Abstract

Abstract: This study aims to understand how UNICEF, as a foreign aid actor, plays a role in internalizing children's rights norms into local policies and practices in Makassar City. The issue examined stems from the gap between global commitments through the Convention on the Rights of the Child (CRC) and the reality of child protection at the local level. A qualitative approach with a case study strategy was used, as it is appropriate for exploring complex experiences, perspectives, and social processes. Data was collected through in-depth interviews with members of the Makassar Children's Forum (FAM) and officials from the Makassar City Women's Empowerment and Child Protection Agency (DP3A); supplemented by participatory observation and analysis of official documents such as mayoral regulations, UNICEF reports, and training modules. The thematic analysis results show that the internalization of children's rights norms occurs through three main channels: technical assistance, policy advocacy, and community capacity building. This process follows the Norm Life Cycle pattern while undergoing adaptation through norm localization mechanisms. FAM acts as a norm translator that connects global values with local culture, such as siri and gotong royong. This study contributes theoretically by expanding the discourse on foreign aid as an instrument for norm diffusion, and practically by emphasizing the importance of local ownership in the sustainability of child protection. The findings suggest the need for stronger cultural translation strategies in child protection policies and programs at the regional level.

Abstract

Public demands for government bureaucracy are increasingly strong in order to create agile, efficient, accountable, and high-quality public services. This study aims to determine how the Jambi City Government applies Agile Governance principles through the SIKOJA application in serving public needs and as an effort to realize bureaucratic reform within the Jambi City government. This study uses a qualitative method with a case study approach. This approach was chosen to gain a deep understanding of the application of Agile Governance principles in public services, particularly through the digital innovation of the SIKOJA (Jambi City Information System) application. The results of this study indicate that there are several principles that are considered unsuccessful in being implemented. As with the Human-focused principle, there are several important things that need to be improved, such as minimal socialization to users. The Systematic and Adaptive approach principle also explains that the Jambi City Government through the SIKOJA application has not been successful in implementing this principle. There are several complaints from users such as the system that often experiences errors and there are bugs or technical damage in the application.

Abstract

This study aims to analyse the effectiveness of maritime governance policy implementation in the Riau Islands Province (Kepri) in addressing complex maritime challenges. Kepri, which comprises 96% of the maritime territory, holds significant potential as a centre for national maritime management. However, various obstacles—such as limited infrastructure, a shortage of trained human resources, and weak enforcement of maritime law—present substantial challenges in achieving these objectives. This study employs a literature review approach to analyse secondary data from relevant sources, including books, scientific articles, government reports, and policy documents. Drawing on Ehler's (2003) theory regarding the implementation phase, this study evaluates four primary indicators: implementation capacity, law enforcement capacity, conflict resolution, and decision-making at the regional level. The findings indicate that the major challenges faced by the Riau Islands in implementing maritime policies include inadequate infrastructure, limited expertise within the maritime sector, and ineffective coordination among government agencies. Additionally, conflicts between traditional fishermen and large companies, as well as ineffective mechanisms for conflict resolution, further complicate maritime dynamics in the region. A top-down decision-making approach that lacks local community participation also leads to policies that are less responsive to local needs. Based on these findings, the study recommends that the Riau Islands enhance its maritime infrastructure capacity, improve training and human resource development, and foster greater inter-agency collaboration in law enforcement. Furthermore, establishing more transparent and responsive maritime dispute resolution institutions and prioritising inclusive decision-making that engages local community participation is crucial. Synergy between the central government, local governments, and local communities is essential to optimise the management of Kepri's maritime potential.
