Abstract

The process of moving the capital city from Jakarta to IKN is still ongoing. Development and land acquisition continue to be carried out to accelerate the transfer process so that it can be completed this year. But in the midst of the ongoing relocation process, some individuals are still voicing their opinions on the relocation of the capital. The opinions expressed are diverse and from various circles. Therefore, the purpose of this research is to find out the perspectives of the community and bureaucrats on the transfer of the capital from Jakarta to IKN. This research uses qualitative research using indirect quotes and IoT. The research technique is used as a review to write a literature review. In addition, the author also used VOS viewers and NVivo 12 Plus to visualize research data for the journal. As a researcher, the author first explains what factors underlie the transfer of the capital from Jakarta to IKN then the author will describe what are the impacts caused by the transfer of the capital from Jakarta to IKN. In this study we used an indicator, namely the perspective theory of Joel M Charon, then from this indicator two parameters were produced, namely positive perspectives and negative perspectives. After that the author explains some responses from various parties related to the relocation of the capital and concludes which perspectives are often discussed along with suggestions or solutions that can be taken.

Abstract

This study analyzes the collaborative governance approach applied by the Jambi Provincial Government in an effort to tackle inflation in 2022, where as of July 2022 President Jokowidodo said that Jambi Province was the province that experienced the highest inflation in Indonesia, which was 8.55% and Jambi City was the city district that contributed to the highest inflation with an inflation value of 8.55% and was the highest inflation for the Regency or City level in Indonesia. Therefore, a collaborative governance approach is appropriate to see a framework that involves various stakeholders in Jambi City in overcoming inflation, including the government, private sector, academics, and the community, in the decision- making process and policy implementation. Through the formation of the Regional Inflation Control Team (TPID), the Jambi City Government managed to integrate various resources and expertise to overcome inflation caused by various factors, such as rising prices of basic commodities and distribution disruptions, seen in early 2023 the Jambi City inflation rate began to stabilize. The method used is a qualitative approach, by describing the extent of the collaborative process carried out, and is inductive, this is because the data obtained is then developed into basic assumptions from informants, then followed up repeatedly so that it can be concluded that these assumptions can be accounted for. The stages of collaboration start from problem identification and goal setting, the formation of collaborative structures, the development of action plans, to the implementation of strategic policies and programs. Regular monitoring and regular evaluations are carried out to assess the effectiveness of the steps taken, followed by a strategy program based on the results of the evaluation with the stakeholders involved such as the market operation program, the 'Payo menanan chili' movement, UMKM assistance, and the local rice purchase program, all of these programs require active community participation and public education as an important component in maintaining price stability and managing inflation expectations in Jambi City. The results showed that the collaborative governance approach applied by the Jambi City Government was effective in tackling inflation and maintaining price stability as evidenced by the decline in the inflation index to 1.96% from the previous 8.55% highest in the nation. These findings can serve as a model for other regions in facing similar economic challenges.

Abstract

Optimism to end poverty in 2030 is entering a pessimistic phase. The unfinished pandemic and geopolitical conflict has an impact on the most basic problem, namely the food crisis and has caused poverty rates to increase. In responding to global challenges regarding many poverty issues, more than 160 countries have agreed to create an action plan in Sustainable Development Goals (SDGs). The Poverty and Shared Prosperity report at the end of 2022, it turns out that 10.7 percent of the global population is in poverty. It is recorded that 767 million people live below the international poverty line. The current phenomenon that is occurring is that the poverty rate in Indonesia has reached 27.77 million people or 10.64 percent with the total population of Indonesia amounting to 275.77 million people in 2022. In the Extreme Poverty Reduction Policy Program in Indonesia, Meranti Islands Regency is a priority area with The number of poor people is 45 thousand out of 213,532 people or around 25.28 percent of the total population with the number of extremely poor people being 11.22 percent. The Policy Evaluation Theory put forward by William N Dunn is an indicator for analysis. This research will be carried out in Meranti Regency. The aim of this research is to resolve the chaotic problem of extreme poverty. The method and type of this research is Qualitative Descriptive. The technique for withdrawing informants uses a proportional sampling technique and data collection techniques in this research are interviews, observation, literature study and documentation.Indonesia has a forest area of around 94.1 million hectares which consists of various spatial functions including those used as Production Forests. Production forests which are currently used are around 63 million ha of Indonesia's forest area which is divided into permanent production forest areas, limited production forests. , and convertible production forests (HPK). In accordance with the policies contained in the Agrarian Reform Object Land (TORA) program issued by the central government, HPK is one of the targets used for area release. The current phenomenon that is occurring is that TORA does not accommodate land issues that previously had property rights issued by the National Land Agency which then turned into Convertible Production Forests. So far, what has arisen regarding land issues is the land mafia, but in this phenomenon the community is harmed again by changes in areas where the land with property rights status cannot be cultivated and bought and sold. This research will be carried out in Riau province with the National Land Agency and the Riau Provincial Forest Service as objects. The aim of this research is to resolve disputes over land issues, not only TORA, but also people who previously had land rights issued by BPN, changing their status to HPK. The method and type of this research is Qualitative Descriptive. The technique for attracting informants uses a proportional sampling technique and data collection techniques in this research are interviews, observation, literature study and documentation.

