Abstract

Each company apart from increasing financial benefits through its operational activities also has an obligation to carry out social programs for the environment and surrounding communities. This concept is known as the company's Corporate Social Responsibility (CSR) program. The use of the CSR program for the implementation of government development tasks can be described through the concept of Collaborative Governance or the concept of partnership in government. This paper will analyze the use of CSR programs carried out by the Jambi City government through the concept of Collaborative Governance in order to accelerate development by taking into account the government's priority programs. The research method used is a descriptive qualitative approach. Data collection was carried out through observation, interviews and documentation. Then the data were analyzed by examining the findings, presenting the data, and drawing conclusions. The results show that the Jambi City Government has implemented the concept of collaborative governance in implementing and utilizing CSR funds for development programs through the CSR forum. Abstract

The interaction between population and the environment has always been the center of attention when the population is rise high, while the world has not increased by an inch. The factor of population growth blaming as the source of the problem when the environment is degraded. The relationship between the two is often seen as a simple and linear relationship, but when looking deeply, it shows differently. Relationships become increasingly non-linear and complex when it comes to concepts related to population dynamics, such as the number, the growth rate, the population composition, or the density and migration, analysis of relations requires an explanation of variables other than population. The paper is compiled based on a literature review by elaborating on contrast concepts to obtain a comprehensive analysis of the complex relationship between population and environment. This paper discusses the development of population theories and concepts, ranging from pessimistic groups from Malthusian to Neo-Malthusian, and from optimistic groups such as the Boserupian and Cornucopian concepts. The paper then discusses the relationship between population and environment by identifying the presence of mediating factors which come as intermediate factors. Several studies mention that mediating factors include technology, institutional, policy, social, economic, and cultural factors. Environmental damage does not only occur due to population pressure but when mediating factors fail as the buffer to preserve the environment.

Abstract

East Lampung Regency is one of the areas in Lampung Province which has developed tourism sector by holding 101 tourism events and festivals in 2018. East Lampung Regency tourism calendar in 2018 is the largest tourist calendar in Lampung Province which has an impact of increasing the number of tourist and revolving money. This study is aimed to see how the evaluation of the tourism development program in East Lampung Regency by evaluating the program in term of input, process, benefits and consequences. This study uses a combination method with a descriptive quantitative approach as the primary approach and qualitative as a secondary approach with the interview method. The results showed that, the development of this program was able to increase the number of tourists quite significantly, increase the GRDP, increase the number of tourist objects, open the business fields, slowly change the bad image of East Lampung Regency, educated the community about to use the foreign languages and spur the community to increase the security of the area. Researchers also found several shortcomings of this program, namely, limited budget and not maximized facilities and infrastructure, no direct contribution from tourism to local revenue, the absence cooperation between tourism industries and still lack of quality and innovation in event and festival that were held. Abstract

Way Urang Village is one of the villages in Padang Cermin District, Pesawaran Regency, which has natural resources in the form of natural hot springs. The potential of natural resources has not been developed and managed to the maximum extent possible to provide benefits and improve the welfare of the community. The purpose of this study was to see how the role of the village government in improving community welfare in the management of hot springs in Way Urang Village. The method used in this research is a qualitative descriptive research method. Data sources are obtained through interviews, observations and documentations. After the data is collected then analyzed for data reduction, data presentation and data verification. Based on the research results, the Government of Way Urang Village, Padang Cermin District, Pesawaran Regency has not been able to play a role as a stabilizer, innovator, pioneer, and modernizer in the management of Hot Springs in Way Urang Village. This is in line with the condition of community welfare where as a manifestation of community welfare, the improvement of living standards, increasing empowerment and enhancing freedom through the expansion of accessibility and choices of opportunities that are in accordance with human aspirations, capabilities and standards is not yet available. Those are due to the synergy absence among the community, the government village, and the local district government in the development, management and empowerment of Way Urang Village Hot Springs as the village's potential in improving community welfare.Keywords: Role, Village Government, Welfare.

