Abstract

Daerah aliran sungai sebagai daerah tangkapan air hujan yang rentan dengan permasalahan erosi dan sedimentasi. Jumlah sedimentasi akan terus meningkat seiring dengan bertambahnya jumlah erosi yang berdampak besar seperti pendangkalan, air menjadi keruh serta dapat mempengaruhi umur suatu bendungan. Tujuan penelitian ini adalah mendapatkan nilai pendugaan erosi dan sedimentasi pada daerah aliran sungai Bendungan Raknamo menggunakan Metode Universal Soil Loss Equation (USLE) dan Modified Universal Soil Loss Equation (MUSLE). Dari hasil penelitian diperoleh nilai faktor erosivitas hujan (R) tahun 1997-2016,  faktor erodibilitas tanah (K) sebesar 0,40, faktor panjang dan kemiringan lereng (LS) sebesar 1,67, faktor penutupan vegetasi (C) sebesar 0,31 dan faktor konservasi lahan (P) sebesar 1,00 sehingga besar laju erosi dan sedimentasi menggunakan Metode USLE adalah 196,46 ton/ha/thn dan 34,62 ton/ha/thn.Lalu diperoleh nilai debit banjir maksimum (QP) dan total volume limpasan permukaan (VQ) tahun 1997-2016 sehingga besar laju erosi dan sedimentasi menggunakan Metode MUSLE sebesar 342,57 ton/ha/thn dan 57,19 ton/ha/thn. Kemudian didapat rasio perbandingan metode USLE dan MUSLE yaitu sebesar 1 : 1,65.River flow area as rainwater catchment areas are vulnerable to erosion and sedimentation problems. The amount of sedimentation will continue to increase along with the increase in the amount of erosion which has a large impact such as silting, the water becomes cloudy and can affect the life of a dam. The purpose of this research is to get estimated value of erosion and sedimentation in river flow area of dam raknamo using the Method Universal Soil Loss Equation (USLE) and Modified Universal Soil Loss Equation (MUSLE). The result of this research is value of rain erosivity factor (R) 1997-2016, soil erodibility factor (K) is 0.40, length and slope factor (LS) are 1,67, the vegetation closure factor (C) is 0.31 and land conservation factor (P) is 1.00 so the rate of erosion and sedimentation using USLE method is 196,46 ton/ha/year and 34,62 ton/ha/year.Then obtained the value of maximum discharge flood (QP) and total volume of runoff surface (VQ) 1997-2016 so the rate of erosion and sedimentation using MUSLE method is 342,57 ton/ha/year and 57,19 ton/ha. Then obtained for ratio of comparison method of USLE and MUSLE which is 1: 1,65.

Abstract

The The implementation of e-procurement has been used since 2010 in NTT expecially in Kupang and believed could bring up effectively, fairly, efficiently , transparently andakuntability so it is expected to could minimalize the deceitful happened. Therefore it is needed to known if there was the deceitful of construction service conventionally and wich steps in procurement of construction service wich giving chance for deceitful to be happened and could e-procurement could minimalize the deceitful happened on that steps. This research was conducted on service users in Department of public work NTT province and Department of public work in Kupang City and service provider wich has central office and branch office in Kupang city. The technique of data processing and analysis was used Likert Scale. From the result of research could be known that respondent agree there was deceitful on the construction service conventionally with the percentage of the user service is about 77,33%, the contractor is about 81,84% and the consultant is about 78,96%. From the deceitful of conventionall system, it have five step on the construction service conventionall wich often happened is the auction announcement. The input of proposal document the provement of qualification, clarification and negotiation, and winner announcement. From those five steps, three of those were the steps those of auction announcement the input of proposal document and winner announcement could be minimalized the deceitful by e-procurement. While on the step of the provement of qualification, clarification and negotiation it could not minimalized by the e-procurement because there is still happening of the direct meeting in this steps.

