Abstract

Program Revolusi Pertanian Malaka (RPM) merupakan salah satu program pertanian di Wilayah Perbatasan Kabupaten Malaka untuk mendukung ketersediaan pangan yang bersumber dari produksi padi. Implementasi program ini melibatkan multi pemangku kepentingan, yang masing-masing memiliki tugas dan tanggung jawab yang berbeda dalam peran dan kapasitas mereka. Pelaksanaan peran yang berbeda tersebut dapat saling melengkapi untuk mencapai tujuan, sebaliknya jika tidak dilakukan dengan baik akan berdampak pada kinerja mereka dalam mencapai tujuan program, sementara kinerja dipengaruhi oleh kapasitas. Tujuan dari penelitian ini adalah mengkaji peran dan kapasitas Stakeholder Program RPM dalam mendukung ketersediaan pangan yang berlokasi di Kabupaten Malaka. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus tunggal (single case). Hasil penelitian menunjukan bahwa identifikasi peran dalam pelaksanaan program masih terjadi disfungsi peran yang menyebabkan tidak optimalnya kinerja pemangku kepentingan. Sementara hasil identifikasi kapasitas juga menunjukan bahwa secara umum kapasitas yang dimiliki pemangku kepentingan masih kurang sehingga turut mempengaruhi implementasi kebijakan Program RPM yang telah berjalan pada tahan pertama. Oleh karena itu penguatan dan pengembangan kapasitas penting untuk dilakukan terhadap para pemangku kepentingan yang terlibat dalam Program RPM.

Abstract

Semarang City is one of the cities that are currently paying more attention to the informal sector especially street vendors (PKL-Pedagang Kaki Lima). The government attentions has been formulated as policy in form of street vendor’s arrangement program, which one of it is in Simpang Lima. In this setting, there are indications of attempts to formalize the activities of street vendors. There phenomena can be pursed into a research question which is the indications to formalize the activities of street vendors? The objectives of this research are to identify existing conditions of PKL activity, identifying vendors and visitor profiles, identifying the characteristics acivities of street vendors and visitors perception of the existence of street vendors and formulating indications to formalize the activities of street vendors.The used method in this study is a quantitative approach supported by quantitative descriptive analysis tools, as well as the frequency distribution method and crosstab method. According to the profile of street vendors, it is indicates that street vendors bussiness can be one of the major alternative livelihoods. In the analysis of the PKL activities characteristics, it is founded that there is a shifting characteristics of street vendors. While for the visitor profile analysis, it is found that PKL visitors come from all kinds of jobs, income level and educational background. Final formulation suggests that indicated a formalization of street vendors who have shifted the paradigm of the characteristics of a classic street vendor activity.

Abstract

Semarang is the capital city of Central Java Province, as a metropolitan city, Semarang has the capablity to support the rapid development of the city , one of the evident is the highly of activity on physical infrastucture, one of them is the construction of residential areas along the high rate of population growth. Settlement area development activities emerge the negatively impact to reduce the existence of open space area. This study uses a quantitative method through positivistic approach. Research data presented by the form of figures and the analysis using the statistics. This study was first carried out in 2006 and 2011 to analyze the spatial through digitized the image map of Semarang, and the results of the digitization of spatial land area of open space and a residential area, which is used to formulate some stage subsequent analysis: 1) Identification and analysis of the influence of the development of residential areas against the open space in the city, 2) Analysis of the acceleration of the projected change of land per year in Semarang in 2006-2020, 3) Analysis of the application of open space 30% (sample in District Tembalang). The result of this analysis showed the relationship between the relevant mutual influence. The rate of population growth and development of residential areas with a relationship of mutual influence supply and demand. Then, as the development of residential areas causes the reduction of open space. In additon, the background of this problem is how to formulate the recommendations to control the land use plan , in order to create an ideal city land use in the future.

Abstract

This reserach is aimed to analyse the condition of water system balance and its role towards the area utilization in Gajah Wong sub catchment region. The method used in this research is by using the analysis of water balance by applying the comparison of the water supply potention and the amount of water required as well as the projection in future and the plan space area. The water supply potention is produced by the surface water and the ground water, while the amount of water required is based on the household activities of the society, agriculture, industry, and socio economic facilities. The result of the analysis will be applied to give a direction towards the terrain utilization. The result of the research in Gajah Wong sub catchment region shows that in 2011 the water supply potention is predicted to keep getting water surplus  at the rate 75.691.000 m³/year or seen from the water usage indeks at the rate of 81% at 2011. Therefore, the cistern is predicted to be available to suffice any need. From many researches that have been conducted, the formula proposal on the terrain utilization is more directed to the protection towards the recharge area as well as the preservation and the control towards the water resource.  Some of the directions are to stretch the licencing of the land utilization for  settlement especially in the recharge area by concidering the slope declivity and the water resource existance.

Abstract

The increase of population affects the amount of household waste generated by the community, increase the amount of garbage adds to the burden of government in the management of household waste. Movement Program Clean, Healthy and Independent (Motion Bersemi) is a program that is engaged in the waste which aims to reduce the amount of waste households with 3R principles, one of the pilot areas program Motion Bersemi are in Griya Prima Lestari Munthe (GPL Munthe) Sangatta East Kutai Regency. This research was conducted in order to identify the forms and levels of community participation in stages in four stages, to analyze internal and external factors affecting the level of community participation in all stages and analyze sustainability Bersemi Motion program. The method used in this research is quantitative method with the number of respondents 83 people. The study concluded the level of participation is influenced by internal and external factors which consisted of age, the status of the house, the number of in habitants of the knowledge society, the role of government, the role of community leaders, the private sector's role and the role of community groups (RKPL). Sustainability “Gerak Bersemi” program in terms of social, economic and environmental prospects to continue to be run and developed. “Gerak Bersemi” program can gradually overcome the problem of solid waste. To sustain “Gerak Bersemi” Program and increase public participation is still required the participation of government, private and community mobilization groups to motivate the public about the importance of waste management by means of 3R. To speed up the East Kutai free from garbage problems the government should immediately extend the implementation of the program throughout the territory Bersemi Motion City Sangatta.

