Abstract

This study was conducted to examine the impact of budget transparency on public trust in the Public Accountability Agency for Planning, Research, and Innovation (BAPPERIDA) of North Central Timor Regency. Budget transparency is a cornerstone of good governance principles, emphasizing information openness, accountability, and public participation in development planning and financial management. In this context, public trust is crucial for the legitimacy, effectiveness, and success of local government administration. The background of this study is based on the fact that public access to budget information remains limited, and the level of public involvement in local budget planning and oversight is low. Although BAPPERIDA’s annual budget execution rate is relatively high, information transparency toward the public remains suboptimal, leading to low public trust. This study is quantitative in nature and employs an explanatory research design. Questionnaires were distributed to 96 BAPPERIDA members, and data were collected. After conducting validity and reliability tests on the instruments, data analysis was performed using simple linear regression with SPSS. Budget transparency, assessed based on the indicators of informativeness, openness, and disclosure of information, is closely related to public trust, which is measured through commitment, sincerity, honesty, competence, and fairness. The research findings indicate a positive and significant relationship between budget transparency and public trust, with a regression coefficient of 0.636 and a significance level of 0.000 (<0.05). This indicates that increased implementation of budget transparency will enhance public trust in BAPPERIDA. Therefore, budget transparency is a crucial element in fostering accountable, credible, and trustworthy local governance.

Abstract

This study aims to analyze the role of human resource planning in developing employees to improve company performance, particularly by explaining how workforce forecasting, competency mapping, employee development, career management, and performance alignment contribute to organizational effectiveness. This study employed a qualitative descriptive method using a literature-based approach. Data were collected from secondary sources, including peer-reviewed journal articles, academic references, and relevant scholarly documents related to human resource planning, employee development, strategic human resource management, and company performance. The data were analyzed through qualitative content analysis by identifying, classifying, comparing, and interpreting major themes found in the literature. The results show that human resource planning functions as a strategic foundation for employee development by helping organizations determine workforce quantity, quality, competency needs, and future employee requirements. Effective HR planning supports employee development through training, career development, competency-based placement, succession planning, and continuous performance evaluation. The findings also indicate that ineffective HR planning may negatively affect company performance by creating structural ambiguity, inefficient resource utilization, increased costs, reduced employee welfare, and lower productivity. Conversely, systematic HR planning strengthens organizational readiness, improves employee capability, enhances work motivation, supports innovation, and contributes to sustainable company performance. Concludes that human resource planning should not be treated merely as an administrative function, but as a strategic instrument for building competent, adaptive, and performance-oriented employees who can support long-term organizational competitiveness.

Abstract

This study examines the influence of leadership, work motivation, and organizational communication on personnel performance within the Banten Regional Police. Personnel performance is a crucial factor in police institutions because it is directly related to public service quality, law enforcement effectiveness, discipline, and institutional accountability. The study was motivated by several organizational phenomena, including issues of personnel discipline, work commitment, and the need to strengthen police performance in responding to increasing public demands. This research employed a quantitative approach using a survey method. The population consisted of 3,040 personnel of the Banten Regional Police, while the sample was determined using the Slovin formula with a 10% margin of error, resulting in 97 respondents. Primary data were collected through structured questionnaires using a five-point Likert scale, while secondary data were obtained from relevant literature and organizational documents. Data were analyzed using SPSS through reliability testing, classical assumption testing, multiple linear regression analysis, coefficient of determination, and hypothesis testing. The results show that leadership, work motivation, and organizational communication positively influence personnel performance. The regression equation indicates that all independent variables have positive coefficients, with organizational communication showing the strongest effect compared to leadership and work motivation. The coefficient of determination shows that leadership, work motivation, and communication simultaneously explain 65.8% of the variation in personnel performance, while the remaining 34.2% is influenced by other factors outside this study. These findings indicate that improving personnel performance in police institutions requires an integrated human resource management strategy through stronger leadership, increased motivation, and more effective organizational communication.

Abstract

Information management in public communication has become an important issue in local government administration because citizens increasingly rely on official digital channels to obtain accurate, transparent, and timely public information. This study examines information management in public communication within the City Governments of Banda Aceh and Langsa, focusing on the use of official websites as strategic instruments for disseminating public information, strengthening transparency, and supporting communication between government and citizens. The objective of this study is to compare how Banda Aceh and Langsa manage public information through their official digital platforms and to identify the institutional factors that influence differences in website utilization and communication effectiveness. This study employed a qualitative approach with a comparative descriptive design. Data were collected through website observation, documentation study, and institutional information tracing by examining official website features, news updates, public information menus, service integration, and supporting organizational capacity. The data were analyzed using qualitative descriptive analysis through data reduction, data presentation, comparative interpretation, and conclusion drawing. The findings show that both city governments have official websites and similar institutional responsibilities in managing public information; however, their communication performance differs significantly. Banda Aceh demonstrates a more active and integrated model of digital public communication, supported by competent internal staff and approximately twenty external personnel who assist in activating agency websites and updating public news. Its website provides broader features, including public information services, open data, media center, command center, and digital service links. In contrast, Langsa has established an official website with several information menus, but its utilization as a strategic public communication platform remains less optimal.

