Abstract

This research aims to overcome the problem of Empowerment and Inmprovement of  Family Welfare for Couples with Disabilities Aura Lentera Banyuwangi. The purpose of this research is to overcome the problems of Partner Problems, namely there is still no continuity of empowerment programs carried out by the government for family couples with disabilities. Generally, training is only for persons who are still in their teens or in school. Some Based on these data, other problems can be identified as follows: 1. Many women and wives with disabilities become the main support for the family and help their husbands who have disabilities; 2. There are several couples, in general there are dominant partners who both have limitations as persons with disabilities, both husband and wife; 3. There is still a lack of Family Economic empowerment programs for people with visual impairments and other disabilities for people who are already married; 4. Lack of Accessibility Welfare Program for families with visual impairments and people with other visual impairments is still rare; 5. Pro-disability government policy programs. However, this information has not yet arrived or has not been reached by persons with disabilities; 6. Problems with limitations in improving the economy and family welfare of spouses with disabilities; 7. Government programs that have been made for all components of society are not yet accessible, especially for vulnerable groups, especially people with disabilities, both visually impaired and other handicapped; 8. Accessibility of information on economic empowerment and education is still not easily accessible to persons with disabilities, especially the visually impaired; 9. There is no family economic empowerment starting from family spiritual development; 10. Education is still rare in maintaining environmental cleanliness and health with healthy and halal eating patterns; 11. There has been no special socialization for groups of people with families who are already married to exercise regularly to be healthy and avoid various kinds of diseases; 12. Training is still rare in accordance with the limitations and competencies possessed by persons with disabilities, both visually impaired and other handicapped. Just a little like massage training. Forms of business skills to increase household income, such as home industry business skills to date are making cakes, and salted eggs. As well as some visually impaired persons who have vocal abilities and are members of the Al Mumtaz MSME arts community, which have not been accommodated in a sustainable manner. The solutions offered are 1. By holding a socialization of government programs for the disabled, inviting BLK and Welfare of the Banyuwangi Regency Government to share discussions; 2. Family economic empowerment, family spiritual development, self-actualization motivation in the fields of education, health, economy; 3. Socialization of healthy living, healthy and halal eating patterns; 4. Community motivation; 5. Accessibility of information on empowerment programs The output targets to be achieved are increased understanding of training participants, increased accessibility of Banyuwangi district government programs and hopes for improving the welfare of families with persons with disabilities; publication of online media and print media, compiling articles related to service in the form of national journals, photos and videos of activity documentation.Keywords: Empowerment; Accessibility; Women's Welfare; Government Program; Aura Lantern

Abstract

This study aims to identify and explain the forms of conflict resolution in the ownership of the Dalem Temple and the Graveyard involving two neighboring traditional villages, namely the Kemoning Traditional Village and the Budaga Traditional Village. This study uses a qualitative method with a case study approach. Data in the study was obtained through in-depth interviews with several informants. The informants who became the source of data in this study were five people, namely two key informants, namely the Head of the Traditional Village from Kemoning and Budaga, one informant from the Klungkung Resort Police, and two people from the communities of these two traditional villages. This study found at least four forms of conflict resolution efforts undertaken to resolve this problem, namely negotiation, facilitation, mediation, and arbitration. The final decision in this conflict is determined through an arbitration mechanism involving a customary dispute resolution institution. The use of arbitration is because no definitive agreement has been reached that satisfies both parties through previous negotiations. In the end, the decision of the customary dispute-determination institution is the final decision on the existence of Pura Dalem and the Graveyard, which is the object of dispute in this conflict and must be accepted and carried out by both parties.

Abstract

Public services are present as a form of service and government performance as a regulator in running and managing the ongoing government. The form of public services is divided into various forms and each has its own target as an effort to enforce the government process and control the administration.The community as the recipient of public services is also the party who is obliged to not only receive services, but also to implement and comply with the rules set by the government as a government regulator.The form of public service itself is dynamic enough to adapt to the conditions and needs that develop in the community. The online population administration process and program as implemented by Dispendukcapil Jember in the Lahbako application network is one example of the implementation of public services in the population administration sector which has experienced adjustments and changes due to several factors that occur in the community itself. Ambulu sub-district is a quite interesting locus, apart from heterogeneity but also various other factors that make the implementation of the LAHBAKO application network in the sub-district has a different and interesting value.Keywords: Implementation, population administration, LAHBAKO

Abstract

The purpose of this study is to implementation design strategies that are relevant to the implementation of job training in Jember Class II A Prison using the SWOT analysis method. The SWOT analysis will go through 3 matrices, namely the first, the IFE (Internal Factor Evaluation) matrix which will draw out the strengths and weaknesses of the workshops while the second, the EFE (External Factor Evaluation) matrix which will describe the threat and opportunity factors of the workshop. workshop and the third, IE (Internal External) matrix which will show the current work shop position. From the calculation, the highest weight of the strength factor is 0.15, the highest weight of the weakness factor is 0.15, the highest weight of the opportunity factor is 0.19, and the highest weight of the threat factor is 0.19. The average value of the IFE matrix is -0.16 and the EFE matrix is -0.1. From these results, the Jember Prison Workshops are in the 4th quarter and the strategy that must be implemented is defensive.Keyword: Implementation; Training, Work, SWOT, IFE and EFE

Abstract

Penelitian ini dilatarbelakangi pemikiran bahwa saat ini e-government menjadi salah satu inovasi kebijakan yang diterapkan oleh pemerintahan. Baik pada level pusat maupun daerah. Provinsi Papua telah menerapkan E-Government sejak tahun 2017. Namun, penerapan E-government tersebut belum tersentuh hingga ke tingkat Distrik. Padahal, Distrik sebagai salah satu organisasi pemerintah yang menjalankan fungsi pelayanan maka mau tidak mau harus menerapkan e-government. Penelitian dilakukan di kantor Distrik Abepura. Menggunakan pendekatan deskriptif kualitatif. Hasil Penelitian Menunjukkan bahwa Distrik Abepura telah menerapkan e-government. Model e-government yang ideal untuk diterapkan dalam pelayanan berbasis online di Distrik Abepura adalah model Catalouging, Transaction, Vertical Integration dan Horizontal Integration. Sedangkan pola E-Government yang ideal di terapkan di Distrik Abepura adalah Pola G2C (Government to Citizien). Sedangkan Faktor-Faktor yang mempengaruhi penerapan model dan pola E-Government di Distrik Abepura terdiri dari Faktor Pendukung dan Penghambat. Pada Faktor Pendukung meliputi Komitmen kepala Distrik, Fasilitas Distrik dan Letak Distrik. Sedangkan faktor yang menghambat adalah Sumber Daya Manusia, Penganggaran, Respon Masyarakat, Domain Belum resmi. Kata kunci: pengembangan, Model, Pola, Pemerintahan Elektronik, Distrik  ABSTRACT (11pt Bold Italic)Abstract: This article is the result of research on involving and accessing official access to district / city government offices in the Papua province in supporting the implementation of e-governmnet. The main issues discussed are about the development of implementation of the implementation of e-government in Papua and what factors influence the implementation of e-government in Papua. This research is included in descriptive qualitative research. The data source used is secondary and primary data, namely the study of literature, articles, journals and sites on the internet relating to research conducted. While the primary data used comes from the results of interviews with informant stakeholders. Data collection is done through literature studies, district / city observation websites in Papua, and interviews with Diskominfo in Papua province. The results showed that, as many as 26 district / municipal governments from 29 districts / cities in Papua province had official sites with the go.id domain. Of the 26 web sites all have met indicators, namely access, interaction, transaction and transformation. Several challenges issued by each district / city government in Papua in the development of e-government are factors that support internet support facilities and HR factors that focus on uploading website content. The factor of ignorance of the community about the approval of the official local government site, is also a priority in improving public services through e-government.
