Abstract

This research is motivated by the lack of maximum development of natural tourism destinations in Tanjungsari Village, Sadananya District, Ciamis Regency. The purpose of this study is to find out the collaboration between the village government and the community in the development of tourist destinations. The research method used in this study is a descriptive research method with a qualitative approach, the data collection technique used by the author in this study is a literature study and a field study consisting of observation, interviews, and documentation. Meanwhile, data analysis techniques are carried out by data reduction, data processing, conclusion drawing and verification. Based on the results of the research, it is known that the collaboration between the village government and the community in the development of community-based tourist destinations in Tanjungsari Village, Sadananya District, Ciamis Regency has been running quite optimally

Abstract

This research target is in line with the basic problems that will be revealed related to the positive significance of the digital transformation policy implementation process at the Kepulauan Riau Province Investment and One- Stop Integrated Service Office and the dominant obstacles faced related to the digital transformation policy implementation process at the DPMPTSP of Riau Islands Province. The relationship between these problems will be explored using a qualitative approach as a tiered research design supported by the availability of Grindle's approach to policy implementation and the linear relevance of the locus under study. The parameters of the findings by Mergel, et al. (2019), in order to meet public expectations of the Government's ability to provide high-value real-time digital services, the Government changed operational standards to improve public services to be more effective so as to achieve goals, including transparency and public satisfaction. The indicators of these research findings indicate the existence of relevance and linear comparison as novelty which is the author's target in providing research novelty. The achievement of research targets is supported by qualitative methods and descriptive analysis and discussion of field observations segmented within the scope of field research. However, after the author completed an initial survey at the Kepri Province Investment and One-Stop Integrated Service Office, indicating the relevance of the research findings that the added value of the community is obtained as needed, namely fast, easy, and free of charge, the function of NIB which also applies as a business license, distribution permit, SNI, and Halal Certificate, through OSS-RBA, MSE and Non MSE business actors. A number of conclusions followed by positive and negative implications indicate a multiplying effect on research findings directly and indirectly which can be used as empirical evidence for policy making related to online licensing in Riau Islands Province.

Abstract

This research examines the role and effectiveness of DPRD Secretariat services in supporting the implementation of DPRD duties and functions in the "Pangandaran" Regency. The DPRD (Regional People's Representative Council) has three main functions: legislation, budgeting, and supervision, which require efficient administrative support from the DPRD Secretariat. Services provided by the Please remember the following text: "Pangandaran" Regency DPRD Secretariat include administrative, technical, financial, meeting and trial services, information and communication, as well as legal services. This research uses a qualitative descriptive methodology for data collection, which includes conducting interviews, making observations, and analyzing documents. The research results show that the Pangandaran Regency DPRD Secretariat has provided adequate services in supporting DPRD activities. However, there are still several obstacles that need to be overcome, such as limited human resources and supporting facilities. Administrative and financial services are considered quite good in helping DPRD members carry out their daily tasks, while technical and facilitation services still require improvement, especially in providing relevant data and policy analysis. Information and communication services also need to be improved to ensure openness and transparency in DPRD activities. In conclusion, although the Pangandaran Regency DPRD Secretariat has functioned well in supporting the implementation of the DPRD's duties and functions, there is room for improvement, especially in technical and communication aspects. The recommendations put forward include increasing human resource capacity, providing adequate facilities, and strengthening information and communication systems to support transparency and accountability in DPRD performance. It is hoped that this research can contribute to improving DPRD Secretariat services and improving the performance of the Pangandaran Regency DPRD as a whole.