Abstract

This work prepared a framework for an object-oriented urban terrain hydrological response model, and was meant to work in conjunction with the preparatory module for urban terrain data capturing, prepared in previous work. This framework engages five classes of object namely terrain cell, clock, precipitation, neighbor identifier and terrain platform. Based on the framework, an object-oriented prototypical model was constructed in MS-Excel environment to demonstrate the workability of the framework. Applying the model on an exemplar case shows that the module mimics well the hydrological response of the terrain and ca accurately replicate the surface run-off response of the terrain. The degree of accuracy was shown to be 95,15% just for a 9 cells modeling. Engaging terrain cells in greater number can yield more accurate results.

Abstract

Pembangunan Bendungan Tilong untuk memenuhi air baku dan air irigasi. Daerah Irigasi Tilong memiliki luas wilayah layanan irigasi sebesar 1.484 Ha diantaranya luas layanan 233 Ha untuk mengaliri daerah Fatukanutu. Dalam pengoperasiannya, jaringan irigasi mengalami beberapa kerusakan seperti rusaknya tubuh saluran akibat erosi tebing, tanaman liar dan sebagainya, sehingga peneliti ingin mengevaluasi kinerja jaringan irigasi Fatukanutu ditinjau dari aspek fisik, aspek pemanfaatan dan aspek operasional dan pemeliharaan (O & P). Metode yang dilakukan yaitu pengukuran debit inflow-outflow, dan analisis deskriptif jawaban kuesioner yang diuraikan dengan memberi nilai tertentu (skala likert) terhadap setiap variable aspek yang ditinjau. Jaringan Irigasi Fatukanutu di lihat dari aspek fisik memperoleh nilai rata-rata sebesar 2.93, Cukup Baik. Jaringan Irigasi Fatukanutu di lihat dari aspek pemanfaatan memproleh nilai rata-rata sebesar 1.98, Kurang Baik dan efektifitas pengelolaan lahan 45.55 Ha dari luas lahan rencana 233 Ha sebesar 19.55 % yaitu terdapat tiga sub ruas bagian yang difungsikan dan dimanfaatkan dalam pengelolahan lahan yaitu BT1, BFK3 dan BFK4, sedangkan 5 sub bagian lainnya tidak dimanfaatkan untuk pengelolaan lahan yaitu Sub Bagian BFK1, BFK2, BFK 5, BFK6, BFK7. Jaringan Irigasi Fatukanutu di lihat dari aspek O & P memproleh nilai rata-rata sebesar 1.65, Kurang Baik. Kinerja Jaringan Irigasi Fatukanutu secara keseluruhan berdasarkan ketiga aspek tersebut memperoleh nilai sebesar 2.19 Kurang Baik. Tilong dam of development is to fillup main water and irrigation water. Tilong Irrigation has an area of 1,484 ha irrigation services including extensive service area of 233 hectares to flow through Fatukanutu. thelrrigation Network in Fatukanutu has been operated since 2003 to drain the land in Hamlet Fatukanutu. In operation, the irrigation network suffered some damage as a result of damage to the channel bank erosion, weeds and etc, therefore the researchers wanted to evaluate the performance of irrigation networks in Fatukanutu. The performance evaluation is reviewed based on physical aspects, aspects of utilization and operational aspects and maintenance (O & M). The method performed is conducted by inflow-outflow discharge measurements, and descriptive analysis questionnaire described by giving a specific value (scale likert) for each variable aspect reviewed. Fatukanutu irrigation network in full view from the physical aspect has get an average value of 2.93, it was Very Good. Fatukanutu irrigation network in view of the aspects of utilization obtainan average value of 1.98, Less Good and effectiveness of land managemen thas a percentage of 19.55 % or 45.55 hectares of land area of 233 hectares plan where there are three sub-sections and sections that function is used in land management BT1, BFK3 and BFK4, while the other 5 sub-section is not used for land management namely sub-section BFK1, BFK2, BFK5, BFK6, BFK7. Fatukanutu Irrigation network from the aspects of O & M to obtainan average value of 1.65, Less Good. Irrigation Network Performance Fatukanutu overall based on three aspects to obtained a value of 2.19 Less Good.

