Abstract

The absence of a management plan may hamper technical forestry activities. Another impact is the communication between peasants and forest officials obstructed, smallholder farmers lack the education or capacity building activities in forest areas are managed comprehensively. The method used is qualitative descriptive approach. Analysis of the data by using analysis Miles and Huberman. The implementation of planning seen through the four stages of the planning process is the stage of investigation, negotiation, implementation and evaluation. Factors supporting from social aspect that is government facilitating and readiness of management institutions. Ecological support of the AB land area availability. Economic support from timber prices increasing. While inhibiting factor derived from ecological aspects, namely natural barriers and geographical conditions. Social barriers from limited awareness and knowledge. Economic barriers due to lack of assistance and capital in forest management budget.

Abstract

Abstract :The function of supervision is the authority of the House of Assembly (DPRD) especially when it must do supervision over the implementation of local regulation and other rules, the usage of APBD, the policy making and performance of local government in organizing local development, and the execution of international cooperation in locality. Being main stakeholder in local public service, DRPD is expected to stimulate the improvement of public service quality. In reality, the mechanism to implement the function and task of supervision of DPRD over the government of Situbondo Regency is not systematic. One reason is that there is no legal base for technical guide of supervision system. The committees in DPRD of Situbondo have undergone the supervision over local government but their supervision is not focusing upon their performance on task field of the committee. The supervision by the committee is a merely routine, not touching the core of problem, and still away from giving concrete solution. The implementation of task and function of supervision in DRPD of Situbondo Regency over the government (Local Leader), therefore, must be supported by strong legal base, adequate fund to facilitate task and function implementation, and reliable facility, structure and infrastructure, as well as the sufficient backup from the secretariat of DPRD. Research method is qualitative. Analysis technique is Miles & Huberman’s interactive analysis model.

Abstract

Abstract : Batu is a fast-growing city and has a high revenue. One of the components that conribute PAD (local revenue) is parking retribution. Batu’s parking retribution can not absorbed optimally as it has significant potential. Therefore, this study aimed to determine, descibe and analyze (1) the implementation of the Regulation Number 10 Of 2010, (2) the resisting and supporting factors of the of regulation number 10 of 2010 implementation to support Batu’s revenue. This research was qualitative research and used observation data collection, interviews, and documentation as well as the determination of informants using snowball sampling. Analysis of data using data reduction, data presentation, and cunclusion. The result of the study was in accordance with the policy theory of Van Meter Van Horn and it could be concluded that the implementation of the regulation No. 10 of 2010 in support of local revenue Batu was yet significant, because the parking fare in the last three years did not achive the target. The supporting factor was good communication between institutions as seen in a joint operation conducted with municipal police and the police as well as the daily operations will be undertaken Transportation Departement. The resisting factor were, there was no clear regulation governing parking time, the percentage of revenue shared between the parking men and the parking retribution, parking men working system, as well as parking area renting system. Keywords : Implementation; Regulation No 10.of 2010; Revenue; Batu City Abstrak : Kota Batu adalah kota yang berkembang pesat dan mempunyai PAD yang tinggi. Salah satu komponen yang menyumbang PAD adalah retribusi parkir. Retribusi parkir Kota Batu dapat tak terserap secara maksimal padahal memiliki potensi cukup besar. Oleh karena itu penelitian ini bertujuan untuk mengetahui, mendeskripsikan, dan menganalisis (1) implementasi Peraturan Daerah Nomor 10 Tahun 2010 (2) faktor penghambat dan pendukung implemetasi Peraturan Daerah Nomor 10 Tahun 2010 dalam menunjang PAD Kota Batu. Jenis penelitian adalah kualitatif dengan pengambilan data observasi, wawancara, dan dokumentasi serta penentuan informan menggunakan snowball sampling. Analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Dari hasil penelitian sesuai dengan teori kebijakan Van Horn Dan Van Meter maka dapat disimpulkan bahwa implementasi Peraturan Daerah Nomor 10 Tahun 2010 dalam menunjang pendapatan asli daerah Kota Batu belum signifikan, karena retribusi parkir tiga tahun terakhit tidak mencapai target. Faktor pendukungnya adalah komunikasi yang baik antar instansi terlihat pada operasi gabungan yang dilakukan bersama Satpol PP dan Kepolisian serta operasi harian yang di lakukan DISHUB. Faktor penghambatnya adalah tidak ada regulasi yang jelas yang mengatur lama parkir, presentase bagi hasil antara keuntungan jukir dan retribusi parkir, sistem kerja jukir, serta sistem penyewaan lahan parkir. Abstract