Abstract

This study analyzes the collaborative governance approach applied by the Jambi Provincial Government in an effort to tackle inflation in 2022, where as of July 2022 President Jokowidodo said that Jambi Province was the province that experienced the highest inflation in Indonesia, which was 8.55% and Jambi City was the city district that contributed to the highest inflation with an inflation value of 8.55% and was the highest inflation for the Regency or City level in Indonesia. Therefore, a collaborative governance approach is appropriate to see a framework that involves various stakeholders in Jambi City in overcoming inflation, including the government, private sector, academics, and the community, in the decision-making process and policy implementation. Through the formation of the Regional Inflation Control Team (TPID), the Jambi City Government managed to integrate various resources and expertise to overcome inflation caused by various factors, such as rising prices of basic commodities and distribution disruptions, seen in early 2023 the Jambi City inflation rate began to stabilize. The method used is a qualitative approach, by describing the extent of the collaborative process carried out, and is inductive, this is because the data obtained is then developed into basic assumptions from informants, then followed up repeatedly so that it can be concluded that these assumptions can be accounted for. The stages of collaboration start from problem identification and goal setting, the formation of collaborative structures, the development of action plans, to the implementation of strategic policies and programs. Regular monitoring and regular evaluations are carried out to assess the effectiveness of the steps taken, followed by a strategy program based on the results of the evaluation with the stakeholders involved such as the market operation program, the 'Payo menanan chili' movement, UMKM assistance, and the local rice purchase program, all of these programs require active community participation and public education as an important component in maintaining price stability and managing inflation expectations in Jambi City. The results showed that the collaborative governance approach applied by the Jambi City Government was effective in tackling inflation and maintaining price stability as evidenced by the decline in the inflation index to 1.96% from the previous 8.55% highest in the nation. These findings can serve as a model for other regions in facing similar economic challenges.

Abstract

Abstract: Poverty is still a crucial issue in Bantul Regency, including in Trirenggo sub-district. This study aims to evaluate the effectiveness of local government and BUMKal initiatives in developing Trirenggo Culinary Park as an effort to improve the community's economy. Using descriptive qualitative methods, this study collected data through observation, interviews with traders and BUMKal managers, as well as secondary data analysis such as village economic growth data. This research examines the factors that contribute to the success of Taman Kuliner, including the utilization of local potential (Trirenggo Field), financial support and policies that support MSMEs, the active role of BUMKal in management, community participation, and promotion strategies through social media. The results show that Taman Kuliner has had a positive impact on the local economy, indicated by increased village economic growth and increased trader income. The study concludes that a community-based economic empowerment model, with government support and active community participation, is effective in improving welfare and reducing poverty levels.

Abstract

This research examines the relationship between governments in dealing with people with social welfare problems in Pekanbaru City, where researchers found symptoms of an increasing number of street children and also children in conflict with the law as part of people with social welfare problems. This research aims to determine the extent of the role of regional apparatus organizations and organizational units in the Pekanbaru city regional government in dealing with people with social welfare problem status. This research was conducted using a qualitative approach by presenting data related to intergovernmental relations which includes leading aktors, central features, authority patterns and conflict resolution methods in handling people with social welfare problems. The results of the research show that the lack of regularity and interaction between related agencies/departments in dealing with children who are in conflict with the law, the lack of attention and handling of people with social welfare problems, especially children who are in conflict with the law, has caused an increasingly massive growth in the number of children involved in legal cases in Pekanbaru City. The synergy and commitment of each relevant party in the Pekanbaru City Government is an alternative solution to problems for people with social welfare problems in the City of Pekanbaru by strengthening interactions between interested actors in the Social Service, Regional Indonesian Child Protection Commission and other related parties.

