Abstract

The dynamics of good governance at the central government level to the level of local government is inseparable from the conflict. Conflict usually occurs horizontally or vertically, causing disharmony in the administration. In the period 2014-2015 in the Province of Gorontalo had experienced dynamics in governance that led to poor inter-regional relations. This paper will discuss the disharmony of Governor and Mayor relationship with the focus of discussion on the function of coordination and supervision in the implementation of local government. The results show that the disinclination of government relations between provinces and municipalities due to unclear division of authority between governments so that structural and functional coordination is not effective and achievement of goals does not always work as expected. This research suggests changing the mindset of government apparatus in the management and administration of government and strengthening cooperation among local government, so that the dynamics of governance can run effectively and efficiently.

Abstract

The function and role of bureaucracy oriented by the government staff is very important in the life society and country. Within bureaucracy, manpower is a key factor of alteration process that includes any accept of living in the country. Government staffs are the main determinant in conducting services which actually serving the need and interest of people. The reality of public service performance managed by bureaucracy staffs, according to majority of public as the user of that services, is not yet suitable enough and far from the hopes. Many efforts had beef done by the government to make performance of their staffs better, one of which was through the civil servant recruitment system. Started by 2005, the government province of Gorontalo peiformed an incentive program giving the region financial.

Abstract

Abstrak Penelitian ini bertujuan untuk mengetahui faktor determinan yang mempengaruhi kepemimpinan Kepala desa dalam pemberdayaan masyarakat di Desa Bilato, Kecamatan Bilato, Kabupaten Gorontalo. Jenis penelitian kualitatif deskriptif yang mencoba untuk menanalisis variabel kepemimpinan dan pemeberdayaan masyarakat. Penelitian ini menggunakan metode pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian ini menunjukan bahwa 1) Kepemimpinan Kepala desa dalam pemberdayaan masyarakat dengan gaya kepemimpinan demokratis dan gaya kebebasan atau Laissez Faire. Hal dapat dilihat dari berbagai cara yang dilakukan oleh Kepala desa Bilato yakni mulai dari perencanaan, pelaksanaan dan pengawasan terhadap proses pemberdayaan masyarakat itu sendiri. Sedangkan faktor-faktor yang mempengaruhi Kepemimpinan kepala desa dalam pemberdayaan masayarakat terdiri atas dua yaitu: 1) faktor pendukung yang terdiri dari: a) kewibawaan dari seorang kepala desa; b) kekuasaan; dan c) kemampuan. 2) selanjutnya adalah faktor penghambat, yang terdiri dari: a) partisipasi masyarakat terhadap program pemberdayaan yang masih kurang; dan b) fasilitas dan peralatan yang masih belum memadai.

Abstract

Penelitian ini bertujuan menganalisis, mengidentifikasi dan mendeskripsikan bagaimana penguatan Program Prioritas Pemerintah Daerah dalam mewudjukan good governace di Kabupaten Gorontalo. Metode Penelitian: Menggunakan jenis penelitian kualitatif, teknik pengumpulan data; observasi, wawancara dan dokumen. teknik analisis data model interaktif Miles, Huberman dan Saldana (2014). Hasil penelitian menunjukkan bahwa: pertama, Indeks Profesionalitas Aparatur Sipil Negara (ASN) Pemerintah Kabupaten Gorontalo tahun 2018, secara umum memperoleh nilai 50,64 pada kategori Sangat Rendah. Hasil pehitungan indeks terdiri dari: Kategori tingkat profesionatitas ASN, dari 64 OPD, 1 OPD mendapatkan hasil IP kategori sedang, 10 OPD kategori rendah, dan 53 kategori sangat rendah. Kedua, Kualitas ASN masih kurang optimal dalam implementasi kebijakan terkait dengan Program Prioritas Pemerintah Kabupaten Gorontalo yang terdapat dalam dokumen RPJMD 2016-2021, sehingga ukuran indeks professional ASN pemerintah Kabupaten Gorontalo tahun 2018 sebanyak 85,71 persen masuk kedalam kategori sangat rendah

Abstract

The research aimed to investigate the effectiveness of Regulation Number 25 in 2009 concerning public service on the organization of the local forces and investigate the hindrance factors of the implementation of Regulation Number 25 in 2009 concerning public service on the regional organizations. It was empirical juridical research employing the interview method. The technique of data analysis applied descriptive analysis. Findings revealed that the public services of Gorontalo District's regional organizations had been implemented based on the procedure operational standard and the provision of Legislation, although it was not effective. It can be seen from community satisfaction with administrative services that still need to be addressed and improved. The hindrance factors of implementing public service regulation were human resources and the availability of facilities and infrastructures. In creating public services appropriately with the Legislation, the government should be entirely done to improve employees' awareness. Society or paying attention to the organization management and adequate human resources and facilities and infrastructures can support the role of government in improving the public services, particularly the regional organizations of Gorontalo District.

