ANTROPOLOGI INDONESIA was published to develop and enrich scientific discussion for scholars who put interest on socio-cultural issues in Indonesia. These journals apply peer-reviewed process in selecting high quality article. Editors welcome theoretical or research based article submission. Author’s argument doesn’t need to be in line with editors. The criteria of the submitted article covers the following types of article: first, the article presents the results of an ethnographic/qualitative research in certain topic and is related with ethnic/social groups in Indonesia; second, the article is an elaborated discussion of applied and collaborative research with strong engagement between the author and the collaborator’s subject in implementing intervention program or any other development initiative that put emphasizes on social, political, and cultural issues; third, a theoretical writing that elaborates social and cultural theory linked with the theoretical discourse of anthropology, especially in Indonesia anthropology; last, the article is a critical review of anthropological reference and other ethnography books that must be published at least in the last 3 years.

Abstract

Since the formal opening of the Border Crossing Inspection Posts (Pos Pemeriksaan Lintas Batas-PPLB) in Entikong West Kalimantan and Tebedu Sarawak, mobility of people and goods between West Kalimantan and Sarawak has increased significantly. This paper discusses the nature of mobility of goods and people between the two neighboring regions. Mobility of cars and labour is also discussed since mobility of cars affects mobility of people and goods while mobility of labour is an important part of mobility of people. The data show that the number of goods and people, which are out from the Entikong Post, is always greater than the number of goods and people, which enters to the Entikong Post. It is finally predicted, that economic benefits gained by West Kalimantan due to the Entikong Post, will be difficult to sustain in the future era of free trade. Especially if the government at the border districts does not enhance the capability of people to compete with foreign labour as well as foreign products.

Abstract

In this article I discuss the impact of Village Law No.5, 1979 on the social actions of local elites. Using a case study of a traditional community (marga) located in Lahat, South Sumatera, I argue that Village Law No.5, 1979 did not marginalize tradition or the traditional community. At a practical or behavioral level, actors, in this case local elites used both tradition and Village Law as references for their actions. However, these two structures, tradition and Village Law were subject to selection. The selection was based on the actors understanding about particular context and the goal(s) of their actions. When tradition offered efficient means for achieving their goals, they selected tradition as a reference point for their behavior. In another context, when they saw that the Village Law offered more to suit their interest, they referred to it. It was also possible that, in a particular context, actors used and ignored the existence of some elements of both structures. In conclusion, I suggest that despite the fact that the application of the Village Law should have been understood to replace the traditional system of marga, people still used it as reference for their actions. Therefore, it would be misleading to say that Village Law has marginalized the traditional social organization.

Abstract

Perceived opportunities for increased local power and control of resources in the early euphoria of post-Soeharto decentralization saw no less than four new province proposals within the present boundaries of South Sulawesi. Two of those developed into formal submissions which, at the time of writing, are being considered by the national government. These are for new provinces of West Sulawesi and Greater Luwu, which would encompass approximately fifty-five per cent of South Sulawesi's present land mass. This article discusses those movements and the rationale behind their emergence. Residents in each region express dissatisfaction at long-term neglect by the South Sulawesi government. In particular, kabupatens calling for the establishment of West Sulawesi have been ignored in the development process. Following calls for the new province, the South Sulawesi leadership has promised increased recognition of the western regions. West Sulawesi and Luwu Raya are viewed as possessing high potential for resource development, particularly in plantation agriculture, fisheries, and mineral exploration. Ethnic identity has also been a factor in the new province demands. In some cases, preexisting ethnic tensions have been exacerbated by debates centered upon proposed province boundaries. Calls for change should be seen as a sign of dissatisfaction with the South Sulawesi leadership rather than with national governance, as new structures would by-pass present provincial authority, strengthening ties with the centre by allowing direct interaction between the respective regions and Jakarta.

Abstract

"...[...] Dalam tulisan ini penulis mengulas interaksi di antara wacana-wacana dan tindakan-tindakan dalam pelaksanaan hukum lokal, nasional, dan internasional pada penduduk lokal dengan memfokus pada situasi di Pulau Siberut. Selama bertahun-tahun orang Mentawai telah menghadapi pengaruh-pengaruh hukum asal dari luar wilayahnya. Hal itu bermuladari administrasi kolonial Belanda, dan dilanjutkan oleh orang-orang Minangkabau yang - sebagai pegawai pemerintah dan administrasi di pulau itu - memiliki pengaruh yang besaratas sistem-sistem peradilan desa, dan hak-hak penduduk setempat versus pendatang. Birokrasi Indonesia melalui berbagai kementeriannya memiliki dampak yang besar atas pulau itu.Dalam kurun waktu terakhir, melalui campur tangan eksternal, kegiatan pariwisata dan pembuatan film oleh perusahaan asing, kesadaran etnis di antara orang-orang Mentawai sebagai penduduk lokal pun mulai tumbuh. Hal itu menuntun munculnya suatu bentuk 'representasi' baru di dunia luar, dan pandangan yang baru tentang tradisi-tradisi lokal. Tetapi, perolehan hak-hak kepemilikan atas sumber-sumberdaya alam dan kesempatan pemasaran yang baru telah memicu terjadinya konflik internal yang serius. Tampaknya,interaksi di antara hukum internasional, nasional, dan lokal tidak hanya menciptakan kesempatan-kesempatan baru, tetapi juga menciptakan kevakuman hukum, administrasi, dan kekuasaan yang baru."

