Abstract

Most of the transportation in Indonesia still uses oil as their fuel, thus Indonesia is currently facing one of the Energy Security issues which are oil availability. Nowadays, Indonesia doesn’t have sufficient oil production, consequently, Indonesia must import oil to meet its daily demand. Furthermore, Indonesia also dealing with an environmental issue from the transportation sector, which is air pollution. Air pollution is one of the non-military threats that threaten the lives of many people in Indonesia. The non-military defense is an effort made to ward off non-military threats. One of the ways to fight air pollution is to reduce the use of oil in the transportation sector.  Currently, the development of innovative technology in the field of transportation is increasingly oriented to electric vehicles (EV). This is due to EVs that do not produce gas emissions, increase energy efficiency, and reduce oil consumption. In August 2018, a one-week trial runs on an electric bus at Soekarno-Hatta Airport conducted to looking for responses from passengers when boarding an electric bus as an airport shuttle bus. Therefore, this study will be further determining the strategies of electric bus implementation at Soekarno-Hatta Airport. The method used is a qualitative method using a case study approach and Strength-Weakness-Opportunity-Threat Analysis with Quantitative Strategic Programming Matrix. This study concludes that the strategy that has to be implemented first for electric bus implementation in Soekarno-Hatta Airport is Strength-Opportunity 3 (SO3) strategy, which is collaborating with Bus Companies to become a pioneer in electric bus implementation in Indonesia’s Airport and improve the Eco Airports Status.

Abstract

The Broad Guidelines of State Policy (BGSP) or Garis-Garis Besar Haluan Negara (GBHN) and the National Medium-Term Development Plan (NMDP) or Rencana Pembangunan Jangka Menengah Nasional (RPJMN) are important state policies in the execution of Indonesia's national development in various aspects of the life of the nation and state. The BGSP is no longer exists, and the MDP is still in effect today. The purpose of this study is to compare the two policies to obtain the superiorities and weaknesses of each when faced with several parameters obtained from various theories related to politics and law. This study is qualitative research using comparative studies in its analysis. From this study, it was found that in general, the BGSP made by the People's Consultative Assembly (PCA) or Majelis Permusyawaratan Rakyat (MPR) had a greater relative superiority when compared to the MDP made by the Government of the Republic of Indonesia.

Abstract

Nowadays, tungsten-based material is used for the core of projectile, while ceramic-based is used for the main material of armor. Tungsten-based material is chosen because it has density and hardness superior to steel based-material. Meanwhile, the ceramic-based can enhance mobility and resistance penetration of armor.  Penetration of projectile on target generates an impact velocity parameter. This velocity has resulted when the projectile hits the target. Therefore, the value of impact velocity affects the quantity of depth of penetration (DoP) result. This paper reviews some papers regarding the penetration of tungsten-based projectile on ceramic-based armor. Furthermore, the content of these papers is reviewed by the narrative review method, and the impact velocity and DoP are the main data to analyze. Through this paper, impact velocity has a linear correlation with the DoP, the big of impact velocity produced bigger of DoP, and vice versa. Based on the data in this review, for the same impact velocity, material, and (almost) dimension of a projectile, SiC has better penetration resistance than B4C, TiB2, and Al2O3. Furthermore, the parameter of projectile dimension, projectile material type, target design, and material composition of the target also affects the DoP result.

Abstract

Due to the negative operating cash flow, working capital's unsatisfactory performance indicates that internal business processes exist. Meanwhile, the COVID-19 pandemic urges the management to be wiser in making decisions, primarily to support better working capital management. They cannot rely forever on its aggressive capital structure. Accordingly, the management committed to carrying out operation improvement related to working capital management. This decision is the background of this research to identify and analyze the root cause problems and improvement plan issues. Further investigations regarding the business issue are conducted, and business process re-engineering through the 3 hard Ss framework is selected as the research design. These frameworks are approached due to their capability to map the thorough process and link them to one another. These combination improvement ideas over the ineffective and inefficient activities could be blended while organized to be aligned with the organizational directions. This research is conducted through a semi-structured interview to explore the company conditions and uses secondary data to gather the information and strengthen the evidence. At least 14 ineffective and inefficient activities were then carried out a root-cause analysis to determine the source of the problem that had to be eliminated. Based on these findings, four management improvements are suggested: Production management, Receivable Management, Payable management, and Cash flow control and monitoring translated into action plan strategies, procedures, and tools which are equipped structurally and systems.

Abstract

Reserve Components are National Resources that have been prepared to be mobilized to enlarge and strengthen the capabilities of the Main Components and Supporting Components. The theory used in this research is the theory of national defense, threat theory, and empowerment. The COVID-19 pandemic is a global health crisis problem that not only affecting the population health sector but also security. The decline in living conditions and people's welfare then also affects the security sector where there is an increase in the number of criminal acts that can threaten public security and order in Indonesia. Therefore, this study aims to find out how the government will empower the reserve components to help protect the country's sovereignty, maintain state security when the COVID-19 pandemic occurs and what steps have been taken by the Indonesian government. The result shows that the Indonesian Military Reserve Component including empowering Indonesian citizens that are implemented by participating and complying with various policies made by the government to reduce the spread of the virus, by implementing health protocols, online learning, enforcing lockdowns, and conducting social distancing. Meanwhile, the government also empowers the national facilities and infrastructure in controlling the COVID-19 virus, one of which is by improving the function of hospital services, cooperate with the mass media to spread information for the people. The government also use information technology to give health service for Indonesian to provide accurate information about COVID-19.

