Abstract

The problem of bureaucratic specialization in the implementation of regional elections as a form of the success of the government bureaucracy is often a problem. The process of implementing regional elections in several regions involving bureaucrats is still not maximal, so that many elected regional heads have not been able to carry out their duties to serve the community properly. On the other hand, bureaucrats must be neutral and supported by qualifications, scientific competence, and fair and reasonable performance without prioritizing political interests, so that their duties can be carried out rationally. The writing of this article was based on juridical aspects, namely Law Number 32 of 2004 concerning Regional Government and Regulation of the Minister of Home Affairs Number 9 of 2005 concerning Guidelines for Regional Government in the Implementation of Regional Head and Deputy Regional Head Elections. This writing intended to describe and analyze the neutrality attitude of government bureaucratic officials to the practice of Regional election power in Jember Regency. The writing method used a normative juridical approach with primary and secondary observation data collection techniques and document analysis. The conclusions of this study were: First, the neutrality of the government apparatus has not yet been carried out. Second, the problem of pressure from the writerities is still common. Third, there is no protection or no clear rules of the game from the involvement of the government bureaucracy in the regional election.

Abstract

Bureaucratic innovation is the government's commitment to improving public services in building a good pactice in government institutions. This study aims to analyze the transformation of bureaucracy through public service innovations for disabilities in Malang City. The research method in this study uses a qualitative descriptive approach with primary and secondary data sources. The data collection used the method of observation, interviews, and documentation. While the data analysis technique in this study uses the method developed by Creswell, specifically processing and interpreting data, reading the entire data, coding, describing categories and themes, and checking the accuracy of research results for drawing conclusions. The concept in this study uses Bureaucratic Transformation and New Public Service, which is to  that the bureaucracy has the responsibility and obligation to provide services to the community without discrimination to community as well as an innovative government thdigitalization era. The results in this study are, (1) New Directions for System and Human Resources Transformation in public services; An important premise in the transformation of the bureaucracy and public services is a sense of belonging. In realizing public services for people with disabilities in Malang City, Public Health Agency and Janti Public Health Center have improved the quality of public services and built a government practice of innovation. Janti Public Health Center is a companion organization that has provided breakthrough steps to facilitate services for disabled groups. (2) The exclusivity and innovation of public services; The paradigm shift towards the governance process has no significant effect on the provision of good public services.

Abstract

This study aims to provide an overview of the supervision carried out by the Investment Agency and One Stop Services of Jember Regency on the licensing of karaoke business organizers in the city of Jember. In addition, this study also aims to provide an overview of the inhibiting factors in the implementation of supervision of the licensing of karaoke business operators in the City of Jember. The results showed that there were still many violations in the supervision of karaoke businesses in Jember City, such as violations of business licenses, and even many karaoke businesses that did not have a license and had not extended their business licenses. The results of this study also indicate the lack of awareness of karaoke owners about the applicable policies and in the process of making karaoke licenses. Relevant agencies responsible for supervising karaoke businesses are also less strict in making decisions or imposing sanctions on karaoke businesses that violate the rules. The main obstacle faced in supervising karaoke permits is the low awareness of the surrounding community to want to carry out supervision of the karaoke business and the lack of conditionality between related agencies in conducting supervision and providing information from one agency to another related to the karaoke business.

Abstract

Procurement of goods and services that are in government with limited resources and regulations that change according to the times of course these change will affect organizational effectiveness. In such an environment the procurement of goods and services must be responsive and clever in anticipating to maintain their existence and function. For an organization to maintain its existence and function, it must be effective to support this the South Tangerang City Procurement Service Section has an important contribution in the implementation of the goods or services procurement process. Based on these conditions a research was conducted with the title: "Organizational Effectiveness of The Procurement Services Section of South Tangerang City". The theory used in this study from Richard M. Steers (1985: 206), the capability of adaptability, productivity, and job satisfaction. The method used in this research is descriptive research with a qualitative approach. This research uses the determination or selection of informants by using Purposive methods. Data sources were obtained from interviews, documentation, and observations with the validity of the data used in this research were Triangulation techniques. The result of this research explained that the effectiveness of the Procurement Service Section of South Tangerang City in adaptability is optimal, productivity is optimal, and job satisfaction is good, overall it is effective to do the jobs and the functions. Supporting factor are training and coaching employees, satisfaction in work and smooth communication while inhibiting factor is the lack of quality of Human Resources and the low quality of supporting facilities in the procurement service section of South Tangerang City.

Abstract

The purpose of this study was to determine the strategy and direction of government policies in the development of start-up startups supporting the new normal era of innovative eco-digital products. Through this research, it will be studied how the direction of Government policy in developing startup startups in Indonesia, as well as what government support is in keeping the eco-digital movement of innovative products stable in the new normal era, and what kind of startups can survive during a pandemic and new normal. This research method uses qualitative descriptive and literature studies based on primary data and secondary data from the results of data analysis from pilot business groups, groups of start-up policy makers, community policy users and startup business consumers. The results of the research show that the policy directions that must be the attention of the Indonesian government regarding the development of startups in Indonesia are as follows: Increasing Broadband access; Helping SMEs to switch to the online realm; Expanding the electronic payment system; Expanding access to finance (investment); Extending e-government services; socializing the Job Creation Law, which was recently passed to provide various impacts on the startup business ecosystem; The Creative Economy Agency (Bekraf), currently the government through the Indonesian Creative Economy Agency (Bekraf) is trying to build infrastructure to support the presence of startups in Indonesia. BEKuP (Bekraf for pre startup); In collaboration with MIKTI (IT Creative Industry Society) and Telkom Bekraf will hold intensive workshops for people who intend to build startups in 15 big cities; Making the University as a Startup Startup Incubator; Protecting MSME products from Curent Account Deficits (CAD) problems; Disseminating Government Regulation (PP) Number 74 of 2017; Prepare an electronic-based national trade road map (E-Commerce Road Map), hereinafter referred to as the 2017-2019 SPNBE Road Map; Funding programs, taxation, consumer protection, education and human resources (HR). Also communication infrastructure, logistics, cybersecurity, and the establishment of the SPNBE Roadmap implementing management; The government cuts the final PPh by 0.5% for MSMEs. Also through PMK Number 150, 2018, this digital industry can get income reduction incentives (PPh) or tax holidays; Facilitating creative ideas, innovations, originality ideas, and not end users through Grant activities and competitions in various aspects of local creative endeavors, academic research and technology; Provide liquidity, guarantee LPS Deposit insurance agency to owners of capital; Prepare financing in the technology sector. Prepare a law on the national knowledge and technology system; Evaluating educational curricula with graduate expertise, especially in tertiary and senior secondary education as well as developing research at universities.

Abstract

The disharmony of the relationship between the local government and the village government has been felt since the enactment of Law no. 6 of 2014. The excessive and often misunderstood spirit of village autonomy for most village governments seems to have resulted in a disharmony relationship with the local government above it. Therefore, it is necessary to integrate authority in order to produce strategic policy outputs that are needed to advance and improve people's welfare. The integration of the implementation of village development between local and village governments needs to be addressed. Integration can be built in two ways, namely: communication and coordination. There are 3 ways of integration that must be done by local governments, among others; integrated in the field of authority, integrated in the financial sector, and integrated in the field of public services-SDA. To realize the integration of the authority of the local government and village government, Collaborative governance is an alternative as an interactive process that involves a group of people autonomously who utilizes shared rules with norms and organizational structures to solve problems, reach agreements to take joint actions, and share resources such as information, funds, or staff.
