Abstract

The implementation of the Village Fund policy made a very significant change, the villages which had previously received a very limited budget were managed centrally by government agencies on top of which villages now get a substantial budget and are given the authority to manage independently. Village Funds for physical development realized in 2015, 2016 and 2017 that are felt transparently, do not meet the quality of infrastructure in supporting facilities and infrastructure. This study aims to evaluate the successful implementation of village road infrastructure related to village funding. The location of this research is Gondang Village, Kertanegara Village and Karanggambas Village, Purbalingga Regency. The data analysis technique used is data analysis with quantitative and qualitative methods with steps of data collection, data reduction, data presentation and conclusion drawing. The results of this study show that (1) Village planning in the research location is not fully in accordance with Permendagri Number 114 of 2014, (2) the highest level of road damage in Karanggambas Village (16.94%), the biggest 2016 and 2017 road damage in the village Gondang (10.73% and 17.77%) (3) commitment and quality of human resources affect the successful implementation of infrastructure planning and development, (4) Implementation of Village Funds in terms of benefits has been felt by the community in meeting basic infrastructure needs, but not fully implemented. said to be successful, (5) the level of maintenance of damage to village road infrastructure is still low.

Abstract

Regional development in Indonesia has rapid progress along with the central government's policies in equitable development. Global phenomenon to encourage equitable regional development, each country takes the initiative to develop industrial cluster policies. This study aims to analyze implications of determination a growth centre of industrial region to land use changes. Output of this study expected identify how many area implicated to land use changes and land conversion that occur. This study is located in Majalengka Regency as one of  growth centre of industrial region . The method used in this study is the LULC Method (Land Use Land Changes) and Overlay (Georeferencing) Method. The result shows determination  growth centre of industrial region have implications in land use changes. The implication in the form of considerable land conversion. This implication occurs in locations that are designated as industrial growth centers and around these locations. In addition, the implications of  determination  growth centre of industrial region  are in the form of expansion of land to surrounding industrial areas.

Abstract

Jabodetabek and Greater Bandung Metropolitan areas experiencing the phenomenon of urban expansion which has caused both metropolitan areas to be more connected and become a mega-urban area by a corridor through a conurbation process. Karawang regency is part of the region in the Jakarta-Bandung corridor. The increasing number of population in the region will encourage the addition of number and types of public facilities. The objectives of this study were to analyze the regional development and spatial distribution pattern of the Village Development Index/ Indeks Perkembangan Desa (IPD) in Karawang regency. Regional development was analyzed using scalogram analysis, while spatial distribution pattern of the IPD was analyzed using Global and Local Moran Index. Regional development analysis shows the distribution of the IPD in 2014 has increased from 2003. Analysis of spatial distribution pattern of IPD values from 2003 and 2014 shows the clustered distribution patterns in some sub-districts.

Abstract

Transportasi berkelanjutan menjadi kebutuhan baru Kota Yogyakarta untuk mengatasi permasalahan transportasi seperti kemacetan lalu lintas dan meningkatnya polusi udara. Memiliki sejarah sebagai kota sepeda, Kota Yogyakarta memiliki semangat untuk mengembalikan citra tersebut di tengah meningkatnya jumlah kendaraan bermotor di Kota Yogyakarta. Tahun 2008, pemerintah Kota Yogyakarta mengampanyekan sebuah semangat untuk mengajak penduduk menggunakan sepeda dalam bekerja dan sekolah. Namun demikian, semangat mengembalikan citra sebagai kota sepeda akan menjadi lebih baik jika pemerintah telah siap dalam hal kelembagaan dan infrastruktur untuk sepeda. Lalu, bagaimana kesiapan Kota Yogyakarta dalam memfasilitasi ajakan bersepeda tersebut? Penelitian ini bertujuan untuk mengidentifikasi kemampuan Kota Yogyakarta dalam hal keramahan untuk bersepeda atau disebut sebagai bikeability. Bikeability Kota Yogyakarta dapat dilihat melalui aspek spasial dan kelembagaan yang ada. Aspek spasial dalam bikeability diketahui dengan menggunakan metode Spatial Multi Criteria Analysis (SMCA) dan aspek kelembagaan diketahui dengan Ecomobility Readiness Assessment. Ketiga analisis tersebut memberikan hasil bahwa Kota Yogyakarta memiliki karakteristik fisik yang mendukung transportasi sepeda. Selain itu, perjalanan penduduk yang banyak dilakukan di dalam Kota Yogyakarta memberikan optimisme Kota Yogyakarta kembali menjadi kota sepeda. Hal ini diperjelas dengan komitmen pemerintah dalam memprioritaskan pesepeda dan pejalan kaki dalam kebijakan transportasi di Kota Yogyakarta. Sustainable transportation is a new necessity for Yogyakarta to overcome transportation problems such as traffic congestion and increased air pollution. Having a history as cycling city, Yogyakarta has a spirit to restore the image although it experiences the increasing number of motorized vehicles. In 2008, the government campaigned for inviting residents to use bicycle to go to work and schools. However, the spirit of returning the image of cycling city will be better if the government is capable in terms of institution and infrastructure for cycling. According to that, how is the bikeability condition and the readiness of Yogyakarta in accommodating cycling movement? This research aims to identify the ability of Yogyakarta in terms of friendliness for cycling or called bikeability. Bikeability of Yogyakarta can be identified by looking at the existing spatial and institutional aspects. The spatial aspect of bikeability is identified using the Spatial Multi-Criteria Analysis (SMCA) method while the institutional aspects is known by using Ecomobility Readiness Assessment Scorecard. Both analysis result that Yogyakarta has a good condition of physical characteristic that can promote cycling. It is strengthened by the government’s commitment in prioritizing cyclists and pedestrians in transportation policies of Yogyakarta.

