Abstract

This research aims to analyze the performance of the algorithm that can improve the security message with a hybrid cryptosystem using algorithm hill cipher and RSA asymmetric key with  a key so that the size of file after the encrypted small time for process encryption and decryption fast. The algorithm used is a modification algorithms Hill Cipher. This research uses  hybrid cryptosystem, which message is hidden by using hill cipher and the key is hidden by using RSA algorithm. The results of this research is that a better message security by making the hybrid cryptosystem using fingerprint image of sender as a key that will be secured because the encryption key is not equal tothe decryption key. Besides it is very difficult to guess the key figures for the sum of characters that is sent to the recipients key is not equal to the actual number of key characters. The time is used to decrypt the ciphertext with hybrid hill cipher and RSA algorithm for the number of characters and fingerprint image with the same threshold value turned out to be longer than the time that is used to decrypt the cipher text with hill cipher algorithm. The sum of characters (size of file) after encrypted and decrypted same. This is because the use of modulo 256 in the calculation of the encryption so the limit of character  after encrypted and decrypted between 0 to 255. Each character encrypted will be 1 ASCII character as well.

Abstract

Deli Serdang Regency has a complete and unique topography because there are coastal areas, lowlands and mountainous highlands with an area of 2,497.72 Ha consisting of 22 sub-districts, 380 villages and 14 villages. The main potential of the Deli Serdang regency are agriculture, smallholder plantations, large plantations, fisheries, aquaculture, livestock, industry, trade and tourism. Based on this big potential, Deli Serdang District Region has a large potential income tax. Planning and regional income tax management system of Deli Serdang Regency are carried out at the Regional Revenue Department of Deli Serdang Regency. Based on achievement data of tax revenue which is posted on Regional Deliberation Separtment of Deli Serdang Regency website, rate of regional income is still slow. The target line graph and the realization of regional revenues indicate that the targets have to be achieved are still far, because until June 2017 achievement only Rp. 56,950,403,904.02, - while the target to the end of December 2017 is Rp. 484,520,000,000. To achieve the annual target as expected need a strategy. Association analysis is also known as one of the data mining techniques basis of various other mining data techniques. By using the Apriori Algorithm, an analysis of the obstacles in achieving targets can be done to find interesting rules that are useful in supporting the system of achieving local tax targets. The implementation of Association Rule to support the achievement of the tax target is expected to help the process of achieving the target of regional income tax, especially in the Regional Revenue Department of Deli Serdang Regency.Keywords: Data Mining,Assosiation Rule, Apriori

Abstract

Pencegahan kerusakan mesin mobil merupakan tindakan yang di berikan perhatian khusus untuk penangannya, karena kerusakan - kerusakan yang di timbulkan suatu mesin mobil, akan memberikan pengaruh besar dalam proses laju gerak saat pemakaian mobil tersebut, perlu juga di ketahui bila suatu kerusakan mesin mobil cepat diketahui, tindakan yang efisien dalam menanganan dapat di lakukan dengan tujuan memberikan jaminan keselamatan dalam berkendaraan dan kenyamanan pengendara dalam melakukan aktivitas – aktivitasnya.  Suatu Metode yang di usulkan salah satunya adalah Metode Certainty Factor di mana salah satu metode yang di anjurkan di harapkan dapat menemukan solusi pemecahan gejala – gejala kerusakan yang timbul pada mesin mobil, pada metode ini akan di gabungkan hasil pemikiran ahli pakar Mesin dan mengubahnya dalam bentuk perintah komputer dengan yang di alami oleh pemakai kendaraan dengan mengetahui gejala – gejala kerusakan yang di alami oleh si pengendara sendiri.

Abstract

Dalam layanan pesan singkat tentunya ada batasan jumlah penggunaan karakter dalam sekali pengiriman pesan. Jika penggunaan karakter dalam penulisan pesan melebihi batas, tentunya pada proses pengiriman pesan akan lebih lama dan penggunaaan layanan akan menghitung pengiriman pesan lebih dari sekali. Pastinya akan membutuhkan biaya tambahan di setiap pengirimannya. Salah satu masalah yang selalu menjadi persoalan adalah mengenai pemampatan karakter pada pesan teks dikarenakan aplikasi Short Message Service yang tersedia secara default pada smartphone android tidak memiliki proses kompresi dan dekompresi. Tentunya, setiap operator memiliki tarif yang berbeda dalam pemakaian layanan pesan singkat dalam sekali kirim. Bagaimana jika pengirim menuliskan sebuah pesan yang jumlah karakternya lebih dari sekali pengiriman atau lebih dari 160 karakter. Melihat kebutuhan akan pemampatan pesan teks maka perlu dilakukan kompresi yang mampu memperkecil data. Sehingga dapat menekan pemakaian jumlah karakter. Tentunya biaya pengiriman juga menjadi lebih hemat jika pesan yang harusnya dikirim lebih dari sekali pengiriman menjadi sekali pengiriman. Proses kompresi dilakukan dengan Algoritma Goldbach Codes untuk mengatasi masalah dalam memampatkan pesan teks. Karena algoritma ini sangat efisien jika diterapkan pada layanan pesan singkat

Abstract

Internet users find it difficult to compare and know the quality of services provided by Internet Service Providers (ISP), most Internet users choose an Internet Service Provider (ISP) based on the experience and advice of other users. This is not necessarily appropriate to the needs, because a valid decision must be considered and taken into account from the criteria available to obtain a decision. Decision support systems are designed to help decision making and are interpreted as a datadriven model system that has procedures in data processing and data processing results used to make a decision. Therefore, with the construction of decision support systems can help Internet users in making more efficient decisions. The method used in decision support systems is Elimintaion And Choice Translation Realty (ELECTRE). with the establishment of an Internet Service Provider (ISP) decision support system by applying the ELECTRE method that is expected to assist internet users in determining the Internet Service Provider (ISP) that suits their needs.

