Abstract

Indonesian Muslim women had long been an inseparable part from political activities since the colonial period to present era. During colonial era, although they did not work formally under certain Islamic women’s organizations, they made real contributions to the women’s political movement in Indonesia since they formed women’s branches of existing mass organizations. Fatayat, this organization is the sister branch of the largest Islamic organizations in Indonesia: Nahdlatul Ulama. This paper narrates that the involvement of Fatayat in politics had its historical and genealogical roots since Soekarno era. Sukarno facilitated Fatayat to develop power capacity in politics. However, during Soeharto era Fatayat experienced a setback due to New Order’s control toward women’s organization with its “ibuism” ideology. In order to maintain its existence, Fatayat decided to collaborate with government by incorporating state’s program such as PKK, Posyandu into their activities while alos made network with national and international funding organization.

Abstract

This paper discusses the situation of domestic workers (PRT) and the process of organizing domestic workers that has been doing by the author as a community organizer. The author, with a feminist framework, explores the history of the oppression of women attached to unpaid domestic work and the impact it has on domestic workers who are currently underpaid. This article also discusses the attitude of the state in viewing domestic workers as workers, as citizens and as women as well as the state’s reluctance to ratify the ILO Convention No 189 or ratify the Domestic Workers Protection Bill. The author uses her experience and knowledge in the labor movement and is enriched with the distinctive characteristics of domestic workers. This study concludes that efforts to change the working situation experienced by domestic workers need to be done by organizing domestic workers to have the power to urge thestate to realize decent work.

Abstract

Sexual violence in the history of humankind is a common phenomena. Ironically the object of violence is frequently women. Unfortunately, those violence are legitimated with doctrine. Cases of husband beating wife as nusyuz and other violences are legitimated with holytexts. Muhamad’s personality to his wives even being used as legitimation of theology. This made interpretation becomes bias. Amina Wadud’s tafsir indicated that there is a need to re-evaluate and reinterprete those bias tafsir.

Abstract

Activism of international women’s labors does not deal with one version of global action yet manifesting in pluralism of actions with divergent and different forms. Many faces of Asia-Pacifics women’s movements, for example, are having multiple expressions in engaging with emancipatory politics at all levels. Effort to generalize their fights, resistance, and resilience will at the end reduce the capacity of their political movement in terms of framework, tradition, generation, ethnicity and nationalism. Women are collectively challenging the injustice, violence, and inequality by demonstrating differences which are linguistically, geographically and culturally defined. Thus, flexibility of action and resilience is the best cure to patriarchy. Keywords:

Abstract

Presidential Instruction (Inpres) No. 9 of 2000 about Gender Mainstreaming is a mechanism to in National Development has impacts on the planning and implementation of public policy in Indonesia. Public policy becomes an important arena for the struggle to realize gender equality and justice. One of the government’s commitments to this matter can be seen through Gender-Responsive Budgeting (GRB). This study analyses gender responsive budgeting in social protection programs in Indonesia, with case studies in three regions, namely Gunungkidul Regency, North Lombok Regency, and Padang City. Data collection is carried out by in-depth interviews and literature studies, including the Indonesian Budget and Regional Government Budget documents. This study conducted GRB analysis in three regions with three categories of budget expenditure analysis, namely specifically identified gender-based expenditure, equal employment opportunity expenditure, and mainstream budget expenditure. The results of the study show that in several regions there have been gender-responsive specific budget allocations for affirmation programs for women, children, the elderly, and dissability. However, it can be seen that the budget and gender-specific expenditure are still centralized in services that are identical to women's affairs, and not yet mainstreamed in all of the budget allocation.
