Abstract

This manuscript explores how the Happy Energy Action Leadership (HEAL) program, launched by United in Diversity (UID) in collaboration with the Rocky Mountain Institute (RMI), supports Indonesia's efforts to achieve Sustainable Development Goal 7 (SDG 7). Indonesia faces significant challenges in transitioning from a fossil fuel-dominated energy landscape to renewable energy, including infrastructural, financial, and socio-economic barriers. Leveraging Multi-Level Governance (MLG) theory, the manuscript examines the collaborative dynamics among diverse stakeholders—local, national, and global—in the HEAL program. Key findings highlight the program’s focus on capacity-building, inclusive governance, and innovative financing as catalysts for a sustainable energy transition. While challenges such as workforce skill gaps and regulatory hurdles persist, the HEAL program presents scalable opportunities for accelerating renewable energy deployment. This study underscores the transformative potential of multi-stakeholder initiatives in bridging systemic gaps and aligning local actions with global sustainability goals.

Abstract

 Given the richness of its culture, Japan then utilizes a cultural diplomacy strategy which is implemented to other countries, one of which is the Asia Kakehashi Project. The Asia Kakehashi Project is a student exchange scholarship program, designated specifically for countries in Asia, including Indonesia, in the period 2018 to 2022. To this research, the researcher aims to examine the implementation of the Asia Kakehashi Project as a strategy of Japanese cultural diplomacy towards Indonesia and uncovered impact of the program towards alumni of Asia Kakehashi project. This research uses qualitative methods, specifically ethnography then analyzed using the theory of soft power and cultural diplomacy. As for this research found that the Asia Kakehashi Project focuses on cultural learning in three main environments, namely Host Family/Dorm, School, and also Social Community. The Asia Kakehashi Project is one of Japan's cultural diplomacy strategies towards Indonesia that has successfully achieved its goals, namely the emergence of mutual understanding between Indonesia and Japan.

Abstract

Kebocoran data saat ini menjadi sangat umum di kalangan pengguna. Dalam beberapa kasus, hal ini bermula dari kelalaian, kealpaan, atau bahkan kesalahan dalam mengelola atau mengendalikan data, terutama sistem aplikasi yang digunakan dalam memproses data. Sayangnya, kasus kebocoran data juga menjadi masalah umum yang besar di Indonesia, yang mana terakhir kali ditandai dengan 282 data Pusat Data Nasional (PDN) hilang dan hanya 44 yang memiliki cadangan. Hal ini menyebabkan target utama penulis tertuju pada dampak kebocoran data yang terjadi di pemerintah dan masyarakat Indonesia bagi keamanan nasional negara. Teori Keamanan Nasional digunakan dalam penulisan ini guna membantu penulis untuk menganalisis dampak-dampak kebocoran data di Indonesia. Alhasil, pemerintah Indonesia mencoba untuk mengatasi kasus kebocoran data yang tercantum dalam Undang-Undang Nomor 27 Tahun 2022 terkait Perlindungan Data pribadi (PDP). Meskipun begitu, pengimplementasian dari regulasi ini menghadapi kendala-kendala yang signifikan, misal yang dialami oleh PT PLN dan Indihome yang menggambarkan konsekuensi dari tindakan keamanan data yang tidak memadai. Adapun strategi kerjasama Indonesia baik bilateral, multilateral, maupun regional, yang mana menunjukkan keseriusan Indonesia dalam mengatasi kasus ini. Berdasarkan hasil-hasil yang telah didapatkan, penulis menyadari bahwa kebocoran data memiliki dampak yang sangat berbahaya bagi keamanan nasional, yang mana dapat mengganggu lanskap sosio-ekonomi dan politik negara. Melalui penulisan ini, penulis juga menyarankan bahwa pemerintah perlu meningkatkan pertahanan keamanan siber, seperti autentikasi multi-faktor, serta pendekatan yang lebih kaku dan tegas dalam menegakkan hukum untuk melindungi data pribadi yang diberikan oleh warga negara kepada pemerintah.

