Abstract

In 2010 the Indonesian government established the KBR program (Kebun Bibit Rakyat – Community Nursery) through participatory rehabilitation and cultivation of critical, barren or unproductive lands. The program aimed to maintain the environmental carrying capacity, thus reducing forest and farmland degradation. The study examines community participation in the KBR program and its potential for sustainability in Plukaran Village, Gembong district, Pati Regency. The study combined quantitative and qualitative approach; sampling was conducted randomly and supported by interviews with selected informan. The study applies descriptive analysis using theories of participatory by Pomeroy and Williams (1994). The study has identified the level of community participation in the planning, commencement and evaluation of the program. At the planning stage, community participation varies from informing to consultation. At the commencement stage, community participation varies from informing, cooperation to community control. At the evaluation stage, it was found to be at the informing level. The study also found that the program has been commenced effectively, however, equity still needs to be attained in order to ensure the program’s sustainability.

Abstract

The average perception of the people on a city (the city image) has an important role in building pride and comfort in the community’s life, and acts as a selling point to attract visitors and investment. A city’s image can be good, bad, or a mix of both, depending on the visual of the eyes on the street. In her book The Death and Life of Great American Cities, Jane Jacobs (1969) said “if a city’s streets look interesting, the city looks interesting, if they look dull, the city looks dull. This justifies the importance of the quality of the outdoor environment (in this case the streets) as a part of the image of a city. Singapore is one the cities in world’s perceived to have the best city image. Singapore is well known to be tidy and discipline through its enforcement of heavy fines enforced to offenders giving it its renowned nickname as ‘the fine city’. The fines act as both punishment to offenders and controller of the city’s order through the application of watch cameras throughout the city. Education of rules was well in place thus the people can still life comfortably without feeling being pressured. It is a different matter with Indonesia, many of our cities still have untidy city image as a result of weak enforcement of city rules as if they are non-obligatory. To recover the good image, cities need to embrace the city rules as a new fundamental for thinking about the beauty of a city.

Abstract

Bogor Regency is part of the National Strategic Area Jabodetabekpunjur, serves as the buffer area. There are two Nature Conservation Area and seven Watershed, the greatest area is Cisadane Watershed, rich biodiversity, daily needs, but susceptible of land use change, especially high population area. The purpose study is to find out land use change and its influence factors on sub-district located in Cisadane Watershed, Bogor Regency. This study used mixed methodes research with series/multiply research, the first is spatial approach and quantitative analysis and the second is qualitative approach. It had been occured before the provision of wetland agricultural area. Economic-social factors trigger developers the function of agricultural into housing with value added, no exception resident with the right ownership. Another factor is institutional factors, lack of commitment service from government to presence infrastructure and sustainability irrigation flow. The application of space utilization control has been conducted by sub-district and district officials through supervision and control accordance with the provisions of RTRW/IMB regulation, but this has offset by socialization to the public so a lot of society and officials government have yet know and understand the rules, so tendency land use change is quite high.

Abstract

In the midst of fierce competition in the modern market, market Pemalang still faced with the problem of inadequate infrastructure, market atmosphere is chaotic, spatial layout, diversity and quality of the goods, sales promotion, operating hours limited market, management and optimal use of selling space is not maximized. Under these conditions, this study looked at the existence of serious problems regarding the quality of services provided by market Pemalang to consumers. This study aims to determine how the service quality Pemalang market from the aspect of physical, non-physical and user satisfaction Pemalang Market. The method used in this research is descriptive research method qualitative and quantitative. The results showed that of the physical aspects of location, Pemalang Market has provided a very good service for a very strategic location and meets the safety and health aspects. In the layout of buildings and facilities, Pemalang Market is not giving good service, especially related to circulation and zoning traders as well as capacity building. By supporting infrastructure, Pemalang Market already provide pretty good service but keep their proper maintenance in order to function properly. Meanwhile, intangible services Pemalang Market is still very far from the good wishes was related to management, competency managers and traders, as well as policies related to the management of the market. While sellers and buyers are satisfied with the performance of services Pemalang Market, but felt not quite up overall.

Abstract

Blora is one of the regencies with the lowest local revenue in the Central Java Province, this is very contrary to the potential of the region. One of the regional potentials which can be more developed is the natural tourism asset sector. Blora, with its extensive teak forest, even with one of the oldest teak trees and with an old train route for wood transportation, can be one of the attractions for tourists. The tourism asset sector is expected to increase revenue in Blora Regency. This study aims to generate potential asset development strategies for Gubug Payung ecotourism area as a source of regional revenue for Blora Regency. The research method used was quantitative rationalistic, with SWOT analysis technique approach. The data collection technique made use of interviews of relevant agencies in Blora Regency and the local community and literature reviews. Based on the baseline analysis, the potential asset development strategies of the Gubug Payung ecotourism area was carried out by supporting aggressive growth policies. Blora Regency requires an urban catalyst, so that it can reduce disparities between districts. Besides, the development of ecotourism assets can support the conservation of the dominant areas of protected teak forests.