Abstract

In 2006, the World Bank introduced a method of assessment of accessibility to an rural area known as the Rural Access Index (RAI). According to the definition of the World Bank, RAI is a method of measuring accessibility of rural people who live in the area of two kilometers (usually equivalent to walking 20-25 minutes) from the road to pass a vehicle in all-season as a proportion of the total rural population. The low RAI index indicates that area is in dire need of access roads. RAI calculation methods stressed for accessibility and population, so this approach is more appropriate when used to determine the priorities list of rural access road in Agropolitan Area. This study aimed to assess the method of determining the priority list of rural road infrastructure development through the Rural Access Index calculation. RAI calculations performed for all villages in Ciwidey Agropolitan Area. The village with the lowest RAI value will be included in the priority list of road construction programed. The selected road priority that will be constructed conducted economic analysis to prove the feasibility of the construction project. The results of this study indicate that the prioritization of rural roads in the area Ciwidey Agropolitan Area can be accomplished by using the RAI. The selection’s roads that resulted using RAI methods can also be taken into consideration in decision-making and programming rural road construction by local governments. This is evidenced from the Economic Feasibility analysis which showed positive results, meaning that the project on the priority road is feasible.

Abstract

The State Administration Body (Lembaga Administrasi Negara/LAN) enacted the new model of leadership education and training by year 2013 for replacing the old model which was assessed as ineffective. This model applied the contstructivistic paradigm that emphasizes on student centered and experience based learning approaches. Some problems were identified with respect to those matters are as follows: (1) What are the differences of the new and the old model?; (2) What is the strategic meaning of the new model leadership education and training?; (3) What are the obstacles of its implementation?. This study was a library research which used the secondary data and analysis was performed by comparing the new and the old model of leadership education and training. The result of study indicates three aspects of learning process as the following: (1) The new model applied “proyek perubahan” as an instrument for generating an ‘experience” which could formalize the student competence of leadership; (2) The new model of leadership and training creates the outcome oriented leader within the well reformed bureaucracy; (3) The main obstacle of its implementation are its complexity and incompatibility with the low level of competence of the trainer (widyaiswara) in performing this new model. Based on those conclusion, it could be recommended to the State Administration Body to perform a training of trainer for enhancing their capabilities and capacity.

Abstract

Kabupaten Kendal merupakan daerah yang sebagian besar wilayahnya digunakan sebagai lahan pertanian tanaman pangan khususnya komoditas padi. Tujuan dari penelitian ini adalah untuk merumuskan prioritas alternatif strategi pengembangan kawasan pertanian padi utama berdasarkan preferensi petani di Kabupaten Kendal. Pengolahan data dilakukan melalui analisis spasial Kernel Density, analisis spasial interpolasi metode invers distance weighted (IDW), analisis data kualitatif dan analisis pengambilan keputusan prioritas strategi menurut preferensi petani dengan metode analitycal hierarchy process (AHP). Hasil analisis spasial Kernel Density dan interpolasi metode IDW menunjukkan bahwa yang menjadi kawasan pertanian padi utama adalah 134 wilayah desa yang berada di bagian utara wilayah Kabupaten Kendal. Prioritas strategi pengembangan kawasan pertanian padi utama menurut preferensi petani adalah strategi penyediaan sarana dan prasana produksi pertanian sebagai prioritas strategi pengembangan kawasan tersebut. Selanjutnya secara berturut-turut adalah strategi penyediaan infrastruktur pertanian, strategi implementasi regulasi perlindungan lahan pertanian pangan, strategi penguatan kelembagaan petani, strategi peningkatan nilai tambah dan daya saing agribisnis dan terakhir adalah strategi pemberian insentif bagi petani. Pola pengembangan kawasan pertanian padi utama melalui pengembangan kegiatan pertanian on-farm sebagai prioritas pertama dan pengembangan kegiatan pertanian off-farm sebagai prioritas kedua.

Abstract

The Indonesian government has set Karangsambung Geological Heritage in Central java as a geopark, a concept that the UNESCO had developed in 2004 which aims to integrate the educational, conservational and the development of the local economy. The research aims to develop an ideal model of management for the study location, based on comparative best-practices studies: data from various world-wide geoparks are collected and compared at the criteria developed by the UNESCO. The study analyses management aspects through the comparison processes, and recommends aspects which represent similarities of the characteristics and its potential for application in Karangsambung geological heritage. The research recommends a concept by the name “Natural Stone Park” which integrates educational, conservational and the development of local economy surrounding the study area. This concept should be accompanied by management institution structural strengthening, enforcement of regulation to protect the site, and promotional efforts to the global community.

Abstract

Participatory Farming Model Development (Pengembangan Model Usahatani Partisipatif ‐ PMUP) conducted by the government in Desa Tlahab was intended to improve the farmer welfare by increasing income without sacrificing the heritage of tobacco farming culture while reducing the environmental damage caused by tobacco cultivation. This kind of agricultural activities need immense participation and willingness of the farmers as a supporting response for the implementation of this system on their land. Farmers stated that living conditions have kept them from supporting the implementation of PMUP. This condition includes farmer socio‐economic situation, environmental conditions in carrying out the activities, the low performance of farmer groups, lack of competitiveness of the PMUP compared to previous agricultural system, also lack of performance from the institutional boards.