Abstract

Tanjung Tourism Village is one of the tourist villages in the suburbs of Yogyakarta. The village is traversed by the Palagan Tentara Pelajar street which is the main road connecting Tanjung Tourism Village with the City of Yogyakarta. Palagan Tentara Pelajar street is now increasingly showing urban traits with lots of land being built that are used for trade, industry, services, and settlements. The existence of this case Tanjung Tourism Village is vulnerable to the development of the surrounding region. The research aims to analyze the development factors of the urban area which influenced the development of Tanjung Tourism Village. The approach used is a quantitative approach with 35 land polygons that are converted into built-up land from the results of image interpretation. The results showed that the development factors of urban areas affected the development of Tanjung Tourism Village namely: internal factors in the form of (1) community economic factors and (2) kinship social factors and external factors in the form (1) low land prices in Tanjung Tourism Village, ( 2) strategic location and easy accessibility, (3) proximity to the workplace, and (4) proximity to the center of activity.

Abstract

Penelitian ini bertujuan menemukan faktor utama/dominan yang mempengaruhi keputusan pejalan kaki dalam memilih lokasi penyeberangan di kawasan Malioboro ditinjau dari perilaku pejalan kaki. Metode penelitian menggunakan pendekatan kuantitatif dan metode analisis yang digunakan adalah analisis faktor dengan metode Principal Component Analysis (PCA). Hasil penelitian menunjukkan bahwa terdapat 3 (tiga) faktor dari hasil reduksi 13 (tiga belas) variabel terpilih. Ketiga faktor ini mampu menjelaskan sebesar 58,295% dari seluruh total varian. Faktor I sebagai faktor dominan mampu menjelaskan sebesar 23,119% dari variabel keseluruhan adalah Faktor Kepuasan terhadap Keselamatan dan Kemudahan. Hal ini sesuai dengan pendapat Porteous bahwa jika obyek menghasilkan tingkat kepuasan yang tinggi dari perilaku terhadap obyek stimulus, obyek tersebut akan lebih disukai dan sikap terhadap obyek tersebut menjadi positif dan kuat. Dari faktor dominan yang ditemukan menunjukkan bahwa perlunya meningkatkan kepuasan pejalan kaki terkait keselamatan dan kemudahan ketika menyeberang jalan. Penguatan regulasi tentang penyeberangan jalan mampu membantu penyeberang jalan mendapatkan kemudahan dan keselamatan ketika berinteraksi dengan pengendara kendaraan saat menyeberang jalan. Selain itu diperlukan juga penambahan marka zebra cross antara Pasar Beringharjo hingga Nol Kilometer, menambah jumlah lampu sinyal penyeberangan dan melakukan pemeliharaan berkala, menyediakan aktivitas pendukung di sekitar ruang tunggu penyeberangan dan menaikkan elevasi jalur penyeberangan mendekati elevasi trotoar.
