Abstract

Abstact : The process of implementing village development activities requires a good planning. In the preparation of development planning, the village government is required to be accountable and participatory, considering that this is the mandate of the Regulation. In addition the quality of village development will be determined by the extent of the role of the community in providing aspirations, implementing, monitoring, and evaluating the village development as well as the extent to which the village government is able to implement the values of accountability so that the community has access to information and data related to village development. This study using a qualitative approach. Primary data sources in this study were obtained through interviews with the objects interviewed, including: Pemerintahan Desa, Lembaga Pemberdayaan Masyarakat Desa, Badan Permusyawaratan Desa, Tokoh Perempuan, Tokoh Masyarakat, and Tokoh pemuda. Based on the results of the analysis of this study, it is known that the level of involvement of the villagers in Sumberngepoh in the process of planning, implementing, and monitoring development is still lower. Communities that should be involved have not been well involved, such as vulnerable groups, disabled people, marginal communities, the poor, and women are still not actively involved. While in terms of accountability, based on the results, it is known that the delivery of information related to the planning and implementation process of village development has started well, although there are many things need to be improved. Such as the process of submitting the reports related to the implementation of previously planned development. Keywords : Participatory, Development Planning and Accountability. Abstrak: Proses pelaksananaan kegiatan pembanguna desa memerlukan perencanaan yang baik. Dalam penyusunan perencanaan pembangunan, pemerintah desa dituntut untuk akuntabel dan parisipatif, mengingat hal tersebut merupakan amanah UU Desa. Selain itu kualitas pembangunan desa akan ditentukan oleh sejauh mana peran masyarakat dalam memberikan aspirasi, melaksanakan, mengawasi, dan mengevaluasi pembangunan desa serta sejauh mana pemerintah desa mampu menerapkan nilai-nilai akuntabilitas sehingga masyarakat memiliki akses terhadap informasi dan data terkait pembangunan desa. Penelitian ini menggunakan pendekatan kualitatif. Sumber data primer dalam penelitian ini diperoleh melalui wawancara dengan objek yang diwawancarai, antara lain: Pemerintahan Desa, Lembaga Pemberdayaan Masyarakat Desa, Badan Permusyawaratan Desa, Tokoh Perempuan, Tokoh Masyarakat, dan Tokoh pemuda. Berdasarkan hasil analisa dari penelitian ini, diketahui bahwa tingkat keterlibatan warga Desa Sumberngepoh dalam proses perencanaan, pelaksanaan, dan pengawasan pembangunan masih belum maksimal. Masyarakat yang sepatutnya terlibat belum terlibat dengan baik, seperti kelompok masyarakat rentan, difabel, masyarakat marjinal, masyarakat miskin, dan kaum perempuan masih belum terlibat secara aktif. Sementara dari sisi akuntabilitas, berdasarkan dari hasil anlisa diketahui bahwa penyampaian informasi terkait proses perencanaan dan pelaksaan pembangunan desa sudah mulai baik, walaupun masih banyak hal-hal yang perlu diperbaiki. Seperti proses penyampaian laporan terkait pelaksaan pembangunan yang telah direncanakan sebelumnya. Kata Kunci : Partisipasi, Perencanaan Pembangunan dan Akuntabilitas.

Abstract

This is a qualitative research with descriptive qualitative research methods. The purpose of this study was to determine how the implementation ofthe policyand community participation to the election. The results showed thatthe level ofparticipationis still lackingdue to thecommunicationbetween actorsas acommunity organizer with stakeholders are not going well, resulting in low levels of participation that leads to thelack of legitimacy ofelected regional heads.

