Abstract

The Pancasila Ideology Development Agency or BPIP was formed due to the urgency of creating a state apparatus that functions to maintain the application of Pancasila values in the life of the nation and state. BPIP also acts to formulate an outline of the Pancasila ideology, coordinate, synchronize, advocate, monitor, evaluate, recommend, develop and control strategic policies and regulations for development. Of the many tasks and functions of BPIP, this article discusses one of the functions, namely regulatory oversight. This regulatory oversight function aims to monitor, evaluate, and harmonize regional and central regulations. They are in line with Pancasila's values inclusive, democratic, and socially just. Regulatory oversight is carried out by the Deputy for Legal Affairs, Advocacy, and Regulatory Oversight. The strategic aspect of the Deputy for Law, Advocacy and Regulatory Oversight, in this case, is the implementation of an effective and efficient program in implementing Pancasila Ideology Development through the internalization and institutionalization of Pancasila in the field of law, advocacy, and regulatory oversight. Based on the research, the contribution of this deputy is the availability of the Pancasila values indicator design, the implementation of quality analysis and synchronization, the performance of advocacy for the development of the Pancasila ideology, and the implementation of the effective internalization and institutionalization of Pancasila. Through this deputy, BPIP is then expected to make a positive contribution to increasing the harmonization of regulations on Pancasila to realize social inclusion, institutionalizing Pancasila, and mainstreaming the ideals of Pancasila.

Abstract

This paper  seeks  to  analyze  Indonesia’s  multilateral  diplomacy  under  President  Joko  Widodo (Jokowi)during his first term of presidency(2014-2019). Specifically, this research will be focusing on threemultilateral forums; G20, APEC, and East Asia Summit. Thispaper departs from the puzzle of why Jokowi’s foreign policy seems to be paradoxical; on one hand, the bilateral approach looks very prominent but on the other, Jokowi does not seem to be very keen in engaging in multilateral forums. Using  bilateral-multilateral  nexus,  this  paper  argues  that  Indonesia’s  participation  in  multilateral forums  is  only  intended  as  a  means  of  pursuing  short-term  interests  rather  than  to  contributing  to global  norms.  Jokowi  uses  multilateralism  just  as  a  venue  to  arrange  further bilateral  cooperation with potential partners.

Abstract

Law Number 18 of 2017 on the Protection of Indonesian Migrant Workers is a policy product that is a comprehensive correction to Law Number 39 of 2004 on the Placement and Protection of Indonesian Migrant Workers. Law Number 18/2017 mandates stages of protection by the state, from when the Indonesian migrant workers (IMW) candidate has not yet been dispatched; when IMW works in the destination country; and after IMW completes its work contract. The law also regulates the division of tasks among government officials, from the village level; regional government; to the central government, including the network of Representatives of the Republic of Indonesia abroad. The stages of protection services and the involvement of various government agencies and other parties are necessary because the problems surrounding them are also complex. The question that arises is how the policies and actions of these various agencies may interact harmoniously so that IMW protection services can take place on a sustainable basis? This study found that the integration of data and information systems can improve the performance of IMW protection services. The integration of the system also supports the formation of a sustainable IMW protection service ecosystem.

Abstract

Several previous studies on political participation prove that trust is an essential variable in increasing individual political participation. Besides that, Kinship politics make community participation decline. This study aims to see the implications of political trust in increasing public participation in the implementation of the 2020 regional elections simultaneously in Makassar City and how the political kinship implications are with the other two variables. In this research, a literature study approach is used by taking data on political trust and political participation and supporting theories that can reveal the implications of these two variables. The entire data found was then analyzed, which was connected to the situation in Makassar City in 2020. This research focuses on the regional elections held in Makassar City in 2020 due to the 2018 regional elections, won by empty boxes. This study found that the level of trust and political participation in Makassar city is very similar, proving the implications of these two variables. Then, several things can influence trust to increase political participation, namely kinship politics, security, and political knowledge through political education. This study also provides several recommendations for activities that can be carried out to increase political participation through a political trust approach.

Abstract

This articles aims at analysing the clientelistic democracy between India and Indonesia. Two countries are considerably the leading democtatic countries in the world. However, recently it seems both countries face declining democracy. One main thing that drives democracy to decline is clientelism. This practice has various intepretations in many practiical ways. This article uses qualitative method, particularly critical literature review. Some relevant literatures that derive from journal and books will be the main source. The findings of this study are while the clintelism practice in India is incorporate in party system, Indonesian version of clientelism does not follow in institutionalisation. Instead, the perpretrators behind the clientelist practice are the informal actors, who famously known as tim sukses “success team”. In a nutshell, democracy seems run well in procdural way, but it has delined gradually due to clientlistic practices.

Abstract

The US-China trade war in 2018-2020 has attracted the attention of many observers and researchers to investigate the driving forces that cause the clash between the two great power countries. Most of them place this phenomenon in the prism of realism by using Thucydides’ trap as a framework. Several studies analyze it within the framework of economics and political economy perspectives. This article tries to fill the gap in the explanation of the US-China trade war by using the economic diplomacy framework. Based on a qualitative method, the author argues that the United States under the leadership of Donald Trump uses tariff bargaining as a diplomatic tool to protect and maintain the supremacy of the United States' innovation and technology against China.

Abstract

This paper discusses relations of democracy enforcement and religious freedom in the pandemic era of Covid-19 in Indonesia, especially Muslim. In the "new normal" climate, some believe that perhaps one of the best ways to stop the spread is to impose lockdowns. The centralized style of government typically adopts this policy. However, Indonesia does not implement this policy with various considerations. However, on the other hand, when democratic countries such as Indonesia want to impose restrictions on religious activities, this regulation seems a religious freedom limitation. In several cases at the beginning of Covid-19 that hit Indonesia in March, it was often connected to clusters of religious events involving many people. While the policy of restricting worship often drew protests from religious adherents. Against the backdrops of religious politics as the impact of the 2019 democratic party in the Presidential Election, this paper looks at how this phenomenon has become tremendously politicized and has a common thread between those who refused, ignored, and accepted, and even got involved to support government policy. Herein lies the government's importance in managing its citizens' awareness to fight Covid-19 without intending to restrict religious freedom and stopping the politicization of religion.

Abstract

This study discusses the accuracy of the final voter list (DPT) with a focus on the process of classifying voter data. At the stage of determining the DPT by the Riau KPUD, it was found that 51,469 voters Did Not Meet the Requirements (Tidak Memenuhi Syarat/TMS) registered as permanent voters. On the other hand, there are still many potential voters who are 17 years old or married and are not registered as voters. This phenomenon is a problem that has always been an evaluation material for every general election organizer. This research was conducted using a qualitative method with a case study approach. Data were obtained by means of in-depth interviews with informants and collecting literature related to research issues. As a reference for analysis, this study uses the theory of democracy and the political rights of voters. The data were processed using an etic-emic approach so that a comprehensive analysis was found. The main argument of this research is that the classification and updating of data is an important step in determining the DPT to ensure that every citizen has good political rights.