Abstract

Kejadian kebakaran periode 2012-2016 di kabupaten Pati hampir meliputi semua kecamatan yang ada, terjadi di wilayah perkotaan maupun perdesaan. Kerugian material mencapai milyaran rupiah dan korban jiwa. Padahal perlindungan terhadap bahaya kebakaran kabupaten dan kota di Indonesia, merupakan pelayanan dasar dalam penyelenggaraan pemerintahan. Satu pos pemadam kebakaran tidak mampu menjangkau seluruh wilayah, akibatnya kegagalan pemadaman karena terlambat datang. Tujuan dari penelitian ini adalah untuk menganalisis kebutuhan pos pemadam kebakaran berdasarkan tingkat kerawanan kawasan dan perlindungan kawasan strategis di kabupaten Pati. Pemilihan metode kuantitatif dengan pendekatan spasial. Penentuan kerawanan kebakaran kawasan menggunakan analisis spasial multi kriteria dan analisis pairwise comparism (AHP). Selanjutnya menggunakan kriteria eliminator melalui teknik overlay untuk alternatif lokasi. Evaluasi jangkauan pelayanan setiap lokasi dengan Service area pada Network Analyst di Arcgis 10.4 untuk mengetahui jumlah ideal pos pemadam. Hasil penelitian menunjukan tingkat kerawanan kawasan tinggi seluas 5.141 ha (3,42%), sangat tinggi seluas 68,68 ha (0,05%) dari wilayah studi dan tersebar di perkotaan dan perdesaan. Pada tahap elemininasi dan evaluasi lokasi berdasarkan jangkauan layanan pos pemadam menurut time rate 5 menit ada 9 lokasi baru, time rate 10 menit dibutuhkan 8 lokasi. Hasil akhirnya adalah 6 lokasi baru pos pemadam baru jika dikomparasi terhadap kebijakan kawasan dan memperhitungkan area layanan pos eksisting.

Abstract

Perkembangan pembangunan kawasan industri berperan besar mendorong pertumbuhan ekonomi nasional maupun regional, investasi, teknologi baru, membuka lapangan pekerjaan, kompetisi pasar dan daya saing perusahaan. Permasalahan pengelolaan kawasan industri antara lain belum siapnya infrastruktur (pelabuhan, jalan, listrik, fasilitas), Rencana Tata Ruang Wilayah (RTRW) daerah, regulasi, serta perbedaan persepsi antara perusahaan dengan aspek ekonomi. Demikian halnya dengan Kawasan Industri Suge (KIS) di Kabupaten Belitung meskipun telah di canangkan sejak lama (dari Tahun 2001) implementasinya hingga sekarang belum berkembangan seperti yang di harapkan. Tujuan penelitian ini adalah mengevaluasi pengembangan KIS berdasarkan persepsi pemerintah dan perusahaan. Penelitian ini penting dilakukan mengingat sejak ditetapkan KIS belum memberikan kontribusi yang signifikan bagi pertumbuhan daerah. Metode yang digunakan adalah analisis kuantitatif dengan pembobotan (scoring) dan skala Likert. Secara umum persepsi responden menunjukan bahwa tidak terdapat perbedaan yang signifikan dalam menilai KIS,  sedangkan hasil analisis menunjukan bahwa KIS kurang potensial (tidak menarik) bagi investor karena minim fasilitas dan jauhnya jangkauan pasar domestik/regional. Selain itu determinasi lokasi dipengaruhi oleh permintaan dan penawaran yang saat ini belum terpenuhi dalam Kawasan Industri Suge.

Abstract

Banyumanik sub-district grows and develops caused by increases in population. Jalan Sukun Raya is a road commonly used by residents in Srondol Wetan Village to Jalan Setiabudi and vice versa. Sukun Raya Road Corridor is one of the local roads in Banyumanik Subdistrict.  The land use in this corridor is a commercial and service area, and settlement. Land use in the road corridor is a commercial and service area. Based on these problems, it is necessary to do trip attraction modeling. In this case, the trip attraction is needed in considering the impact of existing development, such as in the sub-center of the commercial and services area, housing, and offices. The aims of this article to develop the trip attraction model.Trip attraction modeling uses multiple linear regression analysis with the stepwise method on the commercial and service area and small scale on Jalan Sukun Raya, Banyumanik Subdistrict which is a sub-service area of the city of Semarang. Correlation and multiple linear regression analysis done based on data obtained from survey results. Data collection on Jalan Sukun Raya at peak times was carried out with field observations and interviews with established resource persons.The results showed that the sales income variable became the most influential variable on the trip attraction shown in the equation Y = 0.352 + 4.998E-7 X4. The resulting model is useful for estimating trip attraction in small-scale commercial and service areas.

