Abstract

PELAYANAN PRIMA DI KANTOR IMIGRASI KLAS I KOTATANJUNGPINANG Ronny Dwi Saputra Panjaitan Rumzi Samin (rumzi@hotmail.co.id) (Jurusan Ilmu Administrasi Negara FISIP UMRAH) Abstract: Service is the process of fulfilling the needs of what is required of others. In general, the service can be interpreted by doing that the results intended for the benefit of others, whether individuals, groups, or communities. Excellent service is very good service or services that best meet customer needs. Thus the Immigration Office Class I Tanjungpinang required to perform excellent service. The purpose of this study was to determine the excellent service given Class I Immigration Office Tanjungpinang. This research is a descriptive study using quantitative methods. The data collection in this study is through observation and questionnaires. Data analysis techniques used in this research is to calculate the degree of correspondence between expectations and reality as well as by measuring the index numbers. The data were processed using the formula degree of suitability and importance of decision making using performance analysis, the index number obtained by calculating the weight and frequency and decision-making through the established criteria. Informants / respondents in this study obtained through the use of techniques that is incidental sampling technique of determining based on chance. The population in this study are all the people who do the maintenance at the Immigration Office Class I Tanjungpinang. Questionnaires were distributed to 50 respondents. Research results obtained from processing the data as a whole and is shown by the percentage figure of 59.8%. Much to be improved in order to create excellent service or services that best meet the public expectation to the Immigration Office Class I Tanjungpinang, especially on the reliability indicator (reability), responsiveness (responsiveness), and attention (empathy). The general conclusion of the study at the Immigration Service Excellence Class I Tanjungpinang is a prime service can not be said because it still can not give what is expected or desired community / customers. Suggestion of this research is the Immigration Office Class I Tanjungpinang should further improve overall service to achieve the best service or excellent service. When reached or the realization of excellent service in Class I Immigration Office Tanjungpinang will certainly have a positive impact for the office itself.

Abstract

Bureaucracy Entrepreneurial in public is a requirement that is proven to have a positive impact in theleadership of Local Government for the welfare of the community by performing a variety of innovationsin order to survive and excel in competition in the era of regional autonomy. Tanjungpinang city is oneof the city located in the province of Riau islands which would require the soul of a local chief who hasthe spirit of change. figure of a Tanjungpinang Mayor 2013-2014 who considers that existingemployees are an asset in progress Tanjungpinang by noting that both retaining profitable assets. Thepurpose of this study is to describe and analyze the practice of application of the entrepreneurial spirit inthe leadership of Mayor Tanjungpinang 2013-2014. based on the exposure raises the issue of how theauthor seeks an entrepreneurial spirit that made by Mayor Tanjungpinang 2013-2014 as the latestbreakthroughs that are creative and innovative to developed Tanjungpinang superior and able tocompete with other cities. Informants in this study were derived from the government and communityleaders, the sampling technique used is purposive sampling technique that consists of 4 peopleinformant. The research method used was a qualitative research case study is a research approach thatdoes not try to look for relationships between variables as adopted by flow positivistic (quantitative), butrather to find meaning (symbols) with the natural way or with the testing procedure in detail againstthe background or a person subject or the storage area of the document or a particular event. Research isalready In the spirit of entrepreneurship to transform the public sector, that figure entrepreneurial spiritand character Tanjungpinang Mayor from 2013 to 2014 based on the self and perform a variety ofsharing with anyone related to the advancement of Tanjungpinang and there entrepreneurial spiritadopted by the leadership of Mayor Tanjungpinang 2013-2014. Pentingnya Budaya Dan Kearifan Lokal DalamPengembangan Dunia Penyiaran Di Daerah Rumzi Samin (Jurusan Ilmu Administrasi Negara FISIP UMRAH) Abstract: It is ethnic Malay people can be seen as a cultural (culture), not necessarily in genealogy (equation consanguinity). As a civilized creatures must not be separated from the rules and regulations known as the rule of law . Due to wilt synonymous with Islam , the Islamic values become the basic foundation of the indigenous Malay.Sowing wisdom realized by providing an understanding of the layman , explaining in vague and give sense to the people who are still in diapers and knowledge. To discuss something useful let first thought good orbad , do not talk nonsense.Language broadcasting in speaking not considered beforehand good or bad , it will not bring benefits , talks futile just spending time alone , and even bring in contention. Language broadcasting using local languages is a local wisdom used to facilitate understanding of the information submitted and facilitate digestion and kenalaran information so readily accepted by the local community .

Abstract

The local annual budget (APBD) is one of the instruments of government policy to finance developmentprograms, services and empowerment in the area. Budgets are formulated by local governments andlegislators to advance aspiration developed in the society. Nevertheless, the budget policy area alwaysbiased interests, both political interests and the interests of local control of resources. Therefore, thecommunity can play a role in determining the area of pro-poor budget for poverty alleviation efforts inthe area. Faith-based societies, including in the civil society organizations that play a role in achievingpro-poor local budgets. This study is intended to look at the role, which the researchers analyzed the roleof faith-based communities in achieving pro-poor local budgets in an effort to alleviate poverty in Bintanregency. To achieve these objectives, this study used a qualitative approach. This approach is veryrelevant to see and map the role of faith-based communities in achieving pro-poor local budgets. Thisstudy concluded that the role of faith-based communities have not been effective in achieving pro-poorlocal budgets. This is due to a lack of faith-based public awareness of the role and responsibilities, lack ofinstitutional and managerial faith-based community organization and lack of socialization of thegovernment.