Abstract

This research analyzes the paradiplomacy strategy between South Sulawesi Province, Indonesia, and Ehime Prefecture, Japan, within the framework of sister-province cooperation. Paradiplomacy is an essential tool for local governments to strengthen international relations, especially in the fields of economy, education, and culture. This qualitative research uses a descriptive-analytical approach, using document analysis in the form of books, official reports of the South Sulawesi and Ehime governments, journals, newspapers, online sources, and relevant reports. In addition, face-to-face interviews were conducted with key stakeholders, including analysts from the Government and Regional Autonomy Bureau and translators from the South Sulawesi Cooperation Section. The findings highlight significant potential in fisheries, agriculture, and human resource development. However, challenges such as leadership transition, budget constraints, and communication barriers hinder implementation. The study emphasizes the importance of strategic planning and political commitment to improve the effectiveness of international sub-national cooperation.

Abstract

AbstractThis manuscript explores Indonesia's complex position in the global climate crisis, with the central argument that Indonesia’s success in climate leadership hinges on bridging persistent tensions between economic priorities and environmental justice. Indonesia faces mounting pressure to balance economic growth with climate commitments. . Following the US withdrawal from the Paris Agreement and the introduction of NDC 3.0, Indonesia faces immense pressure to balance economic growth with climate commitments. Despite its substantial forest carbon sinks and ambitious net-zero targets, Indonesia's reliance on coal and weak enforcement of environmental policies hinder progress. The country’s carbon market (IDXCarbon) and natural resource endowment,especially nickel for EV batteriesposition it as a potential green economy leader. However, challenges persist, including low carbon credit prices, fragmented ASEAN markets, and elite-driven economic policies prioritizing coal exports over environmental stewardship. This paper argues that Indonesia can leverage regional cooperation under ASEAN’s carbon frameworks, align carbon markets with international standards, and negotiate debt-for-nature swaps to strengthen its green transition. Ultimately, while international forums highlight Indonesia's proactive climate diplomacy, domestic realities reveal persistent tensions between economic priorities and environmental considerations.. Indonesia's success or failure in managing this paradox will have far-reaching consequences for its people and the global climate system. The authors conclude that Indonesia must pursue a holistic, inclusive approach integrating political will, equitable financing, and rigorous governance to actualize its green industrial ambitions and establish itself as a leading actor in the Global South's climate transformation.Keywords: Indonesia, Climate Crisis, Green Economy, Carbon Market, Environmental Justice.

Abstract

Penelitian ini membahas kontribusi industri manufaktur Indonesia dalam Kerja Sama Selatan-Selatan dan Triangular (KSST), dengan menggunakan pendekatan teori developmental state dan merkantilisme. Sebagai negara berpendapatan menengah, Indonesia memiliki potensi besar untuk menjadi aktor pembangunan di kawasan Selatan. Industri manufaktur menjadi sektor unggulan yang menyumbang signifikan terhadap PDB dan ekspor nasional, namun belum dilibatkan secara optimal dalam kebijakan KSST. Melalui studi kasus PT INKA, PT Sinar Antjol, dan Indofood, ditemukan bahwa keterlibatan manufaktur dalam kerja sama lebih didorong oleh inisiatif perusahaan, bukan strategi negara. Padahal, sektor ini dapat berperan dalam transfer teknologi, investasi lintas negara, serta penguatan kapasitas negara mitra. Perbandingan dengan Brasil menunjukkan bahwa negara tersebut lebih strategis dalam mengintegrasikan industri ke dalam diplomasi pembangunan. Temuan ini mengindikasikan bahwa Indonesia perlu merancang kebijakan yang menjadikan sektor manufaktur sebagai bagian dari diplomasi ekonomi dan solidaritas global. Dengan pendekatan yang lebih terencana dan terkoordinasi, kontribusi manufaktur Indonesia dapat diperluas tidak hanya untuk kepentingan ekonomi nasional, tetapi juga untuk mendukung pembangunan kolektif di negara-negara Selatan.

