Guidance and counseling services in schools are efforts organized to facilitate the development of students both individually and in groups according to the needs, talents, potential, interests, conditions and opportunities that students have. BK teachers or counselors are the main implementers of Guidance and Counseling services in schools. Counselors at guidance and counseling institutions (BK) in schools play a role in the process of forming the personality of students, directing students to be better at honing their abilities in the academic field and providing counseling to find solutions, resolve and resolve problems that occur when students experience problem. This role will be effective if guidance and counseling activities are supported by a computerized system. At present, there is still a negative opinion which states that students who are called to come to the counseling room at school are students who have problems or create problems, so most students do not want to do guidance and counseling. Based on these conditions, the researcher is interested in designing a website-based information system for guidance and counseling that can facilitate digitization of guidance and counseling services and can encourage students to be enthusiastic about carrying out guidance and counseling both in personal, social, academic and career terms with openness, independence, and voluntary. This study uses a prototype which will be discussed in subsequent publications. The reason for this website-based information system for bimaling is so that guidance and counseling activities can be carried out anytime anywhere without having to come and deal directly with the counseling teacher.

Choosing the best back office is very important to support increased efficiency and effectiveness in bank operations. At PT. Bank Sumut selects the best employees in the Back Office every year. However, the selection process still has obstacles/problems. The problems faced are that the assessment and input of values is still done manually so it is less professional and quite time consuming due to the large number of back office staff who have to be assessed. Therefore, the final results obtained from the back office selection process are still less than objective. So a system is needed as a reference for the best back office selection process, namely a Decision Support System. A Decision Support System is a system that can provide problem solving capabilities and communication capabilities for problems with semi-structured conditions and unstructured situations. By using the MOOSRA method in the selection process because the MOOSRA method can calculate the weighting of the criteria and can obtain the highest criteria value so that it gets the highest weight to achieve a final ranking. The MOOSRA method is a method in a Decision Support System that can carry out a multi-criteria decision making process and can handle subjective evaluations from information collected from expert groups. The results of data processing carried out using the MOOSRA method can produce the highest final value compared to other alternatives, namely Alternative 1 (A1) with a final value of 0.3733 and is declared worthy of being the best back office.

Nowadays, developments in science are increasingly rapid and rapid. These developments change the way humans search for sources of information. The need for information cannot be separated from people's daily lives. The source of information obtained is not only through print media but also electronic media such as e-books (digital books). One technique that can be used to overcome this problem is the use of compression techniques to reduce its size or often called compression techniques. One of the uses of compression techniques is to reduce the space capacity in storage media. Compression is reducing the size of data to a size smaller than the original. Compressing this data is very beneficial when there is data that is very large in size and the data contains many repeated characters, it will be more efficient in storage. This research produces a performance level of the compression algorithm, which will measure the performance of the PDF file compression results according to predetermined parameters. From the calculations that have been calculated, it can be concluded that the percentage of PDF file compression results using the BWT algorithm is 101.06% and the Levenstein algorithm is 101.34%.

Compression is a way to reduce large file. Sometimes, when downloading image, they take up a lot of space in storage and use up a lot of data quota. This can be a problem because storage space is limited and data quota is also limited. So, use compression to reduce image file so they don’t take up a lot of storage space and save data quota when sending. In this research, the compression process will use the Variable Length Binary Encoding algorithm to compress image file. A system will be implemented for image file compression and the compression performance will be measured using compression parameters, namely Ratio of Compression (Rc), Compression of Ratio (Cr), and Space Saving with the format used for image file being JPG. Implementation and performance measurement of image file compression found that the Ratio of Compression (Rc) using the Variable Length Binary Encoding algorithm produced 3.63 bits, and a Compression Ratio is 27.5%, and Space Saving of is 72.5%. From the results of system design and testing using Microsoft Visual Studio 2008, the image file compression application design was successfully compressed to a smaller size of 4.37 KB, and testing of the decompression process was successfully carried out using the Variable Length Binary Encoding algorithm.

In the rapid development of technology, many information systems or applications already use databases for data storage. The database that is currently widely used for small and medium scale applications is MySQL. A common problem with database files is the amount of data or files stored in the database, which makes the database size large. In addition to the size of the database, there are also data sets that are responsible for reading records that take more time. Over time the database used increases, it will quickly fill disk space. One solution to this problem is to compress the data stored in the database. Compression algorithms, one of which is the Run Length Encoding (RLE) algorithm, and in this research, the algorithm used in MySQL Database File compression. The RLE (Run Length Encoding) algorithm is an encryption algorithm that encodes all data with the same value combined into one data value and the number of times that value appears.

Decision Support Systems (DSS) have become an important element in planning and decision making. Decision support systems have also been widely applied in various aspects of life to assist in the decision making process. One of them is determining the location of the concrete rebate road construction location. The problem in determining the location for concrete rebate construction in Aek Sundur Village is that there are several obstacles such as the level of road damage, road requirements, road volume, and road maintenance period, so that not all roads can be built.The right solution to this problem is to ensure that the constraints and security of the data used in determining the location point for the construction of the concrete rebate road must be correct, thereby reducing the risk of errors in determining the construction point.The results of this research will provide recommendations regarding the optimal location for the construction of a concrete rebate road based on a proportional assessment of previously determined criteria. So the Belimbing village road, cemetery road and Sihambeng road are roads that are suitable to be built based on the criteria used.

Idiopathic Thrombocytopenic Purpura (ITP) is an autoimmune disease that attacks blood platelets (platelets) so that the number of red blood cells (thrombocytes) is reduced. This disease is an abnormality in blood clotting cells, namely platelets, whose number decreases, causing bleeding. Bleeding that occurs generally on the skin is in the form of red spots to bluish rashes. Until now the main cause of this disease is not known for certain, but it usually occurs after a viral infection. Meanwhile, in adults, ITP is usually a chronic or long-term disorder. In order to avoid disease conditions caused by ITP, treatment and knowledge are needed so that it is not too late to take action so that the disease does not become serious. Therefore, we need an expert system that is able to carry out temporary diagnoses without using large costs, namely an expert system. The expert system created applies Hybrid Case Based with the Cosine Similarity method. This method is a combination of systems, namely Rule Based Reasoning (RBR) and Case Based Reasoning (CBR), this method has better accuracy than the method that runs alone. This method will process a symptom so that the disease the patient is suffering from can be detected. This expert system can be accessed anywhere and at any time, making it very easy for someone to diagnose the disease they are suffering from. The implementation of this expert system will use the Microsoft Visual Basic 2008 programming language.

The more technology develops today, the more difficult it is to obtain information. One of them is that using a computer indirectly increases storage needs. Computers store various kinds of data and files of different sizes, such as PDF (Portal Document Format) files. Problems found in file sizes that are too large will result in the process of sending or transferring data taking longer and affecting less storage media. The solution to overcome this problem requires compression techniques for PDF files. Compression techniques are used to reduce the bit size of data, thereby speeding up the file sending process and saving the storage media used. Lossless data compression by applying the Interpolative Coding algorithm. In applying the Interpolative Coding algorithm, it can be concluded that the compression results of initially large PDF files are compressed very well and the compression results produce a Compression Ratio of 1.91, Compression Ratio of 52.1%, Redundancy of 47.9% and Space Saving of 47.9.

The large number of consumers of bird's nests has succeeded in attracting the interest of several people to set up a bird's nest business because it provides quite large profits. The important activities that employees must carry out in the swallow's nest business are: scraping, applying special medicine to swallow's nests, plucking, washing, drying, sorting, printing, packing, and then marketing. The problem that occurs in the process of determining Q'nest's exemplary employees is the difficulty of making decisions quickly and accurately. The process of determining Q'nest's exemplary employees often finds errors in determining exemplary employees. Where field supervisors are less thorough and effective in collecting employee data so that the employees selected are not suitable or worthy of being model employees. The results of the calculation of Q'nest's exemplary employee who ranked first or the highest score was 102.6 in the name of Riswati Sembiring. From the results of this research, it can be concluded that users of the decision support system in evaluating Q'nest exemplary employees using the MAUT method can enable effective and efficient evaluation and make it easier for companies to determine Q'nest exemplary employees. Determining Q'nest's exemplary employees can increase institutional incentives to improve other companies.

As technology advances, data and information security becomes increasingly important. Important data can be very easy to be hacked by parties who have no interest, if the data does not have a strong security system. Using cryptographic techniques alone can be said to be unsafe, because there are many applications that function to hack or decrypt data. Therefore, a stronger solution is needed to maintain the confidentiality of the data. To maintain the confidentiality of the data and overcome the increasingly sophisticated problem of data hacking, crypto-compression techniques have been developed as an effective solution. This technique combines two main components: encryption using the Columnar Transposition Cipher algorithm to secure messages, and compression using the Rice Codes algorithm to reduce file size. By combining the security of encryption and the efficiency of compression, this crypto-compression technique aims to produce a method that can maintain data confidentiality and reduce document file sizes significantly. The research results show that the crypto-compression technique for document files using the Columnar Transposition Cipher algorithm and the Rice Codes algorithm has succeeded in securing document files by creating a new file in .trc format and if the file is opened it cannot be opened and the results can be read. The process of returning the file in .trc format to a document file has also succeeded in returning to its original form completely.