Abstract

This paper highlights the politicization of bureaucracy in Indonesia. The purpose of this study is to explain the practices of politicization in Indonesian bureaucracy. The qualitative approach is used to explore its purpose. The data of this study are gained from secondary sources. The finding of this research concludes that politicization ensues throughout the Indonesian voyage. Further, the politicization will be discussed in three periods, included pre-colonial, colonial, Old Order, New Order, and post-New Order. The politicization of bureaucracy is determined by liberal democracy, a multi-party system, and high-cost politics.

Abstract

Nation Branding serves to build, develop, and maintain a good image of a country. This theory is based on the results of observations and studies that claim that a country's success in competing in the global market is strongly influenced by the country's brand image. In fact, it is said that the branding and image of a country coupled with a commensurate transfer of the image to the products produced as important as the products produced by the state itself. To build a maritime shaft Indonesia, of course, all potential make it happen. Including deployed for the construction of national branding are integrated in a unified concept, the which raised or highlight the potential of marine and maritime aspects. National branding of course need to be integrated with other brandings the creation for similar interests. Likewise city branding of each of the cities, especially coastal cities, should refer to the main theme of national branding, the marine and maritime sectors. With the unified theme of branding will be forming a strong image. And more memorable. The need for national branding as the promotion of marine and maritime vision of Indonesia roomates in turn attract more investors, tourists, and enhance the value and competitiveness of trade with other countries. The idea to make-the Riau Islands as Indonesia and the axle shafts maritime world, should be supported by policies and decisions seriously. Strategic geographical location between South China Sea and the Malacca strait with natural resources potential. Riau Islands Province, it is possible to become a center of economic growth in the Republic of Indonesia in the future. Riau Islands directly dealing with neighboring Singapore and Malaysia. Besides, It also became connectivity or connect between one region and another. In addition to sea lanes, some areas need to be connected to the airport. Now is the time Indonesia needs to build a national branding according to the vision of marine and maritime government aim to achieve. Not only touched the tourism sector alone, but also need to reflect the potential of natural and marine industries are extensive. So that not only attract tourists to visit, but also able to invite the interest of investors to invest in the marine and maritime sectors

Abstract

The touch of a moral element must be higher than the minimum intellectual or there is a balance between morality and professionalism. Ethics is always associated with human customs or habits, whether it is a good practice as well as deviant or bad habits, how people should behave and act in interacting with other humans. In the reality of social life, all societies have moral rules that allow or prohibit certain acts. Professionalism is a demand that can not be avoided if the government wants a good performance, but the meaning of professionalism is only interpreted in terms of skills (skillful) solely so that the various education and training is only intended to develop his skills. Difficult to deny that a high skill without coupled high morality anyway does not mean anything. For that we need to have a strategy efforts should be made so that the apparatus of professionalism and morality in a balanced manner. The strategy should be designed to improve the performance of the government is the balancing act between the development of professionalism and morality bureaucratic apparatus.

Implementasi Bantuan Sosial Usaha Ekonomi Produktif Keluarga MiskinTahun 2013 Di Kota Tanjungpinang(Studi Peraturan Gubernur Kepulauan Riau Nomor 57a Tahun 2012Tentang Tata Cara Penganggaran, Pelaksanaan dan Penatausahaan, Pertanggungjawaban dan Pelaporan Serta Monitoring dan Evaluasi Belanja Hibah dan Bantuan Pemerintah) Raja Muhammad IkhsanRudi Subiakto Dian Prima Safitri (dianprima2000@gmail.com) (Jurusan Ilmu Administrasi Negara FISIP UMRAH) Abstract: Poverty is a social-economic condition of a person or a group of people whose basic needs is unfulfilled to maintain and develop their dignified life. In 2012, the poverty level of Tanjungpinang city was ranked second out of the seven districts/cities in the Province of Riau Islands with the percentage of poverty 19,05% of 194.099 total population of Tanjungpinang. Poverty reduction efforts have been being carried out through various programs, one of which is the social assistance of productive economic business entities for poor families.The purpose of this research is to perceive the implementation of the social assistance of productive economic business entities program conducted by Social Agency of the Riau Islands Provincial Government that cooperated with Social Agency of the Tanjungpinang City Government in the social empowerment process of poor families in Tanjungpinang in 2013. In this research, we use the descriptive-qualitative research method along with Van Meter and Van Horn’s theory, that is A Model of the Policy Implementation (1975).We conclude that based on the indicators in every dimensions studied, things that had been maximally carried out, among others the basic indicators and policy objectives already stated in The Strategic Plans of the Social Agency of Riau Islands 2010-2015, the competence of the policy executive body had been stated in provincial regulations, there are supervising mechanisms on the policy executive body, the implementers acted responsively and intensively in implementing the program; whereas things that had not been maximally carried out, among others all human resources had not yet been utilized, the budget placement of the social assistance of productive economic business entities not in accordance with the applied regulations, and there was no Standard Operating Procedures (SOP).We suggest that all human resources should be utilized, the budget placement has to be in accordance with the applied regulations, the program should be done in first in the first semester of the year, SOP concerning the implementation social assistance of productive economic business entities has to be established, the recipients of the social assistance of productive economic business entities must be included in the list of poor families, and the social assistance of productive economic business entities does not require making the statement letter of entrepreneurship in the village.