Customer satisfaction is feeling happy or disappointed someone who emerged after comparing the performance (results) are considered products of the expected performance. Customer satisfaction is influenced by perceptions of a variety of good quality services and products. One of the factors that determine customer satisfaction is the customer perception of service quality which focuses on five dimensions of quality of service that is physical evidence (tangible), reliability, responsiveness, insurance, and empathy. One organization that is engaged in public service to the PT. PLN (Persero) in Probolinggo. Types of services provided to the public one of them is Payment Point Online Bank (PPOB) is counter receipt (payment points) payment of electricity bills of PLN customers who directly online with the bank. Banks appointed for the provision of electric service bill payment one of them BRI (Bank Rakyat Indonesia).

Abstract

The performance targets of employees in the East Java Social Service Agency are not all can be fulfilled. The competence of the Social Service personnel still needs to be improved, considering it as an agency that has the main task to provide services and social rehabilitation for people with social welfare problems. The purpose of this study was to analyze how the competence of employees of the Social Service could be increased and examine the factors that influence the improvement of employee competencies. This research is a descriptive qualitative. The sampling technique used a purposive sampling. The informants were the Head of the Social Service, the Secretary and all Heads of Fields of the Social Service Agency. The results of the study showed that the increase in competence of Social Service personnel was not optimal. This was caused by the inhibiting factors such as trust and value, expertise, experience, personal characteristics, motivation, emotional issues and intellectual capacity. It can be concluded that the efforts to increase personnel competence were limited to attending work meetings, technical meetings, congresses, seminars, technical guidance and workshops. The minimum indicators of knowledge relating to tasks, principal and functions, work programs and stages in carrying out work programs were not all understood by the Social Service apparatus. For skills indicators that must be owned by the them are the ability to compile, managing, evaluating the programs and performance, managing finances and assets, communication skills, adaptability and managing archives and information. Keywords: Competency, Apparatus, Government. Sasaran kinerja pegawai pada Dinas Sosial Provinsi Jawa Timur tidak semuanya dapat terealisasi sesuai target. Kompetensi personil Dinas Sosial masih perlu ditingkatkan, mengingat Dinas Sosial merupakan instansi yang memiliki tugas pokok terhadap pelayanan dan rehabilitasi sosial terhadap penyandang masalah kesejahteraan sosial. Tujuan dalam penelitian ini menganalisa sejauh mana peningkatan kompetensi pegawai Dinas Sosial serta mengkaji faktor-faktor yang mempengaruhi peningkatan kompetensi pegawai. Jenis penelitian yang digunakan adalah kualitatif deskriptif. Teknik pengambilan sampel menggunakan purposive sampling, Informan adalah Kepala Dinas Sosial, Sekretaris serta seluruh Kepala Bidang yang ada di Dinas Sosial. Hasil penelitian menunjukkan bahwa peningkatan kompetensi terhadap personil Dinas Sosial masih belum maksimal. Hal ini disebabkan oleh faktor penghambat, antara lain: Kepercayaan dan nilai, keahlian, pengalaman, karakteristik personal, motivasi, isu-isu emosional dan kapasitas intelektual. Kesimpulannya bahwa peningkatan kompetensi yang dilakukan terhadap personil Dinas Sosial sebatas pada mengikuti rapat kerja, rapat teknis, kongres, seminar, bimbingan teknis dan workshop. Indikator pengetahuan minimal aparatur Dinas Sosial yang berkaitan dengan tugas, pokok dan fungsi, program kerja dan tahapan-tahapan dalam melaksanakan program kerja tidak semua personil memahaminya. Untuk indikator keterampilan yang harus dimiliki adalah kemampuan menyusun, mengelola, mengevaluasi program dan kinerja, mengelola keuangan dan aset, kemampuan berkomunikasi, kemampuan beradaptasi serta mengelola kearsipan dan informasi. Kata Kunci: Kompetensi, Aparatur, Pemerintah.

Abstract

Poverty is complex because it involves many aspects of public policy that is not exactly right for the fulfillment of food, health, education, employment, and so on. In order to decrease poverty in Indonesia may need the support and cooperation of the community and the government's seriousness in tackling this problem. Through the Millennium Development Goals (MDGs), the government tried to reduce poverty, it's just that certain requirements must be met. In this case the requirement is about the readiness of the government in implementing the MDGs, because the government should be in a position of good governance in accordance with the development paradigm of the New Public Management (NPM). Theoretical understanding of public policy dominated NPM shift to governance and public policy (public services) to market-oriented citizens. So that the public policy and public service with NPM paradigm is the issue of public sector and participation, as the empowerment and participation of the public sector is expected to be cooperation between the government and citizens without being harmed.

