Abstract

Fiscal decentralization and implementation of local autonomy are expected to improve equality of local developments, in accordance with the motivation of local governments to develop their region based on their specific potentiality. However, some researches indicate that although decentralization has been implemented in Indonesia for almost a decade, the regions still strongly depend on the central government financially. This research examine the fly paper effect as one of the indicators of the success of decentralization. By examining all provinces in Indonesia, the research try to find out (1) whether the general allocation fund,revenue-sharing, and regionally original income influence the regions’ spending; (2) whether there has been a fly paper effect. The important findings of this research indicate that all provinces although have high regionally original income, experienced the flypaper effect.  Keywords: DAU, DBH, flypaper effect, PAD

Abstract

The purpose of this study is to identify the characteristics of workers by household food security, and the determinants of household food expenditure workers and household level food security workers. The analysis used for the identification is description of the characteristics, and two different test mean to know whether there are differences between the characteristics of workers are not food secure and food secure. The analysis used to analyze the determinants of food expenditure is multiple regression analysis. The analysis used to analyze the determinants of the level of food security is logit regression. Results of research on karaketeristik workers according to the level of food security showed no difference in average age of workers and the average number of household members who work. Most of the workers according to the level of food security is SMTA and up. There is no difference in the average wage level of food security. Source of household income are the private sector employees, trader, self-employed. There are differences in the average proportion of food expenditure and food workers not bear resistant food. The results determinant of food expenditure shows wage and gender have a significant effect on food expenditure, while the number of household members who work and level of education was not significant. The results determinant of food security shows wage levels, number of household members who work and gender had no effect, whereas education level affect the level of food security.Keywords: Labor, Food Security, Logit Regression

Abstract

The research aim is to seek the pattern of coffee marketing, operational efficiency of coffee marketing in Karanglewas District Banyumas Regency. The result of the research found three pattern of coffe marketing process in Karanglewas District Banyumas Regency involving farmers, wholesalers, out of town sellers, food processors and retailers. Operationally pattern I which is: farmers – Wholesalers - Retailers, is the most efficient marketing strategy compare with another marketing strategy. Actually, the biggest percentage of farmer’s share at pattern II, but because of limitation researcher, if this pattern more investigated then possibility there will found longest marketing channel. Price correlation between producer market and consumer market is close enough which is 0,956 with determinan coefficient 0,9139 and elasticity of price transmission in producer market and consumer market is 0,3665. Based on coefficient of price correlation and elasticity of price transmission then price efficiency was not achieved yet. Based on the research summarize that operational efficiency of marketing channel coffe is efficient. It is shown by farmer’s share analysis which is convected with the percentage of marketing margin in every marketing pattern. Keywords: marketing channel, farmer’s share, marketing margin

Abstract

This research pressures to export demand of opec crude oil. It concern primarily on the impact of price oil shock toward OPEC crude oil export. Ordinary Least Square (OLS) is not proven accurately to analyze volatile phenomenon of OPEC export demand of crude oil. Otherwise, General Autoregressive Conditional Heteroskedastic (GARH) and specifically Exponential GARCH give practical and logical model to be applied. It shows that structural break occur in price oil variable and then impact to volatile of crude oil export. Several important world events create structural break and this “bad news” has significant impact to instability of oil price. This result gives also that nominal crude oil price adjusted for exchange rates and demand export of Non-OPEC crude oil have negative impact, and OPEC proven crude oil reserve and Exports of refined products by OPEC have positive impact to OPEC crude oil export.  Keywords: crude oil price, structural break, export demand, GARCH and EGARCH

Abstract

This research is to analyze the advantage of subsectors in Pemalang Regency. The method of this research is Klassen Typology and Location Quotient (LQ) using secondary data, 2001-2010, from Badan Pusat Statistik (BPS) of Central Java Province and Pemalang Regency, and Dinas Pendapatan, Pengelolaan Keuangan, and Aset Daerah (DPPKAD) of Pemalang Regency. The result shows that based on Klassen Typology the subsector which has significant progress and grows rapidly is fishery and based on LQ the basic subsectors are plants for food, plantation, animal husbandry, fishery, mining, electricity, restaurant, building rent, firm service, and private subsector. The conclusion of both analysis shows that fishery is the most advantage subsector in Pemalang.   Keywords: klassen typology, location quotient, fishery, basic sub-sector

Abstract

This research is proposed to analyze the results of The Development Programme of Business Productives to support the Small and Medium Business Development of Tegal Regency. It is the descriptive-comparative research. The methodology used in this research is survey to collect information from the primary data, such as the development difficulties of Small and Medium Business, before and after getting support from the  programme.   This analysis shows that The Development Programme of The Business Productives for The Small and Medium Business in generally used to influent financial perspective, members, and markets servicing perspective. Abstract

The purposes of this research are: to identify the basic economic sectors of Ogan Komering Ulu (OKU) regency, and to know economic growth components of regency compared with the economic of South Sumatera Province. Used analysis tools are Static Location Quotient (SLQ), Dynamic Location Quotient (DLQ) and Shift-Share. The compare of SLQ and DLQ results show that OKU regency has basic economic sectors for now and the future in trade, restaurant and hotel sector, finance, construction rent enterprise service sector and services sector. In addition OKU regency have basic economic sectors for the future in mining and quarrying sector, manufacture sector, electricity, gas and water supply sector, construction sector and transportation and communication sector.  Whereas shift-share analyzes results shows that economic sector growth has increased in 2003-2005 period in OKU regency, and the industrial mix shows negative result. Abstract

One way to tackle the problem of poverty is by understanding the labor aspects. This study aims to analyze the effect of employment aspects such as labor force participation rate, open employment rate and regional minimum wage on the poverty rate. This study used annual time series data between 2013-2017 of 15 regencies included in the red zone of poverty in Central Java Province. The best model to analyze data in this study is random effect model. The results show that labor force participation rate and open employment rate have positive and significant effect on poverty, while regional minimum wage has negative and significanteffect on poverty. The findings imply that the workforce should be well prepared to work or to create their own jobs andminimum wage should be increased.Keywords: Poverty, Employment, Random Effect Model.