Abstract

The Aceh Provincial Government through the department of transportation in 2016 began operating Bus Rapid Transit (BRT) in Banda Aceh city. The presence of Trans Koetaradja is expected to be able to implement a mass transit system that is capable of maintaining order, traffic congestion and traffic jam in Banda Aceh City. However, the existence of BRT Trans Koetaradja poses a threat to the existence of drivers and businessmen of transporting labi-labi in Banda Aceh City. Starting from the problem, this research aims to create the form of integration of BRT Trans Koetaradja service with feeder of labi-labi transportation in Banda Aceh City. The research method used is descriptive analysis of kunatitatif which will describe the potential of travel demand and condition of existing road network. In addition, it uses a spatial descriptive analysis method to formulate the form of feeder transport routes of labi-labi and analyze the operational integration of routes, time and rates. The result of the research shows that there are 6 feeder routes that will serve the corridor I Keudah-Darussalam namely Prada area route, Zainal Abidin General Hospital route, Simpang Keramat route, Unsyiah campus route and UIN Ar-Raniry route, Aceh Governor Office and route of Simpang Mesra area. Operationally, the integration of Trans Koetaradja transport service time with feeder transport of labi-labi is at 07.00-18.00 wib. The required headway of each feeding route is 4-9 minutes. The travel time required for each feeder route is 10-15 minutes with the number of fleets used by 32 units to serve 6 (six) feeder routes. In terms of tariff integration, the cost to be spent per passenger to use labi-labi transportation on each feeder route is between Rp.1.000 - Rp. 1,500.

Abstract

Kekeringan merupakan efek samping dari variabilitas iklim, yang dapat terjadi di daerah dengan curah hujan tinggi maupun rendah. Kekeringan dapat menjadi suatu bencana apabila terjadi secara terus menerus. Standardized Precipitation Index (SPI) memudahkan pemantauan kejadian kekeringan dengan memanfaatkan standar deviasi dari curah hujan. Penelitian ini bertujuan untuk menganalisis potensi kekeringan di Daerah Aliran Sungai (DAS) Kapuas. Lokasi penelitian merupakan DAS terbesar di Provinsi Kalimantan Barat. Dalam tulisan ini akan digunakan SPI periode kumulatif 1 bulan, 3 bulan, 6 bulan, dan 12 bulan untuk menentukan tingkat kekeringannya. Dengan menggunakan perangkat lunak Arc GIS, nilai rata-rata SPI setiap periode kumulatif kemudian diinterpolasikan untuk mendapatkan sebaran spasial potensi kekeringan di seluruh wilayah DAS Kapuas. Seri data curah hujan harian tahun 1995-2017 dari 5 stasiun hujan yang kelola oleh Badan Meteorologi, Klimatologi, dan Geofisika (BMKG) Provinsi Kalimantan Barat digunakan dalam analisisnya. Kelima stasiun pengamatan hujan tersebut terletak di (1) Bandara Supadio Pontianak, (2) Pelabuhan Maritim Pontianak, (3) Bandara Susilo Sintang Kabupaten Sintang, (4) Bandara Nanga Pinoh Kabupaten Melawi, dan (5) Bandara Pangsuma Kabupaten Kapuas Hulu. Hasilpenelitian menunjukkan bahwa setiap lokasi pengamatan hujan mengalami kekeringan untuk setiap periode kumulatif dengan frekuensi 1 hingga 4 kali.Kekeringan tersebut memiliki durasi paling lama 2 bulan secara berturut-turut. Distribusi spasial SPI di DAS Kapuas memiliki nilai antara -0,1 hingga -0,07 yang termasuk dalam kategori normal. Secara keseluruhan, DAS Kapuas merupakan wilayah yang tidak berpotensi mengalami bencana kekeringan. Drought is a side effect of climate variability, which can occur in areas with high or low rainfall.  Drought will become a disaster if it happens continuously. Standardized Precipitation Index (SPI) facilitates the drought monitoring by utilizing standard deviation of its rainfall. This study aims to analyze the potential for drought in the Kapuas Watershed. Kapuas Watershed is the widest watershed located in West Kalimantan Province. In this paper, 1 month, 3 months, 6 months, and 12 months cumulative periods of SPI will be used to determine the level of drought.  Using Arc GIS software, the average SPI value for each cumulative period is then interpolated to obtain the spatial distribution of potential drought in the entire Kapuas Watershed area.The 1995-2017 daily rainfall data series from 5 rainfall stations managed by The West Kalimantan Province Meteorology, Climatology and Geophysics Agency (BMKG) were used in this analysis. The five rainfall stations are located at (1) Supadio Airport, Pontianak, (2) Pontianak Maritime Port, (3) Susilo Airport, Sintang Regency, (4) Nanga Pinoh Airport, Melawi Regency, and (5) Pangsuma Airport, Kapuas Hulu Regency.  The results showed that each rainfall station experienced drought for each cumulative period with a frequency of 1 to 4 times. Its duration was 2 months or less. The spatial distribution of SPI in Kapuas Watershed has a value between -0.1 to -0.07 which categorized as normal. Overall, Kapuas Watershed is an area that has no potential for drought.