Abstract

This paper will evaluate the impact of some early years of political reforms, democratization and regional autonomy on agrarian matters. During the New Order period, land resources were appropriated without consultation with local communities and land disputes have emerged to the political surface in many regions of Indonesia. The data I present here derive from South Sumatra, one of the hottest areas of Indonesia for disputed land. It will particularly focus on two key issues of agrarian matters, the position of the hak ulayat and solutions of land disputes.

Abstract

Bidang pertambangan merupakan sumber pendapatan yang paling besar bagi Indonesia.Kondisi ekonomi pertambangan mampu berdampak positif atau negatif bagi stabilitas ekonomi Indonesia. Dengan adanya berbagai selisih paham antara beberapa undang-undang otonomi daerah dan pertambangan, siapa yang bertanggung jawab untuk memberikan izin pertambangan secara hukum tidaklah jelas. Dalam konteks ini, hubungan antara komunitas lokal, para pengusaha, dan pemerintah daerah semakin sulit. Menjelang pelaksanaan otonomi daerah, perusahaan pertambangan menghentikan kegiatan eksplorasi, karena mereka takut pada kerusuhan sosial dan ketidakjelasan di bidang pemberian izin. Tulisan ini bertujuan untuk menganalisis hambatan yang dialami oleh daerah di bidang pertambangan pada masa otonomi daerah. Beberapa solusi diajukan bagi pembangunan ekonomi-sosial yang layak dan memenuhi kebutuhan masyarakat lokal.

Abstract

"Dalam beberapa tahun terakhir, istilah multikulturalisme terasa semakin populer di Indonesia. Diskusi dan seminar tentang multikulturalisme muncul di beberapa kota besar di Jawa diantara kalangan yang berbeda-beda. Walau demikian, hal itu ternyata tidak selalu dibarengi dengan pemahaman yang jelas tentang apa multikulturalisme itu sendiri. Multikulturalisme ternyata masih sering disamakan dengan pluralisme. Untunglah, kini telah terbit dua jilid buku berjudul Etika Terapan: Sebuah Pendekatan Multikultural. Meskipun fokus dua buku itu pada masalah etika, namun karena pendekatan yang digunakan adalah multikultural, maka uraian teoretis tentang konsep multikultural lantas menjadi sebuah keharusan, dan buku ini telah menampilkannya dengan baik. Buku yang merupakan kumpulan tulisan berbagai ahli ini dibuka dengan sebuah tulisan filosofis mengenai persoalan-persoalan di seputar etika, terutama perbenturan atau tarik-menarik antara etika sosial dan etika individual, sebagaimana tercermin dalam wacana tentang etika di Barat. Perdebatan mengenai hal ini bertambah hangat ketika dunia Barat mulai mengenal dunia yang lain, dunia 'the Other' (entah itu yang bernama Islam, Timur, negara ketiga, Negara berkembang, atau yang lain), dan menyadari bahwa Barat harus hidup berdampingan dengan 'Yang Lain' tersebut. Kenyataan ini akhirnya memaksa Barat untuk berusaha mengenal 'Yang Lain' di luar dirinya. Bukankah mengenal yang lain juga bagian dari proses mengenal diri sendiri?"

"Tulisan ini bertujuan untuk mengkaji dampak otonomi daerah terhadap identitas lokal. Sebagaimana terlihat dari kasus Sampit di Kalimantan Tengah, otonomi daerah terkait dengan munculnya identitas putra daerah. Kasus yang dibahas dalam tulisan ini berkaitan dengan pembentukan Provinsi Bangka-Belitung (Babel) yang mengakibatkan munculnya identitas putra daerah di kalangan orang Melayu di Bangka-Belitung. Dalam tulisan ini, saya menganalisis sejauhmana lembaga hukum adat dapat menyajikan solusi untuk mengatasi konflik etnis yang sedang terjadi di Bangka Belitung."

Abstract

The fate of indigenous knowledge systems has become the concern of many in an era of globalization. These knowledge systems are said to be under the threat of extinction, to be replaced by 'Western', 'scientific', or 'global' knowledge. The author contends that these concerns are more rooted in an overly essentialist attitude that pits the 'local' against the 'global'. He argues that the dynamics of knowledge systems must be better understood using a model of knowledge best suited for this purpose. He further argues that the most promising model is the one based on connectionism and developed by cognitive anthropologists. Drawing examples from the experience of farmers in Lampung, he shows how individuals combine stimuli from various sources to form schemas, thus showing the irrelevance of making hard distinctions between the 'local' and the 'global'.

Abstract

This article examines notions of identity in the context of Mamanda, a traditional theatre in Banjar, South Kalimantan. The author Mamanda as a cultural symbol and describes the formulation of its identity using a semiotic approach whereby identity is conceived as a part of a binary composition fluctuating between the opposing notions of 'us' and 'other'. This is illustrated in the oppositions between the theatre's community and the state, individuals and the state, and the contradictory oppositions between the community members within Mamanda itself. This article demonstrates that identity is continually reformulated and is linked to political interests such as regional autonomy.