Abstract

Artikel ini menganalisis hubungan kausalitas antara melemahnya pengaruh Rusia di Suriah dan transisi hegemoni kekuasaan Bashar al-Assad. Penelitian sebelumnya telah membahas hubungan antara Uni Sovit dan Partai Ba’ath, fragmentasi oposisi, krisis kemanusiaan dan ketegangan geopolitik di Suriah. Artikel ini mengisi kesenjangan teoritis dari riset-riset terdahulu dengan menggunakan tiga konsep dari pemikiran Antonio Gramsci, yakni blok historis (historical bloc), transisi hegemonik (hegemonic transition), dan interregnum. Penelusuran proses (process tracing) digunakan sebagai cara menguraikan proses kausal dengan melihat pada urutan kejadian dan hubungan sebab akibat. Argumen artikel ini adalah bahwa blok historis Rusia-Suriah yang terbentuk sejak era Soviet hingga pra kejatuhan Assad melemah karena tiga faktor: (1) pergeseran fokus Rusia ke dua fokus berbeda, yang melemahkan hubungan material (ekonomi-militer) dan non-material (ideologis); (2) meningkatknya tekanan oposisi domestik dari aliansi sosial (social alliance) anti-rezim; da (3) tekanan internasional yang mendorong pergeseran hegemoni Assad. Dalam konteks ini, interregnum yang dimaknai sebagai fase ketidakpastian, berkontribusi pada transisi kekuasaan Assad dan mendorong perubahan formasi politik di Suriah.

Abstract

The 1998 Reformasi represents a pivotal shift in Indonesia's political evolution, directing the nation towards electoral democracy with aspirations for transparent and accountable governance. However, this transition has paradoxically entrenched political corruption within the democratic framework rather than mitigating it. This article investigates political corruption as an institutional pathology inherent in electoral democracy, highlighting the influences of weak institutions, dependency on patronage, and a deficiency in political ethics that foster transactional practices within procedural democracy. The theoretical framework used is derived from Nye, Friedrich, and Philp, who conceptualize corruption as a socio-political phenomenon that surpasses legalistic definitions. A comparative analysis between developed and semi-democratic nations illustrates that the effectiveness of democracy in combating corruption is significantly contingent upon institutional consolidation, a deliberative political culture, and the presence of robust checks and balances. The findings suggest that post-Reformation of Indonesian democracy continues to grapple with issues of money politics, insufficient transparency in party financing, and weak accountability among political elites. The article argues that without comprehensive reforms—including enhanced regulatory measures, education in political ethics, and the empowerment of civil society—democracy risks degenerating into mere proceduralism that legitimizes corruption. This study contributes to the broader discourse on the intricate relationship between electoral democracy and corruption in developing countries.

Abstract

Bali’s Micro, Small, and Medium Enterprises (MSMEs) are increasingly adopting green business models to sustain local enterprises in line with the Sustainable Development Goals (SDGs). With their significant role in the regional economy, Bali’s MSMEs have the potential to advance sustainable practices while creating inclusive green jobs. This study analyzes the application of the Hexagon Model for Local Economic Development (LED), combined with the big push theory, to unlock these opportunities. Using qualitative methods through interviews and literature review, the findings highlight the need to strengthen ecosystems and resources to enable MSMEs to generate effective, productive, and inclusive jobs. Despite strategic potential, green MSMEs face challenges such as low awareness of eco-friendly practices, limited financing, and weak cross-sector collaboration. The Hexagon Model offers a structured framework for policymakers and practitioners to build synergy, broaden perspectives, and formulate concrete strategies for sustainable job creation. By linking upstream and downstream actors in local business ecosystems, Bali’s green MSME sector emerges as a replicable model for the Global South, generating opportunities for both the productive-age population and marginalized groups, including persons with disabilities.Keywords:
