Abstract

Illegal fishing in the North Natuna Sea is a serious threat to Indonesia, both in terms of economy and state sovereignty. Disputed waters, especially in Indonesia's Exclusive Economic Zone (EEZ), are often targeted by foreign vessels with various modus operandi, such as identity forgery and detection evasion. The purpose of this study is to analyze the strategy for handling illegal fishing implemented by the Baharkam Police Chief in the North Natuna Sea to maintain national security. The research method used is qualitative descriptive with SWOT analysis. SWOT analysis is applied to evaluate the strengths, weaknesses, opportunities, and threats faced in handling illegal fishing in the region. The results of the study show that an effective strategy requires the integration of advanced technologies such as radar, thermal sensors, and ship tracking systems (VTMS), as well as strong national policy support. The Baharkam Police Chief also benefits from new technologies such as Sat-AIS and maritime drones, which play an important role in maritime surveillance. Comprehensive personnel training and the development of ships and patrol aircraft are important elements in strengthening the operational capabilities of the Kapolairud in dealing with illegal fishing and defending the sovereignty of Indonesian waters.

Abstract

The COVID-19 pandemic has accelerated digitalization in the education sector, highlighting disparities in technology access, particularly in remote areas like Bone Regency, South Sulawesi. This study explores the impact of digitalization on equitable access to education in this region and identifies challenges and potential solutions to bridge the digital divide. The study used ethnographic methods to gather insights from selected students, teachers, academics, and parents. Findings reveal that limited digital infrastructure, lack of technology skills, and economic disparities are major barriers to digital education in Bone Regency. Social norms and gender roles further affect students' ability to use technology effectively, particularly for female students. Initiatives such as enhancing teacher training in digital skills, partnering with the private sector for infrastructure support, and implementing flexible hybrid learning models are identified as possible solutions. This study contributes to ongoing discussions about digital equity in education, providing actionable recommendations for policymakers to expand inclusive digital education access in remote areas.

Abstract

New media, such as TikTok, serves as an interactive digital platform that enables users to directly participate in accessing and disseminating information. This study is motivated by a gap in understanding the effectiveness of social media as a political marketing tool for Generation Z, particularly within the Indonesian political context, which requires tailored content to engage this young voter demographic. Using a qualitative method with in-depth interviews, this research involved 100 respondents from Generation Z who are active TikTok users, as well as officials from the National Awakening Party (PKB) at both central and regional levels. The study aims to analyze the types of TikTok content most effective in enhancing Gen Z’s political participation leading up to the 2024 election. The results show that content with entertaining, informative, and narrative-based styles strongly appeals to Gen Z, proving effective in fostering their political engagement. The study concludes that PKB's strategy of using TikTok, through an interactive and Gen Z-preferred content approach, effectively increases political participation and could serve as an innovative model for future political campaigns.

Abstract

Tensions in the Asia-Pacific region have escalated due to the aggressive actions of the People's Republic of China (PRC) regarding its South China Sea (SCS) claims. This situation has prompted regional countries to enhance their defense capabilities, further complicated by the involvement of the United States and the formation of the AUKUS pact, which has created a security dilemma. Indonesia faces several challenges in building its national defense capacity as a non-party to the direct conflict. These challenges include: (1) a relatively low defense budget allocation, less than 1% of GDP, despite its vast territory and significant maritime threats; (2) a budget focus skewed towards personnel development rather than modernizing primary weapons systems and investing in defense technology research; and (3) inconsistencies in defense procurement planning due to domestic and international political factors. To address the potential escalation of the SCS conflict, Indonesia requires a national defense strategy that can act as a balance of power in the region. This study employs a qualitative method with a descriptive-analytical approach, utilizing primary (interviews) and secondary data. The findings reveal that VUCA conditions, geographical challenges, and an Indonesia-centric development vision influence Indonesia's defense strategy. The Archipelago Defense Strategy (SPN), formulated by the Ministry of Defense and the Indonesian Armed Forces (TNI), prioritizes the Large Islands Strategy and the development of forward bases in Natuna to counteract the PRC's aggression in the SCS.

Abstract

This study examines the role of Kyai in the political strategy of the National Awakening Party (PKB) in Kendal Regency, focusing on the combination of traditional pesantren-based approaches and the utilization of digital social media. While the involvement of religious leaders in Indonesian politics has been widely researched, there is limited exploration of the influence of Kyai's moral authority, pesantren community networks, and digital technology in garnering political support. The research employs a qualitative case study method, involving in-depth interviews with Kyai, PKB administrators, and voters and direct observation of campaign activities. Findings reveal that Kyai plays a significant role in mobilizing political support through their moral authority and emotional connection with the community. Meanwhile, PKB effectively utilizes social media to reach younger voters. This "hybrid communication" approach successfully integrates traditional influence with digital strategies, enhancing PKB's support among pesantren communities and urban voter segments. The study highlights the importance of the synergy between the role of Kyai and digital technology as key factors in PKB's success in the 2024 Legislative Election in Kendal. These findings provide new insights into the political dynamics involving religious leaders and modern media. The role of Kyai and PKB's political marketing strategy, which includes digital approaches and data analysis, has successfully increased public trust and political participation, especially among religious communities and young generations, by strengthening support through an adaptive strategy that combines religious values and technology.

Abstract

This article aims to analyze the role of data analytics in optimizing marketing strategies at Patra Cirebon Hotel & Convention, particularly in enhancing service personalization and the effectiveness of marketing campaigns. Using the theoretical approach of digital marketing management and customer-based data analysis, this study collected data through interviews with the marketing manager and secondary data analysis of the hotels performance reports, which were then qualitatively analyzed. The study results indicate that data analytics contributes significantly to increasing sales conversion and customer loyalty through more targeted personalization strategies. However, this research also reveals several challenges, such as limited human resources and the complexity of integrating data from various sources. Nevertheless, these findings are relevant for marketing practices in the hospitality sector, offering hotel managers guidance on leveraging data analytics to drive business growth. This research is expected to serve as a reference for marketing practitioners in the hospitality industry, particularly in designing data-driven strategies that are more efficient and customer-focused, as well as adding value to the development of customer-oriented marketing practices.