Abstract

In the reform era, efforts to improve the management system of Civil Servants (PNS) are necessary, such as building a clean government without making mistakes that are harmful to the state or region and society. One of the initiatives is to strengthen the bureaucratic structure that prioritizes the efficiency of civil servants with proper success intentions. In terms of efforts to improve the bureaucratic system, the mutation is one of them because the mutation attempts to improve one employee's poor performance or in the work that competent employees must carry out in their fields through mutation. This study uses a qualitative analysis method by describing the results of the mutations carried out by the Ciamis Regency government and data obtained from several attachments to the Regent's Decree and others related to this research. The results of data analysis carried out in this study are from the two mutations carried out by the Ciamis Regency government. This was by what should be done by looking at some of the regulations that apply in carrying out the mutation; the mutation was carried out two times, the first was mutation on October 21 2019 and the second, mutations were carried out using available selection or open bidding. Because there were so many Civil Servants who retired and there were also many PNS who mutated between Regencies, there were many vacancies in the high-ranking leadership positions. Abstract

Good Governance is a new paradigm in the concept of Good Governance without exception in villages where this concept emphasizes three aspects, namely transparency, accountability, and participation. The Village Law clearly states that villages receive funds from the APBN which will later become a village fund program. Therefore, in this case, the Teluk Majelis Village Government in carrying out good village fund management must of course apply the three principles above. Using descriptive qualitative research methods. The results of the study found that the implementation of village fund management in Teluk Majelis village was in accordance with the concept of Good Governance.Keywords: Good Governance, Management, Village Fund, Teluk Majelis.

Abstract

One of the licensing services provided by the Office of Investment and One Stop Integrated Services (DPMPTSP) of Bogor City is through the Online Single Submission (OSS) service. However, since it was launched in 2018 until now, the government has never held education and training related to OSS in order to increase the competence of the apparatus. The purpose of this study is to describe the competence of the apparatus in providing online single submission licensing services at the Bogor City Investment and One Stop Integrated Service Office. This research is a type of qualitative descriptive research that uses interviews, observations and documentation. Interviews were conducted using a planned-unstructured technique to 12 research informants. The results show that by using the theoretical basis of competence according to Spencer and Spencer (1993 in Sutrisno, 2019) which includes 5 dimensions, namely motives, traits, self-concept, knowledge, and skills, in aggregate the competence of the Bogor City DPMPTSP apparatus can be stated to be quite good. However, several competency indicators on the skills dimension show some weaknesses, especially on indicators of administrative and managerial skills related to SOPs for handling complaints. Likewise in the knowledge dimension, relatively still needs to be improved. This happens because the apparatus has never participated in special training regarding the implementation of OSS services. Abstract

The Drive Thru program is an innovation developed by the Population and Civil Registration Office of Blitar Regency in the e-KTP service, which has the aim of improving the quality of e-KTP services in Blitar Regency and as a breakthrough in population administration services during the Covid-19 pandemic. This study aims to determine the mechanism of the Drive Thru Program e-KTP service by the Department of Population and Civil Registration of Blitar Regency. The research method used is descriptive qualitative research method. Sources of data in this study are primary and secondary data sources. The data analysis technique used is a theoretical taxonomy assessment technique, where the researcher provides an overview of the fact assessment on each indicator of the concept under study which is detailed theoretically. For data collection techniques include interviews, observation and documentation. The results showed that of the 5 (five) dimensions that the researcher used in the study, only one dimension that showed good performance was contained in the Empathy dimension. Meanwhile, in the other 4 dimensions of performance, many obstacles occur, especially in indicators of physical appearance, clarity of procedures, response to complaints, and guarantee of punctuality. Most of these obstacles are related to infrastructure which is closely related to budget constraints. Efforts made to overcome these obstacles are still in the planning stage by increasing the budget allocation to add mobile service cars, repair service counters, increase the number of digital comment boxes, improve internet networks, and create standard operating procedures (SOPs). It is recommended to the Government to immediately make regulations related to the Drive Thru Program e-KTP Service in the regions and to improve communication between regional apparatus organizations in the regions.Keywords: e-KTP, Drive Thru, Service, Blitar Regency
