Abstract

This paper describes the importance of public participation and complaint mechanism in the public servicedelivery. Society can participate in public service on three aspects: (1) community participation inplanning public services, (2) community participation in organizing special service, (3) communityparticipation in overseeing the public service. In addition, people can also make complaints on the publicservice to internal and external agencies. One of the external agencies that are expected to organizecomplaint is ombudsman. Ombudsman should be able to ensure that complaints submitted by the communityfollowed by public service providers.

Abstract

Research development organization SAMSAT Riau Islands Province alignment within the organizationis measured by using a model of congruence of Nadler - Tushman. From this model gained fourdimensions, namely, input, output, process transformation and congruence. With four dimensions inthis model explains 27buah indikators that can be measured to see the process of organizational developmentSAMSAT Riau Islands Province. Indikator is obtained through questionnaires in the fieldwhich is then processed using a simple interval class. Having analyzed the overall indikator didapatkanlahfinal interval value which is equal to 4.17. The results of this statistical analysis melmilikiSAMSAT meaning that development organizations are categorized either because the process inputs(input), the output (output), a process that occurs within the organization tarnsformasi occur in harmonyor balance which leads to increased efficiency and effectiveness of the organization SAMSAT, besidesthat it can improve progress of the organization to make it more alive. With the development ofboth the organization acquired symptoms - symptoms that are found at the beginning of the study canbe addressed by the organization SAMSAT. So for the future is expected to SAMSAT organization canimprove its organizational development, so as to achieve effectiveness and efficiency in the organizationas expected.

Abstract

The issue of population growth has always had a strong relevance to the issue of public welfare. In orderto respond to these twin issues, National Family Planning Coordinating Board (BKKBN) consern totake part as an actor to empower families with the public education movement synchronizes continuouslyto conscious family planning and led to the stimulation of capital -prioritas on FP active, fertile couples,Uncategorized Pre-prosperous and prosperous I- stage for productive economic activity in order toachieve economic security of the family. The program known as Business Income Family Welfare(UPPKS). Studies of this UPKS program mengususkan settings Jasmine observations in District district.Sleman, Yogyakarta, the research question to be answered is in association with these objectives,the issues that will be explored in the study of program implementation UPPKS is "How do the dynamicsof the factors that influence the performance UPPKS program implementation in the district ofSleman Regency Cheap ?. The findings of this study show a weak side of UPPKS implementation performance.Pemeberian capital loans to groups not comprehensively accompanied by development activitiesin an integrated manner, so that the lack of skills and management and business development intoFator that hinder the achievement of program objectives optimization. Finally, the conclusions that canbe drawn is the implementation of the program in the district UPPKS Jasmine still has many probelmso that their achievements have not been optimal.

Abstract

Islam is the doctrine that governs all human life is a beautiful early rapid. One of the issues currentlybeing faced by Islam is associated with Azaz human rights (human rights). United Nations Charter onHuman Rights has recommended to promote and fight for human rights and freedom for all human beings,without distinction as to race, sex, language or religion. Human rights (Human Rights) is a conceptof modern political ethics with the idea of appreciation and respect for basic human and humanity.Islam is not contradicting the values of human rights, but there needs to be synchronization values areacceptable by Islam and which are unacceptable to Islam. Freedom of the freest in the association of oppositionfrom Islam. So it is related to the kind of relationship both by men and by women. Therefore,the existing values in the concept of human rights is sejelan with Islamic values such as freedom to worshipaccording to their beliefs. Synchronization of the values championed by the pro-human rights withIslamic values should be done so that there is no longer conflict between fighters Ham with adherents ofIslam.

Abstract

Workability is skills or skills to do a job that is only gained from practice. Effectiveness is a businessoutreach program as a system with limited resources and means to meet the goals and targets withoutcrippling it means and resources, and without putting undue pressure on the implementation. Two aspectswill be explored in this study takes place in Riau Islands Province Cultural Office by measuringthe effect on the effectiveness of the organization's ability to work with a quantitative approach that isassociative. The conclusion from this study is that there is 36.6% with product moment correlation calculation,there is no significant influence between the workability and effectiveness of the organizationCultural Office Riau Islands Province. and test results of determination coefficient of 13.4% with theprovisions of SPSS version 17, which means that there is a significant and positive effect among variablesworkability to variable organizational effectiveness. Riau Islands Province Cultural Department,while the remaining 86.6% influenced by other variables not examined.

Abstract

Program Pemberdayaan Perempuan (Women Empowerment Program) in Panggak Darat Village is oneof the women empowerment program organized by the local government through Badan PemberdayaanPerempuan, Perlindungan Anak, dan Keluarga Berencana (BP3AKB) Lingga regency to empowerwomen to be more empowered, by providing direct grants to the village which wa s then submitted totraining group women empowerment. With this program are expected to be more independent women.The Program is training activities such as weaving and sewing. The problem raised are (1) HowWomen Empowerment in Panggak Darat Village of Lingga District, (2) What strategy is used in theempowerment of women, (3) What are the enabling and inhibiting factors in the empowerment ofwomen. This research aims to determine the strategy of empowerment of women in Panggak DaratVillage through weaving and sewing training, as well as to determine the significance of this training.This study used a qualitative research approach, the type of research is descriptive. Subjects were headof women empowerment, training members, and the community including the village chief andchairman of the Trustees of Family Welfare. The data collection used were observation, interviews, anddocumentation. The fact in the location that women empowerment focuses was the Resource-BasedView (RBV), which focuses on human resources and natural resources in a region. While the strategy ofusing cedar mezzo-based strategies, namely strategies undertaken over several groups, such as weavingand sewing training groups, each group consisting of two groups of training. In weaving training, aftersome of the group members follow the development of creativity training, members of the group formedtwo groups worked together to weave and between groups. As for sewing training, conducted bypresenting a coach to teach you about how to sew a good clothes. The benefits obtained after training isempowering members acquire knowledge and skills that can then be developed to open their ownbusiness and can fulfill necesstityt.

Abstract

Debating or discourse between state and religion will always interesting to be discussed consideringeach has a different footing. The state is a human concept while religion concept that comes from God.In any religion, including Islam, explicitly there is no necessity to form a state in the sense that as aWestern concept. After all this, religion does not forbid people to do ijtihat or attempt to establish theState to protect the rights of individuals formally and meet the needs of its people. Pluralism ordiversity that exist in the State of Indonesia both of ethnicity, language, religion and race has been achallenge to find the ideal pattern of relationship between state and church. Departing from the abovementioned conditions then formulated the problem, how the pattern of an ideal relationship betweenreligion and state efforts to what can be done to minimize potential conflicts arising from therelationship between the state with religion. From the discussion that has been done, then we concludethat pluralism is sunatullah so that humans could not meniadakanya. Therefore, the tolerance betweengroups into the keyword or keywords for mutual understanding and mutual understanding between thegroups. If there is a difference between one group against another, it is expected that a dialogicalcommunication can be done so that the differences become more enrich in creating order and harmonybetween groups.
