Abstract

In the beginning of the State of Israel establishment, western countries showed the most support towards the government in Tel Aviv, including Canada. Strong economic partnership between Canada and the State of Israel that was marked by the ratification of Canada-Israel Free Trade Agreement (CIFTA) back in January 1997 which became Canada’s first trade agreement outside the North American area. During the leadership of Canadian Conservative Party Prime Minister Stephen Harper, the agreement began the negotiation of modernization and was done in 2019 during the leadership period of Canadian Prime Minister Justin Trudeau. The second phase of negotiations that were held in 2017-2018 during the Trudeau period has included certain provisions that arguably believe to be Trudeau's personal concern. American and Canadian research mostly shows how Canadian’s leader in certain periods gave their support towards Israel to such an extent that they method of building relationship. Therefore, the goal of this paper is to investigate more about the leader's individual factors towards Jewish government. Question about what influence Canadian Prime Minister Justin Trudeau's decision making process towards continuing negotiations and the ratification of trade agreement was employed by the Juliet Kaarbo theory of Prime Minister Leadership style. The theory uses five variables to assess leaders’ behavior and personality. Result of this study concludes that there are some variables that have significant roles in explaining the decision-making process of Justin Trudeau during the second negotiations until the ratifications process.

Abstract

Covid-19 pandemic has opened a new chapter in the International Relations sphere. Its spread is accelerated by the advancement of technology that only globalization has made possible. Among several measures to survive, vaccines are perceived as critical and controversial. The objective of this research is to grasp a better understanding from different perspectives of stakeholders in International Relations, regarding interdependence between developing and developed countries in the international system, using the vaccine. In doing so, this research also analyzes the dynamics in the ASEAN context. Neoliberalism serves as the ore theoretical framework alongside the concepts of interdependence and international cooperation. This research is a qualitative one, using mostly primary data that is gathered from an interview with academicians, researchers, government officials, and students – and secondary data. The results show that the ongoing pandemic has directed developing countries to depend on developed countries with capabilities in vaccines production, including ASEAN member states. The fact that vaccines are even used as a political instrument is found ill-fitted. However, there is still confident that this dependency will move to interdependency once developing countries have found effective strategies in coping with the situation – and it has started.

Since opened in 2011, the number of Chinese students goes to Taiwan for 6 months exchange grew more and more every year. What things that motivate the Chinese student to come to Taiwan? Is it related to the current both country’s political condition? What they been thinking about Taiwan, before and after they came? Will they obtain a new perspective about cross-strait disputes? Will they be the agent of democratic political reform in China in the future?

Abstract

Sexual misconduct in South Korea occurs in various forms and in various sectors since a long time due to the social construction of the local citizen. Series of sexual harassment cases that take place in the United States’ film industry which made Hollywood figures raise their voices succeeded in forming a transnational movement called the #MeToo Movement. This article will explain the role of celebrities in pioneering the transnational movement with a case study of the #MeToo movement in South Korea in the period 2017 – 2019. In investigating the role of Hollywood figures, the author uses qualitative research methods referring to the actions of Hollywood figures correlated with the theory of Transnational Advocacy Network and Popular Culture. This research discovers that public figures have motivated victims of sexual harassment to speak up which attracted global attention and ultimately succeeded in making legislative reforms in various countries.

Abstract

Artikel ini membahas bagaimana konteks ideasional, khususnya nation building, menjadi konteks yang mendasari bergabungnya Singapura ke dalam Dewan Arktik sebagai observer. Dalam analisis digunakan data-data kualitatif yang diperoleh melalui metode pengambilan data studi pustaka, yang kemudian dianalisis menggunakan metode analisis wacana untuk memperoleh interpretasi tertentu mengenai motif internal Singapura dalam keterlibatan di Dewan Arktik sebagai observer. Dalam penelitian ditemukan bahwa konteks nation building dapat menjadi relevan dalam menjelaskan keterlibatan Singapura dalam Dewan Arktik karena internalisasi berulang nilai pragmatisme, yang merupakan hasil dari proses nation building Singapura, dalam rational choice yang dianut oleh pengampu kebijakan Singapura. Internalisasi normatif tersebut kemudian mempengaruhi bagaimana Singapura memandang fungsi rezim internasional untuk menunjang survivability nya sebagai sebuah negara dengan sumber daya terbatas. Pada akhirnya, rational choice berbasis pragmatisme tersebut kemudian mendorong keterlibatan Singapura dalam Dewan Arktik, dan bentuk keterlibatan Singapura dalam rezim internasional tersebut pun mengikuti nilai pragmatisme yang telah terinternalisasi tersebut.  Kata Kunci: Nation-building, Singapura, Dewan Arktik, Rezim Internasional