Abstract

The reception of journalists at the Waspada Daily Medan always went through several rigorous selections before being determined to be accepted as journalists at the Waspada Medan Daily. There are several criteria that must be possessed by each participant as a condition for becoming a journalist in the Daily Alert Medan. To get the best participants, the Waspada Medan Daily needed a decision support system. Decision Support Systems (SPK) are part of computer-based information systems (including knowledge-based systems (knowledge management)) that are used to support decision making within an organization or company. Decision support systems provide a semitructured decision, where no one knows exactly how the decision should be made. In this study the authors applied the VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) as the method to be applied in the decision support system application. The VIKOR method is part of the Multi-Attibut Decision Making (MADM) Concept, which requires normalization in its calculations. Abstract

Vocational schools that have been licensed from BNSP to LSP P1 (first party professional certification institute) are schools that have been able to carry out their own competency certification exams for their students and later a competency assessor who will test and declare the eligibility of the students, competency assessors are productive teachers who have participated in and been given training by the government, in that training the schools choose from the number of productive teachers from each department to become competency assessor trainees in accordance with predetermined criteria so a decision support system is needed so there is no gap in the selection of productive teacher assessor training participants, a vocational school that has become a P1 LSP must have a competency assessor and is a requirement to be a P1 LSP. one of the solutions to the problem is the right one by using the Decision Support System (SPK). Decision Support System (DSS) can help the school in making the decision to choose the productive teacher of the appropriate assessor training and improve the efficiency of the decision. The Extended Promethee II (EXPROM II) is a development of the Promethee II method based on the ideal and anti-ideal solution. Promethee II itself is a method of making decisions on the function of preferences with problems through an outranking approach (ranking) or is a multicriteria analysis, comparing one alternative to another and calculating the alternative gap in pairs so as to produce an output that is alternative ranking based on the highest value.Keywords: Competitive Assessor LSP P1, SPK, The Extended Promethee II

Abstract

Raskin is a rice program for the poor. The Raskin program is one of the governments efforts to reduce the burden of expenditure on poor families. However, in its field practice, the decision to determine the criteria for receiving rice that has already taken place usually does not refer to the criteria of poor families, resulting in the distribution of rice being misdirected. To help these problems, a decision support system will be established to assist in the distribution of Raskin which is right on target with the Multi-Objective Optimization Method On The Base Of Ratio Analysis (Moora). Decision Support System (SPK) is a computer-based system combining models and data in an attempt to solve unstructured problems with user involvement through a user interface that is easy to use. This system is used for assist decision making in semitructured situations and unstructured situations, where no one knows exactly how decisions should be made. The Moora method is a multicriteria decision making method based on each appropriate criterion. Abstract

North Sumatra Office of education through the Directorate General of Teachers conducting the election of the head of the school is doing, with these activities the North sumatra Office of education hope school principals have success in education, so demanding to renew the social and professional attitude in managing education led. The election of the head of school is done to be able to improve quality and manage in school education so that it could be improved, so that it is able to answer the challenges of the global era-based excellence. The selection process should be free from the interests of religion, tribe or region. So that the final results of the election, do not cause harm to either party. But in pelaksanaanya there are some parties who feel aggrieved because of the lack of transparency of the assessment process and clear terms for the election of the head of school achievers. Resolve the problem then need to built a decision support system (SPK) which is able to provide the ability to solve problems with the condition of semi structured and unstructured. Use the perangkingan method, it is expected that it may facilitate in providing the principal election decision accomplished using VIKOR. The results obtained in this study is an alternative that has been dirangkingkan. Abstract

Radio merupakan salah satu media dengar yang masih populer dimasyarakat sampai saat ini. Ketika persaingan semakin tinggi dalam perkembangan industri penyiaran radio dimasa sekarang ini, umumnya stasiun radio siaran akan memprioritaskan calon penyiarnya yang memiliki dedikasi dan komitmen yang tinggi terhadap dunia penyiaran radio. Penyiar radio adalah orang yang bertugas membawakan atau memandu acara di radio sekaligus menjadi ujung tombak sebuah stasiun radio dalam berkomunikasi dengan pendengar. Maka dari itu pemilihan calon penyiar sangat berpengaruh terhadap kualitas radio tersebut. Seleksi penyiar radio yang dilakukan pada Radio Boss Fm 102.8 Pematangsiantar masih bersifat konvensional dan subjektif  yang berdampak pada penyiar yang terpilih nantinya bukan berdasarkan dari kemampuan yang dimiliki sehingga penilaiannya menjadi kurang efektif . Untuk mengatasi masalah tersebut maka digunakan Sistem Pendukung Keputusan (SPK) dengan menggunakan metode ELECTRE. Sistem ini dibuat sebagai rekomendasi dan diharapkan dapat memudahkan Pihak radio dalam menentukan pemenang sesuai dengan kriteria yang telah mereka tentukan.