Abstract

Waste banks are developing as a response to the worsening waste problem due to rapid urbanization and population growth. The development of waste banks is part of an effort to overcome the problem of urban waste. By reducing the amount of waste that pollutes the environment and helping to protect local ecosystems such as groundwater, rivers, and seas, from contamination and environmental degradation. Because waste management is complex, waste banks need to involve various parties, including the government, non-governmental organizations, the private sector, and the general public. The main problems in this study are the weak marketing of recycled products, the weak involvement of various parties in proper waste management to maximize recycling value and the lack of understanding of the benefits of recycled products among consumers. The main objective of this activity is to construct a collaborative governance model in the management of waste banks in Pekanbaru City. The method used is a qualitative approach. The results of the study show that the management of waste banks in Pekanbaru City has involved many parties from the Government, Industry, Society, and Universities, but the involvement that occurs does not yet describe the collaborative governance process in each stage, activities tend to run alone without any initiation by the government in the management of waste banks in Pekanbaru City. Therefore, the government, through the legitimacy it has, should start by identifying which stakeholders can be involved and be involved and co-opted so that they can move together through one command in a collaborative path so that the management of waste banks in Pekanbaru City can run optimally and waste problems can be resolved.

Abstract

Admiral Malahayati, a female figure in the history of the Aceh Sultanate, played a significant role in defending regional sovereignty from colonial threats in the late 16th century. This study explores Malahayati's contribution to naval warfare strategies and community participation, especially war widows, in defense efforts. Using a qualitative approach and theories of maritime war and general warfare, this study analyzes how Malahayati utilized community support and local resources to build an effective military force. The entry of Inong Balee (widows) troops who lost their husbands in the conflict gave a new dimension to the concept of maritime resilience. They not only played a role as logistical support but were also actively involved in the resistance against the invaders. Using the principle of civil society involvement expressed by Reznikova, this study shows that civil society participation, especially the active role of women, is an important element in maintaining a country's sovereignty. The results of this study highlight the importance of integrating the roles of women and society in defense strategies, as well as the significance of Malahayati's history in the context of modern debates about community involvement in national defense, especially among women. These findings are expected to provide new insights into women's contributions to Indonesian military history and open new discussions about national resilience in the face of contemporary threats.

Abstract

The phenomenon of this research is to see the financial assistance channeled to political parties, especially in the Riau Islands Province towards the implementation of Political Education for their respective Political Party Cadres. According to the Indonesian Democracy Index (IDI), in 2022-2023 Riau Islands Province in the 22nd indicator, namely "Political Education for Political Party Cadres" has decreased, with a score of 40.00 in 2022 and 22.00 in 2023. Thus, the purpose of this study is to identify whether the effectiveness of financial assistance provided to political parties has a significant impact or not. The theory used in this research is according to Richard M. Steers in Sutrisno (2007), which has 3 indicators in programme effectiveness, namely Task Achievement, Integration, and Adaptation. The method in this research uses descriptive qualitative research, with data analysis techniques in the form of data reduction, data presentation, and conclusion drawing. The results of this study indicate Task Achievement, financial assistance provided by the Riau Islands Provincial Government to political parties will be funded after BPK RI approves the funding provided. Integration, Kesbangpol Riau Islands Province as a channel in receiving proposals and accountability reports for political parties, has conducted socialisation related to examples and uses of financial assistance received by political parties. And, Adaptation, Kesbangpol has collaborated with various related parties in verifying the results of the accountability reports provided by political parties. The conclusion in this study is that the political education provided by political parties, namely PDI Perjuangan, PKS, Democrat, Golkar, and PPP, states that they have carried it out properly and have been reported through accountability reports to Kesbangpol.

Abstract

Advancements in space technology have significantly altered military and geopolitical dynamics worldwide. This research aims to explore the space military capabilities of major powers, specifically the United States, China, and Russia. Utilizing a qualitative method that includes literature review and case analysis, this study examines the latest developments in space technology, the military strategies employed, and the geopolitical impacts arising from competition in this domain. The findings indicate that these three countries enhance their space capabilities in different ways, such as the establishment of the Space Force by the U.S., the launch of the BeiDou navigation system by China, and the strengthening of the Aerospace Force by Russia. Additionally, this research highlights new challenges in maintaining global stability, where reliance on space technology may increase security risks. By understanding the strengths and weaknesses of each country, this study provides deeper insights into the dynamics of global power in the era of space.
