Abstract

BACKGROUNDA hidden Markov model (HMM) is used for exon prediction on DNA of genes Plasmodium falciparum that has a model structure based on exon region structure in coding sequence (CDS). The objective research was to develop a new structure model to predict exon on DNA-genes of Plasmodium falciparum based on CDS structure using the HMM system.METHODSModel design in CDS, between two exon regions can be found one intron region and the model state number is used for its region. Its state number is used by separating start codon from first exon region and stop codon from the last exon region up to 9. The Viterbi algorithm and the backward-forward method for transition as well as emission states are used for training process. Furthermore, Viterbi and Baum-Welch algorithms are used for the testing process. The correlation coefficient (CC) was used as performance indicator, as the ratio of the estimated state in the output and the original state in the input of the model. RESULTSThe simulation results has shown that the CC values depend on the given of the backward-forward transition state values randomly. The model with state number 9 showed the highest average of CC values of 0.7289 for Viterbi algorithm, and is 0.7166 for Baum-Welch algorithm. However, the lowest average of CC values has been found for the model with state number five. Its values are 0.6735 by using Viterbi algorithm and 0.6661 by using Baum-Welch algorithm. CONCLUSIONThe new structure model based on HMM system was valid to predict exon on DNA-genes of Plasmodium falciparum.

Abstract

Abstrak – Jurnal ini mengkaji kawasan Samudera Hindia yang menjadi arena kompetisi India dan China. Kompetisi berawal dari tiga kebijakan China yaitu, Counter Piracy Operation, string of pearls  dan projeksi politik luar negeri belt and road inisiative China yang menjadi faktor penyebab India bereaksi. Reaksi India (act east policy) menciptakan situasi dilema keamanan, salah satu contoh kompetisinya adalah memperkuat pertahanan di pangkalan militer Andaman dan Nicobar yang berbatasan langsung dengan teritori Indonesia (Aceh) untuk memantau intensitas mobilitas PLA Navy China di Selat Malaka. Letak geografis yang strategis (sebagai choke point), membuat Indonesia memiliki peran natural dalam kompetisi India dan China. Sehingga Indonesia perlu menyikapi kompetisi dengan cara meningkatkan hubungan yang kooperatif antara India–Indonesia–China. Untuk mendukung penelitian ini penggunaan teori neo realis, dilema keamanan, dan geopolitik berfungsi menganalisis dinamika kompetisi. Kemudian teori politik luar negeri bebas aktif dalam kerangka Poros Maritim Dunia dan diplomasi pertahanan berfungsi sebagai landasan Indonesia bersikap. Penelitian dilakukan dengan pendekatan kualitatif yang mengandalkan data tinjauan pustaka dan wawancara. Hasil analisis bertujuan sebagai rekomendasi kebijakan pemerintah Indonesia yang selaras dengan kepentingan nasional Indonesia dalam menyikapi kompetisi India dan China di masa depan.Kata Kunci : Dilema Keamanan, Kompetisi India China, Samudera Hindia, Diplomasi Pertahanan Indonesia Abstract – This journal is about competition of India and China in Indian Ocean Rim. Causes of the competition are from three policies of China, first Counter Piracy Operation, second string of pearls  and third belt and road inisiative China. Reaction of India (act east policy) automaticaly make a security dilema situastions, e.g of the competition is strengthening India far base military in Andaman and Nicobar island is facing to Indonesian territory (Aceh) to monitoring PLA Navy intensity through Mallaca Strait. Indonesia with choke point, make Indonesia have a natural role in the competition of India and China. Then Indonesia have a right to respond the competition with increasing cooperative relations between India – Indonesia – China. Journal analisys are using neorilsm, security dilema, and gheopilitic. Then free active foreign policy in maritime exis framwork and defence diplomacy are base of Indonesia responds. Qualitatif will bring this reasearch and use data base from any litteratures and interviews. The purpose of analisys results are for policy recomendation that relevan with Indonesia national Interest to respond India and China competition in the future.Keywords : security dillema, india China Competition,  Indian Ocean, Defence Diplomacy of Indonesia.