Abstract

AbstractThe paper discusses the question of the significance of the role of funding agencies in the Global Research Council (GRC). GRC, part of the Global Civil Society (GCS) as an epistemic community, is a virtual organization formed in 2012. Most of its members are from funding agencies and aim to distribute knowledge. This paper concludes that funding agencies at GRC are critical masses that are important in bridging interests between scientific entities in funding research on a global scale and creating a better assessment of research funding. These two things are the difference between other knowledge networks. Conceptually, the author explains the position of GRC as part of global civil society in the form of Global Knowledge Networks (KNETs) and uses the Critical Mass conception in Science, Technology, and Innovation (STI). The author conducted participant observation to be involved in GRC and collected secondary data from journals, books and other related sources. The author elaborates on the mutually influencing relationship between funding agencies and GRC by using several examples of funding cases and best practices from GRC's influence on these funding agencies and how funding agencies affect global funding through GRC. Keywords: Epistemic Community, Global Civil Society, KNETs, Critical Mass, GRC, Funding Agencies

Abstract

Chinatown is a residential area inhabited by a group of ethnic Chinese. These settlements have been widely spread in various countries since hundreds of years ago and attracted the tourist all over the world. Nevertheless, the emergence of COVID-19 pandemic since 2019 has affected the existence of Chinatown as well as the increase of ethnical violence “Asian hates” in US. The purpose of this research is to analyze the implications COVID-19 toward the Chinatown and the rise of ethnical violence. Hence, the response of international cultural and social policy will be the framework in analyzing the phenomenon. This research uses descriptive-qualitative method that mostly collects secondary data such as books, journals, newspapers, magazines, news portals, articles, official websites, and so on. Through this method, the research found that the COVID-19 has significantly affected the rise of ethnical violence in most of the Chinatown in the US. However, the international cultural and social policy has responded that the COVID-19 is not only affecting the health sector yet also the social and cultural sector. The fact that cultural and social sector are vulnerable in pandemic situation should obtain the attention from various stakeholders including government and their policies. Furthermore, there are alternative strategies – cultural and social policy approach to prevent the increase number of ethnical violence occurred, especially for the future pandemic.

Abstract

Since 2000, China transformed from “benefactor” that financed construction projects to strengthen political ties with recipient countries, to become “banker” for developing countries. Western governments, multilateral institutions, scholars, and journalists criticize China’s development finance for lack of quality, lack of proper supervision, as well creating debt problems, corruption, and environmental issues in host countries. On the contrary, those who are in favour of China claim that China provides flexible schemes, which are fit to the debtor’s demand.However, the debates are speculative and constructed based on incomplete data sources and case-by-case experience. There has been absence of comprehensive description about the aims and impacts of China’s development finance on empirical base. To cover the gap, Axel Dreher, Andreas Fuchs, Bradley Parks, Austin Strange, and Michael J. Tierney wrote a book titled Banking on Beijing: The Aims and Impacts of China's Overseas Development Program.

Abstract

Media berita memiliki peran penting dalam membangun image hingga brand dari sebuah negara. Konflik antara pemberontak Bougainville dan pemerintah Papua New Guinea (PNG) merupakan konflik panjang yang diakhiri dengan pelaksanaan referendum tahun 2019. Hasilnya, masyarakat Bougainville mendukung penuh pemisahan diri Bougainville dari PNG. Media PNG memiliki riwayat dalam menutupi pemberitaan tentang situasi krisis di Bougainville. Tujuan penelitian ini adalah untuk mengidentifikasi pemberitaan tentang Bougainville oleh media Post Courier PNG pasca referendum. Penelitian ini menggunakan metode analisis sentimen untuk memahami sentimen positif dan negatif pemberitan dan analisis isi yang bertujuan untuk menelusuri tema pemberitaan. Data dari kanal digital Post Courier dikumpulkan selama 1 tahun pasca referendum Desember 2019 hingga Desember 2020. Hasil dari penelitian ini yakni Post Courier PNG memberitakan berita objektif dan harmonis tentang Bougainville pasca referendum. Tema induktif dari analisis isi dikelompokkan dalam 14 tema dimana frekuensi berita terbanyak menggambarkan agenda utama ‘wilayah merdeka’ pasca referendum. Karakter spesifik dari temuan penelitian yakni selain pemberitaan tentang perkembangan pasca referendum, Post Courier juga memuat berita advokatif dari masyarakat Bougainville. Kata Kunci :  Hubungan Masyarakat Internasional; Post Courier; Media Berita; Referendum.

Abstract

The Electric Vehicle (EV) development become one of the factor for Thailand and Malaysia to create a policy for accelerate electric vehicle development due their interest to develop the electric vehicle sector in their country. This interest led to the competitiveness between those countries. In order to help them developing their electric vehicle sector, Thailand and Malaysia need to allow foreign direct investment to their country to help them gain advance technology to develop their electric vehicle sector. The competitiveness that occurs between Thailand and Malaysia can be analyzed through Porter Diamond Model to understand the advantage from each country that can attract the foreign direct investment to their country. Thailand shows the competitiveness in EV more than Malaysia because in those several determinants, Thailand shows they keep developing through their policies, providing infrastructure, and continuing the research and development in production capability. Although Malaysia has several advantages than Thailand, but Thailand could provide more benefits to the investor than Malaysia.
