Abstract

The tribal people (SAD) have been living marginally, marginalized because their lifestyle is still nomadic in the jungles of Central Sumatra, making it difficult for them to be able to meet the standard of living as other Indonesian citizens. The Dhamasraya Regency Government is one of the regencies that are the distribution areas of SAD, for this reason the Dhamasraya Regency Government has created public service innovations in the field of population administration, namely the Child Tribe in Forest Breaks for the sake of Population Administration in the dhamasraYa district, abbreviated as (SAD TO HAPPY), as a real effort to carry out its functions regional autonomy with the principle of effective and efficient public service as a whole. This innovation aims to enable the district government to provide direct services to the SAD community in a pro-active way where elements of the local government in collaboration with local community leaders and also non-governmental organizations (NGOs) with activists concerned with SAD, come directly to the location where the existing SAD community lives. in the Dhamasraya district, although they have to break through the jungle to get to that location, so that the SAD community with their limitations no longer has to bother coming to the district center to get population administration services. Writing this journal intends to discuss more deeply how this innovation is carried out, who is involved, how the implementation mechanism is as previously described. The research method used by the author is a literature study with in-depth analysis of news sources and existing scientific theories, writing conclusions This is that the SAD TO HAPPY innovation has succeeded in reaching the SAD community who have been living on the margins and then managed to record their population documentation so that they can use it to get public services. Abstract

Transformasi digital dalam industri rekreasi berbasis probabilitas telah melahirkan ekosistem permainan daring yang semakin adaptif, salah satunya diwujudkan melalui Slot QRIS 5000. Konvergensi antara mekanisme slot online dan sistem transaksi elektronik seperti OVO, pulsa, serta infrastruktur pembayaran digital lainnya membentuk arsitektur keuangan yang lebih dinamis, memungkinkan partisipasi luas tanpa hambatan struktural yang signifikan. Eksistensi slot QRIS bukan sekadar inovasi transaksional, tetapi juga manifestasi dari evolusi permainan berbasis algoritma stokastik. Situs seperti Wargabet dan Wargaslot mengokupasi lanskap permainan daring dengan menawarkan beragam kategori permainan, mulai dari slot gacor hingga slot maxwin, yang beroperasi dalam spektrum volatilitas bervariasi. Sementara itu, mekanisme slot demo dan akun demo slot berperan sebagai laboratorium eksperimental bagi pemain dalam mengidentifikasi pola distribusi peluang sebelum melakukan interaksi berbasis rupiah secara faktual. Pada tataran sosiokultural, struktur komunitas dalam permainan slot memperlihatkan segmentasi hierarkis, dengan individu-individu unggul secara statistik yang diidentifikasi sebagai raja dan ratu dalam ekosistem permainan berbasis probabilitas. Narasi ini semakin diperkuat oleh kehadiran pemain yang dijuluki jenius, yakni mereka yang mampu mengonstruksi strategi berbasis analisis prediktif. Dalam konfigurasi ini, harapan tidak hanya menjadi sekadar aspirasi, melainkan entitas yang terkalkulasi dalam logika sistemik, di mana setiap partisipan beroperasi dalam spektrum determinasi rasional guna mengoptimalkan peluang kemenangan dalam lanskap permainan yang telah terstruktur secara matematis.

Abstract

This study aims to address the problems of the zoning system on the admission of high school students in East Belitung Regency in the 2018-2019 school year. How is the implementation of the zoning system carried out by the Bangka Belitung Provincial Education Office, the factors that hinder the implementation of zoning, and its impact on education services and quality in East Belitung Regency. The method used in this research is descriptive with an inductive approach. This research describes and explains the situation or reality that actually happened at the research location systematically, factually and accurately. General conclusions based on data or factors that are specific to the problem at hand. The operational concept in this research is based on Grindle's implementation theory (1980: 11), which has dimensions and content of the implementation context. The results show that in terms of content and context in general school principals, teachers, parents and students mostly or 75.17% agree with the Zoning system as stated in the statement, 16.51% feel doubtful and 7.94% disagree. The inhibiting factors for the implementation of the zoning system for high school student admission in East Belitung Regency are: uneven socialization of the zoning system, mindset of teachers, parents, students who have not shifted from the old conditions, there is no accurate guidance and uneven problems. The impact of the zoning system on the quality of education has not yet been seen because it has not yet produced graduates. Keywords: zoning system, student acceptance, east belitung.

Abstract

One of the challenges in digital transformation is building a comprehensive digital ecosystem. This article aims to analyze smart governance policies in improving government efficiency in Indonesia. The number of applications cannot be used as a benchmark in determining the performance of governance implementation. This article uses a qualitative research method with the approach of a systematic literature review. The results of the study found that smart governance policies are oriented to 4 indicators, including community participation, effective governance, public and social services, and political perspectives and strategies. This policy will be successful if implemented collaboratively and integratively. The novelty of the research is in the exploration of policies in local government because until now smart governance policies have not been fully implemented, especially in regions that do not have a clear vision strategy. This research also develops various smart governance policy challenges including digital technology infrastructure, organization, policy reform, and collaborative work development.

