This evaluation is limited since of signing the memorandum of understanding (MoU) with four ministries on anti-corruption education entered the curriculum in 2018. This research is a formative evaluation study and is descriptive qualitative in nature. In terms of context, the background of the problem is sufficient reason for anti-corruption education to be included in the curriculum, while the selection of strategies and learning methods is an inseparable part. From the input side, the implementation of anti-corruption education is not enough for training, but must be accompanied by assistance. Learning materials and materials must be distributed even more. From the aspect of the process, the practice of anti-corruption learning is not very visible. Finally, in terms of products, anti-corruption education programs have not been carried out in many regions. Abstract

People have the right to education. States are obliged to provide education for citizens. Therefore, the Government of Indonesia annually allocates an education fund of at least 20% of the total National Budget. One of the allocations for the Education fund is for rehabilitation and construction of new classrooms for schools. However, even though it has been budgeted in large numbers each year, the number of lightly / severely damaged classrooms in Indonesia is still relatively high every year. This is due to governance problems in the rehabilitation and construction of classrooms, which are prone to corrupt practices. Thus, affecting the quality of buildings produced. In addition, education is a sector that has always been included in the top 5 corruption cases in Indonesia since 2015. Based on this, it is necessary to prevent and take action against corrupt practices in the education sector. Corruption Eradication Commission (KPK) is an institution that can carry out prevention and enforcement efforts with its authority. Therefore, by improving the governance of rehabilitation and classroom development in Indonesia, it will have an impact on the effective and efficient development of education in Indonesia.

Abstract

Education is one of the important aspects in preventing corruption. However, an educational curriculum without a cooperative community culture will never have a serious impact. The formation of this culture needs stimulation, and in this article we offer the concept of George Homans' Social Behavior and George Herbert Mead's Symbolic Interactionist as an alternative approach to the problem at hand. This study uses a qualitative methodology through a literature study approach. Our hypothesis is the lack of rewards for individuals who dare to be anticorruption is one of the causes of the lack of culture that is built up in the community. Those who dare to uphold anti-corruption basic values often get pressure from peer groups. This gives a negative stimulant for the implementation of anti-corruption values.