Abstract

The COVID-19 pandemic has a given significant impact on both economics and internet-based digital services in Southeast Asia. It also applied to cross-border nontraditional security issues such as cyber-attacks that evolve continuously. The complexity of prevention acts towards cyber threats in Southeast Asia is quite complicated. Therefore, the ASEAN countries should form strong cooperation due to many anonymous and impromptu attacks. This research aims to analyze cyber cooperation within the ASEAN framework. The method applied in this article is the qualitative method, by accumulating data through earlier literature and studies. The outcome of this analysis shows the mechanism to perform cyber cooperation is through the ASEAN regional forum known as ARF (ASEAN Regional Forum) as the organizer of ASEAN countries' interactions in eliminating cyber-attacks. This research gives conclusions that the proposed mechanism should be flexible, multi-dimensional, and taking accounts from the economics point of view.

Abstract

Terrorism is a threat that not only jeopardizes a country's security, but also the survival of ASEAN as a regional organization, the security of peace and stability, and the region's overall economic possibilities. This research aimed to examine the implementation of Counter-terrorism (CT) cooperation in the ASEAN Regional Forum (ARF) from the perspective of Indonesia's defense diplomacy. The research method used was the qualitative method which is based on the combination of interviews and literature review regarding ASEAN’s or ARF’s Counter-terrorism cooperation and Indonesia’s defense diplomacy from the year 2015-2019. The findings showed that CT cooperation is less discussed in the mechanism of the ARF since the current focus of ARF is on Trafficking in Person (TIP) and threats of Chemical, Biological, Radiological, and Nuclear (CBRN). Meanwhile, from the perspective of defense diplomacy, Indonesia has successfully initiated ARF Statement on Preventing and Countering Terrorism and Violent Extremism Conducive to Terrorism (VECT) with Australia and New Zealand in 2019. However, it is undeniable that CT cooperation through the ARF mechanism remains difficult to achieve due to several obstacles, including the differences of national interests and legal framework, the principle of non-interference, and the existence of mutual distrust between participating countries.

Abstract

The fundamental problems in economic development in Indonesia are the low level of welfare, unsustainable economic growth, and the inadequate development process of economic sectors. Defense economics is a branch of science that applies economics to national defense issues. Defense economics as a multidisciplinary study discusses resource allocation, income distribution, economic growth, and political stability as applied to topics related to defense. According to the defense economy, the impact of the use of the defense budget on the economy can be viewed from the demand or consumption and supply or production approaches. From the consumption side, the defense can protect national resources against various threats, so that national consumption becomes stable and even increases. This research uses role theory according to Biddle and Thomas, among others, Expectation, Norm, Performance, and Evaluation. The research objective is to provide government input on the importance of the economic role of defense in economic growth in Indonesia. Research using qualitative methods is aimed at understanding social phenomena from the perspective of the participants. The result that has been achieved is that the defense economy plays a role in improving security stability, so it is recommended that the government pay attention to defense-security spending budgeting, in particular the adequacy of its allocation, priority level, and linkages between other components

Abstract

The study seeks to explain North Korea's political behavior that tends to act defensively and offensively which has often been represented as a dangerous country. Moreover, historically, the events of the Korean War that led to the breakup of Korea into two parts, the northern part that is associated with the Soviet Union and the southern part that is joined by the United States, makes the relationship between the two countries increasingly conflictual. Coupled with the formation of two axes of power since the collapse of the Soviet Union, North Korea is allied with its ideological one brother China, and South Korea is allied with the United States. The political escalation between the two countries continues to rise, resulting in the relationship of two becoming very conflictual, and because of that, the rivalry that is formed between the two countries raises various potential conflicts that couldn't be avoided. This research used the congruent method by used the balance of threat theory from Stephen Walt who argued that the state reacts to the perceived threat rather than power, and aims to balance it. The results found that North Korea's defensive - offensive actions were motivated by distrust of America-allied South Korea through several joint exercise programs on the peninsula that is considered a form of threat. Overall, the main argument of this research is the North Korea’s defensive - offensive actions are determined by the attitudes of South Korea and its ally the United States.

Abstract

The Anti-Tank Guided-Missile (ATGM) system has a very important role in the modern battlefield. This system proved its effectiveness in many modern conflicts such as the Syrian Civil War and Nagorno-Karabakh War. The ATGM system has a very simple electronic and mechanism but it has a very high level of accuracy and precision. One of the control methods used in ATGM is SACLOS method. This method tracks missile position by detecting an infrared lamp that is placed on the missile tail. The tracking system sends control signals to the missile as a result of the correction of the missile position when flying. The infrared tracking system in this research was made using a modified OV5647 camera with the addition of a 940 nm narrow bandpass filter. There are 3 cameras with 1x, 8x, and 16x magnifications which are accessed using 3 Raspberry Pi boards. X and y coordinate data of the infrared lamp is sent to the airframe using wireless telemetry. Atmega328 microcontroller process x and y coordinate data into input proportional control. The result of this research is the prototype of an anti-tank missile control system with an infrared tracking instrument capable track a series of 88 infrared LEDs as far as 997.16 meters with a tracking speed of 90.11 FPS. The threshold parameters of image processing using luminance of YUV color space has a range of 240-255. The control parameter Kp=7 is used in wind tunnel testing with airspeed 20 m/s capable of directing airframe motion to the telescope's crosshairs.