Abstract

The problems in the field show that efforts to develop the halal tourism market continue to be massive in Indonesia, but basically standard standards have not been laid down regarding the regulation of the halal concept for various existing tourist destinations, whether restaurants, saunas, spas, inns, airlines, travel agencies or other. On the other hand, there is a sense of public skepticism regarding the concept of halal tourism which is considered unable to guarantee the marginalized as well as with regard to the tools of identity politics. This study aims to find out how the halal tourism development strategy in West Nusa Tenggara Province is implemented. This research uses a qualitative method with a descriptive approach. The data collection technique used was literature study and field study which included observation, interviews and documentation. The data collection technique used is through data reduction, data presentation and drawing conclusions. The results of this study indicate that in the process of implementing halal tourism policies in West Nusa Tenggara Province, there are several obstacles that have implications for the lack of maximum implementation of these policies. Some of these obstacles are as follows: 1) Polemic on halal tourism policies in society, 2) reduced outreach and branding activities, finally 3) natural disasters and the Covid-19 pandemic. Based on the studies undertaken in the evaluation of the West Nusa Tenggara halal tourism program, it can be concluded that the program launched has not been able to fully achieve the initial target or vision. Therefore, innovation and evaluation are needed to correct some of the weaknesses in the implementation of the West Nusa Tenggara halal tourism program in the future. Abstract

Abstract This study aims to describe collaborative governance in poverty reduction in Bangkalan Regency, the responsible parties and what poverty reduction strategies are used in Bangkalan Regency, East Java Province. The method used is descriptive qualitative with a theoretical approach from Ansell and Gash (2007) as the basis for the study in this research. Data were collected by interview, observation and documentation techniques and then analyzed by data reduction, data presentation, conclusion and verification. The results of the study indicate that coolaborative governance in poverty reduction in Bangkalan Regency has not run effectively in terms of initial conditions, institutional design, facilitative leadership, and collaborative processes due to the absence of uniform standards and perceptions of the poor. The regent as the person in charge and the stakeholders who are members of the TKPKD in poverty alleviation refers to the policy framework established by the government in poverty alleviation. It is deemed necessary to have a common perception of the standards of the poor at the central and regional levels and to synchronize data on the poor periodically so that their validity is guaranteed. Abstract

Penelitian ini bermaksud untuk menganalisis Implementasi Kebijakan Penanganan Gempa Lombok 2018 di Provinsi Nusa Tenggara Barat. Berdasarkan Peraturan Daerah Nomor 9 Tahun 2014 tentang Penanggulangan Bencana, penanganan gempa Lombok 2018 masih belum optimal dengan banyaknya korban jiwa yang meninggal, dan rusaknya infrastruktur rumah, sarana ibadah, sarana kesehatan, sarana pendidikan, sarana ekonomi, gedung perkantoran, jembatan, tanggul, pertokoan dan sebagainya. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan publik dari M.S Grindle (1980) tentang isi dan konteks kebijakan. Hasil penelitian menunjukkan: 1) implementasi kebijakan Penanganan Gempa Lombok Tahun 2018 Provinsi Nusa Tenggara Barat berdasarkan Peraturan Daerah Nomor 9 Tahun 2014 telah memuat ketentuan yang dapat mendorong pemenuhan enam target secara optimal, namun dalam pelaksanaannya, beberapa target belum dapat dilaksanakan secara optimal. 2) Model implementasi kebijakan yang direkomendasikan adalah menggunakan model implementasi Interaktion Social Responsibility (ISR) yang disebut "Reality Mecure Model" dalam implementasi kebijakan penanganan gempa Lombok 2018. Abstract

ABSTRACT. Implementation of public services for the realization of good governance (good governance), one of which is through citizen charters. This citizen charter is a public service-oriented policy that places citizens or citizens at the center of public service goals. It means that the needs and interests of users of public services are the main goals. Citizen charters encourage organizers to fulfill rights and obligations as well as balance them and make citizen satisfaction a performance achievement. This research aims to identify and analyze the concept of developing good governance through citizen charters at Population and Civil Registration Department of Gorontalo Regency. The method used is descriptive research using a qualitative research approach, namely using interview data in the form of sentence descriptions. The data collection technique used in this research is by observing, documenting, and interviewing, where the researcher will conduct a question and answer directly with the selected informants. After the data is collected, it will be analyzed using interactive model data analysis techniques from Miles, Huberman, and Saldana (2014; 14) which includes data collection, data condensation, data presentation, and conclusions. The results showed that the development of good governance through citizen charters at the Population and Civil Registration Department of Gorontalo Regency was based on indicators in the citizen charters as intended (Karjuni Dt. Maani, 2010), namely vision and mission, service standards, service flows, complaint units/sections community, and surveys of service users that have not been carried out optimally. This can be seen from several indicators in the implementation of citizen charters such as the vision and mission that have not been fully implemented properly, service standards, service flow that still seems convoluted, community complaint units that are still not widely known by service users, as well as surveys of service users in determining the index of community satisfaction with services at Population and Civil Registration Department of Gorontalo Regency from 2019-2020 did not experience a significant increase, but only decreased by around 2.89%.
