Abstract

In the US fiscal year 2019, Trump and the US Congress agreed to provide foreign military assistance funds approximately $400 million to Ukraine. In its distribution process, Trump procrastinated the release as he decided to halt that in July. Two months later, he changed it and released the assistance. This study seeks to analyze the dynamics of that rapid change policy. In doing so, it employs qualitative research, particularly the process-tracing method as its function to trace the causal mechanism of the research puzzle. By applying Neoclassical Realism provided by Ripsman, Taliaferro, and Lobell, this paper demonstrates some findings:  The halt policy is regarding Trump's political endeavor to weaken and outperform his domestic political rival, the Democratic Party. Trump asked the Ukrainian counterpart to investigate Joe Biden's corruption and reverted Russia hack scandal in the last US presidential election in exchange for the release of military assistance. However, the policy was hampered by some domestic elements, (1) some of the Foreign Policy Executive thought the halt policy was not following the US national security, hence they acted as whistleblowers issuing Trump personal interest in the issue to gain wider public awareness; (2) US Strategic Culture, a perception that shapes Russia as among US enemy. Thus, that halt policy is perceived against US collective value; (3) US check and balance system; (4) Trump consideration that the halt policy can jeopardize his position as president in the next election. These factors contribute to the release of assistance.

Abstract

The fighter aircraft project is one of the defense and security equipment (alpalhankam or alat peralatan pertahanan dan keamanan) priority programs contained in the defense industry roadmap. Indonesia and South Korea undertook a joint development program in developing 4.5 generation fighter aircraft. However, Indonesia experiences several obstacles in the development of fighter aircraft, one of which is the ability of disparity and mastery of fighter technology. One of the critical components used as one of the development programs is simulator technology development. Mastery of simulator technology can improve the ability of Technology Readiness Level (TRL) from technology development fighter aircraft and can cause multiplier effects in other fields. Therefore we need a development strategy that is appropriate for the development of simulator technology. This study aims to analyze and define the benchmark level of performance or from the critical components which will then be used as a reference for the development strategy of the 4.5 generation fighter simulator for joint development projects. The method used in this study is a mixed-method with an approach system engineering uses quality function deployment tools and Critical Technology Element (CTE) technology assessment to identify which CTE then used as a reference strategy for the development of fighter simulator technology. The results of the study show that there are several CTE values along with simulator technology performance scores, among others mission 92.5%, data 83.56%, motion 52.51%, and strategic options that can be used in the technological development of fighter simulator generation 4.5 such as strategic joint development, self-development, and local content/offset.

Abstract

Total war is not always associated with power seizure using physical means, however, the real meaning is how a country could implement the whole of resources to fight for their national interest. This study is aimed to provide an understanding that total war could be implemented in all areas of activities. The study is conducted with a qualitative descriptive method through a case study approach, library study, interview, and observation in the field. It has been implemented in defense diplomacy accordingly without our awareness. For instance, in the case of the delay in the Indonesia-Singapore Defence Cooperation Agreement (DCA) renegotiation which unites all personnel from different agencies and institutions, as well as all professional fields to come up with the same directions for Indonesia national interest. This study concludes that a total war strategy could be implemented in defense diplomacy to get a maximum result to fight for Indonesia’s national interest.

Abstract

Women expand their feminist value to protect local societies from conflict impacts which put mostly women and children as victims, in line with the growth of women's capacity in peacekeeping operations. Women perform a significant role as peacekeepers in UN missions for peace and conflict resolutions to create a counterbalance in masculine dominance of UN Peacekeeping Operations based on UNSCR 1325. Women have played an important role as peacekeepers in the UN missions for peace and conflict resolution, to build trust among local communities especially women and children who are vulnerable to sexual harassment and violence. This paper will analyze the strategic role of Indonesia’s female peacekeepers in peace and conflict resolution under UN missions with a qualitative method in the concept of gender equality based on a phenomenological approach. This research finds that Indonesia’s female peacekeepers can provide approaches that can foster the inclusive peace process and become a role model for local women to achieve their right socially and politically. Indonesia’s female peacekeepers prove their vital part in fostering the achievement of peace and conflict resolution with a psychosocial approach that emphasizes psychological recovery and social development by Indonesian Peacekeeping Contingent under UN Missions.

Abstract

Indonesia is a country with a water area of 6.4 million km2 or about 2/3 of its territory is the sea. Geographically, Indonesia's position is very strategic because of an international shipping route on it as well as a crossing point between the continents of Asia and Australia and the Pacific and Indian oceans. This configuration of the Indonesian sea area requires strict control to meet all types of demand at all Archipelagic Sea Lanes’ choke points. Therefore, this study was conducted to answer what kind of strategy that needed in controlling the sea at Indonesia's four strategic choke points to support the Total Defense System. This study used a qualitative method with an exploratory approach because the researchers explored deeper and analyzed the objectives, resources, and methods of controlling the sea at four strategic points in Indonesia. The theory of strategy researchers used to discuss problem formulation was assisted by NVivo 12 tools in processing data and Soft System Methodology (SSM) to analyze research data. The results of the research prove that the resources used to achieve Indonesia's maritime defense in controlling the sea at Indonesia's four strategic choke points are the empowerment of power, inter-agency cooperation, and regulation-making in determining maritime defense strategies.

