Abstract

ABSTRACT. There are institutional, authority and human resources (HR) problems for government supervisors. HR concerns the individual capacity and independence of a government supervisor. Grindle theory in Ardiansyah, Aksanul Khalis, Ubaidullah. (2020, hlm. 13) indicators that the implementation of a policy is running optimally are determined by the substance of the policy and the environment in which the policy is implemented. The research uses descriptive qualitative and qualitative verification analysis strategy models. This research uses a qualitative descriptive method with an inductive approach. This method is used because it examines the consistency between policies and the implementation of PPUPD Functional Positions. This consistency pays attention to the content and environment which also colors the policy. Consistency refers to dynamic conditions, adaptation to phenomena and realities of regional government in Indonesia. data analysis with two analysis models, namely the qualitative verification analysis strategy model and the qualitative descriptive strategy model. Data analysis techniques include: Content Analysis Techniques, Selected Observation, Focused Observation, Interactive Analysis, Theme Analysis, and Critical Discourse Analysis Techniques. Based on this focus, it is known that there is a functional government supervisory position (PPUPD) in institutional aspects which is attached to regional inspectorates (provincial and district/city). The thing that makes supervision relatively difficult is because the objects being monitored/examined are regional heads or officials who administratively and in terms of personnel are the superiors of PPUPD officials. In terms of authority, it experiences limitations because it only supervises aspects of implementing government affairs but does not touch on financial and asset aspects. and in the aspect of human resources, there are limitations both in terms of quantity and quality Key Words: Policy, Functional Position, Supervision, Regional Government

Abstract

This study aims to determine the level of managerial competency of Supervisory Officers at the Regional Revenue Agency of Donggala Regency which is based on the Competency Standards for ASN Positions as stipulated in the Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 38 of 2017, through the perceptions of Implementing Officials. The research was conducted using a qualitative descriptive approach to provide an overview of the managerial competence of Supervisory Officers through the perceptions of Implementing Officers. This research is a case study research and is supported by data sourced from interviews, observations, and documentation. Interviews were conducted using purposive sampling by determining key informants. There were eleven Executive Officers who were interviewed to see how the managerial competence of the six Supervisory Officers in the Regional Revenue Agency of Donggala Regency was. The results showed that most of the Supervisory Officers had not been able to fulfill five of the eight indicators of level two managerial competency according to the behavior indicators that Supervisory Officers must possess. The indicators of managerial competence that have not been fulfilled are result orientation, managing change, public service, integrity, and decision making. Meanwhile, indicators of communication, cooperation, as well as self-development and that of others, are perceived very well by the Executive Officers.

Abstract

This research aims to examine the influence of career development, organizational climate and motivation on the performance of employees of the Sidenreng Rappang Regency Water Resources Management Service. This research uses quantitative methods. The research was carried out at the Sidenreng Rappang Regency Water Resources Management Service. The data used is primary data and secondary data obtained from the technique of distributing questionnaires to 52 respondents. The results of the research show that the career development variable has a negative effect on employee performance with a t-count <t-table value of (-0.174 < 2.009) and a sig.t value (0.862 > 0.05), the organizational climate variable has a positive and significant effect on employee performance variable with t-count > t-table (4.131 > 2.009) and sig.t value (0.000 < 0.05) on the third variable, namely motivation has a positive and significant effect on employee performance because t-count .>.table ( 3,443 < 2,009) and significant value (0.001 < 0.05). The simultaneous test has a positive and significant effect on employee performance, because the value of F-count > F-table (34,439 > 2.80) is significant, F is (0.000 < 0.05) while the determination test has a contribution to employee performance of 68.3% , while the rest is influenced by other variables not included in the research.

Abstract

This study analyzes how government support applications are in the context of smart government at the Guntung Lurah Office. The method used in this research is a qualitative research method with data collection techniques using observation, interviews and supporting documents the results of research on the implementation of smart government in Bontang City which was carried out at the Guntung Lurah Office was that there were 7 forms of smart government implemented. The implementation of smart government can be seen from the elements of successful e-government development, namely support, capacity to produce competent human resources, and value to produce benefits for society. The implementation of smart government has a positive impact on the community and employees, namely that the service process is not carried out manually, the community can access the information or documents needed, people who fall into the poor category can receive cash and non-cash assistance and the construction of facilities and infrastructure is carried out according to needs. However, the obstacles found in this research are the lack of outreach to the public and an internet network that does not support it, which has an impact on the use of applications and the service processes provided to the public. Abstract