Abstract

This study examines the legality–legitimacy gap in the implementation of the Rempang Eco-City policy in Batam, Indonesia. The project is formally positioned as a strategic development agenda intended to accelerate investment, industrial expansion, tourism growth, and regional economic transformation. However, its implementation has generated significant social resistance among affected communities, particularly due to relocation plans, uncertainty over land tenure, disruption of fishing-based livelihoods, and threats to socio-cultural continuity. This research uses a qualitative descriptive-analytical method supported by library research and document analysis. Secondary data were obtained from statutory regulations, government documents, institutional reports, scholarly publications, public statements, and media sources related to Rempang Eco-City. Data were analyzed through a gap analysis model by comparing two main dimensions: formal legality, represented by legal basis, institutional authority, administrative procedures, and policy instruments; and social legitimacy, represented by public acceptance, participation quality, perceived fairness, and recognition of local rights. The findings show that although the Rempang Eco-City policy has a strong formal legal foundation, its implementation remains socially contested because affected communities perceive the process as top-down, insufficiently participatory, and inadequately responsive to their livelihood and cultural attachments. The study also finds that institutional fragmentation, weak deliberative governance, limited transparency, and relocation uncertainty intensify public distrust. Therefore, the Rempang case demonstrates that legal validity alone cannot guarantee policy acceptance or implementation sustainability. The study concludes that strategic development projects require inclusive governance, meaningful participation, accountable institutional coordination, and substantive relocation justice to transform formal legality into social legitimacy.

Abstract

Archive management is an essential element of public administration because it supports administrative order, service effectiveness, institutional accountability, and public trust. At the village government level, archives function not only as administrative files but also as legal evidence, institutional memory, and a basis for transparent decision-making. This study aims to review the archive management policy at Cintajaya Village Office by examining the existing conditions, identifying policy gaps, and formulating an improvement direction for more systematic archive governance. The study employed a qualitative descriptive approach using secondary data through literature review and document analysis. The data sources consisted of academic literature, government regulations, policy documents, institutional reports, and relevant studies on records management, public accountability, digital archives, and village administration. The findings show that archive management at Cintajaya Village Office is still characterized by conventional administrative practices, incomplete indexing, fragmented physical and digital storage, delayed retrieval, weak retention control, and limited monitoring. These conditions indicate that archive management has not yet been fully integrated into a clear records lifecycle framework. The study also found that policy gaps occur in classification, storage, retention, access control, human resource capacity, and digital readiness. Therefore, archive management reform requires an integrated and adaptive policy model that combines policy standardization, lifecycle-based records management, hybrid physical-digital archive integration, staff capacity development, accountability mechanisms, and periodic monitoring. This study concludes that strengthening archive management policy at Cintajaya Village Office is necessary to improve public service responsiveness, reduce administrative risks, support evidence-based governance, and build a more accountable village administration system.

Abstract

The coffee plantation sector plays a strategic role in supporting rural economic development, farmer welfare, and regional competitiveness in the highlands of Aceh. Gayo Lues Regency and Bener Meriah Regency are two important areas in the development of Gayo Arabica coffee, yet both regions demonstrate different governance characteristics in terms of institutional capacity, farmer organization, market access, cultivation innovation, and local government policy effectiveness. This study aims to compare the governance of the coffee plantation sector in Gayo Lues and Bener Meriah from the perspective of public administration. The research employs a descriptive qualitative approach using a comparative case study strategy based on literature review and secondary data analysis. The analytical framework draws on the concepts of governance, collaborative governance, good governance, and comparative public administration to identify the factors that shape governance performance in both regions. The findings show that Bener Meriah has relatively stronger governance performance due to the active role of farmer cooperatives, better integration with export markets, stronger collaboration between local government and non-state actors, and more adaptive support for farmer empowerment. In contrast, Gayo Lues has considerable land potential but continues to face challenges related to infrastructure, distribution access, weak farmer economic institutions, and limited market connectivity. These conditions indicate that differences in institutional capacity, policy orientation, value chain structure, and human resource development significantly influence the effectiveness of coffee plantation governance. The study recommends strengthening collaborative governance in Gayo Lues through cooperative development, participatory policymaking, infrastructure improvement, farmer capacity building, and cross-sectoral policy integration to enhance the competitiveness and welfare of coffee farmers in both regions.
