Abstract

This research aims to gather differences of opinion in responding to the 2020 Regional Head Elections (Pilkada) during the Covid-19 pandemic which has been determined through the decision of Government Regulation in Lieu of Law (Perppu) No. 2 of 2020. The 2020 Pilkada polemic that occurs in the community is, (1) the implementation of the 2020 Pilkada allows the opportunity for the transmission of Covid-19 at each stage of the election, (2) democracy places Pilkada as an important mandate in Law No. 10 of 2016 Article 201 Paragraph 6, meanwhile (3) the allegation of oligarchic politics is getting stronger in the 2020 Pilkada event during the Covid-19 pandemic. The 2020 election polemic in the community has been compiled with a systematic analysis of the literature to collect, process, and conclude data according to the target being reviewed, using qualitative descriptive techniques. So as to produce the following discussion: (1) Projection of the 2020 regional elections in the midst of the Covid-19 pandemic, is the duty, authority and responsibility of the KPU. (2) The 2020 Pilkada will continue to be held as a form of consistency of democracy during the Covid-19 pandemic. (3) Pilkada 2020 during the Covid-19 pandemic and the strengthening of oligarchic politics. The conclusion of the polemic that occurred, apart from the pros and cons of holding the 2020 Pilkada, is a form of evaluation and a democratic process that is equally sympathetic to the development of democracy and the creation of constitutional legal sovereignty of the Indonesian people

Abstract

This study aims to determine the effect of Internet Banking Usage and Data Protection of Internet Banking Users on Cybercrime in Denpasar. This study uses data collection techniques by distributing questionnaires online. The population in this study were users of internet banking facilities in the Denpasar area with a sample of 72 respondents. To obtain correct data for conclusions that are in accordance with the actual situation, it is necessary to have an instrument that is valid and consistent and appropriate in providing research data. Where the instrument validity test in this study uses Product Moment Correlation, while the reliability test uses Cronbach Alpha. The analysis technique used is the multiple Linear Regression Analysis technique, namely with 5 variables X and 1 variable Y. The results show that there is no significant effect of Internet Banking Usage and Customer Protection of Internet Banking Facility Users (Client Charter, Confidentiality of Customer Data, Test and Trial Drive, and Customer Support Service) together on the occurrence of Cybercrime in the Denpasar area with an Fcount value of 1.173 with a significance value of F of 0.332

Abstract

The phenomenon of illegal parking on the road bodies of Denpasar City is often encountered. The need for parking space tends to increase, the problem of urban phenomena often occurs such as traffic jams and the number of buildings or places where businesses are built do not have adequate parking spaces so that road bodies are used as an alternative to parking. Meanwhile, the Law of the Republic of Indonesia Number 22 of 2009 concerning Road Traffic and Transportation also stipulates that parking facilities can only be held in certain places which are declared by Traffic Signs and / or Road Markings. To prevent the rampant illegal parking violations, the Denpasar City Department of Transportation has taken orderliness. The aim is to determine the impact of orderliness parking and social behavior that can hinder and support the Denpasar City Department of Transportation in carrying out control of parking violations on road bodies. The writing method uses a descriptive method with a qualitative approach. The results show that the Denpasar City Department of Transportation in curbing illegal parking has a positive impact on restoring the function of urban space, see from several aspects that become benchmarks for implementation of orderliness among others standards and policy targets, resources, relationships between organizations, characteristics of implementing officers, social conditions, politics and economics, as well as the executing disposition. Changes in social behavior in the community are also needed to support illegal parking control, but several inhibiting factors from community behavior are still very much felt by the Denpasar City Transportation Agency in implementing parking control so that public awareness is needed. Changes in community behavior are the key to the successful impact of implementing illegal parking orderliness policies.

Abstract

Many local governments have implemented information technology-based systems in their business processes such as e-budgeting, e-procurement, electronic licensing and other applications. This phenomenon must be anticipated by the Regional Inspectorate. The use of information technology by the Regional Inspectorate in Internal Supervision of the implementation of Regional government is a necessity in the era of the industrial revolution 4.0. The purpose of this research is to determine the readiness of the Inspectorate of Sumenep Regency in the use of information technology in the internal supervision of the implementation of the regional government of Sumenep Regency. This research uses a qualitative approach with a descriptive type case study method. The informants in the study were four people, namely one structural official and three functional auditors, with a minimum work experience of four years. The process of testing the validity of the data uses triangulation. The data analysis in this study used the Mutula and Brakel models. Based on the results of the analysis using the Mutula-Brakel model with 5 components, there are 2 components that are not fully ready, namely the information readiness for the application of IT under supervision, represented by server availability and insufficient information management guidelines. Server procurement is constrained by refocusing due to the COVID-19 pandemic, but this has been re-budgeted for in 2021. In addition, infrastructure readiness for IT implementation under supervision is not fully adequate

