Abstract

Penelitian ini dilatarbelakangi oleh kurangnya kepuasan masyarakat terhadap kualitas pelayanan di Kantor Kecamatan Rawalumbu. Pelaksanaan program Pelayanan Administrasi Terpadu Kecamatan (PATEN) merupakan sebuah terobosan baru dalam pelayanan kecamatan yang fungsinya untuk menjadikan kecamatan sebagai pusat pelayanan publik yang efektif dan efisien. Penelitian ini menggunakan pendekatan kualitatif . Teknik perolehan data kualitatif menggunakan observasi dan wawancara mendalam dengan teknik Purposive sampling kepada Camat, Sekretaris Camat, Kasi Pemerintahan, Kasubbag TU dan Kepegawaian, Kasi Trantib, Operator Komputer dan petugas loket. Teknik analisis data menggunakan conversation analysis.. Temuan dari penelitian ini adalah Kecamatan Rawalumbu sudah menjalankan 4 indikator Implementasi yaitu komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi dengan baik sehingga tercipta kualitas pelayanan yang memperoleh prosentase 75,67% yang termasuk kategori baik. Uji validitas untuk studi kualitatif menggunakan validasi responden, triangulasi perspektif dan pengujian ulang tema penelitian. Uji Reliabilitas untuk studi kualitatif dengan cara tidak merubah apapun dari desain maupun topik penelitian yang sudah ada sebelumnya. Hambatan dalam implementasi PATEN Kecamatan Rawalumbu yaitu kurangnya pemahaman masyarakat mengenai penyelenggaraan PATEN, pengoperasian data PATEN belum optimal dan kurangnya blangko E-KTP. Adapun upaya yang dilakukan adalah sosialisasi secara rutin, berkoordinasi dengan Disdukcapil, Diskominfo, dan Disdukcapil.

Abstract

Child Friendly City is a program that aims to create an environment that can fulfill children's rights. One of the children's rights that must be given is the use of leisure time by providing public spaces that can be accessed by all children. The city of Bekasi is one of the cities that strives to create a Child-Friendly City, the commitment contained in the Regional Regulation of Bekasi City No. 13 of 2017. One of the efforts of the Bekasi City Government in fulfilling children's rights related to the utilization of leisure time by forming the Smart House Program. This study aims to analyze the Child Friendly City Policy in the City of Bekasi in the implementation of the Smart House Program as a public space for leisure time utilization. In this study a monitoring and evaluation process was carried out on the implementation of the Smart House Program in two sub-districts namely South Bekasi District and East Bekasi District. The paradigm used is constructivism with qualitative research methods. Data collection techniques by conducting direct observation, in-depth interviews and literature studies. The informant recruitment technique used was purposive sampling and snowball sampling. The results of this study state that the implementation of the Smart House Program as the provision of public space in the utilization of leisure time in both sub-districts is still not optimal, so that the impact felt by children is less significant. This is because some centers do not work in these two Smart Houses, children can only take advantage of facilities located on the outside of the Smart House such as: play facilities, pavilion and field.

Abstract

Increasingly developing technology, The Indonesian Commuter Train Company is required to maintain and improve services. This is a step that must be taken as the only provider of rail services in Jakarta, Bogor, Depok, Tangerang, and Bekasi areas. With the increasing number of choices of types of urban transportation services provided to the community, efforts to continue to make service improvements are imperative. This study analyzes the quality of service provided by The Indonesian Commuter Train Company at Cikarang Station from the passengers perspective. This research applies quantitative methods with survey data collection techniques through questionnaires. The population chosen was the commuter train service users at Cikarang Station with a sample of 100 respondents. The sampling technique used Simple Random Sampling. This study applies five SERVQUAL indicators. Data analysis was performed descriptively, Importance Performance Analysis, and Customer Satisfaction Index. The results of the study show that the service at Cikarang Station is already "Very Good" and the results of the Customer Satisfaction Index analysis obtained are 91%, which means the customer is "Very Satisfied".

Abstract

Imam al-Ghazali (1058-1111) was a classical Muslim scholar and the author of the Ihya' Ulumiddin books which contains both naqli and aqli branches of science, and an explanation of the maintenance of government power including the sultan's properties, his entry and granting of halal and haram; as well as amar-ma'ruf and nahi munkar against him. So it can be assumed, the Ihya’ Ulumiddin also contains concepts and categories that are relevant to the public administration contemporary. Therefore, a study was conducted with a problem formulation, how did Imam al-Ghazali’s thoughts on public administration science? The research objective was to identify the concepts of Imam al-Gazali’s thoughts on public administration science in Ihya' Ulumiddin. Research methods using library research with a qualitative descriptive approach. The source of data is Ihya' Ulumiddin, as for the focus of research is the public administration. Data collection using a deductive-inductive technique. Next, the data are discussed using a synthesis analysis technique for making conclusions. The research was conducted in 2020. The results are shown, that the concept of Imam al-Ghazali's thought on public administration science in the discussion of government administration, covering halal and haram income and expenditure, organizational of government officials, personnel and salary, leadership and managing, as well as the concept of good governance is determined by dynamics among sultan, judges, ulemas and the people through the enforcement of amar ma'ruf and nahi munkar. The concept was relevant to contemporary public administration, then it needs to be applied to realize good governance.