Abstract

Culture set development programs should be able to improve the performance and productivity of employees, but the empirical evidence shows no significant change due to the program implementation.The fact shows there is an implementation gap in the implementation of culture set development programs in the Regional Secretariat of Pati regency. Therefore, it is necessary to search for the factors that affect the implementation of the program which includes: communication, resources, attitudes, bureaucratic structure, program content and environmental.The objectives of this research is to test the influence of communication, resources, attitudes, bureaucratic structure, program content and environmental simultaneously and partially on the implementation of the cultural set development programs in the Regional Secretariat of Pati regency. The research method used in this research is quantitative method with the type of explanation. Respondents include civil servants in the Regional Secretariat of Pati Regency, where sampling using the formula Roscoe with proportionate stratified random sampling technique. The analytical techniques used in this research is the multivariate analysis with statistical techniques of Multiple Linear Regression. Based on these results it can be concluded that the factor of communication, resources, attitudes, bureaucratic structures, program content and environment has a significant influence either simultaneously or partially to the implementation of the culture set development programs in the Regional Secretariat of Pati regency. Where the communication variable are variables that most influence than other variables.

Abstract

Abstract: This paper discusses about the existence of ‘white collar crime’ in Indonesia. The ‘white collar crime’ will always exist because of many factors, such as: culture, learning-process about corruption, and human element to do a mistake and greed. It is an extra-ordinary crime in Indonesia that needs holistic and extra-ordinary actions from the government, citizens, and apparatus to combat. Key Words: white collar crime; criminology; preventive actions Abstrak: Tulisan ini membahas tentang kejahatan kerah putih (WCC) yang sampai saat ini terus ada karena faktor budaya, pembelajaran dan unsur dari manusia itu sendiri yaitu potensi untuk melakukan kesalahan dan sifat keserakahan. Kejahatan kerah putih terlalu halus bagi masyarakat awam untuk menyadarinya. WCC termasuk jenis kejahatan luar biasa di Indonesia yang juga memerlukan upaya yang luar biasa yang dapat dilakukan dengan upaya holistik dengan bergeraknya seluruh elemen sistem hukum mulai dari pemerintah, aparat dan juga masyarakat. Abstract

Development in our country in its core is to alleviate people from the crush of problems in real life. The existence of street vendors (PKL) if it is associated with national development, it is very closely related, moreover if it is associated with a level of prosperity. Therefore it needs to think seriously about problems of street vendors in some areas recently since it has been a very complicated issue for local governments concerned. By the increasing levels of urbanization, it will automatically increase the amount of labors that already exist, and these circumstances will increase the level of good job-competition. The things to think about are the synergy between the numbers of workers with jobs that are available. Because if this problem cannot be overcome successfully, it will be serious problems later

Abstract

International Convention on The Protection of the Rights of All Migrant Workers and Members of Their Families merupakan sebuah konvensi internasional yang telah diratifikasi Indonesia melalui Undang-Undang Republik Indonesia Nomor 6 Tahun 2012. Konvensi ini mengatur mengenai perlindungan atas hak-hak para pekerja migran beserta keluarganya. Indonesia merupakan salah satu Negara yang mengirimkan pekerja migran ke beberapa Negara tujuan. Maka, menjadi penting bagi Indonesia untuk menjamin keselamatan pekerja migrannya. Konvensi tersebut memiliki sejarah yang cukup panjang untuk kemudian disahkan. Pada penelitian ini, fokus dari peneliti adalah untuk menganalisis apa yang yang terjadi pasca Indonesia meratifikasi Konvensi Migran 1990? Kemudian apakah perlu untuk mengubah instrumen hukum ketenagakerjaan agar sinkron atau harmonis dengan UU Nomor 6 Tahun 2012 tentang Pengesahan International Convention on The Protection of The Rights of All Migrant Workers And Members of Their Families (Konvensi Internasional Mengenai Perlindungan Hak-Hak Seluruh Pekerja Migran Dan Anggota Keluarganya). Jenis penelitian yang digunakan pada karya ilmiah ini, yaitu metode penelitian yuridis normatif. Dalam kaitannya dengan penelitian yuridis normatif tersebut, jenis pendekatan yang dipilih untuk menjawab rumusan masalah ialah statuta approach (pendekatan menggunakan peraturan perundang-undangan, konvensi, perjanjian internasional)

