clearly expressed. Most of the candidates for head/deputy regional head will meet these expectations when winning the election/office. Funders expect a response in the form of business licensing, ease of participating in government project tenders, and security in conducting business. Abstract

Campaign finance disclosure in Indonesia has received attention from the post-Soeharto elections with the issuance of various regulations related to revenue, expenditure, reporting of campaign funds by the General Election Commission. However, the application of campaign finance disclosures has never been optimized. This article contributes to overcoming two problems at once. First, conceptually, the study of disclosure of campaign funds was dominated by disclosure of campaign funds at the level of political parties and legislative elections. This article focuses on knowing how the application of campaign finance disclosure at the level of regional head elections, using the case of the 2018 regional election. Second, in practice, there are problems in regulation, implementation and understanding of the practice of campaign finance disclosure in Indonesia. This article explains why campaign finance disclosure has never been optimized and always has a strong correlation with the failure to prevent money politics. The author argues that prevention of money politics can be done by optimizing the operation of disclosure of campaign funds. As long as the disclosure of campaign funds is not optimal, so far the prevention of money politics will not be effective. Abstract

How many voters sell their votes in Indonesia, and how effective is it? Elaborated from a wide range of survey methods —whether individual, observational, or derived from the list-experiment, the proportion of voters participating in vote-buying in the 2019 election was between 19,4% and 33,1%. This range is comparatively high by international standards, with Indonesia’s level of vote buying being the third largest in the world. Given that the list-experiment and the straight-forward survey questions result inconsistent findings, it can be concluded that vote buying is less likely to be stigmatized, and such practice has become a new normal during the election. This study also finds that Indonesia’s open-list proportional system shapes the supply-side of vote buying. Under such an electoral system, candidates are forced to compete against co-partisans for personal votes. And because, according to the open-list system, a seat (or seats) secured by a party must be allocated to that party’s candidates who obtained the most individual votes, candidates only need to win a small slice of the votes to defeat their co-partisans. Abstract

The political commitment of the highest political leader in a country is the key to the success and failure of an anti-corruption institution body. In the first era of President Joko Widodo's leadership, the KPK faced a roller coaster of the agenda of eradication corruption. Various threats that present uncertainty about the future of the KPK has been carried out by external and internal forces of the KPK. This had a significant impact on the effectiveness of the KPK anti-corruption engine. This article tries to explain and evaluate the quality of President Joko Widodo's first-period government support (2014-2019) to the KPK and how it impacts on the continuation of the anti-corruption agenda in Indonesia. This article concludes that economic development targets that require socio-political stability make anti-corruption work is less adequately addressed. As a result, the Corruption Eradication Commission was hit by a counterattack from various political-business interest groups. Responding to the situation, President Joko Widodo chose to play it safe and did not show a precise alignment on the KPK. In this period also, there was no visible cooperation that took root and made the eradication and prevention of corruption as the main agenda that was systematic and sustainable.

Abstract

The Integrity Assessment (IA) is a tool developed by Directorate of Research and Development to assess the risk of corruption and measure the milestones of corruption prevention effort in Ministries/Institutions/Local Government. The IA is a measurement tool that combine experience and perception from the perspective of public officials, the users of public services, as well as experts in assessing the integrity of one institution. In 2018, the average integrity index from 6 Ministries/Institutions and 20 Provincial Government is 68,75 from the scale of 1 to 100. Conflict of interests, bribery/gratutity in both public services and management of human resources, and whistleblower protection are still the main issues of integrity in the Ministries/Institutions/Local Governments.

Abstract

The purpose of this paper is to explain the role of mass media in Indonesia in framing public perceptions regarding the eradication of corruption and how the public's perception of the works in combating corruption and corruption itself. The finding is although press acts as the watchdog of the state particularly by conducting investigative reporting about corruption so that it exists to perform check and balance for the public offices, the press cannot simply reduce corruption's rate. The reasons are the lack of public's memories, the weak link of press exposure and policy changes, state versus capital interest in the newsroom, and the bias in reporting corruption. As a result, even though the public considers corruption as a serious problem but they don't take part in eradicating corruption and let KPK or other law enforcers do the work. Legal and regulatory environment that allows the media to be an effective watchdog is needed as well as raising professional and ethical standards for the journalists.

Abstract

The result of eradicating corruption is usually parallel with political support from the branches of power. Over the past five years, the Corruption Eradication Commission has been experiencing various political attacks that began with the polemic regarding the selection of candidates for the National Police Chief, the use of Questionnaire Rights by the House of Representatives and the revision of the Corruption Eradication Commission Act. The biggest problem of the KPK also arises from the instability of support from the President for the KPK. Without strong, determined support from the President and the strengthening of political attacks on the KPK, this anti-corruption institution is in an emergency state.

Abstract

The root problem of political corruption in Indonesia is in fact on the governance of political parties. Political parties in Indonesia seem to be handicapped, and lose their ability in producing competent politicians. Political parties, too, seem to be weak in politic canalization, as they almost lose their role decencies to absorb, collect, and communicate political aspiration of the citizens in formulating and establishing public policies. It leads into a phenomenon where the citizens’ aspiration in accessing fair and just policies is blocked. Corrupt political system in Indonesia has an impact on the livelihoods of people. Corruption causes an increase in poverty, unemployment, employment in informal sectors, social gap, and complaint in public services. The statement is supported by a research-based article by Svetlana Absalyamova et al (2016) in Russia that found that there is a direct impact of corruption on social inequality. Consequently, there should be a systematic reform within the Indonesian political parties, especially in the area of political party financing, total abolition of oligarchs system to democratic/merit system, and serious effort in caderisation process.

Abstract

The implementation of Sting Operation as one of the strategies implemented by the Komisi Pemberantasan Korupsi (KPK) to crack down corruption cases in Indonesia raises pros and cons. The cons believe that Sting Operation has no significant impact on eradicating corruption in Indonesia, illegal and threatening privacy. Meanwhile, the pros believe that the KPK sting operation can reveal corruption cases quick and produce concrete evidence. By using the six evaluation criteria from Dunn, this article seeks to be a mediator between the two camps by conducting evaluative studies of the implementation sting operations in the eradication of corruption in Indonesia. The author found that sting operations become intensive activities of the KPK during 2015-2018. Hand arrest operations also effective and efficient to catch the corrupter’s, as well as increasing public involvement in corruption eradication in Indonesia. However, the massive sting operations that are carried out at the national level to the regions have not yet provided significant impact on reducing corruption in Indonesia. Therefore, eradicating corruption cannot only be in terms of enforcement, but it also needs to be strengthened in the prevention side.