SIPADEK (Office Administration Service Information System) is an application for office correspondence administration services that has some features of digital mail disposition, incoming and outgoing email, letter, mail search, digitallogue and striverailature, and archival letter, the schedule event of the meeting. This research is a study to see how far the implementation of the Electronic Mail Information System (SIPADEK) in the Public Works and Spatial Planning Office of Jambi City leading to Smart Governance. The results make it clear that through the application SIPADEK get useful implementation in helping to improve the effectiveness of correspondences in Public Works and Spatial Planning Office of Jambi City. This app streamlines the process of capturing, searching, and disseminating mail digitally, thereby decreasing dependence on manual procedures and paper usage. This research also identified some barriers, including end user application competency (which is often not there), poor staff motivation, under-provisioned data networks and upload capacities. To overcome these obstacles, it is recommended to provide assistance and training, periodic evaluation and monitoring dashboards, data security and protection, as well as support from local authorities and management. In conclusion, the implementation of the application SIPADEK at the Public Works and Spatial Planning Office of Jambi City shows great potential in supporting smart governance, although it still requires some improvements and enhancements for the optimal utilization of this application. Abstract

This research is focused on evaluating the implementation policy of persons with disabilities in fulfilling formal sector employment rights in the city of Bandung based on William N. Dunn's evaluation theory which includes 6 (six) criteria, namely effectiveness, efficiency, adequacy, equity, responsiveness, accuracy. This study aims to analyze the evaluation of policies for the implementation of protection of people with disabilities in the fulfillment of formal sector employment rights in Bandung City and provide policy recommendations and policy implementation models related to the implementation of protection of persons with disabilities in the fulfillment of formal sector employment rights in Bandung City. The study used this using exploratory qualitative methods with an inductive approach. Interviews, documentary, observational, and triangulation techniques are the data collection techniques used in this study. The results of this study can be concluded that the evaluation of policies for the implementation of persons with disabilities in fulfilling the right to work in the formal sector in Bandung City has not been optimal, this can be seen that the policies that have been running since its publication until this study was made have not met the six criteria, namely effectiveness, efficiency, adequacy, similarity, responsiveness, and accuracy. Based on the analysis of these results, this study proposes policy recommendations, namely increasing government collaboration and integrity, strengthening the role of the government, accelerating the revision of West Java Provincial Regulations related to persons with disabilities which will later be elaborated through the Bandung Mayor Regulation, synchronization of precise and accurate data and information, and preparation of policies supporting the West Java Provincial Government Regional Regulation on Persons Disability. The policy implementation model is leadership, communication, policy substance, supervision, and resources.

Abstract

The objective of this study is to present the perspectives of District Heads (Camat), regarding to the existence of BUMDesa and the impact factors on directors capabilities to run BUMDesa. These factors are primarily related to the characteristics of the BUMDesa directors, including their competence, capability, and social culture. This research employs a combination of quantitative descriptive statistics and qualitative methods. The subjects of the study are Camats selected through convenient sampling. The survey was conducted using measurement tools developed by the researcher, based on the theory of Naminse, Zhung, and Zhu (2019), which comprises aspects of competence, capability, and socio-cultural factors. The results show that the number of active BUMDesa in the district is less than 50%; the majority of BUMDesa administrators have a high school education, with only a small proportion (22%) holding a bachelor's degree. Capability or work experience prior to becoming a director is more critical than educational level. Additionally, most BUMDesa directors have other jobs, predominantly as entrepreneurs. This dual-role profession prevents BUMDesa directors from fully focusing on the development of BUMDesa. The influence of the village head is significant in shaping the existence of BUMDesa, with village heads playing a vital role in determining BUMDesa administrators. This role can be both a hindrance and a support. Successful BUMDesa are generally backed by strong support from the village heads. District heads have not yet optimally performed their primary duties and functions, but there is great enthusiasm among them to enhance guidance for BUMDesa, especially in initiating the establishment of joint BUMDesa. Abstract

The rapid growth of private vehicle ownership and traffic has prompted the government to implement the Electronic Road Pricing (ERP) policy in controlling the level of congestion in DKI Jakarta. This research method involves a literature review and case studies using qualitative descriptive methods and secondary data to find out how to formulate ERP implementation policies in DKI Jakarta. The results of the analysis show that sustainable policy formulation in the ERP planning cycle will result in holistic and inclusive regulations, as well as strengthen the commitment of relevant stakeholders in the implementation of ERP policies in DKI Jakarta.