Abstract

Abstrak -- Implementasi kebijakan kerja sama program KFX/IFX mengalami penundaan dikarenakan adanya kendala pada ketersediaan anggaran pertahanan. Meskipun telah dilakukan evaluasi, program harus tetap dilanjutkan karena menyangkut pencapaian kepentingan nasional di bidang pertahanan pertahanan udara. Oleh karena itu, terdapat dua rumusan masalah yang diangkat dalam penelitian ini, yakni bagaimanakah kepentingan Indonesia dalam kerja sama program KFX/IFX Indonesia-Korea Selatan? dan bagaimanakah peran diplomasi pertahanan terhadap implementasi kebijakan kerja sama program KFX/IFX Indonesia-Korea Selatan, khususnya dalam melancarkan program tersebut yang sempat tertunda?.Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif. Data dihimpun melalui proses wawancara dengan informan dari berbagai Kementerian/Lembaga terkait. Kemudian didukung dengan studi literatur. Proses analisis data di dalam penelitian ini dilakukan dengan membandingkan lima teori dan konsep yang digunakan, yaitu peran, kepentingan nasional, strategi, negosiasi internasional dan diplomasi pertahanan. Hasil penelitian menunjukkan bahwa kepentingan Indonesia dalam program ini melibatkan banyak sektor pada Kementerian/Lembaga nasional. Sehingga, dalam upaya memenuhi tujuan akhir kemandirian pertahanan nasional maka setiap sektor tersebut memiliki andil dalam menentukan aspek-aspek yang akan dinegosiasikan ulang terhadap pihak Korea Selatan. Dengan demikian, bentuk diplomasi pertahanan Indonesia dalam upaya melanjutkan program kerja sama KFX/IFX adalah dengan membentuk Tim Renegosiasi. Tim Renegosiasi bertugas sebagai aktor dalam upaya menjalankan diplomasi terhadap DAPA, JPMO dan KAI. Tim terdiri dari K/L dan konsultan hukum serta industri yang berperan secara tertutup dalam merumuskan aspek-aspek yang perlu direnegosiasi, kemudian peran terbuka untuk secara langsung melakukan diplomasi terhadap pihak Korea Selatan.Kata Kunci: peran, diplomasi, program KFX/IFX, tim renegosiasi, kepentingan nasional Abstract -- The policy implementation in KFX/IFX cooperation programme has been delayed due to the problem in defense budget availability. However, after the evaluation to the programme has been done. It conclude that the programme shall be continued in case to achieve the national interest of defense sector through Minimum Essential Force fulfillment, specifically in air defence. Therefore, there are two research question appear in this research. Firstly, how is the national interest of Indonesia in KFX/IFX cooperation between Indonesia-Republic of Korea, specifically in purpose to reinforce the delayed programme and how is the role of defense diplomacy in policy implementation of KFX/IFX cooperation programme Indonesia-Republic of Korea .This research used qualitative approach. Data has been collected through interview process with informants from various related Ministry/Institution. The research then supported by literature study. The process od data anlaysis in this research has been done with comparing the five used theories and concepts, which are Role, National Interest, Strategy, International Negotiation and Defense Diplomacy. The result showed that national interest of Indonesia in this programme involves many sectors in Ministry/Institution. Therefore, in the effort to fulfil the goalof the independency of national defense industry, so every sector has their own contribution on determining the aspects of renegotiation with Republic of Korea’s side. Finally, the form of Indonesia’s defense diplomacy in continuing KFX/IFX cooperation programme is by building a renegotiation team. Renegotiation team is in charge as an actor for committing diplomacy action with DAPA, JPMO and KAI as RoK representative. The team consists of related Ministry/Institution, Law and Industry consultant. It played part as covert role in constructing the renegotiations aspects, yet as overt role in holding the diplomacy way to the Korean side. Abstract

A trend issue in modeling head-related impulse responses (HRIRs) is how to individualize HRIRs models that are convenient for a particular listener. The objective of this research is to show a robust selection method of eight anthropometric parameters out of all 27 parameters defined in CIPIC HRTF Database. The proposed selection method is systematically and scientifically acceptable, compared to ‘trial and error’ method in selecting the parameters. The selected anthropometric parameters of a given listener were applied in establishing multiple linear regression models in order to individualize his / her HRIRs. We modeled the entire minimum phase HRIRs in horizontal plane of 35 subjects using principal components analysis (PCA). The individual minimum phase HRIRs can be estimated adequately by a linear combination of ten orthonormal basis functions.

Abstract

A Chunk by chunk-based allocation is an emerging subcarrier allocation in Single Carrier Frequency Division Multiple Access (SC-FDMA) due to its low complexity. In this paper, a combined user-order  and chunk-order allocation for solving chunk allocation problem which minimizes the average BER of all users while improving the throughput in SC-FDMA uplink is proposed. The subcarrier grouping into a chunk of all users on both-order allocations are performed by averaging the BER of a contiguous subcarriers within a chunk. The sequence of allocation is according to the average of users’ BER on user-order allocation and the average of chunks’ BER on chunk-order allocation. The best allocation is determined by choosing one of both-order allocations which provides the smaller BER systems. The simulation results showed that the proposed algorithm can outperform the previous algorithms in term of  average BER and throughput without increase the time complexity.