Abstract

Penentuan besaran tarif angkutan membutuhkan penanganan dan kebijakan yang arif karena dapat menjembatani kepentingan penumpang selaku konsumen dan pengusaha selaku operator angkutan umum. Penelitian ini bertujuan untuk mengetahui Biaya Operasi Kendaraan (BOK) dan tarif yang layak diberlakukan untuk trayek angkutan umum Kota Kupang dengan jarak terpendek dan jarak terpanjang. Trayek Terminal Kupang-Penfui adalah trayek angkutan Kota Kupang dengan jarak terpanjang (28,30 km) yang melayani kawasan pertokoan, pendidikan dan kawasan perumahan, sedangkan trayek Terminal Kupang-Perumnas merupakan trayek angkutan kota dengan jarak terpendek (7,68 km) yang melayani kawasan pendidikan dan perumahan. Kedua trayek ini memiliki penentuan tarif angkutan yang sama yaitu Rp 2000,- untuk pelajar dan Rp 3000,- untuk masyarakat umum. Analisa BOK dan kelayakan tarif dilakukan dengan metode perhitungan berdasarkan Keputusan Direktur Jenderal Perhubungan Darat Nomor: SK.687/AJ.206 /DRJD/2002 tentang Pedoman Teknis Penyelenggaraan Angkutan Penumpang Umum di Wilayah Perkotaan Dalam Trayek Tetap dan Teratur. Hasil analisa BOK untuk trayek Terminal Kupang-Penfui sebesar Rp 2.165,42/penumpang dan tarif yang layak diberlakukan sebesar Rp 2.381,96/penumpang, sedangkan BOK untuk trayek Terminal Kupang-Perumnas sebesar Rp 1.956,31/penumpang dan tarif yang layak diberlakukan sebesar Rp 2.151,94/penumpang. Determining the amount of transport fares require wise policy for it can bridge the interests of passengers as consumers and businessman as public transport operators. This study aims to determine the Vehicle Operating Cost (VOC) and the decent fares applied in Kupang City for the shortest and the longest route. The route of Terminal Kupang-Penfui is the longest ones that has a distance of 28.30 km, that serves the shopping area and the educational and residential areas; while the route of Terminal Kupang-Perumnas is the shortest route (7.68 km) which serves educational and residential area. Nowadays these two routes have the same transport fares is Rp. 2000, - for students and Rp 3,000, - for public in general. VOC and feasibility fare analysis conducted by the method of the Directorate General of Land Transportation No. SK.687/AJ.206/DrJD/2002. The VOC analysis results for Terminal Kupang-Penfui route is Rp. 2165.42 / passenger and the decent fare imposed is Rp. 2381.96 / passenger; while the VOC for Terminal Kupang-Perumnas is Rp 1956.31 / passenger and the decent fare imposed is Rp. 2151.94 / passenger.

Abstract

Public transport is being part of human prime need, and also a community transport system, but if we don’t manage it well, it makes problem for the supplier and public transport assessors. This research is to get to know the rate based on the VOC (Vehicle Operational Cost), the Ability To Pay (ATP), and Willingness To Pay (WTP) for the service of public transport in the town of Soe. The observed tract for this public transport is in the Haumeny Terminal to Pasar Inpress Kota Soe, and the New Terminal to Pasar Inpress Kota Soe. The VOC analysis will adapting two kinds of methods, those are from the public work department raisd in year 2005 (Pd.T-15-2005-B) and the method from Directorate General for land transportation number SK.687/AJ.206/DRJD/2002. And for the analysis of ATP and WTP are using the cross tabulation method and travel budget. Trough this research, is known that the real rate is bigger than the counting rate outcome. The real rate is Rp. 3000,00 while the counting rate based on the VOC from the directorate general for land transport is Rp.2205,27 and Rp.1962,14, and for the public work department is Rp. 2621,89 and Rp. 2059,73. The rate for ATP is Rp.2.752,05 and the rate for WTP is Rp. 1.995,50.