Abstract

The backrgound of research is from Parson in Hettne, the statement is transition between capitalist ecology with socialist ecology of the nature management by state. This suggests is country through the government is required to issue a public policy in the environmental field. In Indonesia, this is already happening, the exsistance of environmental regulations 4/1982 until now to the preservation and protection of environmental regulations 32/2009. Location of the study was conducted in the Batu City. Where the famous BatuCitywas a rich natural potential of mountains, and in the upper Brantas river basin have great influence on other parts of East Java region. This study have qualitative methods and use spiral analysize of Craswell. Produce the following findings: the environmental office more than likes to use regulations 32/2009, without base on local act 16/2011; actions carried out by the implementing actors, environmental management, supervision and control of the environment and the conservation and rehabilitation of the activities undertaken by the implementer of the environmental policy in Batu city.

Abstract

The purpose of this study is first, to describe and analyze the poor households economics condition and the existing programs for poverty alleviation to reach Millenium Development Goals targets in Batu City on 2015. Secondly, to describe and analyze the available options for the SKPD (government’s Agency) in planning the programs for city’s poverty eradication Strategy to reach the MDGs target 1: eradicate poverty and extreme hunger. The conclusion of this study are as follows: (1) the planning of programs on poverty eradication strategy is designed with the top down and bottom up approaches to implement the economics, social and ecology developments in eradicating poverty and extreme hungers in batu city. (2) Programs and activities to eradicate poverty in Batu City were prepared by Vision - Mission - Goals, the strategic issues that had been developed previously by United Nations through its Millenium Development Goals and also by the indonesian Government. The Batu City Government should keep up the good work on MDGs achievements and plan on both permanent and ad-interim poverty eradication programs, so the acceleration of targets achievement on MDGs 2015 and Sustainable Development Goals 2030 can be attained on time. (3) the supporting factor for the eradication of poverty in Batu city is the government’s longstanding commitment to eradicate poverty and extreme hunger, Recommendations that can be delivered to synchronize the implementation of poverty alleviation programs with mechanisms, procedures and rules of the municipality system are implemented by reviewing the planning of the programs for the city poverty eradication strategies and take a closer look to the problems and root causes of the poverty alleviation problems.

Abstract: Has conducted in March 2017 until May 2017 at Tlekung Village, Junrejo Sub-district, Batu City. Used descriptive qualitative research methodology. This research focused on: 1) Implementation of Public Participation for Successfuling independent Trash Bank, in: (a) planning, (b) implementation, (c) utilization of results, and (d) evaluation. 2) Supporting factors, on: (a) Opportunities to Participate, (b) Ability to Participate, and (c) Willingness to Participate for the Implementation of Community Participation in Realizing Independent Waste Bank. 3) Inhibiting factors for the Implementation of Community Participation in Realizing Independent Waste Bank, on: (a) low public response, and (b) low public awareness of environmental cleanliness. Data collection techniques used: observation, interview, and documentation. Used technique of determining the sample by purposive sampling. Research Instruments: Researchers themselves, using field notes, and interview guides. Data validity: triangulation, by checking from various ways, sources, and time. Abstract

Poverty was the structural problem and multidimensional, included the dimension of politics, social, economics and assets. To deal it, the government launched heterogeneous programs. These implications of the existence of the programs often helped increased income the grass root community. However since the monetary crisis and economics that struck Indonesia in 1997, happened the jump of the level of the unemployment. The impact more far emerged the increase in poverty in urban areas. This showed awareness of the need empowered the poor community. P2KP was the program of poverty alleviation, with strategy that is different to programs beforehand. The P2KP program strategy was strengthened institutional the community. Institutional soundness was needed in the constructive framework of the community organisation that really could become the poor effort forum, that autonomous, could be continuous and influence the process of decision making that was linked with the public policy in local level. The community organisation that was built by and for the community, further will be believed to manage the P2KP fund in a participative manner transparent and accountable.