Abstract

Teknologi nirkabel berkembang sangat pesat dimulai dari First Generation dengan teknologi AMPShingga Third Generation yang menggunakan teknologi WCDMA dan CDMA 2000. Sementara itu, kemunculanWiMAX yang menerapkan sistem Orthogonal Frequency Division Multiplexing (OFDM) dan AdaptiveModulation and Coding (AMC) menawarkan alternatif Broadband Wireless Access, dengan kecepatan transmisidata yang jauh lebih tinggi dari 3G. Dengan membandingkan antara teknologi 3G dan WiMAX, terdapatkeunggulan dan batasan dimana teknologi 3G menjanjikan mobilitas user yang tinggi, sedangkan WiMAX lebihbaik dalam hal transfer rate. Untuk melihat performa teknologi dalam hal mobilitas dilakukan analisis sifat fisiktransmisi nirkabel yaitu multipath fading.Makalah ini menganalisis kemampuan WiMAX yang menggunakan sistem guard time insertion dalammenghadapi multipath fading, dibandingkan dengan teknologi 3G pada sistem WCDMA (Wideband CodeDivision Multiple Access). Kedua teknologi disimulasikan dengan menggunakan bantuan computer-basedsimulation.Pada performa fluktuasi kuat sinyal dan nilai Bit Error, teknologi WiMAX lebih baik dari WCDMAdalam menghadapi multipath fading pada kanal transmisi yang direpresentasikan oleh gangguan AWGN danmultipath Rayleigh fading.

Abstract

A Vertical Bell Laboratories Layered Space-Time Multiple-Input Multiple Output (V-BLAST MIMO) enhanced with Unequal Error Protection (UEP) to achieve highly reliable wireless communication is proposed. The UEP scheme is based on Channel State Information (CSI) available at the transmitter whose calculation utilizes Singular Value Decomposition (SVD) of the MIMO matrix channel. Using Rate-Compatible Punctured Convolutional (RCPC), a different code rate is given for each sub-stream of source information, according to its level of transmit power. To analyze the system performance, an analytical BER comprising the performance of V-BLAST MIMO BPSK-modulated signals and the performance of RCPC codes in Rayleigh fading environment is presented. Simulation results show that increasing the code rate can attain a bandwidth efficiency of 33.3% in expense Eb/No, but this penalty is not severe as the high code rate is used in sub-channels with high attenuation level. It is also shown that a system with 2 transmit and 4 receive antennas will have an improved performance within only 1 dB range compared to a system with 2 transmit and 2 receive antennas. The performance of the proposed system is mostly affected by the type of puncturing matrices chosen.

Abstract

Individualized  head-related  impulse  responses  (HRIRs)  to  perfectly suit  a  particular  listener  remains  an  open  problem  in  the  area  of  HRIRs modeling.   We  have  modeled  the  whole  range  of  magnitude  of  head-related transfer  functions  (HRTFs)  in  frequency  domain  via  principal  components analysis  (PCA),  where  37  persons  were  subjected  to  sound  sources  on  median plane.   We  found  that  a  linear  combination  of  only  10  orthonormal  basis functions was sufficient to satisfactorily model individual magnitude HRTFs. It was our goal to form multiple linear regressions (MLR) between weights of basis functions acquired from PCA and chosen partial anthropometric  measurements in  order  to  individualize  a  particular  listener's  H RTFs  with  his  or  her  own anthropometries. We proposed a novel individualization method based on MLR of  weights  of  basis  functions  by  employing  only  8  out  of  27  anthropometric measurements.  The  experiments'  results  showed  the  proposed  method,  with mean  error  of  11.21%,  outperformed  our  previous  works  on  individualizing minimum  phase  HRIRs  (mean  error  22.50%)  and  magnitude  HRTFs  on horizontal  plane  (mean  error  12.17%)  as  well  as  similar  researches.  The proposed  individualization  method  showed  that  the  individualized  magnitude HRTFs could be well estimated as the original ones with a slight error.  Thus  the eight  chosen  anthropometric  measurements  showed  their  effectiveness  in individualizing magnitude HRTFs particularly on median plane.

Abstract

The need of broadband services to reduce digital divide in rural areas had increased in the recent years. The government of the Republic Indonesia shared similar intention and had set guidance of ICT development in its "economic master plan" and "medium term development plan". This paper addressed feasibility and suitability of its implementation in Indonesia, by conducting assessment of possible solutions. Using mixed method, the study was started with qualitative approach to identify possible options, conducted benchmarking and case study analysis to narrow down the options and finally conducted quantitative calculation for the two remaining options and measure performance of the solutions. The results of analysis concluded that early implementation of LTE in 700 MHz Digital Dividend would be feasible in certain geographical areas to fasten the broadband plan development in Indonesia.

Abstract

In this paper, the problem of subcarrier allocation on chunk-by-chunk basis in SC-FDMA uplink systems is investigated. Improved mean enhanced greedy algorithms are proposed for performing joint-user and chunk-based allocation at each transmission time interval. Selection criteria based on spectral efficiency and fairness are also proposed to choose the final allocation at each transmission time interval. Simulation results show that when the number of users and the velocity of the users were varied, the improved algorithms that use selection criteria based on spectral efficiency and fairness could outperform the existing mean greedy algorithms that employ user-based allocation in terms of spectral efficiency and fairness. Moreover, the improved algorithms not only showed better performance but also had the same time complexity as the existing mean greedy algorithms.