Abstract

Acts of terrorism are crimes and serious violations of human rights, also the threat of violence that can cause mass casualties and destruction of vital strategic objects. This is an urgent threat that needs to be prepared by designing a bomb detector conceptual design as anticipation of the threat of terrorism in public services. This study aims to obtain operational requirements and conceptual design of bomb detectors as detection of terrorism threats in public services. This study uses a mixed-method with a systems engineering approach and a life cycle model to produce a technological design. The results of operational requirements are sensors, standards, artificial intelligence, integration capability, reliability, calibration mode, portable, and easy to maintain. The configuration design is divided into three stages, namely, 1) sensors including a camera security surveillance system vector image, metal detectors, explosive detectors, and A-jamming; 2) as a processing device, processes an order with the help of an artificial intelligence system; and 3)  a security computer (surveillance), early warning, and mobile information to provide information to related agencies, especially the anti-terror unit.

Abstract

Several conflict interventions have been taken place in the DRC, including political and diplomatic efforts. In 1998, the South African Development Cooperation (SADC) intervened through a combination of military and mediation activities. There was a military intervention from three SADC countries - Angola, Namibia, and Zimbabwe, under the auspices of the SADC Allied Forces. Recovery from the conflict that occurred from 2003 up to 2019 has not been smooth. The main cause of the second war was politics. President Laurent Kabila was seeking to expel Rwanda from the government. Rwandan troops supporting the Tutsi invaded and social conflict with ethnic connotations increased. The conflict continued until a transitional government was created to share power among all vice presidents. At that time, it was perceived that a military outcome would not produce the lasting peace required for the reconstruction of the DRC.

Abstract

Indonesia is the largest archipelagic country located in the ring of fire, which puts it at a high risk of natural disasters. Earthquakes, tsunami, and liquefaction that occurred in Palu in 2018 that resulted in significant material and immaterial losses were some of the examples.  The earthquake and tsunami resulted in a total casualty of 1.347 people and caused the loss of access to clean water and electricity, as well as a change in the geographical structure and landscape of the city of Palu. Thus, the purpose of this study is to analyze the implementation of post-disaster rehabilitation and reconstruction in the city of Palu using a qualitative research methodology. In addition to that, this study also discusses the relationship between Palu disaster, human security, and national defense. Qualitative research in a descriptive manner that offers a complete description and analysis regarding Palu disaster was held to answer the research question presented in this paper. The results show that the natural disasters that occurred in Palu in 2018 brought about an impact on people's lives and all aspects of human security. This is because, in each phase of the disaster that occurred, the Government of Indonesia failed to protect the community from the risk of such a disaster. Furthermore, based on the Disaster Risk Reduction criteria, the rehabilitation and reconstruction that have been carried out are relatively adequate. However, non-structural aspects of mitigation, which is one of the important aspects of disaster risk reduction, have not been carried out. Disaster training and simulations so far have only been done once and not regularly, therefore jeopardizing the community's preparedness for future occurrences of natural disasters. Therefore, improvements in disaster management need to be done in Indonesia

Abstract

Revolution in Military Affair (RMA) has encouraged technological developments in the field of mine warfare. Technological developments in the field of mine warfare have produced smart littoral mines, in which a threat that can thwart the implementation of amphibious assaults. This study tries to analyze the Auxiliary Mine Counter Measure (MCM) Division portable mine-hunting equipment capabilities to support the success of amphibious assaults. This study uses the Measurement of Effectiveness (MoE) and the Analytical Hierarchy Process (AHP) methods to measure capabilities and determine priorities for increasing the capability of portable mine-hunting equipment to support amphibious attack support. As a result, the equipment that rushes portable mines is an increase in support for amphibious assaults because it is incompatible with existing technological developments. To be able to support the spirit of the invasion, it is necessary to procure new equipment designed by following latest developments in mine warfare technology.

Abstract

The magnitude of aircraft accidents due to the spatial disorientation (SD) experienced by the aircrew has encouraged efforts to provide optimum training to prevent and minimize those unexpected accidents. In their publication, USAF has stated that SD had caused 15-69% of their aircraft fatal accidents. This study aims to determine the extent of which the SD training program in Aerophysiological Indoctrination and exercise (ILA) of the Indonesian Air Force has been carried out effectively, making it useful for the crew to prevent accidents.  The main focus of the study is to analyze the willingness of aircraft crew; leadership support policy, simulator tool condition, and qualification of instructors.  This research designed to use a qualitative descriptive approach.  Data collections obtained through depth interviews involving Indonesian Air Force aircrews, aviation health experts, instructors officer of Health Service of Indonesian Air Force, and also through the search of publication and related documents.  The results show that there are still many aspects required more attention from the Indonesian Air Force authorities; insufficient simulator facilities that are too old and out of Job, inadequate software as the basis of the implementation of the training program, the limited .qualifications of training instructors, and lack of support from higher commands.