Abstract

Policy Formulation the Government of Timor-Leste in the protection of the rights of children in conflict with the law, as efforts to implement the Convention on the Rights of the Child was ratified in 2003. The purpose of this study is to describe and analyze the formulation of government policy of Timor-Leste in the protection of the rights of children in trouble with the laws and the types of methods used in this research is descriptive with qualitative approach and interactive models as data analysis techniques. The study's findings indicate that the formulation of government policy Timor-Leste based strategic plan Government of Timor-Leste in the justice sector; human resources owned by the Ministry of Justice, particularly in the National Legislative Agency is very minimal and also public participation in policy formulation; cooperation built by the National Legislation Agency nice fellow public agencies and private organizations for this to be effective at all; National Legislation Agency is government agencies that fund is not an issue; In carrying out its duties and functions very not optimal because it has so far not been successful National Legislation Agency pouring a policy on the protection of children's rights into the format of a particular regulation.

Abstract

Abstract: The purposes of this research were (1) to understand the role of Institute for Public Policy Studies on combating corruption in Batu City; and (2) to understand and analyse the obstructing factor of the Institute for Public Policy Studies role on. The analysis of this research showed that the role of Institute for Public Policy Studies through lobbying and negotiating advocate gave great contribution to the law enforcement on combating corruption in Batu City. The other role of Institute for Public Policy Studies through reactive advocate was demonstration by pushing the law enforcement. The intern obstructing factors of the role of Institute for Public Policy Studies were self- help funding and limited members. The extern obstructing factors were unresponsive police, limited information and personal intimidation. Key words: NGOs; public policy; corruption Abstrak: Penelitian ini bertujuan untuk (1) Mengetahui peran Lembaga Kajian Kebijakan Publik dalam pemberantasan tindak pidana korupsi di Kota Batu; dan (2) Mengetahui dan menganalisis faktor penghambat peran Lembaga Kajian Kebijakan Publik dalam pemberantasan tindak pidana korupsi di Kota Batu. Hasil penelitian menunjukkan pencapaian dari peran LK2P dalam pemberantasan korupsi melalui kegiatan advokasi lobi dan negosiasi telah memberi kontribusi yang cukup besar terhadap penegakan hukum. Peran LK2P selanjutnya melalui kegiatan advokasi reaktif, diantaranya adalah demonstrasi dengan penekanan kepada penegakan hukum. Faktor yang menghambat peran LK2P apabila dilihat dari faktor internal adalah pendanaan yang masih bersifat swadaya dan keterbatasan kuantitas anggota. Faktor eksternalnya adalah kurangnya respon dari pihak kepolisian, terbatasnya akses informasi dan adanya intimidasi dari oknum. Kata Kunci: lembaga swadaya masyarakat; kebijakan publik; korupsi

Abstract

Freedom of speak that belongs to every human as concerning to Human Rights would maintain Indonesia to be a State of law. The law of a state should be honoured the Human Rights. Radio announcer as a citizen of law also having rights to speak up their opinions freely not only announcing the news the application of freedom of speak for radio announcers during their duties is knowledgable for the aim of this research. Method that being used is socio yuridiction with qualitative description analysis. From this research, it was known wether there are regulatory which rules radio announcers want to give opinions but is still found that they have no freedom to speak during their duties. Concerning to this situation, some professional association have been taken some actions to recover but still not reach the maximum result.

Abstract

Land and Building in Indonesia are worned taxes regional. This tax as called PBB is one of the taxes transferred from the Central Government to the Local Government. The government of Malang City has made program of PBB at the beginning of the year in 2013. Authority about PBB are delegated to institution BP2D. BP2D are affording receivable amount Rp.110.348.875.252,- from PBB. The researcher has interestingabout strategic this institution to increase income from PBB. This research use desciptive qualitative approach. The outcome from this research are 1) BP2D often held a tax socialization, 2) The institution cooperating with stakeholders, 3) BP2D were establisinga unit to enforce taxes. This unit as called OPGAB, 5) The official are mapping about economic ability, 6) Implementation of a program was called Sunset Policy, 7) operate the tax car, and 8) Institution giving rewards totaxpayers who have good payment.
