Abstract

Lembaga Perkreditan Desa (LPD) as one of the Micro Finance Institutions has succeded in Province Bali in giving its service to the community. As an alternative finance institution, they have been able to reach the people with low income and small sized and micro business in informal sector. Unfortunatelly, LPD was build without the Governor of Indonesian Bank’s policy letter, which means that LPD has performed informally. This article attempts to analyze, not only about the management system of LPD which based on the Hindu-Bali values as the traditional customs and the major religion in Bali, but also the legal analysis on LPD itself, particularly after the Bali Bombings which have destroyed the economic sector in general. One of the findings in this article is that the service mechanism of LPD in Bali Province, which based on the value of local wisdom has became a major indicator in moving forward the economic growth. Abstract

The decentralization of forestry sector in Papua Province has been executed by the Community Forestry Programme. To support this programme, the Indonesian government issued a series of regulations; Government Regulation (PP No: 6/1999) on the Small Scale Logging Consession Permit, the Ministry of Forestry Decision Letter No: 677/Kpts – II/1998 on Community Forestry Programme, and Forest Reform Act No: 41/1999. However, the implementation of these policies had caused many problems, among athers: (1) inconsistency of government policies, which had caused authority conflict between local governments and central government in managing the forest resource; (2) policies that caused illegal logging activities; (3) an increase of policy manipulation practice. In the end, this policy have failed to create both quality improvement of the local people social economic life as well as a sustainable forest development. This article is focused to discuss questions on how the local government implement these policies, and what are the problems faced by the settlers in and around of the forest. Abstract

This study talks about multilingual communities in the eastern parts of Indonesia, particularly in Alor Regency, East Nusa Tenggara Province. It focuses on Hamap community and its language in the present actual condition in relation to the language existence in Alor which has multi-ethnic with different languages, specifically in Moru, Alor Barat Daya District. At present, the community is surrounded by some other ethnic groups that have their own languages such as Kui, Abui, and Kelon. In addition, the usage of Hamap language is pressed by Alor Malay as lingua franca in the region. It shows that the language is in a certain degree of extinction process called “potentially endangered language”. These are caused by its minority and the language shift which has occurred in the language community of Hamap, especially in the daily life of its young generation. Nowadays, they would rather speak in Alor Malay than in their own ethnic language. Therefore, all attempts both formal and informal have to be done and supported in order to avoid the language from extinction. Abstract

Abstract

As a branch of philosophy which studies the nature of science, epistemology seems to be neglected in the research world. Some of young researchers assume that epistemology is only an abstract philosophical material unrelated with the methodology. As a consequence, research is often conducted based on the known methods rather than the nature of the reality. From the very beginning, therefore, the research has been biased in methodology. This paper discusses the classification of Habermas’ epistemology. Habermas has classified the science paradigm into three categories, namely (1) Positivism (Technical knowledge interest or dominative knowledge), (2) Interpretative Paradigm (Humanistic or practical knowledge Interest or descriptive science), and (3) Critical Paradigm (Emancipatory knowledge interest/ liberating knowledge). Understanding the strengths and weaknesses of each paradigm will encourage the researchers to determine the appropriate methodology based on the the nature of reality. Abstract

In Indonesian political context the plausibility of religion is very high, both at individual and at societal level. People normally think that religion and state are not seen as totally independent. Religion should not be marginalised in public policies, and the state should deal with religious matters. In the same time we found the rise of religious fundamentalism and its influence on Indonesian politics. This particular situation shows the problematic relationship between religion and state in Indonesia. The dividing line between religion and state in today’s Indonesia is very thin at some points; and the role of religion in the legislative and executive branch receives a lot of attention in public debate. In this article we would like to examine empirically the attitudes of Indonesian students in higher education towards the relationship between religion and state. We will elaborate on the relationship between the religious convictions of individuals, and the influence of these convictions on their ideas about the separation of religion and state. We expect that university students attitudes are highly relevant regarding respect for religious freedom in domains where the state exercises control. The tension between religion and state is indeed visible in concrete legislation. Abstract

Tau Taa Vana is a minority ethnic group living in Dataran Tinggi Bulang, Central Sulawesi. There are around 1500 inhabitants. They believe in Pue, their only God, and practice Halaik, a local customary religion. According to them, custom (adat) is the same as religion. Halaik, literally means belief. For the people of Tau Taa Vana, custom, tradition, and traditional medication are united as a religion system. Kapongo is the main ritual that provides offerings (sesaji) consisting of betel, areca nut, and lime to the super natural essence or Pue. These offerings are delivered in every special occasion, such as hunting, planting, harvesting, medicating, building house, and ceremonial feast. However, they have no church, no temple, and no regular worship. They can pray anytime and anywhere in various ways. Halaik is a genuine belief that has been practiced by Tau Taa Vana since a long time ago. In the past five decades, however, some of them have converted to be Muslims as well as Christians. Nevertheless, to the present days they still faithfully practice Halaik, their old religion. Keywords: Halaik, Kapongo, Pue, Dataran Tinggi Bulang

Abstract

This paper discusses the experience of Indonesian exiles in the Netherlands. Presented in a chronological order from their departure to foreign countries until the post-Suharto era. This paper shows a strong interaction between international and domestic political battles as the context of their origin. Organized based on interviews and observations of the Indonesian exiles in the Netherlands, in addition to related literature review, this paper points out the effort by the exiles to maintain their nasionalist commitment by creating a counter narrative to Indonesian historiography that neglected them. Keywords: 1965 tragedy, exile, citizenship, nationalism