Abstract

Jumlah angkutan pribadi di Kota Kupang saat ini terus meningkat, sedangkan jumlah angkutan umum di beberapa trayek menurun. Hal ini terjadi karena saat ini banyak masyarakat telah berpindah moda dari angkutan umum ke angkutan pribadi. Beberapa faktor yang mempengaruhi masyarakat berpindah yaitu kinerja angkutan umum, kenyamanan, jarak, waktu dan faktor lainnya. Penelitian ini bertujuan untuk mengetahui kinerja angkutan umum dan dan penyebab masyarakat berpindah moda dari angkutan umum ke angkutan pribadi. Pengukuran kinerja angkutan dilakukan berdasarkan Standar Pelayanan Angkutan Umum Departemen Perhubungan dan pengukuran pendapat masyarakat menggunakan metode Importance Performance Analysis dan Analisis Mean. Berdasarkan hasil penelitian, diketahui beberapa faktor dominan yang menjadi penyebab masyarakat berpindah moda yaitu kurangnya jumlah angkutan umum, faktor waktu seperti kurangnya waktu pelayanan dan waktu menunggu angkutan yang lama, rute pelayanan seperti rute angkutan umum yang terbatas dan angkutan umum tidak melayani hingga ke tujuan, faktor jarak seperti jarak berjalan kaki menuju tempat menunggu angkutan umum yang jauh dan faktor kenyaman penumpang seperti kurang ramahnya pengemudi dan kondektur serta suhu di dalam angkutan umum yang kurang baik. The number of private transports in Kupang City is currently increasing, while the number of public transport in some routes decreases. This happens because today many people have moved from public transport mode to private transportation. Several factors that influence public transportation are public transport performance, comfort, distance, time and other factors. This study aims to determine the performance of public transport and and the cause of the community move from public transport mode to private transportation. Measurement of transportation performance is done based on Transportation Service General Standard of Department of Transportation and measurement of public opinion using Importance Performance Analysis method and Mean Analysis. Based on the results of the research, it is known that some dominant factors are the cause of the shifting society, namely the lack of public transportation, time factor such as lack of service time and long waiting time, service routes such as limited public transport routes and public transport does not serve up to destination, distance factors such as walking distance to awaiting distant public transport and convenience factors such as the passengers lack of friendliness and conductor and the temperature in public transport is less good.

Abstract

ABSTRAKKetersedian material alam untuk konstruksi sangatlah terbatas, di lain pihak permintaan akanmaterial tersebut terus meningkat, sehingga perlu dicoba untuk menggunakan materialalternatif seperti memanfaatkan barang bekas yang sering menjadi sampah sebagai materialkonstruksi. Salah satu alternatif yang dicoba adalah kertas koran bekas sebagai materialtambahan dalam campuran batako semen portland untuk menggantikan sebagian pasir,sehingga dapat mengurangi pemakaian pasir dan diharapkan dapat mengurangi sampah sertadiperoleh batako semen portland yang memiliki bobot lebih ringan. Penelitian dilakukandengan membuat batako semen portland berlubang (hollow block) berdimensi 40 x 20 x 10cm yang terdiri dari batako semen portland normal (tanpa penggantian pasir dengan kertaskoran) dan batako semen portland dengan penggantian pasir dengan kertas koran masingmasingsebanyak 15%, 20%, 25% dan 30% volume pasir. Hasil penelitian menunjukanbahwa penambahan kertas koran bekas dalam campuran batako semen portland untukmenggantikan sebagian pasir mengakibatkan penurunan nilai kuat tekan dan peningkatannilai penyerapan air (absorpsi). Kuat tekan batako semen portland normal pada umur 28 hariadalah sebesar 6,71 MPa, nilai ini menurun menjadi berturut-turut sebesar 6,51 MPa, 5,90MPa, 5,08 MPa dan 4,51 MPa pada penambahan kertas koran sebesar 15%, 20%, 25% dan30% volume pasir sedangkan absorpsinya masing masing 8,43%, 8,72%, 9,18% dan 10,36%pada penambahan kertas koran berturut-turut sebesar 15%, 20%, 25% dan 30% volume pasir,lebih tinggi dari batako tanpa penambahan kertas yaitu 6.53 %