Abstract

LKPP is the only non department governmental institution that has the duty to develop and formulate procurement for goods and service government policy. Since there is a consideration to perform the task and function to be effective soon, LKPP establishes Deputy of Law and Protest Settlement. it is as a response for many problems, especially in region, namely: technical guidance problem, advocacy, protest settlement/protest appeal, law problem handling, and expert witness, so that raising question: what is the most suitable strategy to improve BHPS service in region? To answer this question, SWOT analysis is presented as a way to identify SWOT factors (Strengths, Weaknesses, Opportunities, Threats), and strategy depicting the best compatibility among the factors. The result of this analysis shows that the average respondent's answer inside GE matrix is on high quadrant, viewed from strength (4,184202) and mid quadrant from the part of Opportunities and Threats (3,741818). Therefore, the most suitable strategies used in improving BHPS service in region are: 1. selective growth, 2. aggressive investment, 3. maintaining position in other places

Abstract

The quality of bureaucracy service has been complained by most society, starting from the matter of fare, procedure, officer's response, discriminative service, until abusive attitude. Whereas society expectation emerges along the bureaucracy reformation since 1998 with drastic change in the field of the regulation of local government implementation which is more decentralized. One of the forms is to stipulate the legislation number 25 year 2009 about Public Service. Explicitly, there is an admission of public rights in gaining public service, including inside is the increase of public service quality. There has been paradigm shift in public service, from the old public administration model to the new public management, and finally to new public service (Denhardt and Denhardt, 2000). The latest model is new public management, it views the service implementation can be diversification the service based on customer characteristic. Customer who has higher economic skill can choose better service with different fare. Thus, society does not have the same right in obtaining public service. One of the strategies to increase the quality of public service is to seek best-practice, then it becomes the guideline, and is stated as an obligation for all employee so that they obtain motivation to do the same thing with the host best practice.

Abstract

The management of Goods and Services Procurement has a very important role in state implementation, especially in emerging clean state and free from corruption, collusion, and nepotism. The existed management is very fragmented and is not proper enough in handling the emerged problems in the process of Good and Service procurement, so that consolidation is necessary for various regulation in the form of legislation which manage the procurement, as one of the efforts to increase healthy transparency and competition. Besides, the regulation for the procurement, in the case of fulfilling the void law in several things related to the procurement, there is law clarity and certainty toward the procurement process, so that it does not make the executor in the site worry about implementation that is not suitable with the procedure, which can lead to prosecution of criminal law in the future, Therefore, the centered policy, informative notification, transparency in the procedure and mechanism process of the procurement, and incentive monitoring in every level through an institution that is permanently organizes and manages the procurement implementation process are needed. This institution functions continuously to conduct assessment, renewal, development, and arrangement various policy in the term of good and service procurement, and monitoring, including human resource development aspect, system development of the procurement, and society participation

Political Parties still internal problems self as, to development images, but on another aspect as fact do not transparency and not accountable. Fact so many candidats, members of political party to doing corruption problems and law cases others from in center level to regional level. This is one of many inconsistency, as euphoria demokracy in Indonesia, but we optimistic that the people and society continous to improve democracy transition process with the powers in the civil society organizations, thats public accountability can to become realy as practice in the future

Abstract

Reformation of Republic Indonesia Authority as unitary state that has been held since 1998 places the government not in a good position in the eye of its people. The gap between the great expectation on the reformation and the reality of having a happier life that have not felt by the people, creates frustration, that one of the forms is expressed by social violence act. According to KontraS, along 2011, social violence happened in Indonesia, based on intensity and escalation: there are more or less 10 cases happened between April and July 2011 and September - December 2011. These violence generally relates to the conflict of natural resource management, local politic succession, until social friction of society daily life. The pattern of the violence involves society community, police, and business corporation community in the location of the event. Besides Lampung, Bima, and Papua, the violence spot also happens in Bali and Ambon. In order not to threaten national integrity, the State or Government needs to formulate substantial alternative solution soon rather than ceremonial formalistic. Based on eleven offered solutions, both explicitly and implicitly, places the government as the party that decides the success of social violence handling. Our constitution has guaranteed human rights by confessing every Indonesian society rights to get protection from government as stated on Pasal 28G ayat (1) dan (2) Undang-undang Dasar Negara Republik Indonesia Tahun 1945

Abstract

The purpose of this study is to determine the effect of employee motivation on the level of sales in PT.Sinar Griya Utama. The foregoing can not be achieved if there is no good cooperation between employees and the company. A good motivation between supervisors and subordinates to achieve the targets of the company. Motivation as a human impulse. However, is very important for the target of the marketing to be equal with the duties and the functions of employees. Impulses that exist on employees, neither arise from inside himself or outside himself, greatly affect motivation.Good level of sales would be achieved when the employees intentionally join motivational seminars, which may raise employees’ spirit, so that the level of sales could be achieved. This study aims to identify and obtain a description, as well as examine the role of the employee motivation on the level of sales at PT. Sinar Griya Utama.