Abstract

This research analyzes the dilemmatic relationship of Indonesia’s runaway first or #KaburAjaDulu. In this phenomenon, individuals used social media Twitter to make a protest toward Indonesia’s government about runaway first, which they did not want to return to Indonesia after finishing their education in abroad. It has attracted public attention both domestic and international because it has raised a public concern about situation and condition in Indonesia. While several articles explained the causes of this phenomenon, the comprehensive understanding of the cause of it is yet nonexistent in literature. Therefore, this research aims to make clear of relational cause of this phenomenon. By using qualitative method and stag hunt game theory, this research collects data from book, journal, online news, publication and other data, organize and analyze them, and then result findings. As a result, this research finds that the dilemmatic relationship between government and individuals or scholars is caused by the mutual distrust and uncommitted actions from both of government and individuals. One the one hand, the government result in distrust in creating proper working environment for scholars. On the other hand, several scholars refused to accept status quo of the working environment in Indonesia due to more promising opportunities abroad.

Abstract

This research is intended to see how Jokowi's agrarian politics is in the agrarian reform program. Indonesia is a country with a very high level of inequality in land tenure. By using a qualitative descriptive research approach, this research takes data from online media, the Institute's website, stakeholder statements, and government documents. The results of this study indicate that the majority of land ownership in Indonesia, which is less than 2 hectares, is 50,508,676 parcels with a total land area of 9,921,994.28 hectares. Meanwhile, land ownership is more than 20 hectares, which is only 4,878 parcels with a land area of 4,508,366.46. If using the world bank criteria, the inequality value in the 6 main islands in Indonesia is at a high inequality value because it is at < 12% of the value of the inequality. Meanwhile, with the implementation of the agrarian reform program from 2015-to 2020, the Jokowi government is only able to distribute 1.46 million hectares of land. This study concludes that the Jokowi government's agrarian politics is the same as the feudalism-style land tenure pattern which relies on land monopoly control.

Abstract

Political legitimacy practised by the Yogyakarta City Regional People's Representative Council (DPRD) is doubly present with the influence of Javanese culture that takes legitimacy for granted. This research aims to find out why the dominance of the Yogyakarta City Government is accepted as legitimate by the Yogyakarta City DPRD towards the community of social assistance recipients in 2020-2025 and describe the political oversight model. The method used is descriptive qualitative with shadowing techniques reinforced by interviews, which will try to find facts and realities in the field. The results showed that a new model was formed, namely double oversight, which constructs power according to Javanese culture carried out by the DPRD from the criteria of police patrol and fire alarm oversight. This is supported by the recognition of the community, which is quite solid against the background of the community's alarming situation. This can be seen from the lack of involvement of DPRD in determining policies to accelerate the realisation of social assistance programs, and the power in making policies is dominated by the executive agency, in this case, the Mayor of Yogyakarta, which is influenced by Javanese power motives.