Abstract

Legal protection in getting a job is the right of everyone, including persons with disabilities. This study aims to find out how legal protection for persons with disabilities in getting a job and to find out how international law and national law protect persons with disabilities in getting a job. The problem in this study is that people with disabilities are considered unfit for decent work with non-disabilities. This violates the contents of the ICESCR 1966 in Article 6 and Law Number 13 of 2003 concerning Manpower, Article 67. Both articles clearly state the right of everyone to freely choose and be elected in terms of employment. However, legal protection obtained by persons with disabilities in getting a job has not been fully realized. The type of research used in the research used in this research is normative juridical research or literature law research. Through normative research, this research focuses on answering the following problems: 1) How is the arrangement of persons with disabilities according to international and national law. 2) Whether existing laws provide protection for persons with disabilities in obtaining the right to work.

Abstract

This research is intended to find out and describe how the implementation of the Village Fund Allocation in Permai Village, West Rangsang District, Meranti Islands Regency. The purpose of this research is to know clearly the use of Village Fund Allocation from 2019 to 2020 starting from the ADD activity process, ADD implementation, to the monitoring and evaluation stage of the ADD program. This type of research used in this study is descriptive qualitative to illustrate how the implementation of ADD in the Village of Permai, West Rangsang District, Meranti Islands District as a whole. From the results of the study, it was found that the ADD activity process was going well, but there were some programs that had not been fully realized. This is because the amount of ADD funding is considered to be very minimal given the needs in Permai Village are very large and require special attention. The results of this study have not been published anywhere.

Abstract

The high number of internet users in Indonesia has led to many shifts in effort to obtain information. This triggered the emergence of online media portals which then shifted the existence of newspaper which at the same time triggered the emergence of various online news sites. The challenge for online news portals is to research, where many of the online news stories feature clickbait headline in order to get more pageviews to read news that is presented. Clickbait headline is an online media effort to increase visitor traffic of pageviews. The competition that occurs in increasing pageview or the number of visits to online news sites is often carried out without heeding applicable journalistic principles. This triggered researchers to conduct more in depth research related to journalistic principles on the Suara.Com news site. This study used a qualitative descriptive research method using three data collection techniques including interview, observation and documentation technique. The result of this study are that the Suara.Com news site meets the rules of journalistic elements in term of making provocative news titles and fulfils the function of mass media, namely informative.

Abstract

Tenganan Pegringsingan village is a traditional village that has been declared as one of the tourist villages in Karangasem Regency. Tenganan Pegringsingan tourism village has a cultural-based tourism village concept. The purpose of this research is to examine the governance of tourism and to find out the perceptions of tourists about the tourism product at the village. This study uses a qualitative descriptive method to explain tourism governance and the perceptions of tourists who have visited. The results showed that the tourism governance in the village of Tenganan Pegringsingan is currently classified as less than optimal. This can be seen from the absence of careful planning for the development of village tourism and the absence of a clear tourism village management organization. The perception of tourists on the existence of tourist attractions, accessibility, amenities and ancillery services owned by Tenganan Pegringsingan village showed good value.

Abstract

Service quality for a service company is very important to frame or create an image in the eyes of its consumers. The Inter-Study College of Communication is one of the private universities that is expected to be able to produce graduates who are competitive, competent, by creating professional human resources. Academic service is the vanguard for an institution that determines the success or failure of an institution in creating and maintaining its image, either a positive image or a negative image. The expectations of students for the quality of academic services will vary greatly even though the quality of academic services is the same, while the image of the institution cannot be formed in a short time, a good image must also be maintained by providing good service quality, and this is the basis of this research. conducted to test the effect of the quality of academic services on the image of the STIKOM Inter Study. In research, service quality has several variables, namely reliability, responsiveness, empathy, assurance and tangible. This research is an explanative study using a quantitative approach and positivism paradigm. The population in this study were students of STIKOM InterStudi. The data collection technique is done by using non probability sampling. Based on the calculation of the sample formula, it is known that the number of samples in this study were 95 students. The results of the research on academic service quality show that the variables namely reliability, responsiveness, empathy, assurance and tangible have a significant positive effect on image.

Abstract

Implementation of policies carried out by implementers, namely the implementation of civil servant discipline. One way to know the discipline of employees is by the presence of fingerprints. This aims to improve employee performance. But in its implementation there are violations committed by policy implementers (implementers) and target groups of civil servants BKD Bandung City. The purpose of the research is to understand the implementation of civil servant discipline in Bandung so that the performance of employees can be improved. The research method uses qualitative methods. The result of the research is the implementation of civil servant disciplinary policy in BKD Bandung city has not been able to run to the maximum because there is no written regulation from the leadership of BKD Bandung City, has not established a Team of Examiners / Supervisors of Disciplinary Punishment Considerations, has not implemented routine supervision conducted by implementers, sanctions can not be applied firmly by the violators.