Abstract

Provinsi NTT memiliki empat pulau besar, salah satunya adalah Pulau Flores dengan luas wilayah ±14.000 km2 yang terbagi atas 8 kabupaten. Daerah tersebut termasuk dalam daerah dengan persebaran curah hujannya tidak merata dimana curah hujan rata-rata bulanan berkisar antara 16,669 – 354,058 mm/bulan. Penelitian ini dilakukan pada 4 kabupaten yakni Kabupaten Manggarai Barat, Manggarai, Manggarai Timur, dan Ngada. Tujuan penelitian ini untuk mengetahui perbedaan nilai koefisien pengaliran menggunakan cara analisis dan perhitungan grafik. Pada penelitian ini menggunakan data curah hujan, klimatologi dan teknis embung untuk perhitungan koefisien pengaliran dengan cara analisis dan perhitungan grafik. Cara analisis menggunakan perhitungan evapotranspirasi metode Penman modifikasi dan perhitungan debit metode F. J. Mock. Cara perhitungan grafik menggunakan data curah hujan dan data kemiringan lahan. Berdasarkan hasil perhitungan dengan menggunakan cara analisis diperoleh nilai koefisien pengaliran berkisar 0,000 – 0,355 di Manggarai Barat, 0,220 – 0,823 di Manggarai, 0,006 – 0,246 di Manggarai Timur, dan Ngada berkisar 0,162 – 0,786.NTT Province has four large islands, which one is Flores Island with an area ±14,000 km2 devided into 8 districs. These area have uneven distribution of rainfall  where the average monthly rainfall ranges from 16.669 – 354.058 mm/month. The research was conducted in 4 districts that West Manggarai, Manggarai, East Manggarai, and Ngada. The purpose of this research is to know the difference of runoff coefficient value by using the analysis method and calculation of the runoff coefficient graph. In this study using rainfall data, climatology data and technical data of retention basin for the calculation of runoff coefficient. The analysis method uses Penman modification for evanpotranspiraton and the F. J. Mock method for analysis of dependable flow. Based on the analysis results, the runoff coefficient value ranges from 0.000 - 0,355 in West Manggarai, 0,220 - 0,823 in Manggarai, 0,006 - 0,246 in East Manggarai and Ngada around 0,162 - 0,786.

Abstract

ABSTRACTThis research aimed at eliciting the form of relation that exists between level ofeccentricity (e/L) and energy dissipation (Ed) of an Eccentrically Braced Frame (EBF).It continued a previous research that studied relative stiffness of an EBF. Three sets ofEBF specimen were analysed by the merit of SAP2000 v9.0.1 computer-software toobtain range of inelastic drifts and its corresponding range of lateral loads. Specimensvary in level of eccentricity (e/L) and bay to height ration (h/L). Prior to it, a formulathat calculates energy dissipation of a lateral resistant structure as product of lateralloads and the corresponding drifts was developed and used throughout the research forthe purpose of quantifying Ed. Each specimen was alternatively loaded in directionconfronting and concurring the bracing component. It was found that there was nosignificant difference in the form of relation between e/L and Ed, when lateral loadapplied confronting bracing component from when the same load applied concurringbracing component. Forms of each graph that relates e/L to Ed was presented andshown to consists of two parts, divided at e/L = 0.2; suggesting that e/L = 0.2 might bethe point where level of eccentricity and relative stiffness of an EBF reach optimum.Mathematical equations for the relation between e/L and Ed of an EBF were thendeveloped. In spite of this, an inconsistency with the prevalent theory was observed,hence the relations between e/L and Ed concluded so far were contested until furtherresearches be made for clarification.
