Abstract

Bureaucratic Performance in Indonesia until now goes as expected in the reform of the bureaucracy. It is commonly found diversion due to less optimal organizational machinery in carrying out their duties. Transmigration, Labor and Population Department of Central Java is an institution that can provide information to the public, especially on jobs, as well as workforce training. Unfortunately society is not optimizing services provided by that agency.

Abstract

This study will take a focus on target area son the establishment of organization apparatus that is able torespon and expand the ability of the public. Issues examined include how the condition of the field of organizationapparatus in Pekalongan and how efforts to improve the performance of field organization in Pekalongan. Theresults showed that the Pekalongan government efforts, among others, by realizing an effective and efficientgovernment, in achieving good governance by improving the responsiveness of the public organization. Toimprove performance organization apparatus needs to be donesuch asa maximize professional values withimplementing laws that exist to achieve organization performance by providing clear targets regarding theminimum that should be done by the employee each day, as an effort to the task at hand.

Abstract

Prosperous Justice Party (PKS) as large organization has been putting the organizational culture as a primary need to build both institutional work and the dynamics activities of members that were managed to realize the vision and mission of the party. Organizational culture as an internal force as well as institutional capital to realize the vision and mission of the party should be able to be evaluated in presence and role in order to realize of the vision and mission of the organization.This study aims to determine the role of organizational culture in realizing the vision and mission of PKS. This research is a qualitative descriptive study. The data collection was done by in-depth interviews.The results showed: (1) organizational culture play a role in shaping the identity and character of party members; (2) The organizational culture also plays a role in encouraging loyalty and solidity of party members; (3) the organizational culture at PKS played role in strengthening the confidence of individual members.

Abstract

China’s Silk Road concept known as Belt and Road Initiative (B&R) by Xi Jinping aims at strengthening China’s economic power. One part of the initiative is the China-Pakistan Economic Corridor (CPEC). Using a qualitative descriptive method, we attempt to explain how China and Pakistan integrate themselves in several aspects such as economic, military and politics. The CPEC establishment falls under the intention of both countries to gain more advantage in several aspects. The main objective of this journal is to explain non-economic and also economic interests behind China and Pakistan relations especially China’s strategic and geopolitical interests. This journal also analyzes Chinese counter-measures against Indian influence in the Indian Ocean. The conclusion of this research shows that China gain more benefits from CPEC especially after the deployment of China’s Navy into the Gwadar Sea Port.

Abstract

Integrated Marketing Communications should always be considered as an integration communication process to target specific audience in a certain unique way. Therefore it was no longer about how to choose the tools and integrated it all through series of action but to craft the messages, tone, and manner which will be suited the target audiences expectation, need, want, dream, lifestyle. In short, all aspects of life as a human being. Consumers insight, compared to other segmentation criteria (geographic and demographic segmentation) provides more than just numbers and fact, but also in-deptth knowledge about the target audiences and their characteristic as a man. In-depth interviews, focus group discussion and brain storming are some methods that could be used to dig deeper into consumer’s life and portrayed them in detail. Consumers insight built from an understanding of facts or information, which can be seen from the statistic and demographic data, and intuition, which is gained througt in-depth discussion with the target audiences. All data collected from the consumers, which then will called insight, will be use to build a strategic communication patch that could specifically ‘talk’ to the audience and creat a long lasting emotional relationship between brand and the audience.

Abstract

This study aims to explain the victory of the pair Ganjar Pranowo - Heru Sujatmoko (GaGah) in Pilgub jateng 2013 from the perspective of voting behavior. Is the figure or factor that determines victory party machine GaGah couple ? The research method used was a mixed method research, using depth interviews with key figures GaGah successful team. The results showed a victory GaGah couple in Pilgub jateng 2013 in because the pattern of voting behavior-oriented figure which represents the aspirations and expectations poles party (PDI-Perjuangan). PDI-Perjuangan which is the bearer party GaGah couple is a political machine that has a strong social basestructured and have a social network to the grassroots level.