Abstract

Salah satu upaya untuk meningkatkan derajat masyarakat ditengah kehidupan bersosial adalah dengan memberikan pemahaman dan kesadaran untuk menerapkan kepatuhan terhadap aspek-aspek yang berlaku ditengah masyarakat. Pada penyelenggaraan kegiatan pengabdian ini yakni masyarakat dibekali pengetahuan, pemahaman serta kesadaran tentang tiga aspek yakni aspek hukum, aspek kesehatan dan kewirausahaan. Metode yang digunakan yakni pemberian teori dan tanya jawab langsung. Hasil dari kegiatan ini yakni adanya peningkatan pengetahuan individu maupun kelompok masyarakat tentang kesadaran hukum, pentingnya menerapkan pola hidup bersih, serta antusias masyarakat untuk mau memulai berwirausaha.

Abstract

Sistem teknologi bioflok merupakan sistem budidaya ikan guna meningkatkan nilai jual serta pemenuhan kebutuhan pasar yang cukup tinggi. Sementara itu, salah satu upaya untuk meningkatkan pengetahuan dan keterampilan masyarakat terkait budidaya ikan dengan sistem teknologi bioflok adalah dengan cara memberikan pemahaman kepada masyarakat untuk meningkatkan pengetahuan dan komptensi mereka di bidang budidaya ikan lele dengan melalui kegiatan penyuluhan maupun sosialisasi. Pada penyelenggaraan kegiatan pengabdian ini yakni masyarakat dibekali pengetahuan, pemahaman serta keterampilan tentang budidaya ikan lele dengan menggunakan sistem teknologi bioflok yaitu dengan memanfaatkan lahan tidur atau lahan yang tidak digunakan menjadi lahan budidaya ikan. Metode yang digunakan yakni pemberian materi berupa teori dan tanya jawab langsung. Hasil dari kegiatan ini yakni adanya peningkatan pengetahuan individu maupun kelompok masyarakat tentang pemanfaatan budidaya ikan lele dengan sistem teknologi bioflok itu sendiri guna meningkatkan kesejahteraan masyarakat.

Abstract

Penelitian ini menggunakan metode deskriptif kualitatif dengan metode analitis yaitu penelitian yang menghasilkan data deskriptif berupa kata-kata tertulis atau lisan dari orang-orang dan prilaku yang dapat diamati. Hasil penelitian ini menunjukkan bahwa konsep reformasi birokrasi dalam meningkatkan kompetensi SDM aparatur pemerintah di Kecamatan Buntulia Kabupaten Pohuwato belum dilaksanakan secara maksimal, dimana hal tersebut dapat dilihat dari : 1). Kelembagaan organisasi, 2). Kapasitas maupun kapabilitas SDM, 3). Pemahaman terhadap teknologi, 4). Pelaksanaan reward and punishment, dan 5). perbaikan etika dan moral yang masih perlu untuk dimaksimalkan serta ditingkatkan. Rekomendasi penelitian ini adalah Pemerintah Kecamatan Buntulia Kabupaten Pohuwato agar dapat memaksimalkan tupoksinya, khususnya dalam konsep reformasi birokrasi saat ini, dimana dibutuhkan upaya untuk terus memperbaiki kualitas pelayanan kepada masyarakat melalui peningkatan kompetensi SDM aparatur pemerintah, diantaranya penataan kelembagaan yang baik dan sesuai kebutuhan, pemberian penguatan maupun pembinaan kepada aparatur secara berkesinambungan, serta pelaksanan system reward and punishment secara baik dan teratur.

Abstract

The development approach through the development actors\' initiative and support at lecal level has been a participative-based development model.The initiative and support are encouraged through the establishment of the partnership between people and development actor, including local government and it aims at developing an interaction process in the effort to create a joint movement in alleviating poverty. in the context of people empowerment partnership,those who establish the partnership do not make any differentiation in terms of magnitude or volume, status/legality, or their power. the partnership is linearly established, which means that there is not subordination among them. the study aims at investigating and describing the partnership among actors in the implementation of the P2KP program in Gorontalo city. it is of the kind of qualitave one with descriptive method the data is collected using intrview, obseiatio and secondary data use. The interview is conducted using interview guideline, informal discussion and standard open interview. the results of the study show: (1) the partnership among actors in the implementation of the P2KP program in Gorontalo city indicates the contribution of the actors\' role in alleviatig poverty and hence the involvement of them directly evidences that BMK,people, and other social groups are actually able to make a synergy with the government in the poverty alleviation and (2) the form of the partnership among the actors in the P2Kp program is put in the context of role playing in accordince wifh their respective authority and in the context of join movement.
