Abstract

Climate and environmental policy issues are increasingly pressing in the global context. This requires policies that mitigate and adapt to climate change, which is influenced by factors such as rising global temperatures, extreme rainfall and severe natural disasters. The purpose of writing this article is to review various theoretical foundations relevant to climate policy, including the impact of climate change on various sectors, the role of greenhouse gases in global warming, the concept of climate justice, and the importance of adaptation and mitigation strategies. Apart from that, this article also aims to discuss the importance of international regulations such as the Kyoto Protocol and the Paris Agreement, the role of environmental economics in policy making, and political dynamics that influence climate policy. This research uses a literature review method to evaluate previous research on climate and environmental policy by utilizing sources such as Publish or Perish. From the results of a search on Scopus with the keywords "climate and environmental policy," 297 articles were found, and after filtering, ten articles exploring various aspects of climate and environmental policy were identified. Qualitative data processing is carried out in three stages: data reduction, data presentation, and conclusion. Data reduction involves selecting data that needs to be coded, sharpening the data, and eliminating unnecessary data. Data presentation is carried out through narrative text to facilitate understanding, while inference uses deductive techniques, drawing conclusions from general to specific data. The results of this literature review emphasize the need for a holistic approach that integrates mitigation and adaptation efforts, addresses economic and social impacts, monitors the implementation of international policies, actively involves stakeholders, and focuses on sustainable development. This report highlights the importance of public education and awareness in supporting sustainable policy implementation and behavior change.

Abstract

The development of e-Government has been a government commitment, as outlined in Presidential Instruction Number 3 of 2003 regarding the Policy and National Strategy for e-Government Development. However, the implementation of this policy has not been entirely smooth at the local government level, causing obstacles to e-Government as a primary tool of governance. One factor hindering the development of e-Government is resistance to change. Law Number 6 of 2014 concerning Villages states that governance at the village level can be modernized through the implementation of Information Technology via Village e-Government. Nevertheless, in-depth research on the application of e-Government in Village Governance is required. The aim of this research is to examine the implementation of e-Government in Citalem Village, Cipongkor District, West Bandung Regency. The research is qualitative with a descriptive approach, utilizing both primary and secondary data obtained through surveys, observations, and literature reviews. The informants were selected using purposive sampling. The research revealed a four-stage model based on the complexity of technology and organization, as well as the level of data and information integration. The planned development of this model involves McFarlan’s Analyst Grid to provide a detailed explanation of strategic modules, high potential areas, supporting elements, and key operational aspects. E-Government in Citalem Village faces challenges due to human resource limitations. Village leaders need to coordinate with the Regency government, provide IT training, and foster motivation to enhance public services through e-Government, aiming for good governance.

Abstract

Indonesian Embassy Kuala Lumpur has a Trade Division to carry out trade duties in Malaysia. The Trade sector is a representation of the Ministry of Trade of the Republic of Indonesia (Kemendag). In 2020 there was a decrease in total bilateral trade between Indonesia and Malaysia compared to 2019. However, in 2021-2022 total trade increased significantly. This is the basis for writing to find out the strategies used to increase total trade between Indonesia and Malaysia in 2021-2022. This paper uses qualitative methods with primary and secondary data through literature with the theory of functional bilateral cooperation and the concept of diplomacy. The findings of the strategies used in 2021-2022 by the trade sector include: (1) Buying Mission; (2) Business Matching; and (3) Export Promotion under the leadership of Trade Attache, Deden Muhammad F.S. The strategies are based on one of the implementing elements of the Ministry of Trade, namely DJPEN. So, this strategy can increase total bilateral trade between Indonesia and Malaysia in 2021-2022 to reach US$21.4 billion and US$27.5 billion. This also has an impact on increasing Indonesia's trade surplus in a more positive direction with the export value in 2021-2022 gradually reaching US$11.97 billion and US$15.42 billion. Thus, bilateral trade between the two fulfills one of the parameters of economic prosperity for Indonesia.

Abstract

The manner in which enterprises in Indonesia administer their profits has been profoundly influenced by modifications in tax legislation, particularly since the enactment of the Harmonisation of Taxation Law (UU HPP). Moreover, the Covid-19 pandemic is presently advancing in its trajectory. New incentives are created for managers to manipulate income in order to reduce their tax obligations by the redesigned tax code. Earnings management as it relates to tax planning strategies, deferred tax liabilities, fluctuations in tax rates, and the repercussions of the Covid-19 pandemic is the subject of this study. Furthermore, the research examines whether corporate governance could mitigate the effects of deferred tax liabilities and tax planning on earnings management strategies. The data utilized in this study consists of 81 companies that were registered on the Indonesia Stock Exchange from 2016 to 2022. The analytical method employed in this research is Moderated Linear Regression Analysis (MRA). The findings indicate that there is a positive and statistically significant relationship between corporate governance and earnings management, as well as tax rates. However, the influence of corporate governance in mitigating the consequences of earnings management strategies involving tax planning and deferred tax obligations is minimal. It is noteworthy to mention that earnings management is not impacted by tax planning, deferred tax obligations, or the precise time frame of the COVID-19 pandemic.
