Abstract

Weberian bureaucracy theory is a bureaucratic theory that is very influential on allcountries both those who embrace democracy and authoritarianism. Weber sees thatbureaucratic performance can be approached from social behavior theory. To know andexplain human behavior, it must first know the intent and purpose of the behavior. Weberdistinguishes the motives behind human behavior, namely affective, traditional, value rationaland instrumentally rational. Instrumentally rational is the guideline in the behavior ofWeber's bureaucracy. Weber further stated, authority is not formed and implemented byitself. In order to create a legal authority there are five creeds that must be used as guidelines.The five creeds are as follows: Legitimate rules, law is an abstract, impersonal system of rules,which obeys the law only as members of the bureaucracy, obedience not to the person holdingauthority but to the impersonal rule of law. Based on the five conceptions, Weber formulatedeight propositions regarding the formulation of legal authority namely: official dutyregulation, task specialization, hierarchical, technical-legal, impersonal, written,administrative-bureaucratic staff. This theory is considered by many political experts andgovernments to have a number of weaknesses. These weaknesses are a hierarchicalbureaucratic structure, a military-like organizational system, excessive emphasis on the legalformal aspect, unit specialization, bureaucratic employees who are not neutral andbureaucratic employees who are less representative. Besides these weaknesses, Weber'sbureaucratic theory has made a positive contribution in the process of implementinggovernance today, namely the impersonal system, the contract system for employees, thecareer system and the focus on one position.

Abstract

Principles of accountability and transparency essentially intended to assess the performance of a government, accountability and transparency is the basis for measuring thesuccess of the performance of the government, but many people’s perception that thegovernment considers that today many are not accountable, and aims to obtain transparan. Penelitian a description of the application of the principles of accountability andtransparency in public services at the district office districts marisa marisa pohuwato. Thisstudy uses qualitative research methods with the number of informants as many as tenpeople. Data were collected through interviews and document study. The results showed thatpublic participation is still low with an indication of the willingness of society and arroganceare still high for participating, the competence of the district office personnel are lacking inthe task that is given in result of a lack of training on basic tasks and functions of eachapparatus. It is suggested to all parties involved, especially the community to begin to changethe paradigm that does not understand the fundamental importance of the activities held bylocal authorities, and then to the associated apparatus are suggested to the leadership inorder to program the training activities regarding the duties and functions of each field.

Abstract

Globalization is an ideology that contributes directly to governance, especially in developing and under developing countries. The governance system suggested by the globalelite, namely good governance that transcends the territorial boundaries of the state, isallegedly causing uncertainty at local, national and regional governance levels. According toAli Farazmand the dimension in sound governance seeks to organize the structure, norms,clear values of management and public administration amidst the diversity and rapidchanges in the international environment.

Abstract

The realization of quality public services is one of the characteristics of goodgovernance as a goal of the utilization of the state apparatus. Therefore, every public andprivate organization is demanded to be able to provide quality services. This study aims todescribe and analyze the quality of service of PT. Pertamina (Persero) in distributing fuel oil(BBM) in Merauke Regency with a qualitative approach. The results showed that the qualityof fuel distribution services conducted by PT Pertamina of Merauke Regency has not fully metthe criteria of quality service. This can be seen from the service quality indicators that arerelated to responsiveness and reliability. Where in this reliability and responsiveness serviceshows the time of service hours at Pertamina, some partners are still not satisfied with thetimely service hours because there are still many factors that influence it, the ability of theapparatus, service system and service facilities which still do not provide the system servicesthat do not meet the service quality standards at Pertamina are on time, on the right amount,on the right quality.

Abstract

This study seeks to conduct a critical analysis of the vision and practice of PoliticalIslam held by the leading Islamic parties in Indonesia, the National Mandate Party (PAN), theNational Awakening Party (PKB) and the Prosperous Justice Party (PKS). Strategy and themethods adopted by the three parties are not always based linearly with Islamic style. Theanalysis will be directed at explaining their adaptive actions and changes in response to theconcrete political realities and developments. Political Islam will be placed in the context notonly in terms of identity and ideological elements but also in its intersection with efforts toachieve the targets of political power and success in general elections both in a short-termand a long term. The authors believe that the theme of Political Islam is very interesting after observingthe phenomenon of national politics especially since 2017. Strengthened Islamic identitysentiment over the past two years through the National Movement of Guarding MUI Fatwa orGNPF-MUI has undeniably attracted more public attention. Political mobilization against thecase of blasphemy by the Governor of Jakarta at that time had opened crucial political spaces.Thus, the struggle for identity politics in Indonesia has become more dynamic and furtherstudy or research is highly needed. The development of the Islamic party in Indonesia to acertain degree shows the irony and paradox.

Abstract

The birth of a digital knowledge-based community brought about major changes in everything. In particular, educational problems become very diverse with greater responsibilities. This requires the expertise of parents and teachers to implement appropriate solutions to various problems and also requires the ability to adapt to environmental changes. These changes require a new orientation in education, namely education that emphasizes search-and discovery-centered, learning that emphasizes creativity, initiative, and communication and cooperation. In the digital age, teachers and parents are needed who are able to keep up with the times, can play various roles as carriers of change, digital networkers, learning consultants; who have a high sense of humanity and morals, and social sensitivity, and rational and honest thoughts, so that they are able to work well in a dynamic educational environment. This article discusses several new reorientations of learning that are thought to influence vision, responsibility, social sensitivity and logical ability, and honesty. All of this leads to a reorientation to the new role of parents, namely as agents of change, knowledge renewal, and learning consultants.