Abstract

The European Union has changed significantly, especially regarding authoritybetween supranational and intergovernmental institutions. Intergovernmental institutions now begin to shift the authority of supranational institutions and seem to dominate the decision-making / foreign policy within the European Union. The cause of the emergence of dominance from intergovernmental institutions due to the existence of challenges and issues that are complex and sensitive is unable to be solved at the supranational level. The presence of the European Council which consisted by the Heads of State of each member country is expected to be able to resolve the foreign affairs of the European Union without disturbing diplomatic relations with other countries. The magnitude of the influence of the European Council is also supported in the points of the article in the European Union Treaty, which implicitly position the European Council as the highest authority in the European Union. The purpose of this study is to understand the dominance of the European Council in the Decision Making Process with the Common Foreign and Security Policy in the European Union. The theory used in this research is Intergovernmentalism. This study used qualitative methods, with descriptive analytical type, and data collection techniques usef sources in the form of primary and secondary data. Based on the results of the study, it was concluded that the European Council had dominated the decision-making process regarding the Common Foreign and Security Policy in the European Union. Domination is seen in several examples of important cases such as resolving the crisis in Libya in 2011, resolving the global financial crisis in 2008, and addressing the issue of climate change in 2011. The European Council has become the EU's collective head of state in handling global issues such as political, security, monetary, and the environment issues.

Abstract

To archieve vertical equalitation in the level of province in Indonesia there are two types of transfer fund which are extracted from tax and natural resources revenues. This research will focus on the tax-based vertical equalization type of sharing namely land and construction tax (PBB). In Central Java Land and Construction tax increases 20% per annum during the five year under observation. However, due to the absent for any regulation on the allocation of the Land and Construction Tax revenues, the province often allocates the revenue unprudently.

Abstract

The implementation of e-government aims to establish a good relationship between the government and the society as well as businesses that take place in an efficient, effective and economical. In addition, the purpose of implementing e-government is to achieve a good governance (good governance). Good governance has several elements one of which is the effectiveness and efficiency.Departing from the above conditions, this study tried to describe the general adoption of e-Government Regency/City in Central Java. In detail, this study will discuss how the implementation of E Government Regency/City in Central Java and what the barriers to implementation of the E Government.Application of E Government by Regency City in Central Java, most of the entry on stage 2 (two), but there are some districts / municipalities that have entered at step 3 (three) which apply online application for public services. For institutions, the need for clarity of authority and responsibility of all agencies in the government district / municipality. Some of Regency/City there that give's responsibility in the development of E Government Electronic Data Processing Section (PDE) in the Regional Secretariat. However there are some Regency/city that provide responsibility under the Department of Transportation, Communication and other Information. Another problem encountered is the lack of ability of the ranks of civil servants and others in the field of ICT for the conduct of government in the Regional (E-Government) and lack of budget implementation of e-government.

Abstract

Administration   Section  Fisip   Undip  was  one  part   of conducting both administrative and academic, so itwas expected to assist the implementation of Tri Dhanna of Higher Education to effectively and efficiently.   The  problems   were   believed   to  often   occur   in  the administration Fisip Undip include the uneven work load, duplication / twinningfonn,  the existence of role ambiguity The things that allegedly led to less optimal effectiveness of employee activity was Good work was less clear, so often overlapping, supervision was less intense and less than optimal and less communication were good, especially the external / with stakholder, then the problem was fonnulated  "not optimal effectiveness of existing employees at the Administration Fisip Diponegoro  University, Semarang" . The purpose  of the studed  to determine the effectiveness of employee  activity,  work  procedures,  supervision  and  administration section Fisip Undip communications and test the hypothesis among the variables. The theory used was the theory about the effectiveness of the Steers that the effectiveness of employee activity was the attitude or the general condition of someone who was positive about organizational life and  there were 4 factors  that also contribute  to the final  success of an organization  including: organizational  characteristics,  environmental characteristics,   worker   characteristics,   policies   and   management practices.   The  results  showed   that:  The  effectiveness  of  employees working in the administration Fisip Undip could say was good.