Abstract

This research aims to identify the factors that contribute to the effectiveness of public service innovation within the BOTRAM (Collaborate to Serve) program at the Bekasi Regency Population and Civil Registration Office. The analysis is based on Doley's theory, which includes various indicators such as leadership, strategy, performance, empowerment, group dynamics, innovation, learning, and communication that align with the factors facilitating successful service innovation. The key question guiding this research is: What factors influence the effectiveness of public service innovation in the BOTRAM (Collaborate to Serve) initiative at the Bekasi Regency Population and Civil Registration Office? This study employs a qualitative research approach. It features primary respondents from the Bekasi Regency Population and Civil Registration Office as well as residents of Bekasi Regency who utilize the services. Data for this study is gathered through interviews and direct observations as primary sources, while secondary data is obtained from documentation and other relevant materials. The analysis findings indicate that public service innovation via BOTRAM (Collaborate to Serve) has been largely successful, though not to its fullest potential. Challenges persist, particularly with some individuals lacking a complete understanding of service time standards and community engagement not reaching desired levels.

Abstract

This study analyzes the impactsof Vietnam's participation in two multilateral free trade agreements within the Asia-Pacific: the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Regional Comprehensive Economic Partnership (RCEP).Using Ivan Gonzalez-Pujol's (2024) hedgingstrategytheory approach, this study aims to examine how these different agreements impact Vietnam's economy, political standing, and regional integration. The study employs a descriptive qualitative method, utilizing secondary dataderived from Vietnam's economic data and recent research on the implementation of RCEP and CPTPP in Vietnam. The results show that Vietnam's membership in RCEP and CPTPP both enhance Vietnam's economic growth and political standing, even throughdifferent pathways. Vietnam's membership in RCEP positions it as a regional manufacturing hub and enhances its export potential among member nations, which include significant economies like China, Japan, and South Korea.However, RCEP presents challenges in the form of increased competition, requiring Vietnam to improve standards and competitiveness. Meanwhile, participation in CPTPP has driven institutional reforms and domestic policy regulations to enhance transparency, resulting in a significant increase in trade volume. Politically, Vietnam's participation in these two agreements strengthens its geopolitical bargaining position in the Asia-Pacific region. To enhance regional integration while maintaining balanced relations with major powers, Vietnam utilizes economic diplomacy, such as the CPTPP and RCEP. This move aligns with the Vietnamese leadership's view that expanding regional cooperation can enhance the regime's legitimacy domestically and benefit the economy.

Abstract

The implementation of elections in Papua always has its own dynamics, one of which is the existence of the noken system. This system is a tangible recognition of the political and legal rights of the indigenous people of Papua, as guaranteed by the constitution, and has even received legal legitimacy through Constitutional Court Decision No. 47-81/PHPU.A-VII/2009, further reinforced by Constitutional Court Decision No. 06-32/PHPU-DPD/XII/2014. Noken refers to a traditional bag made by the Papuan people. This study aims to identify and analyze the challenges in predicting security situations in electoral districts with the noken system. The results of this study are expected to provide insights and recommendations for stakeholders in managing a safe and peaceful election process. This study uses a qualitative approach with a descriptive analysis method. Data sources include scientific journals, books, and articles relevant to the research topic. The full noken system is still in use in six districts in Central Papua Province: Puncak Jaya, Puncak, Paniai, Intan Jaya, Deiyai, and Dogiyai. The full and mixed Noken systems implemented in the Papua Pegunungan Province, namely Nduga Regency (Full Noken System) and Jayawijaya, Yahukimo, Mamberamo Tengah, Lanny Jaya, and Tolikara, use a mixed system in several districts and villages. The Noken system, although considered a form of local democracy in Papua, faces significant challenges in predicting security situations in electoral districts. The main challenges include limited oversight, potential communal conflicts, and a lack of transparency. To address these challenges, it is necessary to enhance the transparency of the electoral process, encourage active community participation, and foster close collaboration among stakeholders to maintain security stability in electoral districts using the Noken system.

Abstract

This research aims to find out the government's strategy in overcoming abrasion in the Meranti Islands Regency, Riau Province. Abrasion is a serious problem faced by areas located in coastal areas. the problem of abrasion is a natural process in which the coastline is gradually eroded and eroded by the forces of waves, currents and tides. Other problems are also caused by human activity factors, such as over-exploitation of marine ecosystems that are usually the first line of defense against abrasion. This research uses qualitative methods to understand the various concepts found in the research process in the form of written words and the results of interviews with informants and behavior observed by observation, interviews and documentation of research results. The policy strategy is carried out by setting program objectives in the long term such as maintaining mangrove forests and community empowerment. then maintain the environment by issuing policies. In addition, persuasive strategies are needed in the form of guidance to the community. local governments also become facilitators in disaster management and environmental maintenance by collaborating with all parties.
